(1994 का 44) की धारा 43 की उपधारा (1) के खंड (ग) द्वारा प्रित्त िजियों का प्रयोग करते हुए और उि धारा 43 की
उप-धारा (2) के तहत यथा अपेजक्षत संघ लोक सेवा आयोग के साथ परामिश करने के बाि और उि अजधजनयम की धारा
387 की उप-धारा (2) के अनुसार केंद्र सरकार के अनुमोिन से, नई दिल्ली नगरपाजलका पररषि् एतद्द्वारा नई दिल्ली
नगरपाजलका पररषि् में पिु जचदकत्सा संवगश के श्रेणी ‘क’ के पिों पर भती की जवजध को जवजनयजमत करने के जलए
जनम्नजलजखत जवजनयम बनाती है, अथाशत्
1. संजक्षप्त नाम और प्रारंभ- (1) इन जवजनयमों को नई दिल्ली नगरपाजलका पररषि, पिु जचदकत्सा संवगश, श्रेणी
'क' पि, भती जवजनयम, 2022 कहा िाएगा।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत् त होंगे।

2. पररभाषाएं.- इन जवजनयमों में, िब तक दक संिभश से अन्यथा अपेजक्षत न हो।
(क) “आयोग” से संघ लोक सेवा आयोग अजभप्रेत है;
(ख) "पररषि" से नई दिल्ली नगरपाजलका पररषि अजभप्रेत (एनडीएमसी) है;
(ग) “जनयंत्रक प्राजधकारी” से पररषि के अध्यक्ष अजभप्रेत है;
(घ) "जवभागीय पुजिकरण सजमजत" से पुजि के मामलों पर जवचार करने के जलए अनुसूची-III में जनर्िशि जवभागीय
पुजिकरण सजमजत अजभप्रेत है।
(ङ) "जवभागीय पिोन्नजत सजमजत" से पिोन्नजत के मामलों पर जवचार करने के जलए अनुसूची-III में जवजनर्िशि जवभागीय
पिोन्नजत सजमजत अजभप्रेत है;
(च) "ड्यूटी पोस्ट्ट" से कोई भी पि िैसा दक अनुसूची-I में जनर्िशि दकया गया है, अजभप्रेत है;
(छ) "डायनाजमक एश्योडश कैररयर प्रोग्रेसन (डीएसीपी) स्ट्कीम" से पिु जचदकत् सकों के जलए पिुपालन, डेयरी और
मत्स्ट्य पालन जवभाग, कृजष और दकसान कल्याण मंत्रालय, भारत सरकार, आिेि संख्या C.12034/5/2014-
प्रिासन I, दिनांक 08 अगस्ट्त, 2018 और िुजिपत्र, दिनांक 27/28 अगस्ट्त, 2018 के तहत पररकजल्पत
डीएसीपी स्ट्कीम अजभप्रेत है।
(ि) "ग्रेड" से अनुसूची-I में जनर्िशि ग्रेड अजभप्रेत है;
(झ) "अनुसूची" से इन जवजनयमों की अनुसूची अजभप्रेत है;
(ञ) 'अनुसूजचत िाजतयां', 'अनुसूजचत िनिाजतयां', 'अन्य जपछडा वगश', 'आर्थशक रूप से कमिोर वगश' और
'दिव यांगिन' पिों का वही अथश होगा िो उनके जलए संजवधान और संसि के लागू अजधजनयमों में दिया गया है;
3. संवगश का गठन- (1) इन जवजनयमों के लागू होने की तारीख से, नई दिल्ली नगरपाजलका पररषि में एक पिु जचदकत्सा
संवगश का गठन दकया िाएगा, जिसमें इन जवजनयमों की अनुसूची-I में जवजनर्िशि पिों की श्रेजणयां िाजमल होंगी।
(2) उि संवगश में श्रेणी, वेतन मैररक्स में स्ट्तर और पिों की संख्या अनुसूची-I में यथा-जवजनर्िशष् ट के अनुसार होंगी।
(3) उि संवगश में िाजमल सभी ड्यूटी पोस्ट्टों को श्रेणी ‘क’ के पिों के रूप में वगीकृत दकया िाएगा।
4. प्राजधकृत संख् या- (1) इन जवजनयमों के लागू होने की तारीख से संवगश के जवजभन्न ग्रेडों में िाजमल ड्यूटी पि की संख्या
अनुसूची-I में जवजनर्िशि के अनुसार होगी।
(2) जवजभन्न ग्रेडों में ड्यूटी पिों की संख्या वह होगी िो समय-समय पर पररषि द्वारा अवधाररत की िाएगी।
(3) पररषि समय-समय पर जवजभन्न ग्रेडों में ड्यूटी पोस्ट्टों की संख्या में आवश्यकता पडने पर अस्ट्थायी पररवधशन या
