से िोगों को सुबिधाजनक और बनिााध रूप से सहाबयकी (सबससडी), िाभ और सेिाएं बििती हैं, पहचान स थाबपत करने के बिए

कई दस तािेजों की ज़रूरत खत्ि हो जाती है, प्रक्रिया आसान हो जाती है और पारदर्शाता एिं दक्षता को िढ़ािा बििता है;

और यत:, सािान् य प्रशासन बिभाग ्ारा (जो इसिें इसके पश चातउ उत त बिभाग के रूप िें बन्दा् द है) छत्तीसगढ़

शासन िें (जो इसिें इसके पश चातउ राय य सरकार के रूप िें बन्दा्उ द है) िंत्री परर्दउ सदस य स िेच छानुदान बनयि, 2019 (जो इसिें

इसके पश चातउ उत त योजना के रूप िें बन्दा् द है) का संचािन क्रकया जा रहा है;

और यत:, बिबश् द ् यबि एिं संस थाओ (जो इसिें इसके पश चातउ िाभाथक के रूप िें बन्दा् द है) को खेि, बशक्षा,

किा, बिज्ञान, ईिानदारी एिं िहादुरी हेतु पुरस कार के रूप िें ुनुदान, बचक्रकत् सा उपचार हेतु ुनुदान, बनधान या क्रद् यांग

् यबि यों हेतु ुनुदान, कन् या बििाह हेतु ुनुदान, स िरोजगार हेतु ुनुदान, आर्थाक रूप से किजोर ् यबि को ुनुदान, ुना थों

को ुनुदान (यक्रद नािाबिग हो तो पािक के नाि पर), िच चों के बशक्षे हेतु ुनुदान (पािक/बशक्षे संस थान के नाि पर), (जो

इसिें इसके पश चातउ उत त िाभ के रूप िें बन्दा् द है) क्रदया जा रहा है;

संस थाओ के िाििे िें, ऐसे सभी सािाजबनक प्रयोजन शाबिि होंगे जो िोकबहत स िरूप के हों;

और यत:, उत त योजना पर होने िािा ् यय, राय य शासन की सिेक्रकत बनबध ििांक 01-2013-105-9064 #14-008

बििेकाधीन ुनुदान िद के ुंतगात िहन क्रकया जाता है;

और यत:, उि सािान् य प्रशासन बिभाग इच छुक है क्रक सरकार, उि िाभ प्राप्त करने के बिए शता के रूप िें िाभाथक

की पहचान सथाबपत करने के उद्देशय से, ऐसे िाभाथक का ुबधप्रिाेन करिाए या आधार नंिर होने का सिूत दे या बजस व्यबि

को कोई आधार नंिर नहीं क्रदया गया है, िह नािांकन के बिए आिेदन करे;

ुतएि, आधार (बित्तीय एिं ुन्य सहाबयकीयों (सबससडी), प्रसुबिधाओ और सेिाओ का िबक्षत पररदान)

ुबधबनयि, 2016 (जो इसिें इसके पश चातउ उत त ुबधबनयि के रूप िें बन्दा् द है) की धारा 7 के प्रािधानों के ुनुसरे िें,

छत्तीसगढ़ सरकार, एतद्द्वारा, आधार संख या के प्रिाे के बिए बनम्नबिबखत बनदेश ुबधसूबचत करती है, ुथाातउ्ः-

(1) उत त योजना के तहतउ उत त प्रसुबिधाओ का उपयोग करने के इचछुक व्यबि को ुबधप्रिाेन करिाना होगा या

आधार नंिर होने का सिूत देना होगा।

(2) ऐसे व्यबि की दशा िें, बजसे आधार नंिर नहीं क्रदया गया है, तो उसे नािांकन के बिए आिेदन करना होगा;

परंतु यक्रद िह व्यबि िािक/िाबिका है, तो ऐसा आिेदन बसर्फा उसके िाता-बपता या बिबधक संरक्षक

की सहिबत से ही क्रकया जाएगा।

(3) आधार (नािांकन और ुद्यतन) बिबनयिन, 2016 के बिबनयि 12 के प्रािधानों के ुनुसार, उि सािान् य

प्रशासन बिभाग यह सुबनबित करेगा क्रक ऐसे िाभार्थायों बजनका ुभी तक नािांकन नहीं हुआ है, उनका

