1.1. यह अध्यादेश राष्ट्रीय क्षशिा नीक्षि 2020 के अंिर्षि क्षिश्वक्षिद्यालय अनुदान आयोर् (यूजीसी)-दूरस्थ क्षशिा

ब्यूरो (डीईबी), नई ददल्ली द्वारा जारी ददशा-क्षनदेशों के अनुसार, दूरस्थ एिं ऑनलाइन क्षशिा के क्षलए

मैट्स MATS Centre for Distance and Online Education (MCDOE), मैट्स क्षिश्वक्षिद्यालय,

रायपुर, छत्तीसर्ढ़ के माध्यम से प्रदान दकए जाने िाले ऑनलाइन एिं दूरस्थ क्षशिा के सभी प्रमाण-पत्र,

क्षडप्लोमा, स्नािक एिं स्नािकोत्तर कायषक्रमों के क्षलए अध्यादेश कहा जाएर्ा।

1.2. यह अध्यादेश शैिक्षणक सत्र 2025-26 से लार्ू होर्ा।

1.3. अध्यादेश का प्रािधान यूजीसी-डीईबी द्वारा अनुमोददि पाठ्यक्रमों या नई क्षशिा नीक्षि (एनईपी)-2020

के ददशा-क्षनदेशों के अनुसार मैट्स क्षिश्वक्षिद्यालय की क्षिक्षध संख्या-14 के अनुसार अनुमोददि िीन िर्ीय

(छह सेमेस्टर) स्नािक क्षडग्री, दो िर्ीय मास्टसष (चार सेमेस्टर) क्षडग्री कायषक्रमों पर लार्ू होर्ा। दूरस्थ

क्षशिा और ऑनलाइन क्षशिा के िहि शाक्षमल दकए जाने िाले कायषक्रम केिल िे होंर्े जो यूजीसी-डीईबी

की क्षनक्षर्द्ध सूची में नहीं हैं और क्षजनके क्षलए क्षिश्वक्षिद्यालय को यूजीसी-डीईबी से कायषक्रम शुरू करने की

अनुमक्षि क्षमलिी है। दूरस्थ क्षशिा और ऑनलाइन क्षशिा के िहि शाक्षमल दकए जाने िाले कायषक्रम िाक्षलका

क्रमांक - 1 के अनुसार होंर्े-

2. पररभार्ा एिं मूल शब्द :

इन क्षिक्षनयमों को क्षनम्नक्षलक्षिि क्षबन्दुओं में पररभाक्षर्ि दकया र्या है :

• शैिक्षणक सत्र: इसका अथष है प्रत्येक कैलेंडर िर्ष में जनिरी से फरिरी या जुलाई से अर्स्ि के महीने में

शुरू होने िाले बारह महीनों की अिक्षध।

इसका आशय है दक प्रत्येक कैलेंडर िर्ष में बारह महीने की अिक्षध या िो जनिरी से फरिरी अथिा

जुलाई से अर्स्ि माह में प्रारंभ होने िाला सत्र, जैसा भी क्षनर्दष्ट हो।

• सेंटर फॉर इंटरनल क्वाक्षलटी एश्योरेंस (CIQA): यह क्षिश्वक्षिद्यालय द्वारा मुक्त और दूरस्थ क्षशिा पद्धक्षि

और ऑनलाइन पद्धक्षि में पेश दकए जा रहे कायषक्रमों की र्ुणित्ता सुक्षनक्षिि करने के क्षलए स्थाक्षपि एक

केंद्र है, जैसा दक यूजीसी (मुक्त और दूरस्थ क्षशिा कायषक्रम और ऑनलाइन कायषक्रम) क्षिक्षनयम, 2020 के

अनुलग्नक-I में क्षनर्दष्ट है।

• पारंपररक प्रणाली : यह क्षनयक्षमि किा के िािािरण में क्षशिक और क्षशिाथी के बीच आमने-सामने के

संिाद के माध्यम से सीिने के अिसर प्रदान करने की एक प्रणाली है, लेदकन ऑनलाइन के उपयोर् के

माध्यम से क्षशिाथी के क्षलए यदद कोई पूरक क्षनदेश हैं िो, इसमें शाक्षमल नहीं दकया र्या है।

• क्रेक्षडट : का अथष है उस इकाई के संबंध में सीिने के क्षनधाषररि स्िर को प्राप्त करने के क्षलए आिश्यक

न्यूनिम घंटों के अध्ययन प्रयासों के साथ एक क्षशिाथी द्वारा पुरस्कार के रूप में अर्जषि स्कोर। इस िंड

के प्रयोजन के क्षलए, एक क्षशिाथी द्वारा उस इकाई के संबंध में सीिने के क्षनधाषररि स्िर को प्राप्त करने

के क्षलए आिश्यक किा क्षशिण के 15 घंटे या स्ि-सीिने के समय सक्षहि 30 घंटे के बराबर सामग्री को

समझने के क्षलए एक क्रेक्षडट के क्षलए एक अध्ययन प्रयास की आिश्यकिा होर्ी।

• क्षडग्री : अक्षधक्षनयम की धारा 22 की उपधारा (3) के िहि क्षनर्दष्ट क्षडग्री।

• दोहरी पद्धक्षि क्षिश्वक्षिद्यालय : इसका आशय िह उच्च शैिक्षणक संस्थान जो पारंपररक पद्धक्षि के साथ-

साथ ओपन और क्षडस्टेंस लर्निंर् पद्धक्षि और/या ऑनलाइन पद्धक्षि के िहि भी कायषक्रमों की पेशकश करिा

है।

• ई-लर्निंर् सामग्री: ऑनलाइन कायषक्रम में एक या अक्षधक पाठ्यक्रमों के एक भार् के रूप में संरक्षचि

पाठ्यक्रम सामग्री के रूप में सामग्री शाक्षमल है, क्षडक्षजटल प्रारूप में क्षशिण प्रबंधन प्रणाली के माध्यम से

क्षििररि की जािी है, जो अन्य बािों के साथ-साथ स्ि-व्याख्यात्मक, स्ि-क्षनक्षहि, क्षशिाथी पर आत्म-

क्षनदेक्षशि है, और आत्म-मूल्यांकन के क्षलए उत्तरदायी है और क्षशिाथी को अध्ययन के दौरान सीिने के

क्षनधाषररि स्िर को प्राप्त करने में सिम बनािी है, लेदकन इसमें पाठ्य-पुस्िकें या मार्षदर्शषकाएं शाक्षमल