कटौती कर सकती है।
(4) पररषि, आयोग के परामिश से, इन जवजनयमों में िाजमल पिों से जभन् न दकसी भी पि को िाजमल कर सकती है या
इन जवजनयमों में िाजमल दकसी पि को हटा सकती है।
(5) पररषि, आयोग के परामिश से, ऐसे अजधकारी को उपयुि ग्रेड में अस्ट्थायी हैजसयत में या वास्ट्तजवक हैजसयत में,
िैसा दक उजचत समझा िाए, जनयुि कर सकती है जिसका पि इन जवजनयमों के उप-जवजनयम (4) के अधीन
िाजमल है, और अनुरूप ग्रेड में जनरंतर जनयजमत सेवा को ध्यान में रखते हुए ग्रेड में उसकी वररष्ठता जनधाशररत कर
सकती है।
5. प्रारंजभक संजवधान- (1) इन जवजनयमों के लागू होने या उससे पहले पररषि में जनयजमत आधार पर पिु जचदकत्सा संवगश
के श्रेणी 'क' पिों को धारण करने वाले सभी मौिूिा अजधकाररयों को इन जवजनयमों के अधीन संबंजधत ग्रेडों में जनयुि दकया
गया समझा िाएगा, परंतु यह दक उनके पास अपेजक्षत अहशताएं हों।
(2) इन जवजनयमों के लागू होने से पहले उप-जवजनयम (1) में जनर्िशि अजधकाररयों की जनयजमत जनरंतर सेवा को
पररवीक्षा अवजध, पिोन्नजत और पुजिकरण के जलए अहशता प्राप्त सेवा, पेंिन या राष्ट्रीय पेंिन योिना के प्रयोिन के
जलए जगना िाएगा।

(3) तारीख 31 िनवरी, 2017 को या उससे पहले अनुबंध या तिथश आधार पर जनयुि दकए गए सभी अजधकारी, िो
आयोग द्वारा उनकी उपयुिता का मूल्यांकन दकए िाने के आधार पर इन जवजनयमों के प्रारंभ की तारीख को
पररषि् में सेवा िारी रखते हैं और पि के जलए जनधाशररत आवश्यक िैजक्षक योग्यता और अनुभव रखते हैं और
उपयुक् त पाए िाते हैं, यह समझा िाएगा दक उन् हें इन जवजनयमों के अधीन संबंजधत ग्रेड में जनयुि दकया गया है,
और वे इन जवजनयमों के लागू होने की तारीख से संवगश के सिस्ट्य होंगे।
6. संवगश का भावी अनुरक्षण- (1) अनुसूची-I में जनर्िशि दकसी भी ग्रेड में ररजियों को इन जवजनयमों के अधीन इसके उपरांत
यथा-उपबंजधत रीजत से भरा िाएगा।
(2) संवगश में िाजमल पिों पर जनयुजि या पिोन्नजत के जलए ठीक नीचे के ग्रेड या ग्रेडों, िैसा भी मामला हो, में न्यूनतम
अहशक सेवा सजहत भती की प्रजवजध, पिोन्नजत के जलए चयन का क्षेत्र अनुसूची-II में यथा-जवजनर्िशि होगा।
(3) संवगश में उच्च पिों पर जवभागीय पिोन्नजत अनुसूची-III में जनर्िशि जवभागीय प्रोन्नजत सजमजत की जसफाररिों पर ठीक
नीचे के ग्रेड या ग्रेडों, िैसा भी मामला हो, में संवगश के अजधकाररयों में से की िाएगी।
(4) सहायक पिु जचदकत्सा सिशन के ग्रेड में ररजियों को आयोग के परामिश से अनुसूची-II में यथा-उपबंजधत सीधी भती
द्वारा भरा िाएगा।
(5) संवगश में ड्यूटी पिों की जनयुजि के जलए आयु-सीमा के साथ-साथ न्यूनतम जिक्षा एवं अन्य अहशताएं अनुसूची-IV में
यथा जवजनर्िशष् ट होगा।
(6) सहायक पिु जचदकत्सा सिशन, पिु जचदकत्सा सिशन, मुख्य पिु जचदकत्सा सिशन, मुख्य पिु जचदकत्सा सिशन (गैर-
कायाशत्मक चयन ग्रेड) और मुख्य पिु जचदकत्सा सिशन (वररष्ठ प्रिासजनक ग्रेड) के पि पिोन्नजत के उद्देश्य से संवगश के
भीतर अंतर्वशजनमेय होंगे।
(7) उप-जवजनयम (4) में जवजनर्िशि 'प्रवेि ग्रेड के जभन् न' ग्रेडों में पिोन्नजत डायनेजमक एश् योडश सुजनजित कररयर प्रोगेसन
योिना के अनुरूप ररजियों से जबना दकसी अंतसंबंध के होगी।
