NOTIFICATION
[Under Rule 23 of the Dadra and Nagar Haveli and Daman and Diu Panchayats (Election
Procedure) Rules, 2023]
No.05/06/GENL.ELEC/NOTIFICATION/DNH&DD/Vol-I/79 Whereas, last general elections to all
Gram Panchayats (except Gram Panchayats, Maharani Laxmibai, Vanakbara, Maharana Pratap,
Saudwadi, Shaheed Bhagat Singh and Sardar Vallabhbhai Patel in Diu District) and all District
Panchayats in Dadra and Nagar Haveli and Daman and Diu were held on 8th November, 2020 and the
duration of five years of the said Panchayats from the date appointed for their first meetings is due to
expire shortly;
And whereas, Section 19 (1) of the Dadra and Nagar Haveli and Daman and Diu Panchayat
Regulation, 2012 states that every Gram Panchayat, unless sooner dissolved under any law for the time
being in force, shall continue for five years from the date appointed for its first meeting and no longer.
And whereas, Section 64 (1) the Dadra and Nagar Haveli and Daman and Diu Panchayat
Regulation, 2012 states that the District Panchayat, unless sooner dissolved under any law for the time
being in force, shall continue for five years from the date appointed for its first meeting and no longer.
And whereas, Rule 22 of the Dadra and Nagar Haveli and Daman and Diu Panchayats (Election
Procedure) Rules, 2023 provides that a general election shall be held for the purpose of constituting a
new Panchayat on the expiration of its duration or on its dissolution.

And whereas the Election Commission, Dadra and Nagar Haveli and Daman and Diu, has
recommended that the Administrator, UT Administration of Dadra and Nagar Haveli and Daman and
Diu may be pleased to call upon all wards of all Gram Panchayats (except Gram Panchayats, Maharani
Laxmibai, Vanakbara, Maharana Pratap, Saudwadi, Shaheed Bhagat Singh and Sardar Vallabhbhai Patel
in Diu District) and District Panchayats in the Union Territory of Dadra & Nagar Haveli and Daman
and Diu to constitute new Gram Panchayats and District Panchayats by a notification to be published in
the Official Gazette on 10th October, 2025.
Now, therefore, in pursuance of the provisions Rule 23 of the Dadra and Nagar Haveli and
Daman and Diu Panchayats (Election Procedure) Rules, 2023, I, Praful Patel, Administrator, Union
Territory of Dadra and Nagar Haveli and Daman and Diu, hereby call upon all wards of all Gram
Panchayats (except Gram Panchayats, Maharani Laxmibai, Vanakbara, Maharana Pratap, Saudwadi,
Shaheed Bhagat Singh and Sardar Vallabhbhai Patel in Diu District) and District Panchayats in all
districts of Union Territory of Dadra and Nagar Haveli and Daman and Diu in accordance with the
provisions of the Dadra and Nagar Haveli and Daman and Diu Panchayat Regulation, 2012 and the
rules and orders made thereunder, to elect members (including Sarpanches) for the purpose of
constituting new Panchayats in Dadra and Nagar Haveli and Daman and Diu.

NOTIFICATION

No.7-2/EC/DNH&DD/2025: Whereas, the Administrator, Union Territory of Dadra and Nagar Haveli
and Daman and Diu has, by a notification under Rule 23 of the Dadra and Nagar Haveli and Daman and
Diu Panchayats (Election Procedure) Rules, 2023, published in the Official Gazette on the 10th October,
2025, called upon all wards of all Gram Panchayats (except Gram Panchayats, Maharani Laxmibai,
Vanakbara, Maharana Pratap, Saudwadi, Shaheed Bhagat Singh and Sardar Vallabhbhai Patel in Diu
District) and all District Panchayats in the Union Territory of Dadra and Nagar Haveli and Daman and
Diu to constitute new Panchayats;
Now, therefore, in pursuance of provisions of Rule 29 of the Dadra and Nagar Haveli and
Daman and Diu Panchayats (Election Procedure) Rules, 2023, the Election Commission for the Union
Territory of Dadra and Nagar Haveli and Daman and Diu, hereby appoints the following dates for the
said elections:-
a)
the 17th October, 2025 (Friday), between 11.00 a.m. and 3.00 p.m., as the last date and hours for
making nominations;
b)
the 18th October, 2025 (Saturday) 11.00 a.m., office of the respective Returning Officer as the
date, time and place for the scrutiny of nominations;
c)
the 20th October, 2025(Monday), 3.00 p.m., as the last date and hour for the withdrawal of
candidatures;
d)
the 5th November, 2025 (Wednesday), between 7.00 a.m. and 6.00 p.m., as the date on which, and
the hours during which, a poll shall, if necessary, be taken; and
e)
the 11th November, 2025 (Tuesday), as the date before which the elections shall be completed.

(Election) Rules, 2025]
No.05/06/GENL.ELEC/NOTIFICATION/DNH&DD/Vol-I/80 Whereas, last general elections to
Daman Municipal Council and Silvassa Municipal Council in the Union Territory of Dadra and Nagar
Haveli and Daman and Diu were held on 8th November, 2020 and the duration of five years of the said
Municipal Councils from the date appointed for their first meetings is due to expire shortly;
And whereas, Section 43 (1) of the Dadra and Nagar Haveli and Daman and Diu Municipal
Council Regulation, 2004 states that a council, unless sooner dissolved under section 296, shall continue
for five years from the date appointed for its first meeting and no longer.
And whereas, Rule 22 of the Dadra and Nagar Haveli and Daman and Diu Municipal Councils
(Election) Rules, 2025, provides that a general election shall be held in accordance with the provisions
of this chapter for the purpose of constituting a new Council on the expiration of its duration or on its
dissolution;
And whereas, the Election Commission, Dadra and Nagar Haveli and Daman and Diu, has
recommended that the Administrator, Union Territory of Dadra and Nagar Haveli and Daman and Diu
may be pleased to call upon all wards of Daman Municipal Council and Silvassa Municipal Council in
the Union Territory of Dadra and Nagar Haveli and Daman and Diu to constitute new Municipal
Councils, by a notification to be published in the Official Gazette on 10th October, 2025;
Now, therefore, in pursuance of the provision of Rule 23 of the Dadra and Nagar Haveli and
Daman and Diu Municipal Councils (Election) Rules, 2025, I, Praful Patel, Administrator, Dadra and