नािांकन क्रकया जाए या िे उबचत उपायों से ुपने आधार संिंधी स यौ रों को ुद्यतन करें, बजसिें रबजसरार के

साथ सिन् िय करना और सुबिधाजनक स थानों पर नािांकन केन् ा सथाबपत करना या रबजसरार ्ारा स ियं

नािांकन सुबिधाएं प्रदान करिाना है:

परंतु जि तक ऐसे िाभाथक को आधार नंिर नहीं बिि जाता, ति तक िह उि िाभ उठाने के बिए

ुपनी पहचान साबित करने के बिए बनम्नबिबखत दस तािेज पेश कर सकता है, बजनके बिए िह हकदार है और

जो पेश करने के सिय िैध हैं या यक्रद उि सािान् य प्रशासन बिभाग ्ारा ऐसे पहचान के बिए प्रदान क्रकया गया

या ुबधकृत सॉफ्दिेयर, ऐसे दस तािेज की सािग्री को साबित करने िािी जानकारी को उन प्राबधकरे के

डेदािेस से इिेतरॉबनक रूप से प्राप्त करने िें सक्षि है, जो उन्हें तैयार करने या िनाए रखने का काि करती हैं, तो

िह ऐसा करने के बिए ुपनी सहिबत दे सकता है, ुथाातउ्ः-

18 ि्ा से कि आयु के िािक/िाबिका, बजसे आधार नंिर नहीं बििा है:

(ु) नािांकन केन् ा पर ऑपरेदर ्ारा प्रदान की गई, िाभाथक के नािांकन प्रक्रिया से गुज़रने की

ुबभस िीकृबत, बजसिें नािांकन ID (EID) हो; और

(ि) यह साबित करने के बिए क्रक िाभाथक 18 ि्ा से कि आयु का िच्चा है, नीचे क्रदए गए दस तािेजों िें से

कोई एक, ुथाात:-

(एक)

जन्ि और िृत्यु पंजीकरे ुबधबनयि, 1969 (ि. 18 सनउ 1969) के तहतउ क्रदया गया

जन्ि प्रिाे पत्र, जैसा क्रक िाभाथक के जन्ि के संिंध िें जन्ि रबजसदर िें की गई प्रबिबि

से बिया गया है;

(दो)

भारतीय पासपोदा;

(तीन)

क्रकसी िान्यता प्राप्त सकूि बशक्षा िोडा ्ारा जारी िैररकुिेशन या 10िीं कक्षा या हायर

सेकेंडरी या 12िीं कक्षा का प्रिाेपत्र या ुंकसूची;

(चार)

देखभाि और सुरक्षा की आिश कता िािे िच्चे या ''बिबध से संघ्ारत'' िािक/िाबिका के

िाििे िें, जो क्रकशोर न्याय (िच्चों की देखभाि और संरक्षे) ुबधबनयि, 2015 के तहतउ

संिंबधत रायय सरकार ्ारा िनाए गए बनयिों के तहतउ पंजीकृत िाि देखभाि संसथान

िें रहते हैं, उस संसथान के प्रभारी व्यबि , ुधीक्षक (सुपररदेंडेंद), िाि कल्याे ुबधकारी

या पररिीक्षा (प्रोिेशन) ुबधकारी ्ारा जारी क्रकया गया जन्ि बतबथ िताने िािा

प्रिाे पत्र; या

(पााँच)

क्रकसी बिदेशी नागररक के संिंध िें,-

(क)

यक्रद िह भारत का प्रिासी नागररक काडाधारक है, तो भारत का प्रिासी

नागररक काडा;

(ख)

यक्रद िह बतसिती शरेाथक है, तो बिदेशी क्षेत्रीय पंजीकरे कायाािय ्ारा

जारी पंजीकरे प्रिाेपत्र;

(ग)

यक्रद िह नेपाि या भूदान का नागररक है, तो नेपाि या भूदान का पासपोदा;

(घ)

यक्रद िह भारत का प्रिासी नागररक काडाधारक, बतसिती शरेाथक या नेपाि

या भूदान का नागररक नहीं है, तो उसके पास बिदेशी पासपोदा के साथ

भारतीय िीज़ा या ितािान िें िैध या सिाप्त हो चुके बिदेशी पासपोदा के साथ

भारत का दीघाकाबिक िीज़ा होना चाबहए; या

(स)

