क्रम ांक RULE-801/36/2026-MRD. यतः, पहच न स बित करने के बिए आध र नांिर क उपयोग करने में
िोगोां को आस नी और बनि ाध रूप से सह बयकी (सब्सिडी), ि भ और सेव एँ बमिती है; पहच न स बित करने के बिए कई
दस्त वेजोां की जरूरत सम प्त हो ज ती है, प्रबक्रय आस न हो ज ती हैं और प रदबशात तथ क याकुशित को िढ व बमित
है;
और यतः, छत्तीसगढ बमनरि डेव्हिपमेंट कॉपोरेशन बिबमटेड (CMDC) (जो इसमें इसके पश्च त 'एजेंसी' के रूप
में बनबदाष्ट है) जो छत्तीसगढ सरक र (जो इसमें इसके पश्च त र ज्य सरक र के रूप में बनबदाष्ट है) खबनज स धन बवभ ग (जो
इसमें इसके पश्च त, यथ ब्सिबत, 'उक्त मांत्र िय' य 'उक्त बवभ ग' के रूप में बनबदाष्ट है) के प्रश सबनक क्षेत्र बधक र के अांतगात
आत है, द्व र "ि नीय अनुसूबचत जनज बतयोां को बटन अयस्क के क्रय मूल्य क प्रत्यक्ष ि भ अांतरण" (जो इसमें इसके
पश्च त 'उक्त योजन ' के रूप में बनबदाष्ट है ) क सांच िन बकय ज त है;
और यतः, "ि नीय अनुसूबचत जनज बतयोां को देय बटन अयस्क क क्रय मूल्य" (जो इसमें इसके पश्च त "उक्त
ि भ" के रूप में बनबदाष्ट है ) उन "सहक री सबमबतयोां के सदस्ोां" को बदय ज त है, बजनमें म त्र ि नीय अनुसूबचत जनज बत
के व्यब्सक्त ही सदस् होां और जो छत्तीसगढ खबनज बवक स बनगम के स थ पांजीकृत होां; जो CMDC के बटन क्रय केंद्र पर
एकबत्रत बटन अयस्क जम करते हैं; और उपरोक्त व्यब्सक्त के प स छत्तीसगढ खबनज बवक स बनगम द्व र ज री बकय गय
पररचय पत्र बवस्तृत ज नक री और अबभप्रम बणत प सपोटा आक र के फोटो के स थ [म इांस एांड बमनरल्स (डेविपमेंट एांड
रेगुिेशन) एक्ट, 1957 (क्र. 67 सन् 1957) की ध र 4 सुसांगत सूचन ओ के स थ देखें]; उक्त योजन और उससे सांिांबधत ज री
बकए गए बनदेशोां और बदश बनदेश के अांतगात ध रण करते है (जो इसमें इसके पश्च त ‘ि भ बथायोां’ के रूप में बनबदाष्ट है )
और यतः, उक्त योजन पर होने व ि व्यय, छत्तीसगढ र ज्य सरक र के अधीन छत्तीसगढ बमनरि डेव्हिपमेंट
कॉपोरेशन बिबमटेड (CMDC) द्व र वहन बकय ज रह है;
और यतः, छत्तीसगढ बमनरि डेव्हिपमेंट कॉपोरेशन बिबमटेड (CMDC) इच्छुक है बक र ज्य सरक र, उक्त ि भ
प्र प्त करने के बिए शता के रूप में ि भ थी की पहच न ि बपत करने के उद्देश्य से ऐसे ि भ थी क अबभप्रम णन करव ए य
आध र नांिर होने क प्रम ण दे य अगर बकसी व्यब्सक्त को अभी तक आध र नांिर नहीां बमि है, तो वह न म ांकन के बिए
आवेदन करें ;
अतएव,आध र (बवत्तीय और अन्य सह बयबकयो (सब्सिडी, प्रसुबवध ओ और सेव ओां क िबक्षत पररद न)
अबधबनयम, 2016) (जो इसमें इसके पश्च त उक्त अबधबनयम के रूप में बनबदाष्ट है ) की ध र 7 के प्र वध नोां के अनुस र,
छत्तीसगढ सरक र, एतद्द्व र , आध र सांख्य के प्रम ण के बिए बनम्नबिब्सखत बनदेश अबधसूबचत करती है, अथ ात:—

(1)
उक्त योजन के तहत् उक्त प्रसुबवध ओ क उपयोग करने के इच्छुक व्यब्सक्त को अबधप्रम णन करव न