नहीं हैं; जैसा दक क्षिक्षनयमों में पररभाक्षर्ि है।

• परीिा केंद्र: इसका आशय एक ऐसे स्थान से है जहां मुक्त और दूरस्थ विक्षा पद्धवत ऑनलाइन

पद्धवत के िहि क्षशिाथी के कायषक्रमों के मूल्यांकन के क्षलए परीिाएं आयोक्षजि की जािी हैं और जहां

परीिाओं के सुचारू संचालन के क्षलए पयाषप्त जनशक्षक्त और इन क्षनयमों में क्षनर्दष्ट न्यूनिम मानकों का

पालन करने सक्षहि क्षशिा के संबंक्षधि पद्धक्षि के क्षलए आिश्यक बुक्षनयादी ढांचा मौजूद है।

• सूचना और संचार प्रौद्योक्षर्की: इसका अथष है संिाद करने, बनाने, प्रसाररि करने, संग्रहीि करने,

जानकारी प्रबंक्षधि करने और इंटरैक्षटटि क्षशिण-सीिने के लक्ष्यों को साकार करने, पहंच बढ़ाने, ज्ञान सह

सूचना साझाकरण सुक्षनक्षिि करने, िमिा क्षनमाषण और शैक्षिक प्रणाली और संसाधनों के प्रबंधन के क्षलए

िैनाि दकए जाने िाले उपकरणों और संसाधनों के क्षिक्षिध सेट।

• एकीकृि कायषक्रम: एकीकृि कायषक्रम का िही अथष होर्ा जैसा दक क्षडग्री के क्षिक्षनदेश पर यूजीसी

अक्षधसूचना-2014 में पररभाक्षर्ि दकया र्या है।

• लर्निंर् मैनेजमेंट क्षसस्टम (एलएमएस): इसका अथष है एक केंद्रीकृि स्थान पर ई-लर्निंर् कायषक्रमों के

क्षििरण, क्षशिाथी के जुडाि, मूल्यांकन, पररणाम, ररपोर्टिंर् और अन्य संबंक्षधि क्षििरणों पर नज़र रिने

के क्षलए एक प्रणाली।

• क्षशिाथी सहायिा केंद्र: क्षिश्वक्षिद्यालय द्वारा स्थाक्षपि या मान्यिा प्राप्त एक केंद्र जो क्षशिकों और

क्षशिार्थषयों के बीच सलाह, परामशष, इंटरफेस प्रदान करने, दकसी भी शैिक्षणक और दकसी अन्य संबंक्षधि

सेिा और सहायिा प्रदान करने के क्षलए, अन्य बािों के साथ-साथ, ओपन और क्षडस्टेंस लर्निंर् पद्धक्षि के

क्षशिार्थषयों द्वारा आिश्यक है।

• क्षशिाथी सहायिा सेिाएँ: इसमें ऐसी सेिाएँ शाक्षमल हैं जो मुक्त और दूरस्थ क्षशिा पद्धक्षि और/या

ऑनलाइन पद्धक्षि के िहि अध्ययन के एक कायषक्रम के संबंध में आयोर् द्वारा या उसकी ओर से क्षनधाषररि

स्िर िक क्षशिाथी द्वारा क्षशिण-अक्षधर्म अनुभिों के अक्षधग्रहण की सुक्षिधा के क्षलए क्षिश्वक्षिद्यालय द्वारा

प्रदान की जािी हैं।

• मूटस (मैक्षसि ओपन ऑनलाइन कोसष): इसका िही अथष होर्ा जो यूजीसी (स्ियम के माध्यम से

ऑनलाइन क्षशिण पाठ्यक्रमों के क्षलए क्रेक्षडट फ्रेमिकष) क्षिक्षनयम, 2016 के क्षिक्षनयमन 3 के उप-क्षिक्षनयम

3.6 के िहि प्रक्षिबद्ध दकया र्या है।

• ऑनलाइन पद्धक्षि: इंटरनेट, ई-लर्निंर् सामग्री और प्रौद्योक्षर्की समर्थषि िंत्र और संसाधनों का उपयोर्

करके इंटरनेट के माध्यम से क्षशिक और क्षशिाथी के अलर्ाि को दूर करके लचीले सीिने के अिसर

प्रदान करने की एक प्रणाली।

• मुक्त और दूरस्थ क्षशिा पद्धक्षि: क्षशिक एिं क्षशिाथी के बीच के अंिर को दूर करके, प्प्रंट, इलेटरॉक्षनक,

ऑनलाइन और क्षशिार्थषयों या क्षशिाथी सहायिा सेिाओं के साथ कभी-कभार होने िाली संिादात्मक

आमने-सामने की बैठकों सक्षहि क्षिक्षभन्न माध्यमों का उपयोर् करके लचीले क्षशिण अिसर प्रदान करने की

पद्धक्षि, क्षजसमें व्यािहाररक या कायष अनुभि सक्षहि क्षशिण अनुभि प्रदान करना शाक्षमल है।

• पोस्ट ग्रेजुएट क्षडप्लोमा: इसका अथष है न्यूनिम दो साल की अिक्षध िाला एक पाठ्यक्रम, स्नािक के रूप

में न्यूनिम प्रिेश स्िर की योग्यिा, न्यूनिम 80 क्रेक्षडट आयोर् और क्षनयामक प्राक्षधकरण या िैधाक्षनक

पररर्द द्वारा मान्यिा प्राप्त नामकरण, जैसा क्षिक्षनयक्षमि हो।

• प्रॉटटडष परीिा: अनुमोददि व्यक्षक्त या प्रौद्योक्षर्की सिम प्रॉटटररंर् की देिरेि में आयोक्षजि परीिा जो

परीिाथी की पहचान और परीिा देने िाले िािािरण की अिंडिा को सुक्षनक्षिि करिी है, या पेन-पेपर

पद्धक्षि में या कंप्यूटर-आधाररि परीिण पद्धक्षि में या पूणष ऑनलाइन पद्धक्षि में; इन क्षिक्षनयमों के िहि

ओपन और क्षडस्टेंस लर्निंर् पद्धक्षि और ऑनलाइन पद्धक्षि में अनुमेय है।

• क्षनक्षर्द्ध कायषक्रम: ऐसे कायषक्रम क्षजन्हें उच्च क्षशिा में ओपन और क्षडस्टेंस लर्निंर् पद्धक्षि और ऑनलाइन