िाभाथक की तसिीर िािे बनम्नबिबखत िें से कोई एक दस तािेज, बजससे िाता-बपता या बिबधक

संरक्षक के साथ उसका ररशता साबित हो, जैसे्ः-

देखभाल और सुरक्षा की आवश्यकता वाले बालक/बात्रलका या त्रवत्रि से संघर्यरत

बालक/बात्रलका के संबंि में, जो ककिोर न्याय (बच्चों की देखभाल और संरक्षण)

अत्रित्रियम, 2015 के तहत् राज्य सरकार द्वारा बिाए गए त्रियमों के तहत् संबंत्रित

राज्य सरकार के साथ पंजीकृत बाल देखभाल संस्ट्थाि में रहता है, ऐसे संस्ट्थाि के

प्रभारी व्यत्रि, अिीक्षक, बाल कल्याण अत्रिकारी या पररवीक्षा अत्रिकारी द्वारा जारी

जन्म त्रतत्रथ त्रिर्दयष्ट करिे वाला प्रमाण पि; या

(सात) ककसी त्रवदेिी िागररक के संबंि में,-

(क)

यकद वह भारत का प्रवासी िागररक काियिारक है, तो भारत का प्रवासी

िागररक कािय;

(ख)

यकद वह त्रतब्बती िरणाथी है, तो त्रवदेिी क्षेिीय पंजीकरण कायायलय द्वारा

जारी पंजीकरण प्रमाणपि;

(ग)

यकद वह िेपाल या भूटाि का िागररक है, तो िेपाल या भूटाि का पासपोटय;

(घ)

यकद वह भारत का प्रवासी िागररक काियिारक, त्रतब्बती िरणाथी या िेपाल

या भूटाि का िागररक िहीं है, तो उसके पास त्रवदेिी पासपोटय के साथ

भारतीय वीज़ा या वतयमाि में वैि या समाप्त हो चुके त्रवदेिी पासपोटय के साथ

भारत का दीघयकात्रलक वीज़ा होिा चात्रहए; या

(आठ)

त्रजस लाभाथी का कोई त्रवत्रिक संरक्षक है, उसके संबंि में, गोद लेिे का आदेि या

त्रवत्रिक संरक्षक होिे का सबूत देिे वाला कोई अन्य दस्ट्तावेज़, जो गार्ियंस एंि वार्डसय

एक्ट, 1890, जुवेिाइल जत्रस्ट्टस (केयर एंि प्रोटेक्िि ऑफ त्रचल्रि) एक्ट, 2015,

िेििल रस्ट्ट फरर वेलफेयर ऑफ पसयन्स त्रवद ऑरटज्म, सेरेब्रल पाल्सी, मेंटल ररटािेिि

एंि मल्टीपल त्रिसेत्रबत्रलटीज एक्ट, 1999 या राइट्स ऑफ पसयन्स त्रवद त्रिसेत्रबत्रलटीज

एक्ट, 2016 और उि अत्रित्रियमों के तहत् बिाए गए लागू त्रियमों और त्रवत्रियमों के

तहत् ककसी न् यायालय या सक्षम प्रात्रिकारी द्वारा जारी ककया गया हो; या

(िौ)

कोई अन्य दस्ट्तावेज़, जैसा कक उि ऊजाय त्रवभाग त्रिर्दयष्ट कर सकता है।

त्रजि लाभार्थयों की आयु 18 वर्य या उससे अत्रिक है और त्रजन्हें आिार िंबर िहीं त्रमला है, उिके त्रलएः

(अ)

िामांकि केन् ् पर ऑपरेटर द्वारा प्रदाि की गई, लाभाथी के िामांकि प्रकिया से गुज़रिे की अत्रभस्ट् वीकृत्रत, त्रजसमें

िामांकि ID (EID) हो; और

(ब)

लाभाथी की फ़ोटो वाले िीचे कदए गए दस्ट् तावेजों में से कोई एक, जैसेः-

(एक)

भारत त्रिवायचि आयोग द्वारा जारी ककया गया मतदाता फोटो पहचाि पि;

(दो)

रािि कािय;

(तीि)

