फा. सं. 6(5)/आरआर/सीडी/2018/743.—गृह मंत्रालय, भारत सरकार की दिनांक 13 िुलाई 1959 की
अजधसूचना िी.एस.आर. 840 के साथ परित संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रि्त िजतियय का प्रयगग करते
हुए तथा दिनांक 29 मई 1975 की अजधसूचना सं. फा. 2(7) /74-एस –II के अनुसार प्रजिक्षक नागररक सुरक्षा एिं दिनांक
16.4.1965 की दिल्ली प्रिासन पत्र सं.फा. 2/1/65-जनयुजतिय (िाखा) के अनुसार तकनीकी सहायक के पि हेतु भती पद्धजत
के अजधक्रमण में, ऐसे अजधक्रमण से पूिव की गई या दकए िाने के जलए हटाई गई बात कग छगड़कर, राष्ट्रीय रािधानी क्षेत्र
दिल्ली के उपराज्यपाल एतद्द्वारा नागररक सुरक्षा जनिेिालय, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार में प्रजिक्षक नागररक
सुरक्षा/तकनीकी सहायक के पि की भती पद्धजत कग जिजनयजमत करने के जलए जनम्नजलजखत जनयम बनाते हैं ।

संजक्षप्त िीर्वक तथा प्रारंभ :- (1) इन भती जनयम कग नागररक सुरक्षा जनिेिालय, राष्ट्रीय रािधानी क्षेत्र दिल्ली
सरकार में प्रजिक्षक नागररक सुरक्षा/तकनीकी सहायक भती जनयमािली, 2021 कहा िाए।
(2) ये दिल्ली रािपत्र में अपने प्रकािन की जतजथ से लागू ह गे।

पि की संख्या, िगीकरण तथा िेतन मैररक्स में स्ट्तर :- उतिय पि की संख्या, इसका िगीकरण तथा उसके साथ
संलग्न िेतन मैररक्स में स्ट्तर इन जिजनयम के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाजिजनर्िवष्ट ह गे।
3.
भती पद्धजत, आयु सीमा, अन्य यगग्यता इत्यादि :- उतिय पि की भती पद्धजत, आयु सीमा, यगग्यताएं तथा उससे
संबंजधत अन्य मामले उतिय अनुसूची के कॉलम सं. (5) से (13) में यथाजिजनर्िवष्ट ह गे।
4.
अयगग्यता :- कगई भी व्यजतिय
(क)
जिसने दकसी ऐसे व्यजतिय से, जििाह दकया है जिसका िीजित पजत/पत्नी है; या
(ख)
जिसने िीजित पत्नी/पजत के रहते हुए दकसी अन्य व्यजतिय के साथ जििाह या जििाह का अनुबंध दकया है, िह उतिय
पि पर जनयुजतिय के जलये अयगग्य हगगा :
ितव यह है दक यदि सरकार संतुष्ट है दक ऐसा जििाह ऐसे व्यजतियय और जििाह के अन्य पक्षकार पर लागू व्यजतियगत
कानून के अंतगवत अनुम्त है और ऐसा करने के जलये अन्य आधार है/हैं, तग दकसी भी ऐसे उम्मीििार कग इस जनयम के
प्रितवन की छूट िे सकती है।
5.
छूट प्रिान करने की िजतिय :- िहां राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार का मत है दक ऐसा करना आियकयक या
समीचीन है तग िह आिेि द्वारा तथा कारण कग जलजखत में अजभलेखबद्ध करते हुए दकसी िगव या श्रेणी के संबंध में
इन जिजनयम के उपबंध से छूट प्रिान कर सकती है।
6.
बचाि :- इन जिजनयम में कगई भी बात इस संबंध में भारत सरकार द्वारा समय-समय पर िारी आिेि के
अनुसार अनुसूजचत िाजत तथा अनुसूजचत िनिाजत, अन्य जपछड़ा िगव, भूतपूिव सैजनक तथा अन्य जििेर् व्यजतियय
के िगों के जलये उपबंजधत दकए िाने िाले अपेजक्षत आरक्षण, आयु सीमा में छूट एिं अन्य ररयायत पर प्रभाि नहीं
डालेगी।

7.
सीधी भती िाले उम्मीििार से
अपेजक्षत िैजक्षक तथा अन्य यगग्यताऐं
अजनिायव –
1. मान्यता प्राप्त जिश्वजिद्यालय से स्नातक की
उपाजध।
2. (क) एनसीडीसी, नागपुर द्वारा आयगजित
नागररक सुरक्षा प्रजिक्षक पाठ्यक्रम या
सहायक अजग्निमन पाठ्यक्रम
या
(ख) सेना या अद्धवसेना या पुजलस या हगम
गाडव या नागररक सुरक्षा संगिन से
जनम्नजलजखत में से दकन्हीं चार जिर्य में कम
से कम िग सप्ताह की अिजध का प्रजिक्षण :
(i) अजग्निमन
(ii) प्राथजमक जचदकत्सा
(iii) बचाि
(iv) संचार
(v) पीटी
(vi) जिल
(vii) आम्सव जिल
(viii) आपिा प्रबन्धन
3. सेना या अद्धवसेना या पुजलस या हगम गाडव
या नागररक सुरक्षा संगिन में कम से कम िग

टीप - अन्यथा सुयगग्य उम्मीििार के मामले में

NOTIFICATION
Delhi, the 10 th May, 2021
F.No. F6(5)/RR./CD/2018/743.—In exercise of powers conferred by the proviso to article 309 of the
Constitution of India read with Govt. of India, Ministry of Home affairs notification GSR 840 dated 13th July, 1959
and in supersession of the Recruitment Rules for the post of Instructor Civil Defence, vide Notification no. F.2(7)/74-
S.II dated 29th May, 1975 and Technical Assistant vide notification No. Delhi Admn. Lr No.F.2/1/65-Apptts(B) dated
16/04/1965, except as respective things done or omitted to be done before such supersession, the Lt. Governor of
National Capital Territory of Delhi, is pleased to make the following rules regulating the method of Recruitment for
the post of Instructor Civil Defence/Technical Assistant in the Directorate of Civil Defence, Government of National
Capital Territory of Delhi.
1. Short title and commencement :-
(i) These Recruitment Rules may be called the Instructor Civil Defence/Technical Assistant Recruitment Rules,
2021 in the Directorate of Civil Defence, Government of NCT of Delhi.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, classification and level in pay matrix:- The number of said posts, their classification and level
in the pay matrix attached thereto shall be specified in column (2) to (4) of the Schedule.
3. Method of recruitment, age limit, other qualification etc.:- The method of recruitment, age limit, qualification and
other matters relating to the said post shall be as specified in Column No. (5) to (13) of the said Schedule.
4. Disqualifications:- No person;
(a) who has entered into or contracted marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for
appointment to any of the said posts;

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable
to such persons and the other party to the marriage and that there are other grounds for doing so, exempt any person
from the operation of these Rules.
5. Power to relax:- Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary
or expedient to do so, it may, by order, for reason to be recorded in writing, and in consultation with the Services
Department, Govt. on National Capital Territory of Delhi may relax any of the provisions of these Rules with
respect to any class or category of persons.
6. Saving:- Nothing in these Rules shall effect reservations, relaxation of age limit and other concessions required to
be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other
special Categories of persons in accordance with orders issued by the Government of India from time to time, in
this regard.