होग य आध र नांिर होने क सिूत देन होग ।
(2)
ऐसे व्यब्सक्त की दश में, बजसे आध र नांिर नहीां बदय गय है, तो उसे न म ांकन के बिए आवेदन करन
होग :
परन्तु यबद वह व्यब्सक्त ि िक/ि बिक है, तो ऐस आवेदन केवि उसके म त -बपत य क नूनी
अबभभ वक की सहमबत से ही बकय ज एग ।
(3)
आध र (न म ांकन और अद्यतन) बवबनयमन, 2016 के बवबनयमन 12 के प्र वध नोां के अनुस र, उक्त
छत्तीसगढ बमनरि डेव्हिपमेंट कॉपोरेशन बिबमटेड (CMDC) यह सुबनबश्चत करेग बक ऐसे ि भ बथायोां बजनक
अभी तक न म ांकन नहीां हुआ है, उनक न म ांकन बकय ज ए य वे उबचत उप योां से अपने आध र सांिांधी ब्यौरोां को
अद्यतन करे, बजसमें रबजस्ट्र र के स थ समन्वय बिठ न , सुबवध जनक ि नोां पर न म ांकन केन्द्र ि बपत करन य
रबजस्ट्र र द्व र स्वयां न म ांकन सुबवध ए प्रद न करव न है :
परांतु जि तक ऐसे ि भ थी को आध र नांिर नहीां बमि ज त , ति तक वह उक्त ि भ को उठ ने के बिए
अपनी पहच न स बित करने हेतु बनम्नबिब्सखत दस्त वेज पेश कर सकत है, बजनके बिए वह हकद र है और जो पेश
करने के समय वैध हैं य यबद उक्त छत्तीसगढ बमनरि डेव्हिपमेंट कॉपोरेशन बिबमटेड (CMDC) द्व र ऐसे
पहच न के बिए प्रद न बकय गय य अबधकृत सॉफ्टवेयर, ऐसे दस्त वेजोां की स मग्री को प्रम बणत करने व िी
ज नक री को उन प्र बधकरण के डेट िेस से इिेक्टरॉबनक रूप से प्र प्त करने में सक्षम हैं, जो उन्हें तैय र करने य
िन ये रखने क क म करती है, तो वह ऐस करने के बिए अपनी सहमबत दे सकत है, अथ ात्:—
18 वर्ा से कम आयु के ि िक/ि बिक , बजसे आध र नांिर नहीां बमि है:
(अ)
न म ांकन केंद्र पर ऑपरेटर द्व र प्रद न की गई, ि भ थी के न म ांकन प्रबक्रय से गुजरने की
अबभस्वीकृबत, बजसमें न म ांकन ID (EID) श बमि हो; और
(ि)
यह स बित करने के बिए बक ि भ थी 18 वर्ा से कम आयु क िच्च है, बदये गये दस्त वेजोां में से एक,
अथ ात्:—
(एक) जन्म और मृत्यु पांजीकरण अबधबनयम, 1969 (क्र. 18 सन् 1969) के तहत् बदय गय जन्म प्रम ण पत्र,
जैस बक ि भ थी के जन्म के सांिांध में जन्म रबजस्ट्र में की गई प्रबवबष्ट से बिय गय है;
(दो) भ रतीय प सपोटा;
(तीन) बकसी म न्यत प्र प्त स्कूि बशक्ष िोडा द्व र ज री मैबटरकुिेशन य 10वीां कक्ष , य उच्चतर म ध्यबमक य
12वीां कक्ष क प्रम णपत्र य अांकसूची;
(चार) देखभ ि और सुरक्ष की आवश्यकत व िे िच्चे य “क नून से सांघर्ारत” ि िक/ि बिक के म मिे में,
जो बकशोर न्य य (िच्चो की देखभ ि और सांरक्षण) आबधबनयम, 2015 के तहत सांिांबधत र ज्य सरक र
द्व र िन ए गए बनयमोां के तहत् पांजीकृत ि ि देखभ ि सांि न में रहते हैं, उस सांि न के प्रभ री
व्यब्सक्त, अधीक्षक (सुपररटेंडेंट), ि ि कल्य ण अबधक री य पररवीक्ष (प्रोिेशन) अबधक री द्व र ज री
बकय गय , िच्चे की जन्म बतबथ ित ने व ि प्रम ण पत्र; य
(पााँच) बकसी बवदेशी न गररक के सांिांध में,—
(क)