पद्धक्षि में पेश करने की अनुमक्षि नहीं दी जाएर्ी, जैसा दक नीचे क्षनर्दष्ट है:

अ)इंजीक्षनयररंर्, मेक्षडकल, दफक्षजयोथेरेपी, ऑटयूपेशनल थेरेपी और अन्य पैरा-मेक्षडकल क्षिर्यों,

फामेसी, नर्सिंर्, डेंटल, आर्कषटेटचर, लॉ, एग्रीकल्चर, हॉर्टषकल्चर, होटल मैनेजमेंट, कैटररंर्

टेक्नोलॉजी, पाक क्षिज्ञान, एयरक्राफ्ट मेंटेनेंस, क्षिजुअल आट्सष और स्पोट्सष के क्षिर्यों (उनके संबद्ध

डोमेन सक्षहि) में कायषक्रम;

ब)अनुसंधान आधाररि कायषक्रम जैसे एम.दफल और पीएचडी;

ग)ऐर्े अन्य कायसक्रमोों को वकर्ए भए र्ोंलोंवित िैिावनक या वनयामक वनकाय या पररषद द्वारा ओपन

और विस्टेंर् लवनिंग पद्धवत और/या ऑनलाइन पद्धवत के माध्यम र्े पेि करने कए अनुमवत नहएों

है: लिते वक, यवद र्ोंलोंवित िैिावनक या वनयामक वनकाय या पररषद अपने अविकार क्षेत्र के

तहत, ओपन और विस्टेंर् लवनिंग पद्धवत और/या ऑनलाइन पद्धवत में, जैर्ा वक ऊपर लताया

गया है, वकर्ए भए वनवषद्ध कायसक्रम कए अनुमवत देता है, तो उर् पर

आयोग द्वारा विचार वकया जाता है,तो विश्वविद्यालय अध्यादेि में इन कायसक्रमोों को िावमल करने

के लाद उन कायसक्रमोों को िुरू कर र्कता है।

• िेत्रीय केंद्र: इसका अथष है क्षिश्वक्षिद्यालय द्वारा अपने िेत्रीय अक्षधकार िेत्र के अनुसार िेत्र में क्षशिाथी

सहायिा केंद्रों के कायष के समन्िय और पयषिेिण के उद्देश्य से स्थाक्षपि या बनाए रिा र्या केंद्र और ऐसे

अन्य कायों को करने के क्षलए जो क्षिश्वक्षिद्यालय के सांक्षिक्षधक प्राक्षधकरणों द्वारा ऐसे केंद्र को प्रदान दकए

जा सकिे हैं।

• स्ि-क्षशिण ई-मॉड्यूल: ऑनलाइन पद्धक्षि के क्षलए ई-लर्निंर् रूप में पाठ्यक्रम सामग्री की एक मॉड्यूलर

इकाई जो अन्य बािों के साथ-साथ स्ि-व्याख्यात्मक, स्ि-क्षनक्षहि, क्षशिाथी पर स्ि-क्षनदेक्षशि और आत्म-

मूल्यांकन के क्षलए उत्तरदायी है, और क्षशिाथी को अध्ययन के पाठ्यक्रम में सीिने के क्षनधाषररि स्िर को

प्राप्त करने में सिम बनािा है और क्षनम्नक्षलक्षिि ई-लर्निंर् सामग्री के संयोजन के रूप में शाक्षमल करिा हैः

(क) ई-पाठ्य सामग्री;

(ि) िीक्षडयो व्याख्यान;

(र्) श्रव्य-दृश्य संिादात्मक सामग्री;

(घ) िचुषअल टलास रूम सत्र;

(च) ऑक्षडयो पॉड कास्ट;

(छ) िचुषअल क्षसमुलेशन; और

(ज) स्ि-मूल्यांकन प्रश्नोत्तरी या परीिण;

• स्ि-क्षशिण सामग्री: मुक्त और दूरस्थ विक्षा पद्धवत और ऑनलाइन पद्धवत के क्षलए पाठ्यक्रम सामग्री के

रूप में सामग्री शाक्षमल है, चाहे मुदद्रि हो या ई-रूप में, जो अन्य बािों के साथ-साथ स्ि-

व्याख्यात्मक, स्ि-क्षनक्षहि, क्षशिाथी पर स्ि-क्षनदेक्षशि है, और आत्म-मूल्यांकन के क्षलए उत्तरदायी है, और

क्षशिाथी को अध्ययन के पाठ्यक्रम में सीिने के क्षनधाषररि स्िर को प्राप्त करने में सिम बनािी है, लेदकन

इसमें पाठ्य-पुस्िकें या मार्षदर्शषकाएं शाक्षमल नहीं हैं।

• : इसका अथष है यूजीसी ( के माध्यम से ऑनलाइन क्षशिण पाठ्यक्रमों के क्षलए क्रेक्षडट

फ्रेमिकष) क्षिक्षनयम, 2016 में क्षनर्दष्ट क्षशिण प्रबंधन प्रणाली।

3. प्रिेश के क्षलए पात्रिा:

3.1 इन कायषक्रमों में प्रिेश के क्षलए प्रिेश क्षनयम और ददशा-क्षनदेश िही होंर्े जो क्षिश्वक्षिद्यालय के अध्यादेश

144 के प्बंदु संख्या 3 में हैं।

3.2 दकसी क्षिशेर् अध्ययन कायषक्रम में क्षशिाथी की न्यूनिम आयु सक्षहि पात्रिा की शिें पारंपररक प्रणाली के

समान ही होंर्ी, जब िक दक कुछ कायषक्रमों के क्षलए क्षिक्षशष्ट प्रािधान नहीं बनाए जािे हैं।

3.3 सीटों की संख्या:

दकसी कायषक्रम में छात्र नामांकन क्षिश्वक्षिद्यालय की अकादक्षमक पररर्द द्वारा अनुमोददि सीटों िक ही

सीक्षमि रहेर्ा। अकादक्षमक पररर्द और प्रबंधन बोडष की मंजूरी के बाद सीटों में अक्षिररक्त बढ़ोिरी की जा

सकेर्ी।

3.4.प्रिेश िमिा इस अध्यादेश के प्रािधानों के िहि क्षिश्वक्षिद्यालय द्वारा पहले से क्षनधाषररि की जाएर्ी और

