F. No. 13(112)/Misc./2022/2487-95.—In exercise of the power conferred by sub-section (1) of
Section 20 of the Drugs and Cosmetics Act, 1940 (23 of 1940), read with Rule 44 of Drugs Rules, 1945,
Rule 7 of Cosmetics Rules, 2020 and prior consent of the Central Government, the Lt. Governor of the
National Capital Territory of Delhi is pleased to appoint Sh. Hitesh Kumar Khare, Senior Scientific
Officer-II & Dr. Debasis Maiti, Senior Scientific Officer-II, Regional Drugs Testing Laboratory (RDTL),
Chandigarh, Ministry of Health & Family Welfare, Government of India, as Government Analysts for the
National Capital Territory of Delhi for carrying out the tests and analysis of cosmetics and drugs including
those specified in Schedule C and C-1 of the Drugs Rules, 1945, except for classes of drugs mentioned
below, namely: -
(i)
Sera;
(ii)
Solution of Serum Proteins intended for injections;
(iii) Vaccines (Parenteral & Oral);
(iv) Toxins;
(v)
Antigen;
(vi) Anti-toxins;
(vii) Sterilized Surgical Ligatures and Sterilized Surgical Sutures;
(viii) Bacteriophages;
(ix) Anti-Sera for veterinary use;
(x)
Vaccines for veterinary use;

(xi) Toxoid for veterinary use;
(xii) Diagnostic Antigens for veterinary use;
(xiii) VDRL Antigen;

(xvi) Blood Grouping reagents and diagnostic kits for Human Immunodeficiency Virus. Hepatitis
B Surface Antigen and Hepatitis C virus; and
(xvii) Condom.