यबद वह 'भ रत क प्रव सी न गररक क डाध रक है, तो भ रत क प्रव सी न गररक क डा;
(ख)
यबद वह बतब्बती शरण थी है, तो बवदेशी क्षेत्रीय पांजीकरण क य ािय द्व र ज री पांजीकरण प्रम ण
पत्र;
(ग)
यबद वह नेप ि य भूट न क न गररक है, तो नेप ि य भूट न क प सपोटा;
(घ)
यबद वह 'भ रत क प्रव सी न गररक क डाध रक, बतब्बती शरण थी, य नेप ि/भूट न क न गररक
नहीां है, तो उसके प स बवदेशी प सपोटा के स थ भ रतीय वीज , अथव वताम न में वैध य सम प्त

राज्य सरकार के एक राजिनित अनिकारी, जो कायडिालक मनजस्ट्रेट हो या तहसीलदार के िद
से निम्न रैंक का राजस्व अनिकारी ि हो, द्वारा जारी नकया गया जानत प्रमाण िि या अनिवास
प्रमाण िि;
(तीन)
नकसी सरकारी संस्था या सावडजनिक क्षेि के उद्यम द्वारा सेवानिवृत्त या सेवारत सरकारी
कमडचारी या उसके िररवार के सदस्य को जारी नकया मेनर्कल या िीमा िहचाि िि ;
(चार)
भारतीय िासिोटड;
(पााँच)
नकसी मान्यता प्राप्त स्कूल नशक्षा िोर्ड द्वारा जारी मैनटरक या 10वीं कक्षा या उच्चतर माध्यनमक
या 12वीं कक्षा का प्रमाण िि या अंकसूची;
(छः)
देिभाल और सुरक्षा की आवश्यकता वाले िालक/िानलका, या कािूि के सार्थ संघर्डरत
िालक/िानलका के सम्बन्ध में, जो नकशोर न्याय के िच्चों (िालकों की देिरेि और संरक्षण)
अनिनियम, 2015 (2016 का सं. 2) के तहत् राज्य सरकार द्वारा ििाए गए नियमों के तहत्
संिंनित राज्य सरकार के सार्थ िंजीकृत िाल देिभाल संस्थाि में रहता है, ऐसे संस्थाि के
प्रभारी व्यखि, अिीक्षक, िाल कल्याण अनिकारी या िररवीक्षा अनिकारी द्वारा जारी नकया गया
जन्म नतनर्थ निनदडष्ट करिे वाला प्रमाण िि; या
(सात)
नकसी नवदेशी िागररक के संिंि में,—
(क)
यनद वह भारत का प्रवासी िागररक कार्डिारक हैं, तो भारत का प्रवासी िागररक
कार्ड ;
(ख)
यनद वह नतब्बती शरणार्थी है, तो नवदेशी क्षेिीय िंजीकरण कायाडलय द्वारा जारी नकया
गया िंजीकरण प्रमाणिि;
(ग)
यनद वह िेिाल या भूटाि का िागररक है, तो िेिाल या भूटाि का िासिोटड;
(घ)
यनद वह भारत का प्रवासी िागररक कार्डिारक, नतब्बती शरणार्थी, या िेिाल या
भूटाि के िागररक िहीं है, तो उसके िास नवदेशी िासिोटड के सार्थ भारतीय वीजा, या
वतडमाि में वैि या समाप्त हो चुके नवदेशी िासिोटड के सार्थ भारत का दीघडकानलक
वीजा होिा चानहए; या
(आठ)
नजस लाभार्थी का कोई नवनिक संरक्षक है, उसके संिंि मे, गोद लेिे का आदेश या नवनिक
संरक्षक होिे का प्रमाण देिे वाला कोई अन्य दस्तावेज, जो गानर्डयन्स एंर् वार््डस एक्ट, 1890,
जुवेिाइल जखस्ट्स (केयर एंर् प्रोटेक्शि ऑफ़ नचल्ड्रेि) एक्ट, 2015, िेशिल टरस्ट् फॉर
वेलफेयर ऑफ िसडन्स नवद ऑनटज्म, सेरेब्रल िाल्सी, मेंटल ररटार्ेशि एंर् मल्टीप्ल
नर्सेनिनलटीज एक्ट, 1999 (1999 का सं. 44) या राईट्स ऑफ़ िसडन्स नवद नर्सेनिनलटीज एक्ट,
2016 (2016 का सं. 49) और उि अनिनियमों के तहत् ििाए गए लागू नियमों और नवनियमों
