14020/07/2021.UTS-I dated 11th November 2022, the Administrator, of Dadra & Nagar Haveli and
Daman & Diu is pleased to relieve Shri Vikas Anand, IAS (AGMUT:2002), Advisor to the Hon’ble
Administrator from U.T. Administration of Dadra & Nagar Haveli and Daman & Diu w.e.f.
13.11.2022 (A.N.) with the direction to report to Chief Secretary, Government of NCT of Delhi
(GNCTD), New Delhi.
All the charges of Shri Vikas Anand, IAS, (AGMUT:2002), shall be looked after by

PRELIMINARY NOTIFICATION
No.3/105/LND-ACQ/2020-21/ 5023 Date: 17/11/2022.
Whereas, it appears to the appropriate Government that a total of 566.00 Sq.Mtrs. land is
required in the Village Damanwada, Moti Daman, Daman District for public purpose, namely,
Acquisition of Land for the Underground Sump and Elevated Service Reservoir at Boria Talav,
Moti Daman.
2. Therefore, It is notified that for the above said project in the Moti Daman of Daman
District, a piece of land measuring, of 566.00 Sq.Mtrs. of standard measurement, the details of the
land acquisition as per the Annexure-I is enclosed herewith.
3. This Notification is made under the provisions of Section-11(1) of the Right to Fair
Compensation and transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (30
of 2013), to all whom it may concern.
4. A plan of the land may be inspected in the Office of the Collector, Dholar, Moti Daman
and Executive Engineer, PWD, Work Division No.1, Moti Daman (Requiring Body) during the
working day and working hours.
5. The Government is pleased to authorize Mamlatdar, Daman and his Talathi to enter upon
and survey land, take levels of any land, dig or bore into the sub-soil and do all other acts required for
the proper execution of their work as provided and specified in Section-12 of the said Act.
6. Under Section-11(4) of the Act, no person shall make any transaction or cause any
transaction of land l.e. sale / purchase, etc. or create any encumbrances on such land from the date of
publication without prior approval of the Collector.
7. Objections to the acquisition, if any, may be filed by the person interested within 60 (Sixty
Days) from the date of publication of this notification as provided under Section-15 of the Act before
Collector.

In exercise of the powers conferred by the provision to Article 309 of the Constitution, read
with Govt. of India, Ministry of Home Affairs Order No.7/1/65-Estt.(A) dated 16th February 1965 &
Notification No.F.3(4)/65/GP dated 27th January 1965 and in supersession of the existing recruitment
rules for the posts, and all other powers enabling him in this behalf, the Administrator of Dadra &
Nagar Haveli and Daman & Diu, is hereby pleased to make the following rules regarding the method
of recruitment to Group ‘C’ Non-Gazetted, Non Ministerial posts of Junior Chemist, in the
Directorate of Medical & Health Services, U. T. Administration of Dadra & Nagar Haveli and
Daman & Diu namely:-
1. SHORT TITLE AND COMMENCEMENT -
(i)
These rules may be called the Administration of Dadra & Nagar Haveli and Daman &
Diu, Directorate of Medical & Health Services, Junior Chemist, (Group ‘C’ Non-
Gazetted / Non-Ministerial) posts Recruitment Rules, 2021.

