2 के खंड (41) के साथ परित धारा 215 की उप-धारा (3) द्वारा प्रदत्त िजियों का प्रयोग करते हुए, राष्ट्रीय राजधानी क्षेत्र

ददल्ली के उपराज्यपाल, एतद्द्वारा इस अजधसूचना के प्रभावी होने के तारीख से राष्ट्रीय राजधानी क्षेत्र ददल्ली के प्रत्येक

राजस्ट्व जजले में जजला सड़क सुरक्षा सजमजतयों (DRSC) का पुनगविन जनम्नजलजखत संरचना के साथ करते हैं, अथावत्: -

जजला सड़क सुरक्षा सजमजतयों के जवचाराथव जवर्य और कायव जनम्नानुसार होंगे:

I. जजले में सड़क दुघवटनाओं की आवजधक समीक्षा

II. राज्य सड़क सुरक्षा नीजत केकायावन्वयन और इसके तहत जनधावररत लक्ष्यों की जनगरानी करना।

III. सड़क सुरक्षा के मामलों पर समय-समय पर जारी सड़क सुरक्षा सजमजत, भारत सरकार और राज्य सरकार के जनदेिों

को लागू करें।

IV. राज्य सड़क सुरक्षा पररर्द् के जनणवयों का जजले में दक्रयान्वयन।

V. जजले में हुई सड़क दुघवटनाओं के जववरण पर राज्य सड़क सुरक्षा पररर्द को जनयजमत रूप से रैक और अपडेट करें,

जजसमें जनम्न िाजमल होंगे:

(क) वाहन का जववरण।

(ख) दुघवटना के कारण।

(ग) मौके की जांच का जववरण, साक्ष्य यदद कोई हो।

(घ) अपराधी का जववरण (यदद कोई हो)।

(च) पीजड़तों और पीजड़तों की नवीनतम जस्ट्थजत का जववरण।

(छ) चोट दकस प्रकार की लगी है।

(ज) दजव एफआईआर, यदद कोई हो।

VI. सड़क दुघवटना के आंकड़े माजसक आधार पर साववजजनक डोमेन पर प्रकाजित करें:

(i) जजला वेबसाइट पोटवल (व्यापक रूप से प्रचाररत दकया जाना)।

(ii) MoRTH पोटवल (http://morth-roadsafety.nic.in/edisha/index.aspx)

VII. जजला सड़क सुरक्षा योजना जवकजसत करना।

VIII. जजले में सभी बड़े पैमाने पर होने वाली दुघवटनाओं के जलए मोटर वाहन अजधजनयम की धारा 135ए के तहत फॉरेंजसक

दुघवटना जांच सुजनजित करें।

IX. प्रजतदक्रया समय में सुधार और सड़क दुघवटना में जिकार व्यजि को अस्ट्पतालों को सौंपने में मदद करने के जलए एम्बुलेंस

की इष्टतम जस्ट्थजत सुजनजित करें।

X. जजले में केसलोड के अनुसार जवजभन्न प्रकार की एम्बुलेंस की पयावप्त उपलब्धता सुजनजित करें।

XI. जजले में बड़े पैमाने पर होने वाली घातक दुघवटनाओं के जलए एक आपात कालीन जचदकत्सा योजना तैयार करें।

XII. पूवव सूचना प्रणाली की स्ट्थापना के माध्यम से अस्ट्पतालों और एम्बुलेंस के बीच संबंध सुजनजित करना। आपात जस्ट्थजत में

जबस्ट्तरों की उपलब्धता का पता लगाने के जलए अस्ट्पतालों के बीच संपकव सुजनजित करना।

XIII. सड़क सुरक्षा जनजधयों को रखने, आवश्यकता/ओं और संजवतरण के जलए नोडल जनकाय के रूप में कायव करना और जब

भी आवश्यक हो, राज्य सड़क सुरक्षा पररर्द् के साथ बातचीत करना।

XIV. राज्य सड़क सुरक्षा पररर्द/राज्य की लीड एजेंसी को जनयजमत रूप से जानकारी प्रदान करना और सड़क सुरक्षा उपायों

की जसफाररि करना, जविेर् रूप से प्रमुख दुघवटना संभाजवत क्षेत्रों/ब्लैक स्ट्पॉट आदद की पहचान के संबंध में और साथ