के तहत् नकसी न्यायालय या सक्षम प्रानिकरण द्वारा जारी नकया गया हो; या
(नौ)
कोई अन्य दस्तावेज़, जैसा नक उि िनिज सािि नवभाग निनदडष्ट कर सकता है।
नजि लाभानर्थडयों की आयु 18 वर्ड या उससे अनिक है और नजन्हें अभी तक कोई आिार िंिर िहीं नमला
है, उिके नलए :
(अ)
िामांकि केंद्र िर ऑिरेटर द्वारा प्रदाि की गई, लाभार्थी के िामांकि प्रनिया से गुजरिे की
अनभस्वीकृनत, नजसमे िामांकि ID(EID) हो; और
(ि)
लाभार्थी की फोटो वाले निम्ननलखित दस्तावेजों में से कोई एक, जैसे :—
(एक)
भारत निवाडचि आयोग द्वारा जारी मतदाता फोटो िहचाि िि;
(दो)
राशि कार्ड;
(तीन)
राज्य सरकार के एक राजिनित अनिकारी, जो कायडकारी मनजस्ट्रेट या तहसीलदार के िद
से निम्न रैंक का राजस्व अनिकारी ि हो, द्वारा जारी नकया गया जानत प्रमाण िि या अनिवास

नदव्यांगजिअनिकार नियम, 2017 के अंतगडत अनिसूनचत नचनकत्सा प्रानिकारी द्वारा जारी
नकया गया नदव्यांगता प्रमाणिि, या भारत सरकार के नदव्यांगजि सशखिकरण नवभाग
द्वारा जारी नकया गया नवनशष्ट नदव्यांगता िहचाि (यूर्ीआईर्ी) िि;
(नौ)
भारत में जारी नकया गया चालाि अिुज्ञखप्त (र्राइनवंग लाइसेंस);
(दस)
देिभाल और संरक्षण की आवश्यकता वाले िालक/िानलका या नवनि के सार्थ संघर्डरत
िालक/िानलका के सम्बन्ध में, नजन्हें नकशोर न्याय (िच्चों की देिभाल और संरक्षण)
अनिनियम, 2015 के अंतगडत उसके द्वारा द्वारा ििाए गए नियमों के अंतगडत संिंनित राज्य
सरकार के सार्थ िंजीकृत िाल देिभाल संस्थाि में रिा जाता है, ऐसे संस्थाि के प्रभारी
व्यखि, अिीक्षक, िाल कल्याण अनिकारी या िररवीक्षा अनिकारी द्वारा जारी नकया गया
जन्मनतनर्थ निनदडष्ट करिे वाला प्रमाण िि; या
(ग्यारह)
नकसी नवदेशी िागररक के संिंि में,—
(क)
यनद वह 'भारत का प्रवासी िागररक कार्डिारक है, तो भारत का प्रवासी
िागररक कार्ड;
(ख)
यनद वह नतब्बती शरणार्थी है, तो नवदेशी क्षेिीय िंजीकरण कायाडलय द्वारा जारी
नकया गया िंजीकरण प्रमाण िि;
(ग)
यनद वह िेिाल या भूटाि का िागररक है, तो िेिाल या भूटाि का िासिोटड;
(घ)
वह भारत का प्रवासी िागररक कार्डिारक, नतब्बती शरणार्थी, या िेिाल/भूटाि
का िागररक िहीं है, तो उसके िास नवदेशी िासिोटड के सार्थ भारतीय वीज़ा,
अर्थवा नवदेशी िासिोटड (जो वतडमाि में वैि हो या नजसकी अवनि समाप्त हो
चुकी हो) के सार्थ भारत का दीघडकानलक वीजा या
(बारह)
नजस लाभार्थी का कोई नवनिक संरक्षक है,उसके संिंि मे, गोद लेिे का आदेश, या नवनिक
संरक्षक होिे का सिूत देिे वाला कोई अन्य दस्तावेज़, जो गानर्डयन्स एंर् वार््डस एक्ट,
1890, जुवेिाइल जखस्ट्स (केयर एंर् प्रोटेक्शि ऑफ़ नचल्ड्रेि) एक्ट, 2015, िेशिल टरस्ट्
फॉर वेलफेयर ऑफ िसडन्स नवद ऑनटज्म ,सेरेब्रल िाल्सी, मेंटल ररटार्ेशि एंर् मल्टीप्ल
नर्सेनिनलटीज एक्ट, 1999 या राईट्स ऑफ िसडन्स नवद नर्सेनिनलटीज एक्ट, 2016, और