They shall apply to the posts specified in column – 1 of the schedule to these rules.
(iii)
These rules will come into effect from the date of publication of this notification in the
Official Gazette and will related to appointment to the various posts made on or after
this date.
2. NUMER OF POSTS, CLASSIFICATION AND LEVEL IN PAY MATRIX - The
number of the said post, its classification and the level in pay matrix attached thereto shall be
as specified in columns 2 to 4 of the Schedule annexed to these rules. Provided that, the
Administrator of Dadra & Nagar Haveli and Daman & Diu may vary the number of posts in
column 2 of the said Schedule from time to time subject to exigencies of work.
3. METHOD OF RECRUITMENT, AGE, LIMIT, OTHER QUALIFICATIONS ETC -
The method of recruitment, age limit, qualifications and other matters relating to the said
posts shall be as specified in columns 5 to 13 of the aforesaid Schedule.
4. DISQUALIFICATION :-
No person, (a) who has entered into or contracted a marriage with a person having a spouse
living or; (b)who having a spouse living, has entered into or contracted a marriage with any
person shall be eligible for appointment to the service. Provided that, the Administrator of
Dadra & Nagar Haveli and Daman & Diu, may, if satisfied that such marriage is permissible
under the personal law applicable to such person and the other party to the marriage and that
there are other grounds for so doing, exempt any person from the operation of this rule.
5.
POWER TO RELAX:-
Where the Administrator is of the opinion that, it is necessary or expedient so to do, it may,
by order, and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect to any class or category of persons.
6.
SAVING :-
Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes and Scheduled Tribes, and the other special
categories or persons in accordance with the orders issued by the Central Government from
time to time in this regard.

The General Elections to the Legislative Assembly -2022 for Gujarat State are being held on
01/12/2022(Thursday). In this regard, your attention is invited to section 135B of the Representation
of People Act, 1951 which provides for the grant of paid holidays to the employees on the day of poll.
As per the provisions of section 135B of the Representation of People Act, 1951 all the
electors who are employees of Government Offices. Semi- Government Offices, Local Bodies, Public
Sector, Establishments and Shops including those which work on shift basis shall be granted a paid
holiday on the day of poll in the Constituency where the General Election is to be held. Further, there
may be case where a person is ordinarily resident of the Constituency and registered as an electors,
may be serving/employed in an industrial undertaking or an establishment located outside the
Constituency having a general/bye election. It is clarified that in such a situation, even those electors
including casual workers working outside the constituency concerned would be entitled to the benefit
of a paid holiday extended under the Section 135B(1) of R.P. Act, 1951. The daily wage/casual
workers are also entitled for a holiday and wages on poll day as provided in Section 135B of R.P. Act,
1951.
All the employers of commercial establishments, business, trade, industrial undertaking or
any other establishments are directed to abide by the provisions of section 135B of the Representation
of People Act, 1951. If any employer contravenes with the provision mentioned above, then such
employers shall be punishable as per the provisions of Section 135B of Representation of the people
Act, 1951.

NOTIFICATION
Whereas, Rule 15 (1) of the Union Territory of Dadra and Nagar Haveli Street Vendors
(Protection of Livelihood and Regulation of Street Vending) Rules, 2015 “The term of the members of
the Town Vending Committee, other than the Government officials who shall be members in ex-officio
capacity, shall be five years from the date of their election or nomination, as the case may be”.
Whereas, last elections to elect the members for Town Vending Committee in Silvassa
(Silvassa Municipal Council) were held on 10th August, 2016 and the terms of elected members of the
Town Vending Committee expired on 11/08/2021.
And whereas, Rule 15 (2) of the Union Territory of Dadra and Nagar Haveli Street Vendors
(Protection of Livelihood and Regulation of Street Vending) Rules, 2015, “The process of electing or
nominating, as the case may be, of the members shall be completed before the expiry of their term”.
Now, therefore, in pursuance of the provision of Rule 13 clause (1) of the Union Territory of
Dadra and Nagar Haveli’ Street Vendors (Protection of Livelihood and Regulation of Street Vending)
Rules, 2015, Silvassa Municipal Council hereby intends to conduct elections for the members of the
Town Vending Committee representing the street vendors of the area under the jurisdiction of the
Silvassa Municipal Council. Moreover, in pursuance of the provision of Rule 13 clause (2) of the
Union Territory of Dadra and Nagar Haveli Street Vendors (Protection of Livelihood and Regulation
of Street Vending) Rules, 2015, Silvassa Municipal Council hereby appoints Shri Sohil Mecwan,
Administrative Officer, SMC as Returning Officer, who will hold the election in the manner provided
under the schedule appended to Union territory of Dadra and Nagar Haveli, the Street Vendors
(Protection of Livelihood and Regulation of Street Vending), Rules, 2015.
