प्रा्धान दकया गया है दक ्ोटिंग मिीनों द्वारा मतदान और मतों का अजभलेखन ऐसी रीजत, िैसी दक जनधााररत की िाए,
से ऐसे जन्ाानन क्षेत्र या जन्ाानन क्षेत्रों में अपनाया िाए िैसा दक भारत जन्ाानन आयोग, प्रत्येक मामले की पररजस्ट्थजतयों
को ध्यान में रखते हुए ज्जनर्ददष्ट करे; और

2. यत:,जन्ााननों का संनालन जनयम, 1961 के जनयम 49क के परन्तुक के अनुसार, भारत जन्ाानन आयोग
द्वारा यथाअनुमोददत जडिाइन ्ाले ड्राप बॉक्स सजहत एक प्रप्रिंर, ऐसे जन्ाानन क्षेत्र या जन्ाानन क्षेत्रों या उसके भागों में
मतों के पेपर रेल के मुद्रण के जलए मतदान मिीन के साथ भी िोडा िाए िैसा दक भारत जन्ाानन आयोग द्वारा जनदेि
ददया िाए; और
3. यत:, जन्ाानन आयोग ने ददनांक 25 मई, 2022 के प्रेस नोिं संख्या ईसीआई/प्रे.नो./52/2022 के तहत
घोजित पंिाब के 12-संगरूर संसदीय जन्ाानन क्षेत्र, उत्तरप्रदेि के 7-रामपुर ए्ं 69-आिमगढ़ संसदीय जन्ाानन क्षेत्रों,
जत्रपुरा के 6-अगरतला, 8-िंाउन बोरडो्ाली, 46-सुरमा (अ.िा.) ए्ं 57-िुबरािनगर ज्धानसभा जन्ाानन क्षेत्रों,
आंध्रप्रदेि के 115-अट्माकुर ज्धानसभा जन्ाानन क्षेत्र, राष्ट्रीय रािधानी क्षेत्र ददल्ली के 39-राजिन्द्र नगर ज्धानसभा
जन्ाानन क्षेत्र और झारखण्डड के 66-मान्डर (अ.ि.िा.)ज्धानसभा जन्ाानन क्षेत्र के जलए सभी जन्ाानन क्षेत्रों की
पररजस्ट्थजतयों पर ज्नार दकया है, और जन्ाानन आयोग संतुष्ट है दक उक्त सभी संसदीय ए्ं ज्धान सभा जन्ाानन क्षेत्रों में
मतदान कर्ाने के जलए पयााप्त संख्या में इलेक्िंॉजनक ्ोटिंग मिीनें तथा पेपर रेल [्ोिंर ्ेररफायबल पेपर ऑजडिं रेल
(्ी्ीपैिं)] मुदद्रत करने के जलए प्रप्रिंर उपलब्ध हैं, मतदान कार्ममक, इलेक्िंॉजनक ्ोटिंग मिीनों तथा ्ी्ीपैिं प्रप्रिंर के
दक्षतापूणा संनालन करने के जलए पूणा प्रजिजक्षत हैं तथा जन्ाानक भी इलेक्रॉजनक ्ोटिंग मिीनों(ई ्ी एम) ए्ं ्ी्ीपैिं
प्रप्रिंरों की कायाप्रणाली से पूणातया पररजनत हैं।
4. अत:, अब भारत जन्ाानन आयोग, लोक प्रजतजनजधत्् अजधजनयम, 1951 की उक्त धारा 61क तथा जन्ााननों
का संनालन जनयम, 1961 के जनयम 49क के अंतगात अपनी िजक्तयों का प्रयोग करते हुए एतद्द्वारा ददनांक 30.05.2022
को अजधसूजनत पंिाब के 12-संगरूर संसदीय जन्ाानन क्षेत्र, उत्तरप्रदेि के 7-रामपुर ए्ं 69-आिमगढ़ संसदीय जन्ाानन
क्षेत्रों, जत्रपुरा के 6-अगरतला, 8-िंाउन बोरडो्ाली, 46-सुरमा (अ.िा.) ए्ं 57-िुबरािनगर ज्धानसभा जन्ाानन
क्षेत्रों, आंध्रप्रदेि के 115-अट्माकुर ज्धानसभा जन्ाानन क्षेत्र, राष्ट्रीय रािधानी क्षेत्र ददल्ली के 39-राजिन्द्र नगर
ज्धानसभा जन्ाानन क्षेत्र और झारखण्डड के 66-मान्डर (अ.ि.िा.)ज्धान सभा जन्ाानन क्षेत्र के नालू उप जन्ााननों के
जलए को ऐसे जन्ाानन क्षेत्रों के रूप में ज्जनर्ददष्ट करता है,िहां जन्ााननों का संनालन जनयम,1961 के अधीन तथा इस
ज्िय में आयोग द्वारा समय-समय पर िारी दकए गए अनुपूरक अनुदेिों के अंतगात ज्जहत तरीके से इलेक्रॉजनक ्ोटिंग
मिीनों तथा ्ी्ीपैिं प्रप्रिंर के माध्यम से मत डाले और ररकॉडा दकए िाएंगे।
5. जन्ाानन आयोग, भारत इलेक्रॉजनक्स जलजमिंेड, बंगलौर तथा इलेक्रॉजनक्स कापोरेिन ऑफ इजण्डडया
जलजमिंेड, हैदराबाद द्वारा यथा-ज्कजसत इलेक्रॉजनक ्ोटिंग मिीनों और ्ी्ीपैिं प्रप्रिंरों, जिन्हें उक्त जन्ाानन क्षेत्रों में मत
डालने और ररकॉडा करने के जलए उपयुाक्त मिीनों से िोडा िाएगा, के जडिाइन को भी एतद्द्वारा अनुमोददत करता है।