7. अल्पकाजलक संजविा सजहत प्रजतजनयुजि द्वारा ड्यूटी पिों को भरना- (1) जवजनयम

हुए भी, िहां एनडीएमसी का मत है दक ऐसा करना आवश्यक या समीचीन है, वह जलजखत रूप में ििश दकए िाने वाले
कारणों से और आयोग के परामिश से केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रों के अधीन सिृि पिों पर पिस्ट्थ
उपयुि अजधकाररयों की प्रजतजनयुजि द्वारा और सांजवजधक जनकायों, स्ट्वायत्त जनकायों, सावशिजनक क्षेत्र के उपक्रमों,
जवश्वजवद्यालयों या मान्यता प्राप्त अनुसंधान संस्ट्थानों के अधीन सिृि पिों पर पिस्ट्थ उपयुि अजधकारी के अल्पकाजलक
संजविा द्वारा पिु जचदकत् सा संवगश में सहायक पिु जचदकत्सा सिशन के ग्रेड में पांच प्रजतित से अजधक ड्यूटी पिों को नहीं भर
सकता है।
(2) प्रजतजनयुजि आधार पर ड्यूटी पि पर जनयुजि के जलए, अजधकारी को, अन्य बातों के साथ, अनुसूची-IV में पिों के
जलए जवजहत न्यूनतम जिक्षा और अन्य योग्यताओं को पूरा करना होगा।
(3) यह प्रजतजनयुजि या अल्पकाजलक अनुबंध तीन वषश से अजधक की अवजध के जलए नहीं होगी, जिसे जविेष
पररजस्ट्थजतयों में और जलजखत रूप में ििश दकए गए कारणों से, एनडीएमसी द्वारा उजचत समझे िाने पर पांच वषश
तक बढाया िा सकता है।
8. पररवीक्षा- (1) सीधी भती द्वारा पिु जचदकत् सा संवगश में सहायक पिु जचदकत्सा सिशन के स्ट्तर पर जनयुि व्यजि, िैसा
भी मामला हो, िो वषश की अवजध के जलए पररवीक्षाधीन रहेगा :
परंतु यह दक एनडीएमसी इस संबंध में भारत सरकार द्वारा समय
-
समय पर िारी अनुिेिों के अनुसार
पररवीक्षा
अवजध को बढा सकता है:
परंतु यह और दक, दकसी अजधकारी की पररवीक्षा अवजध के जवस्ट्तार के जलए कोई भी जनणशय प्रारंजभक पररवीक्षा
अवजध की समाजप्त के तुरंत बाि और आमतौर पर आठ सप्ताह के भीतर जलया िाएगा और संबंजधत अजधकारी को जलजखत
रूप में उि अवजध के भीतर ऐसा करने के कारणों के साथ सूजचत दकया िाएगा।
(2) पररवीक्षा अवजध या उसके दकसी जवस्ट्तार के पूरा होने पर, अजधकारी को, यदि स्ट्थायी जनयुजि के जलए उपयुि
माना िाता है, भारत सरकार के लागू आिेिों के अनुसार स्ट्थायी दकया िाएगा।

(3) िहां, पररवीक्षा अवजध या उसके दकसी जवस्ट्तार के िौरान, िैसा भी मामला हो, एनडीएमसी की राय है दक एक
अजधकारी स्ट्थायी जनयुजि के जलए उपयुि नहीं है, वह ऐसे अजधकारी को यथाजस्ट्थजत सेवामुि कर सकता है या
संवगश में उसकी जनयुजि से पूवश उसके द्वारा धाररत पि पर वापस भेि सकता है।
(4) पररवीक्षा अवजध या उसके दकसी जवस्ट्तार के िौरान, अजधकारी को एनडीएमसी द्वारा प्रजिक्षण के ऐसे पाठ्यक्रमों
से गुिरना पड सकता है या पररवीक्षा के संतोषिनक समापन की ितश के रूप में ऐसी परीक्षाओं या परीक्षणों को
उत्तीणश करने की, िैसा भी उजचत समझा िाए, आवश्यकता हो सकती है।
(5) पररवीक्षा से संबंजधत अन्य जवषयों के संबंध में, संवगश के सिस्ट्य भारत सरकार द्वारा समय-समय पर इस संबंध में
िारी दकए गए आिेिों या अनुिेिों द्वारा िाजसत होंगे।
9. वररष्ठता- (1) संबंजधत संवगश में अजधकाररयों की सापेक्ष ज् येष्ठता इन जवजनयमों के लागू होने पर जवजनयम 5 के उप-
जवजनयम (1) के अंतगशत आरंजभक संजवधान के अनुसार अवधाररत की िाएगी:
परंतु यह दक यदि दकसी ऐसे अजधकारी की ज् येष्ठता उि जतजथ को जविेष तौर पर अवधाररत नहीं की गई थी,
इसका अवधारण ज् येष्ठता तय करने वाले जनयमों के आधार पर दकया िाएगा िैसा दक यह इन जवजनयमों के लागू होने से
पूवश लागू है।
(2) जवजनयम 5 के उप-जवजनयम (1) के अधीन जनयुि अजधकाररयों से जभन् न अजधकाररयों की ज् येष्ठता केंद्रीय
सरकार द्वारा इस संबंध में समय-समय पर िारी सामान्य अनुिेिों के अनुसार अवधाररत की िाएगी।
(3) जवजनयम 4 के उप-जवजनयम (5) के अनुसार जनयुि अजधकाररयों की ज् येष्ठता उि उप-जवजनयम में यथा
उपबंजधत रीजत में तय की िाएगी।
(4) उन मामलों में, िो उप-जवजनयम (1) (2) और (3) के अधीन नहीं आते हैं, आयोग के परामिश से पररषि द्वारा
ज् येष्ठता अवधाररत की िाएगी।
(5) आरंजभक संजवधान के अनुसार जनयुजि से पहले संजविा या तिथश आधार पर काम करने वाले अजधकाररयों द्वारा
आहररत वेतन वृजि के जलए िी गई सुरक्षा, यदि कोई हो, पर उि प्रारंजभक संजवधान के अनुसार उनकी
जनयुजि के उपरांत टाइम स्ट्केल आधार पर पिोन्नजत पर जवचार करने हेतु सेवा की अवजध या ज् येष्ठता के
अवधारण के जलए ध् यान में नहीं जलया िाएगा।
10. संवगश में जनयुजि- पिु जचदकत् सा संवगश में सभी जनयुजियां जनयंत्रक प्राजधकारी द्वारा की िाएंगी।
11. सेवा का िाजयत्व - इन जवजनयमों के अधीन दकसी भी पि पर जनयुि कोई भी व्यजि पररषि् क्षेत्रों की अजधकाररता में
कहीं भी सेवा करने के जलए उत्तरिायी होगा।
12. जनिी व्यवसाय का प्रजतषेध- (1) इन जवजनयमों के अधीन दकसी पि पर जनयुि दकसी व्यजि को परामिश और
प्रयोगिाला कायश सजहत जनिी व्यवसाय की अनुमजत नहीं िी िाएगी :
परंतु यह दक ऐसे व्यजि भारत सरकार द्वारा समय-समय पर जवजनर्िशि िरों पर गैर-व यवसाय भत्ते के हकिार
होंगे।
13. जनरहशता- (1) कोई व्यजि,
(क) जिसने ऐसे व्यजि के साथ जववाह दकया है या जववाह का अनुबंध दकया है जिसका पजत या पत्नी िीजवत है; या
(ख) जिसने अपने पजत या पत्नी के िीजवत रहते हुए, दकसी व्यजि के साथ जववाह दकया है या जववाह का अनुबंध दकया
है, पिुजचदकत्सा संवगश में जनयुजि के जलए पात्र नहीं होगा:
परंतु यह दक पररषि, का यदि समाधान हो दक इस तरह के जववाह को ऐसे व्यजि और जववाह कर रहे िूसरे पक्ष
को लागू व्यजिगत कानून के अंतगशत अनुमजत है तथा ऐसा करने के अन्य आधार हैं, तो दकसी भी व्यजि को इस जवजनयम के
प्रचालन से छूट िी िा सकती है।
14. सेवा की अन्य ितें- इन जवजनयमों में स्ट्पि रूप से जवजनर्िशि नहीं दकए गए मामलों के संबंध में पिु जचदकत् सा संवगश के
सिस्ट्यों की सेवा की ितें, यथोजचत पररवतशनों-सजहत और संवगश के संबंध में केंद्रीय सरकार द्वारा िारी दकए गए दकसी
जविेष आिेि के अधीन होंगी, िैसा दक सामान्य रूप से पररषि के अजधकाररयों पर लागू होता है।

15. जिजथल करने की िजि- िहां पररषि की यह राय है दक ऐसा करना आवश्यक या समीचीन है, वह दकसी भी वगश या
श्रेणी के व्यजियों के संबंध में आिेि द्वारा, जलजखत रूप में ििश दकए िाने वाले कारणों के जलए तथा आयोग के परामिश से
और केंद्र सरकार के अनुमोिन से, इन जवजनयमों के दकसी भी उपबंधों को िाजमल कर सकती है।