शैिक्षणक सत्र 2025-26 से लार्ू होर्ी।

3.5 बशिे दकसी क्षिज्ञान क्षिर्य के अंिर्षि एक कायषक्रम के क्षलए मुक्त और दूरस्थ क्षशिा प्रणाली के िहि प्रिेश

िमिा पारंपररक प्रणाली में स्िीकृि प्रिेश िमिा यूजीसी-डीईबी क्षिक्षनयम के अनुसार होर्ी।

ऑनलाइन प्रमाली में अंिराष्ट्रीय छात्रों का प्रिेश

3.6.क्षिश्वक्षिद्यालय अंिराष्ट्रीय छात्रों को उनके द्वारा धाररि प्रिेश योग्यिा की समिुल्यिा के आधार पर प्रिेश दे

सकिा है। समिुल्यिा का क्षनधाषरण क्षिश्वक्षिद्यालय अनुदान आयोर् (यूजीसी) या यूजीसी द्वारा इस उद्देश्य

के क्षलए मान्यिा प्राप्त दकसी अन्य क्षनकाय या देश के संबंक्षधि क्षनयामक क्षनकायों द्वारा दकया जाना है।

क्षिश्वक्षिद्यालय अंिराष्ट्रीय छात्रों को प्रिेश देने के क्षलए पारदशी प्रिेश प्रदक्रया ग ।

3.7.सभी अंिराष्ट्रीय क्षशिाथी केिल पासपोटष के माध्यम से अपने प्रमाण-पत्र प्रमाक्षणि करेंर्े। ये क्षशिाथी अपने

क्षनिास के देश से ऑनलाइन कायषक्रम करेंर्े।

3.8.क्षिश्वक्षिद्यालय शैिक्षणक सत्र की शुरुआि के िुरंि बाद नामांदकि सभी अंिराष्ट्रीय क्षशिार्थषयों का क्षििरण

क्षिदेश मंत्रालय, क्षशिा मंत्रालय और क्षिश्वक्षिद्यालय अनुदान आयोर् को प्रदान करेर्ा।

4. कायषक्रम का पाठ्यक्रम घटक

पाठ्यक्रम घटक क्षनयक्षमि कायषक्रम के समरूप होर्ा। प्रत्येक क्षिभार् का अध्ययन बोडष दूरस्थ पाठ्यक्रम में

जरूरि होने पर आिश्यकिानुसार पररििषन करेर्ा।

5. स्नािक कायषक्रमों का नामकरण:

यूजीसी (मुक्त और दूरस्थ क्षशिा कायषक्रम और ऑनलाइन कायषक्रम) क्षिक्षनयम 2020 के अनुसार और

कायषक्रमों के पारंपररक पद्धक्षि पर आधाररि।

6. स्नािकोत्तर कायषक्रमों का नामकरण:

कायषक्रमों के पारंपररक पद्धक्षि पर आधाररि।

7. उपक्षस्थक्षि :

क्षशिाथी दकसी क्षिर्य में

/ - परीिा में शाक्षमल होने के क्षलए िब िक पात्र नहीं

होर्ा जब िक दक:

(i) मुक्त और दूरस्थ क्षशिा पद्धक्षि के क्षलए क्षशिाथी ने कायषक्रम क्षिक्षशष्ट व्यक्षक्तर्ि संपकष कायषक्रम

दजष की हो; और क्षशिाथी सहायिा केंद्र/िेत्रीय केंद्र/उच्च क्षशिण संस्थान द्वारा क्षिस्िृि उपक्षस्थक्षि

ररकॉडष बनाए रिा र्या हो;

(ii) ऑनलाइन प्रणाली के क्षलए: क्षशिाथी ने अंक्षिम सेमेस्टर परीिा या सत्र समाक्षप्त परीिा से पहले

ऑनलाइन कायषक्रम की सभी र्क्षिक्षिक्षधयों में न्यूनिम 75 प्रक्षिशि भार्ीदारी की हो।क्षिशेर् कारणों

जैसे लंबी बीमारी के कारण प्रत्येक पाठ्यक्रम में उपक्षस्थक्षि के प्रक्षिशि में कमी को माननीय कुलपक्षि

द्वारा माफ दकया जा सकिा है।

8. परीिा और मूल्यांकनैः

8.1 परीिाओं के क्षिक्षभन्न घटकों में क्षशिार्थषयों के मूल्यांकन की सभी प्रदक्रयाओं को सीधे संबंक्षधि संस्थान द्वारा

क्षनयंक्षत्रि दकया जाएर्ा और मूल्यांकन का कोई भी क्षहस्सा आउटसोसष नहीं दकया जाएर्ा।

8.2 पारदर्शषिा और क्षिश्वसनीयिा सुक्षनक्षिि करने के क्षलएैः मुक्त और दूरस्थ क्षशिा और/या ऑनलाइन पद्धक्षि

उच्च शैिक्षणक संस्थानों के पूणषकाक्षलक संकाय या क्षिश्वक्षिद्यालय अनुदान आयोर् द्वारा मान्यिा प्राप्त उच्च

शैिक्षणक संस्थानों के योग्य क्षशिकों को केिल क्षनरीिकों, परीिा अधीिकों, पयषिेिकों आदद के रूप में

कायष करने के क्षलए संबद्ध दकया जाना चाक्षहए।

8.3 मुक्त और दूरस्थ क्षशिा कायषक्रमों के क्षलए: मुक्त और दूरस्थ क्षशिा पद्धक्षि कायषक्रमों के क्षलए सभी परीिाएं

आयोक्षजि की जाएंर्ी जहां अध्ययन केंद्र या क्षशिाथी सहायिा केंद्र मुक्त और दूरस्थ क्षशिा पद्धक्षि संस्थान

के प्रत्यि क्षनयंत्रण और के अंिर्षि क्षस्थि हैं। इसके अलािा, सभी सरकारी संस्थान जैसे केंद्रीय

क्षिद्यालय, निोदय क्षिद्यालय, सैक्षनक स्कूल, राज्य सरकार स्कूल और राज्य सरकार क्षिश्वक्षिद्यालय से

संबद्ध आदद को भी प्रत्यि समग्र पयषिेिण के िहि परीिा केंद्र के रूप में चक्षयनि दकया

जा सकिा है। अन्य क्षनजी क्षिश्वक्षिद्यालय और दकसी भी क्षनजी संर्ठन या र्ैर-अनुमोददि उच्च शैिक्षणक