No. 576/3/EVM/2022/SDR-VOL-II.—Whereas, Section 61A of the Representation of the People Act,
1951, provides that the giving and recording of votes by Voting Machines in such manner as may be

prescribed, may be adopted in such constituency or constituencies as the Election Commission of India
may, having regard to the circumstances of each case, specify; and
2.
Whereas, as per the proviso to Rule 49A of the Conduct of Elections Rules, 1961, a Printer
with a drop box of such design, as may be approved by the Election Commission of India, may also be
attached to voting machine for printing a paper trail of the vote, in such constituency or constituencies or
parts thereof as the Election Commission of India may direct; and
3.
Whereas, the Election Commission has considered the circumstances in current bye-
elections in 12-Sangrur Parliamentary Constituency of Punjab, 7-Rampur Parliamentary
Constituency & 69-Azamgarh Parliamentary Constituency of Uttar Pradesh, 06-Agartala, 08-Town
Bordowali, 46-Surma(SC) & 57-Jubarajnagar Assembly Constituencies of Tripura, 115-Atmakur
Assembly Constituency of Andhra Pradesh, 39-Rajinder Nagar Assembly Constituency of NCT of
Delhi and 66-Mandar(ST) Assembly Constituency of Jharkhand, announced vide the Election
Commission’s Press Note No. ECI/PN/52/2022 dated 25th May,2022 and is satisfied that sufficient
number of Electronic Voting Machines (EVMs) and Printers for printing Paper Trail [Voter Verifiable
Paper Audit Trail(VVPAT)] are available for taking the poll in above said Parliamentary Constituency and
Assembly Constituency, the polling personnel are well trained in efficient handling of EVMs and ‘VVPAT
Printers’ and the electors are also fully conversant with the operation of the EVMs and the VVPAT
Printers;

Now, therefore, the Election Commission of India, in exercise of its powers under the said
Section 61A of the Representation of the People Act, 1951, and Rule 49A of the Conduct of Elections
Rules, 1961, hereby specifies 12-Sangrur Parliamentary Constituency of Punjab, 7-Rampur
Parliamentary Constituency & 69-Azamgarh Parliamentary Constituency of Uttar Pradesh, 06-
Agartala, 08-Town Bordowali, 46-Surma(SC) & 57-Jubarajnagar Assembly Constituencies of
Tripura, 115-Atmakur Assembly Constituency of Andhra Pradesh, 39-Rajinder Nagar Assembly
Constituency of NCT of Delhi and 66-Mandar(ST) Assembly Constituency of Jharkhand, notified on
30.05.2022, as the constituencies in which the votes shall be given and recorded by means of EVMs and
VVPAT printers in the manner prescribed, under the Conduct of Elections Rules, 1961, and the
supplementary instructions issued by the Election Commission from time to time on the subject.

The Election Commission also hereby approves the design of EVMs and VVPAT Printers as
developed by the Bharat Electronics Ltd., Bangalore and Electronics Corporation of India Ltd., Hyderabad,
which shall be attached to the said machines, to be used for the giving and recording of votes in the above
said Parliamentary and Assembly Constituencies