उि अनिनियमों के तहत ििाए गए लागू नियमों और नवनियमों के तहत् नकसी न्यायालय
या सक्षम प्रानिकरण द्वारा जारी नकया गया हो; या
(तेरह)
कोई अन्य दस्तावेज़ जैसा नक उि िनिज सािि नवभाग निनदडष्ट कर सकता है|
(4)
इस संिंि में उि िनिज सािि नवभाग द्वारा िानमत अनिकारी, िंर् (3) के तहत प्रस्तुत दस्तावेजों या
उिकी सामग्री को सानित करिे वाली जािकारी के संिंि में निम्ननलखित की जााँच करेगा,—
(अ)
myAadhaar िोटडल (https://myaadhaar.uidai.gov.in/portal) िर EID जमा करके िामांकि
निवेदि (ररक्वेस्ट्) की प्राखस्थनत की जांच करें, तानक यह िुनष्ट हो सके नक EID वैि है और
िामांकि निवेदि (ररक्वेस्ट्) अस्वीकृत िहीं हुआ है; और
(ि)
दूसरे दस्तावेज और इस प्रयोजि के नलए, नकसी भी सरकारी संस्था या प्रानिकरण से मदद ले
सकते हैं और उिके सार्थ जािकारी िांट सकते है, जो ऐसे दस्तावेजों में मौजूद जािकारी को
तैयार करिे या ििाए रििे का काम करती है ।

लाभानर्थडयों को उि लाभ आसािी से नमल सके, इसके नलए मंिालय, मीनर्या के माध्यम से व्यािक प्रचार सुनिनित
करिे के नलए सभी आवश्यक कदम उठाए जाएंगे तानक लाभानर्थडयों को उि योजिा के तहत् आिार िंिर की
आवश्यकता के िारे में जािकारी हो सके।

जहां नकसी लाभार्थी की आिार िंिर का प्रमाणीकरण, िायोमेनटरक-आिाररत प्रमाणीकरण के नकसी भी तरीके
(जैसे, चेहरे की इमेज, नफंगरनप्रंट या आइररस स्कैि-आिाररत प्रमाणीकरण) से िायोमेनटरक जािकारी की िराि
गुणवत्ता (क्वानलटी) जैसे नकसी भी कारण से असफल हो जाता है, तो निम्ननलखित सुिार तंि अििाए जाएंगे,
अर्थाडत्:—
(अ)
अगर िायोमेनटरक-आिाररत प्रमाणीकरण का कोई नवशेर् माध्यम सफल िहीं होती है, तो जहां भी संभव
और स्वीकायड हो,िायोमेनटरक-आिाररत प्रमाणीकरण का कोई दूसरा तरीका या वि-टाईम निि (OTP)
आिाररत प्रमानणकरण नदया जाएगा;
(ि)
ऐसे मामलों में, जहााँ िायोमेनटरक-आिाररत या OTP-आिाररत प्रमाणीकरण संभव िहीं हैं, तो UIDAI के
नर्नजटल नसग्नेचर सनटडनफकेट का आिार नसक्योर नक्वकरररस्ांस (QR) कोर् या आिार िेिरलेस
ऑफलाइि ई-केवाईसी दस्तावेज िर ऑफलाइि वेररनफकेशि करके आिार िंिर की
वास्तनविा/यर्थार्थडता स्थानित करिे के िाद, िताई गई योजिा के तहत लाभ इिमें से नकसी भी आिार
िर नदए जा सकते है।
(एक)
आिार कार्ड, आिार लेटर (यािी, आिार िंिर िििे िर आिार िंिर होल्ड्र को जारी
नकया गया लेटर) या ई-आिार (यानि, UIDAI की वेिसाइट से र्ाउिलोर् की जा सकिे
वाली या उसके mAadhaar ऐि से एक्सेस की जा सकिे वाली िासवर्ड प्रोटेक्टेर्
इलेक्टरॉनिक कॉिी) वाला एक आिार नसक्योर नक्वक ररस्ांस (QR) कोर्, नजसकी
वास्तनवकता/यर्थार्थडता आिार QR स्कैिर या mAadhaar ऐि का उियोग करके QR कोर्
को स्कैि करके ऑफलाइि वेररनफकेशि से की गई हो।
(दो)
आिार िेिरलेस ऑफ़लाइि e-KYC दस्तावेज़ (UIDAI) की वेिसाइट से र्ाउिलोर्

4.