संस्थानों को कोई परीिा केंद्र आिंरटि नहीं दकया जाएर्ा।

8.4 यदद ऊपर (8.3) में उक्षल्लक्षिि संस्थानों के प्रकार दकसी शहर/कस्बे में आिश्यकिाओं को पूणष करने के

क्षलए स्थान पयाषप्त नहीं हैं, िो क्षिश्वक्षिद्यालय अपने िैधाक्षनक क्षनकायों के पूिष अनुमोदन के साथ कृक्षर्

क्षिज्ञान केंद्रों, राज्य प्रक्षशिण संस्थानों/औद्योक्षर्क प्रक्षशिण संस्थानों, सरकारी संर्ठनों/क्षिभार्ों, मान्यिा

प्राप्त प्रयोर्शाला में परीिा केंद्रों की स्थापना कर सकिा है।

8.5.मुक्त एिं दूरस्थ क्षशिा पद्धक्षि िथा/या ऑनलाइन पद्धक्षि में कायषक्रम चलाने िाले क्षिश्वक्षिद्यालय को प्रश्न

पत्रों, प्रश्न बैंकों, असाइनमेंट के क्षिकास िथा उनके संशोधन, परीिा के संचालन, योग्य क्षशिकों द्वारा

उत्तर पुक्षस्िकाओं के मूल्यांकन िथा पररणाम की घोर्णा में र्हन प्रदक्रया अपनानी होर्ी, िथा प्रश्नपत्रों को

इस प्रकार िैयार करना होर्ा दक यह सुक्षनक्षिि हो सके दक पाठ्यक्रम का कोई भी भार् क्षशिाथी द्वारा

अध्ययन से छूट न जाए।

8.6 मुक्त एिं दूरस्थ क्षशिा पद्धक्षि िथा/या ऑनलाइन पद्धक्षि में कायषक्रमों की परीिा, उच्चिर क्षशिा संस्थान

की परीिा या मूल्यांकन इकाई द्वारा प्रबंक्षधि की जाएर्ी िथा इन क्षिक्षनयमों के अंिर्षि ददए र्ए परीिा

केंद्र में आयोक्षजि की जाएर्ी।

8.7 ऑनलाइन लर्निंर् पद्धक्षि के क्षलए प्रािधान :

8.7.1.क्षिश्वक्षिद्यालय या िो प्रौद्योक्षर्की सिम ऑनलाइन टेस्ट का उपयोर् करके सभी सुरिा व्यिस्थाओं के

साथ परीिाओं की पारदर्शषिा और क्षिश्वसनीयिा सुक्षनक्षिि करेर्ा, या प्रोटटडष परीिा के माध्यम से

और क्षिश्वक्षिद्यालय अनुदान आयोर् द्वारा क्षनधाषररि दकसी भी अन्य मानदंडों के अनुरूप परीिा

आयोक्षजि करेर्ा। बशिे दक, क्षिश्वक्षिद्यालय अपने अंिराष्ट्रीय क्षशिार्थषयों के क्षलए प्रोटटडष परीिा

आयोक्षजि करेर्ा।

8.7.2.परीिार्थषयों की उपक्षस्थक्षि भारिीय क्षशिार्थषयों के क्षलए आधार क्षििरण या अन्य सरकारी

पहचानकिाषओं और अंिराष्ट्रीय क्षशिार्थषयों के क्षलए पासपोटष के अनुसार बायोमेररक प्रणाली के

माध्यम से प्रमाक्षणि की जाएर्ी।

8.8.मुक्त एिं दूरस्थ क्षशिा पद्धक्षि और/या ऑनलाइन पद्धक्षि के माध्यम से नामांदकि क्षशिार्थषयों और उनके

प्रमाणन के क्षलए क्षिश्वक्षिद्यालय मूल्यांकन िंत्र में क्षनम्नक्षलक्षिि शाक्षमल होंर्े:

8.8.1. दो प्रकार के मूल्यांकन और उनके िेटेज क्षनम्नानुसार होंर्े

I. सिि या प्रारंक्षभक मूल्यांकन (सेमेस्टर में): अक्षधकिम 30 प्रक्षिशि

II.योर्ात्मक मूल्यांकन (अंक्षिम सेमेस्टर परीिा या टमष-एंड परीिा के रूप में): अक्षधकिम

70 प्रक्षिशि।

9. लेटर ग्रेड और ग्रेड प्िाइंटैः

9.1.सभी लेटर ग्रेड और ग्रेड प्िाइंट उसी मानक के होंर्े जैसा दक क्षिश्वक्षिद्यालय द्वारा पारंपररक पद्धक्षि में

अपनाया जा रहा है या जैसा दक अध्यादेश 144 के प्बंदु (29) में उल्लेि दकया र्या है। सिि

मूल्यांकन और अंक्षिम सेमेस्टर परीिाओं या टमष एंड परीिाओं में प्राप्त अंक या ग्रेड, ग्रेड काडष में अलर्

से ददिाए जाएंर्े।

10. प्रमोशन क्षनयम :

10.1.यह क्षनयम क्षिश्वक्षिद्यालय के अध्यादेश 144 के प्बंदु (30) में पारंपररक प्रमोशन क्षनयम के अनुसार ही

होंर्े।

11.प्रमाणन

11.1.स्नािक और स्नािकोत्तर स्िर पर क्षडग्री और ओपन और क्षडस्टेंस लर्निंर् और ऑनलाइन पद्धक्षि दोनों के क्षलए

स्नािकोत्तर क्षडप्लोमा के प्रत्येक अिाडष को एक क्षिक्षशष्ट पहचान संख्या दी जाएर्ी और इसमें फोटो और

आधार नंबर या अन्य सरकारी मान्यिा प्राप्त पहचानकिाष या पासपोटष नंबर, जैसा भी लार्ू हो, कायषक्रम

के नाम के साथ क्षशिाथी के अन्य प्रासंक्षर्क क्षििरण के साथ होना चाक्षहए। प्रत्येक अिाडष को राष्ट्रीय

शैिक्षणक क्षडपॉक्षजटरी पर भी अपलोड दकया जाएर्ा।

11.2 क्षिश्वक्षिद्यालय की माकषशीट में छात्रों को क्षिश्वक्षिद्यालय द्वारा जारी की र्ई प्रत्येक क्षडग्री/प्रमाण पत्र और

माकषशीट (प्रत्येक सेमेस्टर प्रमाण पत्र के क्षलए और कायषक्रम के अंि में) के पीछे अक्षनिायष रूप से

क्षनम्नक्षलक्षिि क्षबन्दु शाक्षमल होंर्े।

i. क्षशिण प्रणाली जैसे ऑनलाइन/मुक्त एिं दूरििी/पारंपररक;

ii. प्रिेश की क्षिक्षथ;

iii.