16. व यावृजत्त- इस संबंध में भारत सरकार द्वारा समय-समय पर िारी आिेि के अनुसार, इन जवजनयमों में की कोई भी
बात आरक्षण, आयु-सीमा में छूट और अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, आर्थशक रूप से
कमिोर वगश, भूतपूवश सैजनकों और अन्य जविेष श्रेजणयों के व्यजियों के जलए प्रिान की िाने वाली आवश्यक ररयायतों को
प्रभाजवत नहीं करेगी।
17. जनवशचन- यदि इन जवजनयमों के जनवशचन से संबंजधत कोई प्रश्न उठता है, तो आयोग के परामिश से केंद्र सरकार द्वारा
इसका जनणशय दकया िाएगा।

NOTIFICATION
Delhi, the 1st August, 2022
No. F. A-42015/4/2017-H(Estt.)-II/D-273 (E).—In exercise of the powers conferred by clause (c) of sub-
section (1) of section 43 of the New Delhi Municipal Council Act, 1994 (44 of 1994) and after consultation with the
Union Public Service Commission as required under sub-section (2) of the said section 43 and with the approval of the
Central Government in terms of sub-section(2) of section 387 of the said Act, the New Delhi Municipal Council
hereby makes the following regulations regulating the method of recruitment to category ‘A’ posts of Veterinary
Cadre in the New Delhi Municipal Council, namely:-
1. Short title and commencement.– (1) These regulations may be called the New Delhi Municipal Council,
Veterinary Cadre, Category ‘A’ posts, Recruitment Regulations, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Definitions- In these regulations, unless the context otherwise requires.-
(a) “Commission” means the Union Public Service Commission;
(b) “Council means” the New Delhi Municipal Council(NDMC);
(c) “Controlling Authority” means the Chairperson of the Council;
(d) “Departmental Confirmation Committee” means a Committee as specified in Schedule-III for considering
cases of confirmation;
(e) “Departmental Promotion Committee” means a Departmental Promotion Committee as specified in
Schedule-III for considering cases of promotion;
(f) “Duty Post” means any category of post, as specified in Schedule-I;
(g) “Dynamic Assured Career Progression (DACP) Scheme” means the DACP scheme for Veterinary doctors as
conceptualized, vide the Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture
and Farmers Welfare, Government of India, Order No.C.12034/5/2014-Admn.I, dated the 8th August, 2018
& Corrigendum, dt. 27th /28th August, 2018 .

(h) “Grade” means the grades as specified in Schedule-I;
(i) “Schedule” means a Schedule appended to these rules;
(j) The expressions ‘Schedule Castes’, Schedule Tribes’, ‘Other Backward Classes’, ‘Economically Weaker
Section’ and ‘Persons with Disabilities’ shall have the same meaning as assigned to them in the Constitution
and applicable Acts of Parliament.
