WHEREAS, after the merger, the President of India was pleased to promulgate the extension

of the regulation of the Dadra and Nagar Haveli Municipal Council Regulation, 2004 as amended in

2018 to the Daman and Diu and was named as Dadra and Nagar Haveli and Daman and Diu Municipal

Council Regulation, 2004.

AND WHEREAS, following thorough deliberations and detailed analysis of each section of

the regulation, and with the invaluable assistance of a legal team, suggestive amendments to the

following section of the regulation were prepared.

250. Private markets, etc., not to be held without licence.

NOW THEREFORE, a copy of draft regulation “The Dadra and Nagar Haveli and Daman

and Diu Municipal Council (Amendment) Regulation, 2026” is published herewith for inviting

comments from all stakeholders/. If there is any comment/ view/ suggestion, the same may be forwarded

to the Office of the Secretary (Law), Department of Law and Justice, Dadra & Nagar Haveli & Daman

& Diu, Secretariat, Vidyut Bhawan, Kachigam, Nani Daman within 30 days of issue of this notification.

NOTIFICATION

The Dadra and Nagar Haveli and Daman and Diu Municipal Council (Amendment)

Regulation, 2026.

Promulgated by the President in the Seventy-Seventh Year of the Republic of India

Further to amend the Dadra and Nagar Haveli and Daman and Diu Municipal Council Regulation,

2004.

In exercise of the powers conferred by Article 240 of the Constitution, the President is pleased to

promulgate the following Regulation made by him:-

PRELIMINARY

1. (1) This Regulation may be called the Dadra and Nagar Haveli and Daman

and Diu Municipal Council (Amendment) Regulation, 2026.

(2) It shall come into force on such date as the Central Government may, by

notification in the Official Gazette, appoint.

Short Title

Amendment in

Section 250

16. In section 250 sub-section (1) of the Regulation, after the

existing proviso, the following proviso shall be inserted,

namely:-

“Provided further that, any Manufacturing enterprise or

tourism related establishment such as hotel, homestay,

guesthouse, tour operator etc. is not required to obtain any

trade/commercial license from the Municipal Council to

carry on its business”