पूणष होने की िारीि;

iv. क्षशिाथी सहायिा केंद्र का नाम और पिा (केिल मुक्त और दूरस्थ क्षशिा के क्षलए)

v. परीिा केंद्र का नाम और पिा

12. आंिररक र्ुणित्ता केंद्र (CIQA):

12.1.र्क्षिशील आंिररक र्ुणित्ता प्रणाली सुक्षनक्षिि करने के क्षलए स्िीकायष र्ुणित्ता के साथ मुक्त और

दूरस्थ क्षशिा पद्धक्षि और ऑनलाइन पद्धक्षि में उच्च क्षशिा को बढ़ािा देने के क्षलए आंिररक र्ुणित्ता

के क्षलए एक केंद्र ग ।

12.2.इस सेल का र्ठन, कायष, क्षनर्रानी िंत्र यूजीसी (मुक्त और दूरस्थ क्षशिा कायषक्रम और ऑनलाइन

कायषक्रम) क्षिक्षनयम, 2020 के अनुलग्नक-I में ददए र्ए प्रािधान के अनुसार होर्ा।

13 सामान्यैः

13.1.यदद अध्यादेश में शाक्षमल न दकए र्ए मामलों से संबंक्षधि कोई प्रश्न उठिा है, िो क्षिश्वक्षिद्यालय या

यूजीसी के अध्यादेश/संक्षिक्षध में दकए र्ए प्रासंक्षर्क प्रािधान लार्ू होंर्े।

13.2.एबीसी और मल्टीपल एंरी और एक्षग्जट से संबंक्षधि कोई भी प्बंदु जो इस अध्यादेश में शाक्षमल नहीं है,

उस पर क्षिश्वक्षिद्यालय के क्षनयमों के अनुसार समय-समय पर जारी यूजीसी के ददशा-क्षनदेशों/क्षिक्षनयमों के

प्रािधानों के अनुसार क्षनधाषररि दकया जाएर्ा।

14. अध्यादेश की व्याख्या पर दकसी भी क्षििाद में, अंग्रेजी संस्करण को ही बाध्यकारी की क्षस्थक्षि माना जाएर्ा।

15. इस अध्यादेश में उक्षल्लक्षिि मुक्त और दूरस्थ क्षशिा कायषक्रमों से संबंक्षधि मौजूदा अध्यादेश सत्र 2025-26 से

इस अध्यादेश के कायाषन्ियन के साथ क्षनरस्ि हो जाएंर्े। मौजूदा अध्यादेश उन क्षशिार्थषयों पर लार्ू होर्ा

क्षजन्होंने शैिक्षणक सत्र 2025-26 से पहले नामांकन दकया है।

16. क्षशकायि क्षनिारण िंत्र:

16.1.क्षिश्वक्षिद्यालय के पास यूजीसी (मुक्त और दूरस्थ क्षशिा कायषक्रम और ऑनलाइन कायषक्रम) क्षिक्षनयम,

2020,में ददए र्ए ददशाक्षनदेशों के अनुसार क्षशकायि क्षनिारण िंत्र होर्ा।

17. अध्यादेश में शाक्षमल नहीं दकए र्ए दकसी भी अन्य प्बंदु पर, यूजीसी (मुक्त और दूरस्थ क्षशिा कायषक्रम और

ऑनलाइन कायषक्रम) क्षिक्षनयम, 2020 में ददए र्ए मानदंड लार्ू होंर्े।

1. Short Title and Commencement:

1.1. The ordinance shall be called as ordinance for all the certificates, Diploma,

Undergraduate and Postgraduate programmes of Online and Distance Education to

be imparted through MATS Centre for Distance and Online Education (MCDOE),

MATS University, Raipur, Chhattisgarh, as per the guidelines issued by University

Grant Commission (UGC)-Distance Education Bureau (DEB), New Delhi under

National Education Policy 2020.

1.2. The Ordinance shall come into force from the academic Session 2025-26.

1.3. The provision of the ordinance shall apply to the three-year (six semester) Bachelor’s

Degree, Two-year Masters’ (four semester) degree programmes approved as per

statutes no. 14 of the MATS University for the Courses as approved by UGC-DEB or

as per guidelines New Education Policy (NEP)-2020. The Programs to be covered

under Distance Education and Online Education shall be only those which are not in

the prohibited list of the UGC-DEB and for which the University gets the permission

to start the programs from UGC-DEB. The programmes to be covered under distance

education and online education shall be as per the table 1.

2. Definition and Keywords:

These regulations require following definition:

 Academic Sessions: This means duration of twelve months beginning either

in January to February or in the month of July to August, as the case may be,

of every calendar year.

 Centre for Internal Quality Assurance (CIQA): This is A Centre established

by the University for ensuring the quality of programmes being offered in

Open and Distance Learning mode and Online mode, as specified in

Annexure-I of UGC (Open and Distance Learning Programmes and Online

Programmes) Regulations, 2020.

 Conventional Mode: This is a mode of providing learning opportunities

through face-to-face interaction between the teacher and learner in regular

class room environment but does not exclude supplementary instructions if

any for the learner through use of online.

 Credit: Means the Unit award gained by a learner with study efforts of

minimum number of hours required to acquire the prescribed level of learning

in respect of that Unit. For the purpose of this clause, A study effort for one

credit shall mean time required by a learner to understand the contents

equivalent to 15 hours of classroom teaching or 30 hours including self-

learning time required to acquire the prescribed level of learning in respect of

that Unit.

 Degree: A degree specified under sub-section (3) of section 22 of the Act.

 Dual Mode University: Means the University offering programmes under

conventional mode and also under Open and Distance Learning mode and/or

Online mode.

 E-Learning Material: This includes contents in the form of structured course

material, as a part of one or more courses in the Online Programme, in digital

format delivered through Learning Management System, which is inter alia

self-explanatory, self-contained, self-directed at the learner, and amenable to

self-evaluation and enables the learner to acquire the prescribed level of

learning in a course of study, but does not include text-books or guide-books;

as defined in the regulations.