राज्य सरकार के एक राजपत्रित अत्रिकारी, जो काययकारी मत्रजस्ट्रेट या तहसीलदार के पद से त्रिम् ि रैंक

का राजस्ट्व अत्रिकारी ि हो, द्वारा जारी ककया गया जात्रत प्रमाण पि या अत्रिवास प्रमाण पि;

(चार)

ककसी सरकारी संस्ट्था या सावयजत्रिक क्षेि के उद्यम द्वारा सेवात्रिवृत्त या सेवारत सरकारी कमयचारी या

उसके पररवार के सदस्ट्य को जारी ककया गया मेत्रिकल या बीमा पहचाि पि;

(पााँच)

भारतीय पासपोटय;

(छ:)

ककसी मान्यता प्राप्त त्रवद्यालय त्रिक्षा बोिय द्वारा जारी मैररकुलेिि या 10वीं कक्षा या उच्चतर माध्यत्रमक

या 12वीं कक्षा का प्रमाणपि या अंकों का त्रववरण;

(सात)

ककसी सरकारी संस्ट्था या सावयजत्रिक क्षेि के उद्यम द्वारा सेवारत या सेवात्रिवृत्त लोक सेवक को जारी

ककया गया पहचाि पि या अन्य पहचाि दस्ट्तावेज;

(आठ)

कदव्यांगजि अत्रिकार त्रियम, 2017 के अंतगयत अत्रिसूत्रचत त्रचककत्सा प्रात्रिकारी द्वारा जारी कदव्यांगता

प्रमाणपि, या भारत सरकार के कदव्यांगजि सित्रिकरण त्रवभाग द्वारा जारी त्रवत्रिष्ट कदव्यांगता पहचाि

(यूिीआईिी) पि;

(िौ) भारत में जारी चालि अिुज्ञत्रप्त (राइववंग लाइसेंस);

(दस) देखभाल और संरक्षण की आवश्यकता वाले बालक/बात्रलका या त्रवत्रि से संघर्यरत बालकों के संबंि में,

त्रजन् हें ककिोर न्याय (बालकों की देखभाल और संरक्षण) अत्रित्रियम, 2015 के अंतगयत उसके द्वारा बिाए

गए त्रियमों के अंतगयत संबंत्रित राज्य सरकार के साथ पंजीकृत बाल देखभाल संस्ट्थाि में रखा जाता है,

ऐसे संस्ट्थाि के प्रभारी व्यत्रि, अिीक्षक, बाल कल्याण अत्रिकारी या पररवीक्षा अत्रिकारी द्वारा जारी

उसकी जन्मत्रतत्रथ त्रिर्दयष्ट करिे वाला प्रमाणपि; या

(ग् यारह) ककसी त्रवदेिी िागररक के संबंि में-

(क)

यकद वह भारत का प्रवासी िागररक काियिारक है, तो भारत का प्रवासी िागररक

कािय;

(ख)

यकद वह त्रतब्बती िरणाथी है, तो त्रवदेिी क्षेिीय पंजीकरण कायायलय द्वारा जारी

पंजीकरण प्रमाणपि;

(ग)

यकद वह िेपाल या भूटाि का िागररक है, तो िेपाल या भूटाि का पासपोटय;

(घ)

यकद वह भारत का प्रवासी िागररक काियिारक, त्रतब्बती िरणाथी या िेपाल या

(बारह)

त्रजस लाभाथी का कोई त्रवत्रिक संरक्षक है, उसके संबंि में, गोद लेिे का आदेि या त्रवत्रिक संरक्षक होिे

का सबूत देिे वाला कोई अन्य दस्ट्तावेज़, जो गार्ियंस एंि वार्डसय एक्ट, 1890 (1890 का 8), जुवेिाइल

जत्रस्ट्टस (केयर एंि प्रोटेक्िि ऑफ त्रचल्रि) एक्ट, 2015, (2016 का 2) िेििल रस्ट्ट फरर वेलफेयर ऑफ

पसयन्स त्रवद ऑरटज्म, सेरेब्रल पाल्सी, मेंटल ररटािेिि एंि मल्टीपल त्रिसेत्रबत्रलटीज एक्ट, 1999 (1999