ऊिर अंतनवडष्टरनकसी भी िात के होते हुए भी,—
(अ)
उि योजिा के तहत नकसी िालक/िानलका को लाभ देिे से वंनचत िहीं नकया जाएगा—
(एक)
प्रमाणीकरण द्वारा अििी िहचाि स्थानित करिे मे या आिार संख्यारहोिे का प्रमाण प्रस्तुत
करिे में असफल रहिे के खस्थनत में; या
(दो)
िामांकि के नलए आवेदि प्रस्तुत करिे की खस्थनत में, जहााँ उसे आिार संख्या आवंनटत
िहीं की गई है; और
(ि)
उि योजिा के तहत्रलाभ ऐसे िालक-िानलका को उसकी िहचाि सत्यािि करके और िैराग्राफ 1 के
िंर् (3) के प्राविािरमेंरिताईरगईररीनतरसेरउसके माता-निता या नवनिकरसंरक्षकरके सार्थ उसके ररश्ते को
सानित करके नदया जाएगा; और
(स)
जहां िंर् (ि) के तहत् लाभ नदया जाता है, वहां उसका एक ररकार्ड रिा जाएगा, िनिज सािि नवभाग
द्वारारनजसका समय-समय िर समीक्षा और अंकेक्षण नकया जाएगा।

यह सुनिनित करिे के नलए नक 18 वर्ड या उससे अनिक आयु के वास्तनवक हकदार लोगों को इस योजिा के तहत्

NOTIFICATION
No. RULE-801/36/2026-MRD. Whereas, the use of Aadhaar number to establish identity enables
individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need
for multiplicity of documents to establish identity, simplifies processes and promotes transparency and
efficiency:
And whereas Chhattisgarh Mineral Development Corporation Limited (CMDC) (hereinafter referred to
as the ‘agency’) under the administrative purview of the Department of Mineral Resources (hereinafter referred
to as the ‘said Ministry’ or the ‘said Department’, as the case may be) in the Government of Chhattisgarh
(hereinafter referred to as the State Government) is administering “Direct Benefit Transfer of purchase value of
Tin Ore to local Scheduled Tribes” (hereinafter referred to as the ‘said scheme’):
And whereas “Purchase value of Tin Ore payable to local Scheduled Tribes” (hereinafter referred to as
the ‘said benefit’) is given to “the member of cooperative society in which only local Scheduled Tribes Persons
are members and is registered with Chhattisgarh Mineral Development Corporation; who submit the collected
Tin Ore at the Tin Purchasing Center of CMDC; and holds the identity card with full details and attested
passport size photo issued by Chhattisgarh Mineral Development Corporation [refer to section 4 of the Mines
and Minerals (Development and Regulation) Act, 1957 (Act no 67 of 1957) along with relevant notifications]”
(hereinafter referred to as ‘the beneficiaries’) under the said scheme and the instructions and guidelines issued in
respect thereof:
And whereas expenditure for the said scheme is being incurred by Chhattisgarh Mineral Development
Corporation Limited under the Government of Chhattisgarh State:
And whereas the said Chhattisgarh Mineral Development Corporation (CMDC) is desirous that the said
Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said
benefit, require that such beneficiary undergo authentication, or furnish proof of possession of Aadhaar number
or in the case of an individual to whom no Aadhaar number has been assigned, make an application for
enrolment:
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the ‘said Act’), the
Government of Chhattisgarh hereby notifies the following, namely:—
1.
(1) An individual desirous of availing of the said benefit under the said scheme shall be required to
undergo authentication, or furnish proof of possession of Aadhaar number.
(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an
application for enrolment:
Provided that if that individual is a child, such application shall be made only with the consent of
his parent or legal guardian.