 Examination Centre: This means a place where examinations are conducted,

inter alia, for assessment of the learner’s pursuing programmes under Open

and Distance Learning mode and Online mode and is having the requisite

infrastructure relevant to respective mode of education including adequate

manpower for smooth conduct of examinations and adhering to such

minimum standards as specified in these regulations.

 Information and Communication Technology: Means the diverse set of

tools and resources used to communicate, create, disseminate, store, manage

information and be deployed for realising the goals of interactive teaching-

learning, enhancing access, ensuring knowledge cum information sharing,

building capacities and management of the educational system and resources.

 Integrated Programme: Integrated programme shall have the same meaning

as defined in UGC Notification on Specification of Degree, 2014.

 Learning Management System (LMS): This means a system to keep track of

delivery of e-Learning Programmes, learner ‘s engagement, assessment,

results, reporting and other related details in one centralised location.

 Learner Support Centre: A centre established or recognised by the

University for advising, counselling, providing interface between the teachers

and the learners, rendering any academic and any other related service and

assistance required, inter alia, by the learners of Open and Distance Learning

mode.

 Learner Support Services: This includes such services as are provided by the

University in order to facilitate the acquisition of teaching learning

experiences by the learner to the level prescribed by or on behalf of the

Commission in respect of a programme of study under Open and Distance

Learning mode and/or Online mode.

 MOOCs: It shall have the same meaning as assigned to it under sub-

regulation 3.6 of regulation 3 of UGC (Credit Framework for Online learning

courses through SWAYAM) Regulations, 2016.

 Online Mode: A mode of providing flexible learning opportunities by

overcoming separation of teacher and learner using internet, e-Learning

Materials and full-fledged programme delivery through the internet using

technology assisted mechanism and resources.

 Open and Distance Learning Mode: A mode of providing flexible learning

opportunities by overcoming separation of teacher and learner using a variety

of media, including print, electronic, online and occasional interactive face-to-

face meetings with the learners or Learner Support Services to deliver

teaching-learning experiences, including practical or work experiences.

 Post Graduate Diploma: This means a programme with minimum duration

of two years, minimum entry level qualification as graduation, minimum 80

credits and nomenclature as recognised by the Commission and regulatory

authority or statutory council, as applicable.

 Proctored Examination: The examination conducted under the supervision

of approved person or technology enabled proctoring which ensures the

identity of the test taker and the integrity of the test taking environment, either

in pen-paper mode or in computer-based testing mode or in full-fledged

Online mode; as permissible in Open and Distance Learning mode and Online

mode under these regulations.

 Prohibited Programme: Such programmes which shall not be permitted to be

offered in Open and Distance Learning Mode and Online Mode in Higher

Education, by UGC_DEB.

a) The programmes in the disciplines (including their allied domains) of

Engineering, Medical, Physiotherapy, Occupational Therapy and other

Para-Medical disciplines, Pharmacy, Nursing, Dental, Architecture,

Law, Agriculture,

Horticulture,

Hotel

Management,

Catering

Technology, Culinary Sciences, Aircraft Maintenance, Visual Arts and

Sports;

b) The research-based programmes such as M.Phil. and Ph.D.;

c) Such other Programmes not permitted to be offered through Open and

Distance Learning mode and/or Online mode by any concerned

statutory or regulatory body or council: Provided that, if the concerned

statutory or regulatory body or council permits any of the prohibited

programmes, as mentioned above, under its domain, in Open and

Distance Learning mode and/or Online mode, if the same is considered

by the UGC, university can start those programs after the inclusion of

these programmes in the ordinance.

 Regional Centre: Means a Centre established or maintained by the University

for the purpose of coordinating and supervising the work of the Learner

Support Centres in the region as per its territorial jurisdiction and for

performing such other functions as may be conferred on such Centre by the

statutory authorities of the Higher Educational Institution.

 Self-Learning E-Module: For Online mode means a modular unit of course

material in e-learning form which is inter alia self-explanatory, self-

contained, self-directed at the learner, and amenable to self-evaluation, and

enables the learner to acquire the prescribed level of learning in a course of

study and includes contents in the form of a combination of the following e-

Learning content:

o e-Text Materials;

o Video Lectures;

o Audio-Visual interactive material;

o Virtual Classroom sessions;

o Audio Pod casts;

o Virtual Simulation; and

o Self-Assessment Quizzes or Tests;

 Self-Learning Material: For Open and Distance Learning mode means that

includes contents in the form of course material, whether print or in e- form,

which is interalia self-explanatory, self-contained, self-directed at the learner,

and amenable to self-evaluation, and enables the learner to acquire the

prescribed level of learning in a course of study, but does not include text-

books or guide-books.

 SWAYAM: This means the learning management system as specified in the

UGC (Credit Framework for online learning courses through SWAYAM)

Regulations, 2016.

3. Eligibility for Admission:

3.1. Admission rules and guidelines for admission to these programmes shall be the same as

mentioned in the point no 3 of the ordinances 144 of the University.

3.2. The conditions of eligibility including the minimum age of a learner in a particular

programme of study, would be the same as in Conventional mode unless specific

provisions are created for some programs.

Number of Seats:

3.3. Student enrolment in a programme shall be restricted to the seats duly approved by

the Academic Council of the University. The additional increase in the seats can be

done after the approval of Academic Council and Board of Management.

3.4. The in-take capacity shall be determined in advance by the University under the

provisions of this Ordinance and shall be applicable from the academic session 2025-

26.

3.5. Provided that the intake capacity under Open and Distance Learning mode for a

programme under science discipline shall be as per UGC-DEB guidelines.

Admission of International Students in Online Mode

3.6. The University may admit international students based on the equivalence of entry

qualification held by them. The equivalence is to be determined by the University

Grants Commission (UGC) or any other body recognised by UGC for such purpose

or the concerned regulatory bodies of the country. The University may adopt a

transparent admission process for admitting the international students.

3.7. All the International learners shall authenticate their credential through Passports

only. These Learners shall pursue Online programmes from their country of

residence.

3.8. University shall Provide the details of all International Learners enrolled immediately

after the beginning of the academic session to the Ministry of External Affairs,

Ministry of Education and University Grants Commission.

4. Curriculum Component of the Programme:

Curriculum Component will be same as the regular program. Board Of Study of Each

Department will make the necessary Changes if required in the Curriculum.