का 44) या राइट्स ऑफ पसयन्स त्रवद त्रिसेत्रबत्रलटीज एक्ट, 2016 (2016 का 49) और उि अत्रित्रियमों के

तहत् बिाए गए लागू त्रियमों और त्रवत्रियमों के तहत् ककसी कोटय या सक्षम प्रात्रिकारण द्वारा जारी ककया

गया हो; या

(तेरह)

कोई अन्य दस्ट्तावेज़, जैसा कक उि सामान् य प्रिासि त्रवभाग त्रिर्दयष्ट कर सकता है।

(4) इस संबंि में उि सामान् य प्रिासि त्रवभाग/सीएसपीिीसीएल द्वारा िात्रमत अत्रिकारी, खण् ि (3) के तहत् पेि ककए गए

दस्ट्तावेज़ों या उिकी सामग्री को सात्रबत करिे वाली जािकारी के संबंि में जााँच करेंगे, -

(अ)

myAadhaar पोटयल (https://myaadhaar.uidai.gov.in/portal) पर EID जमा करके िामांकि त्रिवेदि

(ररक्वेस्ट्ट) की प्रात्रस्ट्थत्रत की जााँच करें, ताकक इसकी पुत्रष्ट हो सके कक EID वैि है और िामांकि त्रिवेदि (ररक्वेस्ट्ट)

अस्ट् वीकृत िहीं हुआ है; और

(ब)

दूसरे दस्ट् तावेज और इस प्रयोजि के त्रलए, ककसी भी सरकारी संस्ट्था या प्रात्रिकरण की मदद ले सकते हैं और

उिके साथ जािकारी बांट सकते हैं, जो ऐसे दस्ट् तावेजों में मौजूद जािकारी को तैयार करिे या बिाए रखिे का

काम करती है।

लाभार्थयों को उि लाभ आसािी से त्रमल सके, इसके त्रलए मंिालय, मीत्रिया के माध् यम से व्यापक प्रचार करिे के

त्रलए सभी आवश् यक कदम उठाए जाएंगे ताकक लाभार्थयो को इस योजिा के तहत् आिार िंबर की आवश् यकता के

संबंि में जािकारी हो सके।

जहााँ ककसी लाभाथी के आिार िंबर का प्रमाणीकरण बायोमेररक-आिाररत प्रमाणीकरण के ककसी भी तरीके (जैसे,

चेहरे की इमेज, फफंगरवप्रंट या आइररस स्ट्कैि आिाररत प्रमाणीकरण) से बायोमेररक जािकारी की खराब गुणवत् ता

(क्वात्रलटी) जैसे ककसी भी कारण से असफल हो जाता है, तो त्रिम्नत्रलत्रखत सुिार तंि अपिाए जाएंगे, अथायत्:-

(अ)

अगर बायोमेररक-आिाररत प्रमाणीकरण की कोई त्रविेर् रीत्रत सफल िहीं होती है, तो जहां भी संभव और

स्ट्वीकायय हो, बायोमेररक-आिाररत प्रमाणीकरण का कोई दूसरा तरीका या वि-टाइम त्रपि (OTP) आिाररत

प्रमाणीकरण कदया जाएगा;

(ब)

ऐसे मामलों में, जहााँ बायोमेररक-आिाररत या OTP-आिाररत प्रमाणीकरण संभव िहीं है, तो UIDAI के

त्रित्रजटल त्रसग्नेचर सर्टयकफकेट का आिार त्रसक्योर कक्वक ररस्ट्परन्स (QR) कोि या आिार पेपरलेस ऑफलाइि

ई-केवाईसी दस्ट् तावेज पर ऑफलाइि वेररकफकेिि करके आिार िंबर की वास्ट् तत्रवकता/यथा थयता स्ट् थात्रपत

करिे के बाद, बताई गई योजिा के तहत् लाभ इिमें से ककसी भी आिार पर कदए जा सकते हैं।

(एक) आिार कािय, आिार लेटर (यािी, आिार िंबर बििे पर आिार िंबर होल्िर को जारी ककया गया

लेटर) या ई-आिार (यािी, UIDAI की वेबसाइट से िाउिलोि की जा सकिे वाली या उसके

mAadhaar ऐप से एक्सेस की जा सकिे वाली पासविय-प्रोटेक्टेि इलेक्ररत्रिक करपी) वाला एक

