In the said rules,—

In rule 10, in sub-rule (1) for the words “The existing Labour Judge of Labour Court and Member Judge of

Industrial Court shall be entitled to the pay scale, allowances and other facilities as they are availing at the time of

commencement of these rules”, the words “Existing Labour Judge of Labour Court and Members of Industrial Court

shall obtain such pay scale, allowances and other facilities as Judicial Officers of similar rank are availing” shall be

substituted.

ment on Facebook, Twitter, Instagram etc Operated from within the state/outside the state, by adding point number-

5 in front of the point number-4 of paragraph-34 in the Advertisement Rules-2019 titled "Display Advertisement in

Social Media",as follows :-

Rules for releasing advertisements to the social media handlers of social media accounts/pages/handles

State Government will release advertisements to the handlers of social media accounts/pages/handles from

handle with in the state of Chhattisgarh/outside the state, based on the requirement and utility. The following criteria

will be adopted while releasing the advertisement :-

Under the social media platform, various accounts/pages/handles of social media handlers Facebook, Twit-

ter, Instagram etc. will be empaneled in three categories "A", "B" and "C". It is mandatory to have minimum

10 lakh subscribers/followers for empanelment in the "A"-category, minimum 5 lakh subscribers/followers

for empanelment in the "B"-category and minimum 50 thousand subscribers/followers for empanelment

under the "C"-category.

For the empanelment of account/page/handle social media handlers of Facebook, Twitter, Instagram etc.

under the social media platform, the Commissioner/Director will constitute a committee under the chair-

manship of the Additional Director at the directorate level. As per the recommendation of this committee,

Commissioner/Director will do the empanelment. The duration of empanelment will be of one year, and the

committee will have the right to review the empanelment at regular intervals. The committee will have the

right to terminate the empanelment of the concerned social media account/page/handle if it is not found

appropriate in the review.

Accounts/pages/handles of social media platforms like Facebook, Twitter, Instagram etc. will have to be

updated regularly. To apply for empanelment in "A"-category, it is mandatory to have minimum 50 videos

or 100 posts per month in social media account/page/handle for the last six months. To apply for empanelment

in "B"-category, it is mandatory to have minimum 30 videos or 50 posts per month in social media account/

page/handle for the last six months. To apply for empanelment in "C"-category, it is mandatory to have

minimum 10 videos or 20 posts per month in social media account/page/handle for the last six months.

Accounts/pages/handles of Facebook, Twitter, Instagram etc. which post content related to art, culture and

development of the state will be given priority for the issuance of advertisement under social media plat-

forms.

The social media account/page/handle should have been operational for at least one year.

Applicant will have to submit the Facebook/Instagram/Twitter analytics report of last six months along with

the application for empanelment.

Applicant will have to submit a copy of the PAN card and a copy of the acknowledgment of last year's

income tax return.

Copy of Registration Certificate under Gumasta Act/GST Act will have to be submitted.

The social media account/page/handle social media handlers applying for empanelment will have to submit

an affidavit in Rs.50 stamp-paper, stating that the information submitted is correct and no criminal case is

registered against him/her.

If the information furnished by the applicant is found to be false or incorrect, the empanelment will be

terminated.

The owner of Facebook, Instagram, Twitter account/page/handle shall also submit an affidavit in Rs.50

stamp-paper along with the bill of advertisement to the effect that advertisement has been displayed or

circulated in their social media account/page/handle.

12.

Reels and photos, videos and other types of advertisements will be released in Facebook, Instagram, Twitter

account/page/handle. If the social media handlers of the social media account/page/handle choose to create

the content on their own, then they will have to get the content approved before posting.

13.

The Competent Authority (Commissioner/Director Public Relations) will have the right to approve adver-

tisement worth up to a maximum of Rs.50,000/- (Fifty Thousand Rupees) in a month, based on the avail-

ability of opportunity/utility/necessity and budget for the accounts/pages/handles of social media platforms

such as Facebook, Instagram, Twitter etc. as per the rules.

Empanelment does not imply commitment for releasing of advertisement. The State Government/Commis-

sioner/ Director, Public Relations will have the full authority and reserve all rights to approve or reject the

issuance of the advertisement considering the level, content, justification and requirement of target group of

accounts/pages/handles of Facebook, Instagram, Twitter etc. Display advertisement will not be payable or

will be canceled if any kind of improper, undesirable content is published / broadcast / Link displayed.

15.

Directorate of Public Relations can verify the reports about subscribers/followers through available techni-

cal tools, analytics tools and any other means, including technical experts, if necessary.

16.

The rate for advertisement to be issued by the department has been fixed as follows :-