(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update)
Regulations, 2016, the said Chhattisgarh Mineral Development Corporation (CMDC) shall ensure
enrolment of such beneficiaries who are yet to be enrolled, or update their Aadhaar details through
appropriate measures, including coordination with Registrars and setting up enrolment centres at
convenient locations or providing enrolment facilities by becoming a Registrar itself:
Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish
his identity to avail of the said benefit, by presenting the following documents to which he is entitled and
which are valid at the time of presentation, or, in case the software provided or authorised by the said
Chhattisgarh Mineral Development Corporation (CMDC) for such identification supports electronic
obtaining of information evidencing the contents of such documents from the database of the authorities
dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:—
For a child below 18 years of age to whom an Aadhaar number has not been assigned,-
(A) The acknowledgement of the beneficiary having undergone the process of enrolment,
provided by the operator at the enrolment centre, containing the Enrolment ID (EID);
and
(B) Any one of the following documents to evidence that the beneficiary is a child below
18 years of age, namely:—
(i)
Certificate of birth given under the Registration of Births and Deaths Act,
1969(No 18 of 1969), as extracted from the entry made in the register of births
regarding the birth of the beneficiary;
(ii)
Indian passport;
(iii) Certificate or statement of marks of matriculation or 10th class or higher
secondary or 12th class, issued by a recognised board of school education;
(iv) In respect of a child in need of care and protection or a child in conflict with
law, who is housed by Child Care Institution registered as such with the State
Government concerned under the rules made by it under the Juvenile Justice
(Care and Protection of Children) Act, 2015, certificate specifying his date of
birth issued by the person-in-charge, superintendent, child welfare officer or
probation officer of such institution; or
(v)
In respect of a foreign national,—
(a) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of
India Card;
(b) if he is a Tibetan refugee, registration certificate issued by a
Foreigners Regional Registration Office;
(c) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(d) if he is other than a Overseas Citizen of India Cardholder, Tibetan
refugee or a national of Nepal or Bhutan, either an Indian visa along
with foreign passport or a Long Term Visa to India along with
currently valid or expired foreign passport; or
(C) Any one of the following documents, having the photograph of the beneficiary, to
evidence his relationship with the parent or legal guardian, namely:—
(i)
Ration card;
(ii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an
Executive Magistrate or a revenue officer of the State Government, not below
the rank of Tahsildar;
(iii) Medical or insurance identity card issued by a government entity or public
sector enterprise to a retired or serving public servant or his family member;
(iv) Indian passport;
(v) Certificate or statement of marks of matriculation or 10th class or higher
secondary or 12th class, issued by a recognised board of school education;
(vi) In respect of a child in need of care and protection or a child in conflict with
law, who is housed by Child Care Institution registered as such with the State
Government concerned under the rules made by it under the Juvenile Justice
(Care and Protection of Children) Act, 2015 (No. 2 of 2016), certificate
specifying his date of birth issued by the person-in-charge, superintendent,
child welfare officer or probation officer of such institution; or
(vii) In respect of a foreign national,—
(a)
if he is an Overseas Citizen of India Cardholder, Overseas Citizen of
India Card;
(b) if he is a Tibetan refugee, registration certificate issued by a Foreigners
Regional Registration Office;
(c)
if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(d) if he is other than a Overseas Citizen of India Cardholder, Tibetan
refugee or a national of Nepal or Bhutan, either an Indian visa along
with foreign passport or a Long Term Visa to India along with currently
valid or expired foreign passport; or
(viii) In respect of a beneficiary who has a legal guardian, adoption order or other
document to evidence legal guardianship, which is issued by a court of law or
competent authority under the Guardians and Wards Act, 1890 (No. 8 of
1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (No. 2
of 2016), the National Trust for Welfare of Persons with Autism, Cerebral
Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (No. 44 of
1999) or the Rights of Persons with Disabilities Act, 2016 (No. 49 of 2016)
and the applicable rules and regulations made under the said Acts; or
(ix) Any other document as the said Department of Mineral Resources may
specify.
For beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned:
(A) The acknowledgement of the beneficiary having undergone the process of enrolment,
provided by the operator at the enrolment centre, containing the Enrolment ID; and
(B) Any one of the following documents, having the beneficiary’s photograph, namely:—
(i)
Elector’s Photo Identity Card issued by the Election Commission of India;
(ii)
Ration card;
(iii)
Caste certificate or domicile certificate, issued by a Gazetted officer who is
an Executive Magistrate or a revenue officer of the State Government, not
below the rank of Tahsildar;
(iv)
Medical or insurance identity card issued by a government entity or public
sector enterprise to a retired or serving public servant or his family member;
(v)
Indian passport;
(vi)
Certificate or statement of marks of matriculation or 10th class or higher
secondary or 12th class, issued by a recognised board of school education;
(vii)
Identity card or other identity document issued to serving or retired public
servant by a government entity or a public sector enterprise;
(viii)
Disability certificate issued by notified medical authority under Rights of
Persons with Disabilities Rules, 2017, or Unique Disability Identification
(UDID) card issued by the Department of Empowerment of Persons with
Disabilities (Divyangjan), Government of India;
(ix)
Driving licence issued in India:
(x)
In respect of a child in need of care and protection or a child in conflict with
law, who is housed by Child Care Institution registered as such with the
State Government concerned under the rules made by it under the Juvenile
Justice (Care and Protection of Children) Act, 2015 (No. 2 of 2016),
certificate specifying his date of birth issued by the person-in-charge,
superintendent, child welfare officer or probation officer of such institution;
or
(xi)
In respect of a foreign national,—
(a)
if he is an Overseas Citizen of India Cardholder, Overseas Citizen
of India Card;
(b)
if he is a Tibetan refugee, registration certificate issued by a
Foreigners Regional Registration Office;
(c)
if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(d)
if he is other than a Overseas Citizen of India Cardholder, Tibetan
refugee or a national of Nepal or Bhutan, either an Indian visa along
with foreign passport or a Long Term Visa to India along with
currently valid or expired foreign passport; or
(xii)
In respect of a beneficiary who has a legal guardian, adoption order or other
document to evidence legal guardianship, which is issued by a court of law
or Competent Authority under the Guardians and Wards Act, 1890 (No. 8 of
1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (No.
2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral
Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999)
or the Rights of Persons with Disabilities Act, 2016 (No. 49 of 2016) and the
applicable rules and regulations made under the said Acts; or
(xi) Any other document as the said Department of Mineral Resources may
specify:
(4) An officer designated by the said Department of Mineral Resources in this behalf shall check in
respect of the documents presented or the information evidencing the contents thereof under clause (3),—
(A) the status of the enrolment request by submitting the Enrolment ID on myAadhaar portal
(https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment ID is valid and that the
enrolment request does not stand rejected; and
(B) the other documents, and for this purpose, may take the assistance of and share the information
presented with any government entity or an authority that deals with the preparation or
maintenance of the information contained in such documents.
2.
In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all
necessary steps to ensure wide publicity through media to make the beneficiaries aware of the
requirement of Aadhaar number under the said scheme.
3.
Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-
based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails
due to any reason, such as poor quality of biometric information, the following remedial mechanisms
shall be adopted, namely:—
(A) In case any particular biometric-based mode of authentication is not successful, any other
mode of biometric-based authentication or one-time pin (OTP) based authentication shall,
wherever feasible and admissible, be offered;
(B) In cases where biometric-based or OTP-based modes of authentication are not possible,
benefits under the said scheme may, after establishing the genuineness of the Aadhaar number
by doing offline verification of the digital signature certificate of UIDAI on the Aadhaar
Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the
case may be, be given on the basis of any of the following:
(i)
An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card,
Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation
of his Aadhaar number) or e-Aadhaar (i.e., the password-protected electronic
copy of Aadhaar letter downloadable from the website of UIDAI or accessible
using its mAadhaar app), after its genuineness is established through offline
verification by scanning the QR code using the Aadhaar QR Scanner or
mAadhaar apps.
(ii)
Aadhaar Paperless Offline e-KYC document (downloadable from the website of
UIDAI or accessible using its mAadhaar app), after its genuineness is
established through offline verification of the digital signature certificate of
UIDAI on the document through the application developed by the Ministry or
Department or scheme implementing agency concerned for this purpose, in
accordance with the details given in this regard on the website of UIDAI.
4. Notwithstanding anything contained hereinabove,—
(A)
benefit under the said scheme shall not be denied to a child—
(i) in case of failure to establish his identity by undergoing authentication or to furnish proof
of possession of Aadhaar number; or
(ii) in case of production of an application for enrolment where he has not been assigned an
Aadhaar number; and
(B)
benefit under the said scheme shall be given to such a child by verifying his identity and
establishing his relationship with his parent or legal guardian in the manner specified in the
proviso to clause (3) of paragraph 1; and
(C)
where benefit is given under clause (b), a record shall be maintained in respect of the same,
which shall be reviewed and audited periodically by the Department of Mineral Resources.
5. In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the
benefit due to them under the said scheme, the Chhattisgarh Mineral Development Corporation Limited
(CMDC) shall follow the exception handling mechanism specified in the Office Memorandum no. D-
26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet
Secretariat, Government of India (available on https://dbtbharat.gov.in).
6. This notification shall be effective from the date of its publication in the official Gazette.