आिार त्रसक्योर कक्वक ररस्ट्परन्स (QR) कोि, त्रजसकी वास्ट् तत्रवकता/यथा थयता आिार QR स्ट्कैिर या

mAadhaar ऐप का उपयोग करके QR कोि को स्ट्कैि करके ऑफ़लाइि वेररकफकेिि से की गई हो।

(दो)

आिार पेपरलेस ऑफ़लाइि ई- KYC िरक्यूमेंट (UIDAI की वेबसाइट से िाउिलोि ककया जा सकिे

वाला या उसके mAadhaar ऐप से एक्सेस ककया जा सकिे वाला), त्रजसकी वास्ट् तत्रवकता इस उद्देश् य

के त्रलए संबंत्रित मंिालय या त्रवभाग या योजिा लागू करिे वाले अत्रभकरण (एजेंसी) द्वारा त्रवकत्रसत

एप्लीकेिि के माध् यम से दस्ट् तावेज पर UIDAI के हस्ट् ताक्षर प्रमाणपि सर्टयकफकेट के ऑफ़लाइि

सत् यापि से की गई हो, UIDAI की वेबसाइट पर इस संबंि में कदए गए त्रववरण के अिुसार।

ऊपर अंतर्वयष् ट ककसी भी बात के होते हुए भी,-

(अ)

उि योजिा के अंतगयत लाभ से ककसी बालक/बात्रलका को वंत्रचत िहीं ककया जाएगा-

(एक)

प्रमाणीकरण द्वारा अपिी पहचाि स्ट्थात्रपत करिे में या आिार संख्या होिे का प्रमाण प्रस्ट्तुत

करिे में असफल रहिे की त्रस्ट्थत्रत में; या

(दो)

खण् ि (3) के प्राविाि में बताई गई रीत्रत से उसके माता-त्रपता या त्रवत्रिक संरक्षक के साथ उसके ररश्ते को

सात्रबत करके कदया जाएगा; और

(स)

जहााँ खण् ि (ख) के तहत् लाभ कदया जाता है, वहााँ उसका एक ररकरिय रखा जाएगा, उजाय त्रवभाग द्वारा

त्रजसका समय-समय पर समीक्षा और अंकेक्षण ककया जाएगा।

NOTIFICATION

File No. PLGMJ-2601/1319/2025-GAD-1. Whereas, the use of Aadhaar number to establish identity

enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the

need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and

efficiency:

And whereas the General Administration Department (hereinafter referred to as the said Department) in

the Government of Chhattisgarh (hereinafter referred to as the State Government) is administering Mantri

Parishad Sadasy Swekchhanudan Niyam 2019 (hereinafter referred to as the said scheme):

And whereas grant is given to Specific Person (hereinafter referred to as the beneficiaries) in the form

of award for sports, education, art, science, honesty and bravery, grant for medical treatment, grant to destitute

or handicapped person, grant for daughter's marriage, grant for self-employment, grant to economically weak

person, grant to orphan (in the name of guardian if minor), grant for education of children (in the name of

guardian/educational institution) (hereinafter referred to as the said benefit).

In case of institutions, all such public purposes shall be included which are of public interest nature.

And whereas expenditure for the said scheme is incurred from the Consolidated Fund under Head No.

01-2013-105-9064 #14-008 Discretionary Grant Item of State Government:

And whereas the said General Administration Department is desirous that the Government, for the

purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, require that

such beneficiary undergo authentication, or furnish proof of Aadhaar number or in the case of an individual to

whom no Aadhaar number has been assigned, make an application for enrolment:

Now, therefore, in pursuance of the provisions of Section 7 of the Aadhaar (Targeted Delivery of

Financial and Other Subsidies, Benefits and Services) Act, 2016 (No. 18 of 2016) (hereinafter referred to as the

said Act), the Government of Chhattisgarh hereby notifies the following directions for proof of Aadhaar

number, namely:—

(1)

An individual desirous of availing of the said benefit under the said scheme shall be required

to undergo authentication, or furnish proof of possession of Aadhaar number.

(2)

In case such an individual has not been assigned an Aadhaar number, he shall be required to

make an application for enrolment:

Provided that if that individual is a child, such application shall be made only with the consent

of his parent or legal guardian.

