अधधसूचना

सं. 480/कायथक्रम/2025:- यतः, श्री जगदीप धनखड़ द्वारा 21 जुलाई, 2025 को त्यागपत्र देने के कारण

भारत के उपराष्ट्रपधत का पद ररक्त हो गया है; और

यतः, भारत के संववधान के अनुच्छेद 68 के खंड (2) के अंतगथत, उक्त ररवक्त को भरने के धलए धनवाथचन,

ररवक्त होने के पश्चात यथाशीघ्र दकया जाना अपेक्षित है; और

यत: राष्‍ट रपतीय और उपराष्‍ट रपतीय धनवाथचन अधधधनयम, 1952 (1952 का 31) की धारा 4 की

उपधारा (4) के अधीन भारत धनवाथचन आयोग द्वारा भार त के उपराष्‍ट रपधत के पद को भरने के धलए धनवाथचन

हेतु तारीख धनयत की जानी अपेक्षित है;

अतः, अब, भारत धनवाथचन आयोग एतद्द्द्वारा -

(अ) संववधान के अनुच्छेद 66 में धनददथष्ट धनवाथचक मंडल से यह अपेिा करता है दक वे संववधान के

प्रावधानों के अनुसार, राष्ट्रपतीय और उपराष्ट्रपतीय धनवाथचन अधधधनयम, 1952 (1952 का 31)

और तद्धीन बनाए गए धनयमों और उनके तहत जारी दकए गए आदेशों के उपबन्धों के अनुसार, भारत

के उपराष्ट्रपधत के पद की उक्त ररवक्त को भरने के धलए एक व्यवक्त धनवाथधचत कर दें; और

(आ) उक्त अधधधनयम की धारा 4 की उपधारा (1) के अनुसरण में धनम्नधलक्षखत धनधाथररत करता है–

(क)

नाम धनदेशन करने की अंधतम तारीख – 21 अगस्त, 2025 (गुरुवार);

(ख) नाम धनदेशनों की संवीिा की तारीख – 22 अगस्त, 2025 (शुक्रवार);

(ग) अभ् यधथथताएं वापस लेने की अंधतम तारीख – 25 अगस्त, 2025 (सोमवार); और

(घ) वह तारीख, क्षजसको यदद आवश् यक हुआ तो, मतदान होगा – 09 धसतंबर, 2025

NOTIFICATION

No. 480/Programme/2025:- Whereas, a vacancy in the office of the Vice-President of India has

occurred by reason of resignation of Sh. Jagdeep Dhankhar on 21^st July, 2025; and

Whereas, under clause (2) of Article 68 of the Constitution of India, an election to fill the said

vacancy is required to be held as soon as possible after the occurrence of the vacancy; and

Whereas, under sub-section 4 of Section 4 of the Presidential and Vice-Presidential Elections

Act, 1952 (31 of 1952), the Election Commission of India is required to appoint the dates for the election

to fill the office of the Vice President of India;

Now, therefore, the Election Commission of India hereby –

(A)

calls upon the Electoral College, referred to in Article 66 of the Constitution, to elect a person

to fill the said vacancy in the office of the Vice-President of India, in accordance with the provisions

of the Constitution, the Presidential and Vice-Presidential Elections Act, 1952 (31 of 1952), and the

Rules and Orders made thereunder; and

(B)

in pursuance of sub-section (1) of Section 4 of the said Act, appoints -

a) the 21^st August, 2025 (Thursday), as the last date for making nominations;

b) the 22^nd August, 2025 (Friday), as the date for scrutiny of the nominations;

c) the 25^th August, 2025 (Monday), as the last date for the withdrawal of candidatures; and

d) the 09^th September, 2025 (Tuesday), as the date on which a poll shall, if necessary, be taken.

(ख) 10:00 बजे पूवाथह्न से 05:00 बजे अपराह्न दोनों को सक्षम्मधलत करते हुए तक का समय ऐसे

समय के रूप में ववधनददथष्‍ट ट करता है क्षजसके दौरान, यदद आवश् यक हुआ तो, उक्त स्थान पर

480/P.O.P/2025:- In pursuance of Rule 8 of the Presidential and Vice-Presidential Elections Rules,

1974, the Election Commission of India hereby;

(a) fixes Room No. F-101, Vasudha, First Floor, Parliament House, New Delhi as the place of

polling for the Vice-Presidential Election to be held in accordance with its Notification

No.480/Programme/2025, dated the 07^th August, 2025; and

(b) specifies the hours from 10.00 a.m. to 5.00 p.m. both inclusive to be the hours during which the

poll shall, if necessary, be taken at the said place of polling.

