On review of the position,

it has since been decided (in partial modi-

fication of paragraph 2 of the aforesaid Public Nolke) that such cases of

preban commitment

in respect of cummin seeds and turmeric may also be

honoured in which the shipping bills were passed before 4-1-78 but exporters

could not secure permission to effect shipment because of the imposition

of ban.