(3)

In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update)

Regulations, 2016, the said General Administration Department shall ensure enrolment of such

beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate measures,

including coordination with Registrars and setting up enrolment centres at convenient locations or

providing enrolment facilities by becoming a Registrar itself:

Provided that till such time an Aadhaar number is assigned to such beneficiary, he may

establish his identity to avail of the said benefit, by presenting the following documents to which he is

entitled and which are valid at the time of presentation, or, in case the software provided or authorised by

the said General Administration Department for such identification supports electronic obtaining of

information evidencing the contents of such documents from the database of the authorities dealing with

the preparation or maintenance thereof, by giving his consent for so obtaining, namely:—

For a child below 18 years of age to whom an Aadhaar number has not been assigned,-

(A) The acknowledgement of the beneficiary having undergone the process of enrolment, provided

by the operator at the enrolment centre, containing the Enrolment ID (EID); and

(B) Any one of the following documents to evidence that the beneficiary is a child below 18 years

of age, namely:—

(i)

Certificate of birth given under the Registration of Births and Deaths Act, 1969 (No. 18

of 1969), as extracted from the entry made in the register of births regarding the birth of

the beneficiary;

(ii)

Indian passport;

(iii)

Certificate or statement of marks of matriculation or 10th class or higher secondary or

12th class, issued by a recognised board of school education;

(iv)

In respect of a child in need of care and protection or a child in conflict with law, who

is housed by Child Care Institution registered as such with the State Government

concerned under the rules made by it under the Juvenile Justice (Care and Protection of

Children) Act, 2015 (No. 2 of 2016), certificate specifying his date of birth issued by

the person-in-charge, superintendent, child welfare officer or probation officer of such

institution; or

(v)

In respect of a foreign national,—

(a) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(b) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional

Registration Office;

(d) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a

national of Nepal or Bhutan, either an Indian visa along with foreign passport or

a Long-Term Visa to India along with currently valid or expired foreign passport;

relationship with the parent or legal guardian, namely:—

(i)

Ration card;

(ii)

Caste certificate or domicile certificate, issued by a Gazetted officer who is an

Executive Magistrate or a revenue officer of the State Government, not below the

rank of Tahsildar;

(iii)

Medical or insurance identity card issued by a government entity or public sector

enterprise to a retired or serving public servant or his family member;

(iv)

Indian passport;

(v)

Certificate or statement of marks of matriculation or 10th class or higher secondary

or 12th class, issued by a recognised board of school education;

(vi)

In respect of a child in need of care and protection or a child in conflict with law,

who is housed by Child Care Institution registered as such with the State Government

concerned under the rules made by it under the Juvenile Justice (Care and Protection

of Children) Act, 2015 (No. 2 of 2016), certificate specifying his date of birth issued

by the person-in-charge, superintendent, child welfare officer or probation officer of

such institution; or

(vii)

In respect of a foreign national,—

(a) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(b) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional

Registration Office;

(d) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a

national of Nepal or Bhutan, either an Indian visa along with foreign passport or a

Long Term Visa to India along with currently valid or expired foreign passport; or

(Viii)

In respect of a beneficiary who has a legal guardian, adoption order or other document

to evidence legal guardianship, which is issued by a court of law or Competent

Authority under the Guardians and Wards Act, 1890 (No. 8 of 1890), the Juvenile

Justice (Care and Protection of Children) Act, 2015 (No. 2 of 2016), the National Trust

for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple

Disabilities Act, 1999 (No. 44 of 1999) or the Rights of Persons with Disabilities Act,

2016 (No. 49 of 2016) and the applicable rules and regulations made under the said

Acts; or

(ix)

Any other document as the said General Administration Department may specify.