ही इंजीजनयररग, जिक्षा, प्रवतवन और आपातकाल जैसे 4E के महत्व के क्षेत्रों में भी।

XV. सड़क दुघवटना पीजड़तों की सहायता के जलए गुड सामररटन को बढावा देना।

XVI. अनुरोध दकए जाने पर राज्य सरकार को तैयार करने या संिोधन करने के जलए सुझाव/सुझाव प्रदान करें:

ए. जनयम U/s 107, U/s 138, Us 176, U/s210D, U/s. एमवी (ए) अजधजनयम, 2019 के 215 डी

बी. एमवी (ए) अजधजनयम, 2019 की धारा 135 के तहत योजना

जजला सड़क सुरक्षा सजमजत अपनी बैिक कम से कम पाजक्षक रूप से वचुवअल प्लेटफॉमव पर आयोजजत करेगी और अध्यक्ष द्वारा

जनधावररत स्ट्थान पर महीने में कम से कम एक बार िारीररक रूप से बैिक करेगी। बैिक के कायवृत्त को बैिक के 48 घंटों के

भीतर जजला वेबसाइट पर साववजजनक दकया जाएगा और इसे MoRTH के वेबपोटवल पर भी अपलोड दकया जाएगा जैसादक

ऊपर VI (ii) में ददया गया है और MoRTH द्वारा जडजाइन और अनुमोददत प्रारूप में अपलोड दकया गया है।

dated 17/06/2014 and in exercise of powers conferred by sub-section (3) of Section 215 read with clause (41) of section

2 of the Motor Vehicles Act, 1988 (59 of 1988) as amended in the year 2019, the Lieutenant Governor of National

Capital Territory of Delhi, hereby re-constitutes the District Road Safety Committees (DRSC) in each Revenue District

of the National Capital Territory of Delhi with the following composition, namely:-

District Magistrate and Collector (Ex-Officio)

Chairman

ii. Deputy Commissioner of Police/Superintendent of Police (Ex-officio)

Member

iii. Chief District Medical Officer of Health (District Concerned) (Ex-officio)

Member

iv. Executive Engineers, Road Owning Agencies (District Concerned)

Member

v. Representative of Regional Office, MoRTH

Member

vi. Project Director, NHAI

Member

vii. Executive Officer of Municipal Bodies/Urban/Notified Bodies

Member

viii. At least one Civil Society Organisation (CSO) or any other

Non-Government Organization (NGO) working on improving

road safety in the state

The terms of reference and function of the District Road Safety Committees shall be, as under:

Periodic review of the road accidents in the district

II. Monitor the implementation of State Road Safety policy and the targets set under it.

III. Implement directions of the Supreme Court Committee on Road Safety, Government of India and the State

Government as may be issued from time to time on matters of road safety.

IV. Implementation of decisions of the State Road Safety Council in the district.

V. Regularly track and update State Road Safety Council on details of Road crashes that took place in the district,

which shall include:

a. Details of the vehicle.

b. Causes of crash.

c. Details of spot investigation, evidence if any.

d. Details of offender/s (if any).

e. Details of Victim/s and victims latest condition.

f. Type of injury caused.

g. FIR registered if any.

Publish road accident data on monthly basis on public domain on:

(i)

The district website portal (to be widely publicised).

(ii)

The MoRTH portal (http://morth-roadsafety.nic.in/edisha/index.aspx)

Develop a district road safety plan.

VIII. Ensure forensic crash investigation u/s 135A of the Motor Vehicle Act for all mass fatality crashed in the district.

IX.

Ensure optimal positioning of ambulances to help improve response time and handover time to hospitals.

Ensure adequate availability of different ambulance types as per caseload in the district.

Prepare an emergency Medical plan for mass fatality accidents in the district.

XII Ensure linkage between hospitals and ambulances through setting up a prior notification system. Ensure linkages

between hospitals to find out the availability of beds in case of emergency.

XIII Act as the nodal body for placing, requirement/s, and disbursal of road safety funds and interact with State Road

Safety Council as and when required.

XIV Provide regular inputs to the State Road Safety Council/Lead Agency of State and recommend road safety

measures especially with regard to identification of major accident-prone areas/Black spots etc. and also in areas

regarding the importance of 4Es viz Engineering, Education, Enforcement & Emergency.

XV Promote Good Samaritans to assist the road accident victims.

XVI Provide suggestion/s to State Government as and when requested to formulate or amend:

Rules U/s 107, U/s 138, Us 176, U/s210D, U/s. 215 D of the MV (A) Act, 2019

Scheme U/s 135 of the MV (A) Act, 2019

The District Road Safety Committee shall hold its meeting at least fortnightly on a virtual platform and meet physically

at least once a month at a venue prescribed by the Chairman. The minutes of the meeting shall be made public on the

district website within 48 hours of the meeting and also be uploaded on the web portal of MoRTH as given in VI (ii)

above and in the format designed and approved by MoRTH.