3. Constitution of the Cadre.- (1) With effect from the date of commencement of these regulations, Veterinary Cadre
in the New Delhi Municipal Council shall stands constituted, consisting of the categories of posts as specified in
Schedule-I to these regulations;
(2) The category, level in the pay matrix and the number of posts in the said cadre shall be as specified in the
Schedule-I;
(3) All Duty posts included in the said cadre shall be classified as Category ‘A’ posts.
4. Authorized Strength.– (1) The number of Duty Post included in various grades of the cadre on the date of
commencement of these regulations shall be as specified in Schedule-I;
(2) The number of the Duty Posts in various grades shall be such as may, from time to time, be determined by the
Council;
(3) The Council may make temporary additions to or reductions in, the number of the Duty Posts in the various
grades as deemed, necessary from time to time;
(4) The Council may, in consultation with the Commission, include any posts other than those included in these
regulations or exclude a post included in these regulations.
(5) The Council may, in consultation with the Commission, appoint an officer whose post is included under sub-
regulation (4) to the appropriate grade in a temporary capacity or in a substantive capacity as may be deemed
fit and fix his seniority in the grade after taking into account continuous regular service in the analogous
grade.
5. Initial Constitution.- (1) All the existing officers holding Duty Post of Veterinary Cadre in Council on regular
basis on or before the commencement of these regulations shall be deemed to have been appointed under these
regulations in respective grades provided that they possess requisite qualifications;
(2) The regular continuous service of officers referred to in sub-regulation (1) before the commencement of these
regulations shall be counted for the purpose of probation, qualifying service for promotion, confirmation and
pension or National Pension Scheme;
(3) All the Officers appointed on contract basis or ad-hoc basis on or before the 31st January 2017, who continue to
render service in the Council on the date of commencement of these regulations, on the basis of their suitability
to be assessed by the Commission and possessing requisite educational qualifications and experience
prescribed for the post and being found fit, shall be deemed to have been appointed under these regulations in
the respective grades, and they shall be members of the cadre from the date of commencement of these
regulations.
6. Future Maintenance of the Cadre.- (1) The vacancies in any of the grades referred to in Schedule-I shall be filled
in the manner as hereinafter provided under these regulations;
(2) The method of recruitment, the field of selection for promotion, including the minimum qualifying service in
the immediate lower grade or lower grades, as the case may be, for appointment or promotion, to the posts
included in the cadre shall be as specified in Schedule-II;
(3) The departmental promotions to higher posts in the cadre shall be made from among the officers of the cadre in
the immediate lower grade or lower grades, as the case may be, on the recommendations of the Departmental
Promotion Committee;
(4) The vacancies in the grades of Assistant Veterinary Surgeon shall be filled by direct recruitment as provided in
the Schedule-II, in consultation with the Commission;
(5) The minimum educational and other qualifications, along with the age-limit for appointment to Duty Posts in
the cadre by direct recruitment shall be as specified in Schedule-IV;
(6) The posts of Assistant Veterinary Surgeon, Veterinary Surgeon, Chief Veterinary Surgeon, Chief Veterinary
Surgeon (Non-Functional Selection Grade) and Chief Veterinary Surgeon (Senior Administrative Grade) shall
be interchangeable within the cadre for the purpose of promotion;
(7) Promotion to the grades, other than entry grade, referred to in sub-regulation (4) shall be without linkage to
vacancies in accordance with Dynamic Assured Career Progression Scheme.

7. Filling of Duty Posts by Deputation including short term contract.- (1) Notwithstanding anything contained in
regulation 6, where the NDMC is of the opinion that it is necessary or expedient so to do, it may for reasons to be
recorded in writing and in consultation with the Commission fill up not more than five percent of Duty Posts in the
grade of Assistant Veterinary Surgeon in Veterinary Cadre by deputation of suitable officers holding analogous posts
under the Central Government or State Government or Union Territories and by short–term contract of suitable officer
holding analogous posts under the Statutory bodies, Autonomous bodies, Public Sector Undertaking, Universities or
recognized Research Institutions;
(2) For appointment to Duty Post on deputation basis, the officer shall, among others, fulfill the minimum
education and other qualifications prescribed for the posts in Schedule-IV;
(3) The deputation or short term contract shall be for a period not exceeding three years, which may, in special
circumstances and for reasons to be recorded in writing, be extended up to five years as the NDMC may thinks
fit.
