(Grounds in support of the dissenting proposal)
2—CACHAR DISTRICT
Parliamentary Constituencies
The proposed Parliamentary Constituency (1 Cachar) by the Delimitatioi
Commission consists of the entire Mizo Hills (4741 sq. miles) and the entire Silcha
Subdivision minus Katigorah Thana (approximately 1,200 sq. miles) totalling thu;
approximately 5941 sq. miles. The length of this Constituency from the boundary
or Silchar Subdivision on the north to the southern tip of Mizo Hilli
will approximately be more than 500 miles or more with exteremely difficult tecrah
and communication. Experience had shown that it was almost impossible for can'
didates and parties to reach the voters in all parts of this Constituency. On th<
contrary, the length of the proposed Karimganj (SC) Parliamentary Constituency wil
be about 100 to 125 miles. It is, therefore, necessary to divide the difficultiej
between the two proposed Parliamentary Constituencies, namely, (1) Cachar, anc
(2) Karimganj (SC) as much as possible, All the Assembly Constituencies in th<
north and the north-eastern side of Cachar District if tagged with Karimganj Sub'
division which is not having much hill areas some amount of the difficulties of No. i
Cachar Parliamentary Constituency may be reduced. It is, therefore, suggestec
that the Constituencies of Katigorah, Borkhola and Udharbond instead of onl)
Katigorah may be tagged with the proposed Karimganj (SC) Parliamentary Cons-
tituency and that the Hailakandi and Katlicherra Constituencies should be given ut
for the other constituency, i.e. , Cachar (1). With this idea the revised proposal;
confining more or less the (1) Cachar Parliamentary Constituency to the southerr
side of river Barak and including the major part of Hailakandi Subdivision has beer
suggested as a dissenting proposal. This will minimise the length of the Cachai
(1) Constituency by nearly 100 miles and may increase the breadth by a few miles
The added advantage of this proposal is that apart from availing of the road com'
munication between Silchar and Aijal in Mizo Hills one will also be able to approacl
a large part of Mizo Hills particularly the Dholeswari Valley which can't be approa
ched from Silchar-Aijal Road, by the other means of communication, namely, bj
boat through the river Dholeswari (Katakhal) apart from availing of the road com'
munications from Hailakandi side to the Mizo Hills areas.

I would only suggest one change in regard to Jamunamukh and Hojai Consti-
tuencies. Instead of 18 villages from Nomati mauza, it would be more convenient
in terms of nearness and communication if 26 villages from Jogijan Mauza are
transferred to the adjoining Jamunamukh
Constituency. Nomati mauza is a
compact area and it will be a good thing if you can avoid breaking it up. I am en-
closing herewith the aforesaid suggestions.
Suggestions regarding changes in the proposal of delimitation in respect of
(92) Jamunamukh and (93) Hojai Constituencies in Nowgong district.
The change suggested is for maintenance of homogeneity and soelat
affinity of the people.

I would like to draw your attention to our above referred recommendation*
wherein myself and Sri Nihar Ranjan Laskar, M. P. and also a member of Deli-
mitation Commission urged upon you to retain 'RATABARI' constituency under
Karimganj^ub-division of Cachar district as Reserved (SC) as. suggested in the ori-
ginal draft proposal of the Commission but in spite of that, from the recent rough
proposal it appears that 'South Karimganj' has been suggested as 'Reserved' Consti
tuency ignoring our recommendation.
*Not Printed.

THE GAZETTE OF INDIA EXTRAORDINARY
[PART I I -
I disagree to the later rough proposal of making 'South Karimganj' as 'RESER-
VED' (S.C.) for the simple reason that (i) in Ratabari Thana there is highest con-
centration of Scheduled Caste people who are much more distressed than that of
other areas because most of them are refugees and hence not yet been able to es-
tablish. (2) 'Nabingram' Gaon Sabha of Ratabari Thana which has been proposed
to be tagged with South Karimganj to show that South Karimganj has the highest
Scheduled Caste population is located beyond the Singla river thereby
loosing
the contiguity and affinity
with South Karimganj. (3) Almost
all areas under Fakua Gaon Sabha towards river side are low lying and remain
over flooded during summer season. (4) Further there is no means of com-
munication from Nabingram Gaon Sabha to either Fakua Gaon Sabha or South
Karimganj Constituency.
Hence considerate thinking as expressed in original
draft proposal, in so far as it correctly fulfils the theories of delimitation stands
correct. Having considered my special responsibility of looking to the interest
of Scheduled Caste people of the State also from the point of view of looking to-
the theories of delimitation of constituencies I can not but suggest to retain 'RATA-
BARI' as 'RESERVED' (S.C.) Constituency thereby serving the best interest of
Scheduled Caste people of 'RATABARI' as well as fulfilling the theories of affi-
nity, contiguity, etc. of delimitation of constituency etc.

I would like to suggest another alteration in regard to the Assembly Consti-
tuency of Karimganj North (Town). The Kanishail G.S., which was previously
added withJKarimganj North should go with Karimganj South Assembly Consti-
tuency, i.e. the Karimganj North should comprise of the Town, North Karimganj
A.P. including the tea gardens, Bazarghat G.S., Chandpur G.S. and Nagkapan
G.S. of South Karimganj^A.P. only.

There will be another (SC) Reserved Assembly Constituency in Sijchar Sub-
division of Cachar District, and that deserves within the area of Sonaj thana because
of the fact that there is highest concentration of scheduled caste people within the
area of Sonai thana, and there is also demand of the scheduled caste people for long
time that a Reserved (S.C.) Constituency should be formed within the Sonai thana
area. In the original draft proposal of the Commission a Reserved (SC) Consti-
tuency was suggested in the existing Sonai thana and this was rightly done*
In view of the principles of delimitation of constituency and also for my res*
ponsibility as a member for the interest of scheduled caste people of Assam I
suggest for your reconsideration that a Reserved (SC) Constituency should be for-
med within Sonai thana of Silchar subdivision, Cachar District, Assam.

The following are some of the revised proposals in respect of the districts of
Kamrup and Cachar, which I would commend for favour of reconsideration of the
Commission and incorporate in the final proposals for publication : —
1. Kamrup.—Revised proposals for Constituencies No. 51, 52, 53, 54, 55, 56,
57> 581 59, 60 and 62—intended to (i) convert Constituency No. 53 into a Scheduled
caste reserved constituency with 11 -26 p.c. of Scheduled Caste population as against
10-03 of Constituency No. 61-Hajo.
This will allot one reserved seat to Barpeta
Subdivision with 8 Assembly seats and have 2 tribal reserved seats for Gauhati
Subdivision with 13 Assembly seats, (ii) Changes in the remaining constituencies are
consequential or calculated to make them more compact and convenient for com-
munication and other points of view.
2. Cachar-—The Scheduled Caste seat in Karlmganj sub-division may be
retained at Ratabari Constituency No. 4 as originally proposed.

Scheduled Caste population in the Barpeta Thana is more than Hajo Thana
rather it is highest in the district of Kamrup.
So the reserve seat for Scheduled
Caste should be in the Barpeta Thana. On the other hand there are 2 Reserve
seats for Scheduled Tribes so another scat should not be reserved in the Gauhati
subdivision.