भारत के उपराष्ट्रपधत पद के धलए धनवाथचन संबंधी

यत:, भारत के उपराष्ट्रपधत पद भरने के धलए धनवाथचन करने के धलए,

धनवाथचन आयोग द्वारा, राष्ट्रपतीय और उपराष्ट्रपतीय धनवाथचन अधधधनयम, 1952 की धारा

4 की उपधारा (1) के अधीन अधधसूचना जारी की गई है। ऐसे धनवाथचन के धलए धनवाथचन

अधधकारी, मैं, पी.सी. मोदी एतद्द्द्वारा सूचना देता हूँ दक—

(i) अभ्यथी या उसके दकसी प्रस्थापकों या समथथकों में से दकसी एक द्वारा नामधनदेशन

पत्र धनम्नहस्तािरकताथ को कमरा संख्या आरएस 28, प्रथम तल, संसद भवन, नई

ददल्ली क्षस्थत उसके कायाथलय में या यदद वह अपररवजथनीय रूप से अनुपक्षस्थत हो, तो

सहायक धनवाथचन अधधकारी, सुश्री गररमा जैन, संयुक्त सधचव/श्री ववजय कुमार, धनदेशक,

राज्य सभा सधचवालय को उक्त कायाथलय में दकसी भी ददन (सावथजधनक अवकाश-ददन

से धभन्न) मध्याह्न पूवथ 11 बजे से मध्याह्न पश्चात् 3 बजे के बीच, बृहस्पधतवार, 21

अगस्त, 2025 तक पररदत्त दकए जा सकेंगे;

(ii) प्रत्येक नामधनदेशन पत्र के साथ उस संसदीय धनवाथचन-िेत्र की धनवाथचक नामावली

में अभ्यथी से संबद्ध प्रवववष्ट की एक प्रमाक्षणत प्रधत लगाई जाएगी क्षजसमें अभ्यथी

धनवाथचक के रूप में रक्षजस्रीकृत है;

(iii) प्रत्येक अभ्यथी केवल पंद्रह हजार रुपये की राधश जमा करेगा या जमा करवाएगा।

यह रकम नामधनदेशन पत्र प्रस्तुत करते समय धनवाथचन अधधकारी के पास नकद जमा

की जा सकेगी या भारतीय ररज़वथ बैंक या दकसी सरकारी खजाने में इससे पहले जमा

की जा सकेगी और पश्चातकधथत दशा में ऐसी रसीद का, क्षजसमें यह दधशथत दकया हो

दक उक्त राधश जमा कर दी गई है, नामधनदेशन पत्र के साथ लगाया जाना आवश्यक

होगा;

(iv) नामधनदेशन पत्रों के प्ररूप पूवोक्त कायाथलय से पूवोक्त समय पर प्राप्त दकए जा

सकेंगे;

(v) अधधधनयम की धारा 5ख की उपधारा (4) के अधीन नामंजूर दकए गए नामधनदेशन

पत्रों से धभन्न, नामधनदेशन पत्रों की संवीिा उक्त कायाथलय, कमरा संख्या एफ—100,

संगोष्ठी—2, प्रथम तल, संसद भवन, नई ददल्ली में शुक्रवार, 22 अगस्त, 2025 में

शुक्रवार, 22 अगस्त, 2025 को मध्याह्न पूवथ 11 बजे की जाएगी;

(vi) अभ्यधथथता वापस लेने की सूचना अभ्यथी, या उसके प्रस्थापकों या समथथकों में से

दकसी एक द्वारा, जो अभ्यथी द्वारा धलक्षखत रूप से इस धनधमत्त प्राधधकृत दकया गया हो,

धनम्नहस्तािरकताथ को उपरोक्त पैरा (i) में ववधनददथष्ट स्थान में सोमवार, 25 अगस्त,

2025 को अपराह्न तीन बजे से पहले पररदत्त की जा सकेगी;

OF

ELECTION TO THE OFFICE OF VICE-PRESIDENT OF INDIA

WHEREAS a notification under sub-section (1) of Section 4 of the Presidential

and Vice-Presidential Elections Act, 1952, for the holding of an election to fill the Office

of Vice-President of India has been issued by the Election Commission, I, P.C. MODY,

the Returning Officer for such election, do hereby give notice that—

(i) nomination papers may be delivered by a candidate or any one of his proposers

or seconders to the undersigned at his office in Room No. RS-28, First Floor, Parliament

House, New Delhi, or if he is unavoidably absent, to the Assistant Returning Officers,

Ms. Garima Jain, Joint Secretary/Shri Vijay Kumar, Director, Rajya Sabha Secretariat at

the said office between 11 a.m. and 3 p.m. on any day (other than a public holiday) not

later than Thursday, the 21^st August, 2025;

(ii) each nomination paper shall be accompanied by a certified copy of the entry

relating to the candidate in the electoral roll for the Parliamentary constituency in which

the candidate is registered as an elector;

(iii) every candidate shall deposit or cause to be deposited a sum of Rupees Fifteen

Thousand only. This amount may be deposited in cash with the Returning Officer at the

time of presentation of the nomination paper or deposited earlier in the Reserve Bank of

India or in a Government Treasury and in the latter case a receipt showing that the said

deposit of the sum has been so made is required to be enclosed with the nomination paper;

(iv) forms of nomination papers may be obtained from the above said office at the

time aforesaid;

(v) the nomination papers, other than those rejected under sub-section (4) of

Section 5B of the Act, will be taken up for scrutiny at the said office in Room No. F-100,

Sangoshthi-2, First Floor, Parliament House, New Delhi, on Friday, the 22^nd August, 2025

at 11 a.m.;

(vi) the notice of withdrawal of candidatures may be delivered by a candidate, or

any one of his proposers or seconders who has been authorised in this behalf in writing by

the candidate, to the undersigned at the place specified in paragraph (i) above before three

o’clock in the afternoon of Monday, the 25^th August, 2025;