(8) Probation.- (1) A person appointed to the cadre in the level of Assistant Veterinary Surgeon by direct recruitment
shall be on probation for a period of two years;
Provided that the NDMC may extend the period of probation in accordance with the instructions issued by
the Government of India from time to time in this behalf;
Provided further that any decision for extension of the period of probation of an officer shall be taken
immediately after the expiry of initial period of probation and ordinarily within eight weeks and communicated in
writing to the concerned officer together with the reasons for so doing within the said period;
(2) On completion of the period of probation or any extension thereof, the officer shall, if considered fit for
permanent appointment, be confirmed in terms of the extant orders of the Government of India;
(3) Where, during the period of probation or any extension thereof as the case may be, the NDMC is of the
opinion that an officer is not fit for permanent appointment; it may discharge such officer or revert him to the
post held by him prior to his appointment in the cadre, as the case may be;
(4) During the period of probation or any extension thereof, officer may be required by the NDMC to undergo
such courses of training or to pass such examinations or tests as may be deemed fit, as a condition of
satisfactory completion of the probation;
(5) As regard other matters relating to probation, the members of the cadre shall be governed by the orders or
instructions issued by the Government of India in this regard from time to time.
9. Seniority.- (1) The relative seniority of officers in the cadre shall be determined in terms of the initial constitution
under sub-regulation(1) of regulation 5 on the commencement of these regulation;
Provided that if the seniority of any such officer had not been specifically determined on the said date, the
same shall be determined on the basis of the rules governing the fixation of seniority as were applicable prior to the
commencement of these regulations.
(2) The seniority of officers other than those appointed under sub-regulation (1) of regulation 5 shall be determined
in accordance with the general instructions issued by the Central Government in this regard from time to time;
(3) The seniority of officers appointed in accordance with sub-regulation (5) of regulation 4 shall be fixed in the
manner as provided in the said sub-regulation;
(4) In cases which are not covered under sub-regulations (1) (2) and (3), the seniority shall be determined by the
Council in consultation with the Commission.
(5) The protection, if any, accorded towards increments drawn by the officers who worked on contract or Adhoc
basis, prior to placement in terms of the initial constitution, shall not be taken into account for determining the
length of service or seniority for consideration for promotion on time scale basis subsequent to their placement
in terms of the said initial constitution.
10. Appointment to the Cadre.— All appointments to the Veterinary Cadre shall be made by the Controlling
Authority.
11. Liability for service.— Any person appointed to any post under these regulations shall be liable to serve
anywhere in the jurisdiction of Council areas.
12. Prohibition of private practice.—(1) No person appointed to any post under these regulations shall be permitted
private practice including consultancy and laboratory practice;

Provided that such persons shall, however, be entitled to a non-practicing allowance at the rates specified by
Government of India from time to time.
13. Disqualification.– (1)No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for
appointment to the Veterinary Cadre;
Provided that the Council may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this regulation.
14. Other conditions of Service.—The conditions of service of the members of the Veterinary Cadre in respect of
matters not expressly provided for in these regulations, shall, mutatis mutandis and subject to any special orders issued
by the Central Government in respect of the Cadre, be the same as those applicable to officers of the Council in
general.
15. Power to relax.– Where Council is of the opinion that it is necessary or expedient to do so, it may, by order, for
reasons to be recorded in writing and in consultation with the Commission and with the approval of the Central
Government, relax any of the provisions of these regulations with respect to any class or category of persons.
16. Saving.– Nothing in these regulations shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Economically Weaker
Section, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the
Government of India from time to time in this regard.
17. Interpretation.—If any question relating to the interpretation of these regulations arises, it shall be decided by the
Central Government in consultation with the Commission.

respect of Government servants, in
accordance with instructions or

issued
by
the
Central
Government.)
(a) Bachelors degree in Veterinary Science and
Animal Husbandry or Veterinary Science from a
recognized university or Institute;
(b) Register with the Veterinary Council of India
or State Veterinary Council or Union Territory
Veterinary Council.
Note: (1) The crucial date for determining the age limit shall be as advertised by the Commission;
(2) The qualifications are relaxable at the discretion of the Commission in case of candidates otherwise well
qualified.