(Annexure-I)

For beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned:

(A) The acknowledgement of the beneficiary having undergone the process of enrolment,

provided by the operator at the enrolment centre, containing the Enrolment ID; and

(B) Any one of the following documents, having the beneficiary’s photograph, namely:—

(i)

Elector’s Photo Identity Card issued by the Election Commission of India;

(ii)

Ration card;

(iii)

Caste certificate or domicile certificate, issued by a Gazetted officer who is an

Executive Magistrate or a revenue officer of the State Government, not below the

rank of Tahsildar;

(iv)

Medical or insurance identity card issued by a government entity or public sector

enterprise to a retired or serving public servant or his family member;

(v)

Indian passport;

(vi)

Certificate or statement of marks of matriculation or 10th class or higher secondary or

12th class, issued by a recognised board of school education;

(vii)

Identity card or other identity document issued to serving or retired public servant by

a government entity or a public sector enterprise;

(viii) Disability certificate issued by notified medical authority under Rights of Persons

with Disabilities Rules, 2017, or Unique Disability Identification (UDID) card issued

by the Department of Empowerment of Persons with Disabilities (Divyangjan),

Government of India;

(ix)

Driving licence issued in India:

(x)

In respect of a child in need of care and protection or a child in conflict with law, who

is housed by Child Care Institution registered as such with the State Government

concerned under the rules made by it under the Juvenile Justice (Care and Protection

of Children) Act, 2015 (No. 2 of 2016), certificate specifying his date of birth issued

by the person-in-charge, superintendent, child welfare officer or probation officer of

such institution; or

(xi)

In respect of a foreign national,—

(a) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;

(b) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional

Registration Office;

(d) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a

national of Nepal or Bhutan, either an Indian visa along with foreign passport or

a Long Term Visa to India along with currently valid or expired foreign

passport; or

(xii)

In respect of a beneficiary who has a legal guardian, adoption order or other

document to evidence legal guardianship, which is issued by a court of law or

Competent Authority under the Guardians and Wards Act, 1890 (No. 8 of 1890), the

Juvenile Justice (Care and Protection of Children) Act, 2015 (No. 2 of 2016), the

National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental

Retardation and Multiple Disabilities Act, 1999 (No. 44 of 1999) or the Rights of

Persons with Disabilities Act, 2016 (No. 49 of 2016) and the applicable rules and

regulations made under the said Acts; or

(xiii) Any other document as the said General Administration Department may specify:

(Annexure I)

(4) An officer designated by the General Administration Department in this behalf shall check in respect

of the documents presented or the information evidencing the contents thereof under clause (3),—

(A)

the status of the enrolment request by submitting the Enrolment ID on myAadhaar portal

(https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment ID is valid and that the

enrolment request does not stand rejected; and

(B)

the other documents, and for this purpose, may take the assistance of and share the information

presented with any government entity or an authority that deals with the preparation or

maintenance of the information contained in such documents.

2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all

necessary steps to ensure wide publicity through media to make the beneficiaries aware of the

requirement of Aadhaar number under the said scheme.

3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-

based modes of authentication (namely, facial image, fingerprints or iris scan based authentication)

fails due to any reason, such as poor quality of biometric information, the following remedial

mechanisms shall be adopted, namely:—

(A)

In case any particular biometric-based mode of authentication is not successful, any other mode

of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever

feasible and admissible, be offered;

(B)

In cases where biometric-based or OTP-based modes of authentication are not possible, benefits

under the said scheme may, after establishing the genuineness of the Aadhaar number by doing

offline verification of the digital signature certificate of UIDAI on the Aadhaar Secure Quick

Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be

given on the basis of any of the following:

(i)

An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter

(i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number)

or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable

from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is

established through offline verification by scanning the QR code using the Aadhaar QR

Scanner or mAadhaar apps.

(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or

accessible using its mAadhaar app), after its genuineness is established through offline

verification of the digital signature certificate of UIDAI on the document through the

application developed by the Ministry or Department or scheme implementing agency

concerned for this purpose, in accordance with the details given in this regard on the

website of UIDAI.

4. Notwithstanding anything contained hereinabove,—

(A) benefit under the said scheme shall not be denied to a child—

(i)

in case of failure to establish his identity by undergoing authentication or to furnish

proof of possession of Aadhaar number; or

(ii)

in case of production of an application for enrolment where he has not been assigned

an Aadhaar number; and

(B) benefit under the said scheme shall be given to such a child by verifying his identity and

establishing his relationship with his parent or legal guardian in the manner specified in the proviso

to clause (3) of paragraph 1; and

shall be reviewed and audited periodically by the General Administration Department.

5. In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the

benefit due to them under the said scheme, the General Administration Department shall follow the

exception handling mechanism specified in the Office Memorandum no. D-26011/04/2017-DBT, dated