5. Nomenclature of Undergraduate Programmes:

As per UGC (Open and Distance Learning Programme and Online Programme)

Regulations 2020 and based on Conventional mode of Programmes.

6. Nomenclature of Postgraduate Programmes:

As per UGC (Open and Distance Learning Programme and Online Programme)

Regulation 2020 and based on Conventional mode of Programmes.

7. Attendance:

The learner shall not be eligible to attend the term/end semester examination in a subject

unless:

(i) For Open and Distance Learning mode the learner has minimum attendance of 75

percent in the programme specific Personal Contact Programme (excluding

counselling) and lab component of each of the programmes; and detailed

attendance records have been maintained by Learner Support Centre/Regional

Centre/ Higher Educational Institution;

(ii) For Online mode: the learner has minimum participation of 75 per cent. in all the

activities of Online programme prior to end semester examination or term end-

examination.

For special reason such as prolonged illness deficiency in the percentage of

attendance in each course may be condoned by the Vice Chancellor.

8. Examination and Evaluation:

8.1. All processes of assessment of learners in different components of Examination shall

be directly handled by the concerned Institution and no part of the assessment shall

be outsourced.

8.2. For ensuring transparency and credibility, the full-time faculty of the Open and

Distance Learning and/or Online mode Higher Educational Institutions or qualified

faculty from University Grants Commission recognised Higher Educational

Institutions only should be associated to function as invigilators, examination

superintendents, as observers etc.

8.3. For Open and Distance Learning programmes: All Examinations for Open and

Distance Learning mode programmes shall be conducted where the Study Centres or

Learner Support Centres is located under the direct control and responsibility of the

Open and Distance Learning mode Institution. Also, all Government Institutions like

Kendriya Vidyalaya(s), Navodaya Vidyalaya(s), Sainik School(s), State Government

Schools and State Government University Affiliated Colleges, etc. can also be

identified as examination centre(s) under direct overall supervision of the University

and no Examination Centres shall be allotted to any private organisations or

unapproved Higher Educational Institutions.

8.4. In case the types of Institutions mentioned at (8.3) above are not sufficient to meet

the requirement in a city/town, the University may locate the Examination Centre(s)

at Krishi Vigyan Kendras, State Training Institutes/Industrial Training Institutes,

Government Organisations/ Departments, Accredited Laboratory with the prior

approval of its statutory bodies.

8.5. The University offering a Programme in Open and Distance Learning mode and/or

Online mode shall adopt a rigorous process in development of question papers,

question banks, assignments and their moderation, conduct of examination,

evaluation of answer scripts by qualified teachers, and result declaration, and shall so

frame the question papers as to ensure that no part of the syllabus is left out of study

by a learner.

8.6. The examination of the programmes in Open and Distance learning mode and/or

Online mode shall be managed by the examination or evaluation Unit of the Higher

Educational Institution and shall be conducted in the examination centre as given under

these regulations.

8.7. Provisions For Online Learning Mode:

8.7.1. University shall conduct examinations either using technology enabled online test

with all the security arrangements ensuring transparency and credibility of the

examinations, or through the Proctored Examination and in conformity with any

other norms for such examination as may be laid down by the University Grant

Commission. Provided that, university shall conduct proctored examinations for

its international learners.

8.7.2. The attendance of examinees shall be authenticated through biometric system as

per Aadhaar details or other Government identifiers for Indian learners and

Passports for International learners.

8.8. The University Evaluation mechanism for learners enrolled through Open and

Distance Learning mode and/or Online mode and their certification shall include:

8.8.1. Two types of assessment and their weightages shall be as under

continuous or formative assessment (in Semester): Maximum 30 Percent;

summative assessment (in the form of end semester examination or term-

end examination): Maximum 70 percent.

9. Letter grade and Grade Point:

9.1.

All the letter grade and grade point shall be of same standards as being followed

in conventional mode by the University or as mentioned in Point (29) of ordinance

144.

Marks or grades obtained in continuous assessment and end semester examinations or

term end examinations shall be shown separately in the grade card.

10. Promotion Rule:

10.1. Promotion rule shall be same as given in the conventional promotion rule in point

(30) of ordinance 144 of the university.

11. Certification:

11.1. Each award of Degree at undergraduate and postgraduate level and post graduate

diploma for both Open and Distance Learning and Online mode shall be assigned

a unique identification number and shall have photograph and Aadhaar number or

other government recognised identifier or Passport number, as applicable, along

with other relevant details of the learner along with the Programme name. Each

award shall also be uploaded on the National Academic Depository.

11.2. The marksheet of the University shall contain necessarily information on the

backside of each of the degrees/certificates and mark sheets issued University to

the learners (for each semester certificate and at the end of the programme):

Mode of delivery as ODL/Online;

ii.

Date of admission;

iii.

Date of completion;

iv.

Name and address of Learner Support Centre (only for Open and Distance

Learning);

Name and address of Examination Centre.

12. Centre of Internal Quality Assurance (CIQA):

12.1. There should be a centre for internal quality assurance to promote higher

education in the open and distance learning mode and online mode with

acceptable quality to ensure a dynamic internal quality assurance system.

12.2. The formation, function, monitoring mechanism of this cell shall be as per the

provision given in the Annexure-I of UGC (Open and Distance Learning

Programmes and Online Programmes) Regulations, 2020.

13. General:

13.1. If any question arises related to the matters not covered in the ordinance, the

relevant provisions made in the ordinance/ statutes of the University or UGC shall

be applicable.

13.2. Any points related to ABC and multiple entry and exit which are not covered in

this ordinance shall be dealt with as per the regulations of the University in

accordance with the provisions of UGC guidelines/ regulations issued by, from

time to time.

14. In case of any dispute on interpretation of the ordinance, the English version shall be

considered as binding.

15. The existing ordinances related to the Open and Distance Learning Programmes

mentioned in this ordinance shall be repelled with the implementation of this ordinance

from the session 2025-26. The existing ordinance shall be applied to those learners who

have enrolled before the academic session 2025-26.

16. Grievance Redressal Mechanism:

16.1. The university shall have a grievance redressal mechanism as per the guidelines

given in the UGC (Open and Distance Learning Programmes and Online

Programmes) Regulations, 2020.

17. Any other points not covered in the ordinance, norms given regarding the same in UGC

(Open and Distance Learning Programmes and Online Programmes) Regulations, 2020,

will be applicable.
