WHEREAS, after the merger, the President of India was pleased to promulgate the extension

of the regulation of the Dadra and Nagar Haveli Municipal Council Regulation, 2004 as amended in

2018 to the Daman and Diu and was named as Dadra and Nagar Haveli and Daman and Diu Municipal

Council Regulation, 2004.

AND WHEREAS, following thorough deliberations and detailed analysis of each sections of the

regulation, and with the invaluable assistance of a legal team, a suggestive amendment to section 11 of

the regulation was prepared.

11. Division of municipal area into wards and reservation of wards for women, scheduled castes

and scheduled tribes.

NOW THEREFORE, a copy of draft regulation “The Dadra and Nagar Haveli and Daman and

Diu Municipal Council (Amendment) Regulation, 2025 is published herewith for inviting comments

from all stakeholders/. If there is any comment / view / suggestion, the same may be forwarded to the

Office of the Joint Secretary (UD), Urban Development, Secretariat, Vidyut Bhawan, Kachigam, Nani

Daman within 30 days of issue of this notification.

DRAFT REGULATION

The Dadra and Nagar Haveli and Daman and Diu

Municipal Council (Amendment) Regulation, 2025.

Promulgated by the President in the Seventy-Sixth Year of the

Republic of India.

A

Regulation

Further to amend the Dadra and Nagar Haveli and Daman and

Diu Municipal Council Regulation, 2004.

In exercise of the powers conferred by Article 240 of the

Constitution, the President is pleased to promulgate the

following Regulation made by him:-

PRELIMINARY

1. (1) This Regulation may be called Dadra and Nagar

Haveli

and

Daman

and

Diu

Municipal

Council

(Amendment) Regulation, 2025

(2) It shall come into force on such date as the Central

Government may, by notification in the Official Gazette,

appoint.

Short Title

Amendment

in Section 11

sub-section 1

2. In section 11 sub-section (1) of the Regulation,

(a) for the words “in single member”, the words “into wards”

shall be substituted.

(b) after the words “throughout the Municipal area” following

shall be inserted “The Government may determine the

number of Councillors per ward in the Municipal councils

by notification in the official gazette.”
