CHHATTISGARH STATE ELECTRICITY REGULATORY COMMISSION (RENEWABLE PURCHASE

OBLIGATION AND REC FRAMEWORK IMPLEMENTATION) (FIRST AMENDMENT)

REGULATIONS,2O2O

No. 87ICSERC/2020.- In exercise of powers vested under section 86 read with Section l8l of the

Electricity Act 2003 (36 of 2003) and all other powers enabling it in this behalf, this Commission made

Chhattisgarh State Electricity Regulatory Commission (Renewable Purchase Obligation and REC framework

Implementation) Regulations, 2016 (here after called "the Principal Regulations"). These regulations were

applicable from April0l ,2016.In these regulations, obligated entities and minimum quantum of electricity to be

procured by obligated entities as percentage of total consumption for five years starting 2016-17 have been

specified.

In pursuance of the Principal Regulations, the Commission hereby makes the following regulations to

amend the Principal Regulations.

1.

Short title and commencement

1.1

These Regulations may be called the Chhattisgarh State Electricity Regulatory Commission

(Renewable Purchase Obligation and REC Framework Implementation) (First Amendment)

Regulations, 2020.

1.2

These Regulations shall come into force from date of notification in the CG Rajpatra.

2.

Amendment of Regulation 4.3 of the Principal Regulations

Following proviso shall be added after last proviso of regulation 4.3.

Provided also that captive users, consuming elecfiicity from captive generating plants (CGP),

commissioned before lst April 2016, shall have RPO target applicable for FY 2015-16, which is l%

solar and 6.250/o non-solar.

Provided also that for CGPs commissioned after lst April2016 onwards, the RPO levels as specified in

these Regulations or MoP trajectory, whichever is higher, for the year of commissioning of the CGPs

shall be applicable.

Provided also that in case of any augmentation in the dapacity of the CGPs, the RPO for augmented

capacity shall be the RPO applicable as specified in these Regulations for the year in which the CGPs

have been augmented.
