Delhi, the 10th January, 2023

F. No. 25(8)/2022/Power/54.—In exercise of the powers conferred by sub-section (1) of Section 70 of the

Information Technology Act, 2000 (21 of 2000), the Lt. Governor of the National Capital Territory of Delhi, hereby

declares the below identified Critical Information Infrastructure (CII) of Delhi SLDC, TPDDL, BRPL & BYPL and

the computer resources of its associated dependencies to be Protected System for the Purpose of Information

Technology Act, 2000:

A.

State Load Dispatch Centre

Supervisory Control and Data Acquisition (SCADA) System, Unified Real Time Dynamic State

Measurement (URTDSM) System, Web Based Energy Scheduling (WBES) system

B.

Tata Power Delhi Distribution Ltd. (TPDDL)

Advance Distribution Management System (ADMS) comprising of Supervisory Control & Data Acquisition

System, Distribution Management System and Outage Management System.

C.

BSES Rajdhani Power Ltd. (BRPL)

Supervisory Control & Data Acquisition System and Distribution Management System.

D.

BSES Yamuna Power Ltd. (BYPL)

Supervisory Control & Data Acquisition System and Distribution Management System (DMS).

Authorized personnel as per Sub-Section (2) of Section 70 of Information Technology Act, 2000

(amended 2008) having role based to access notified Protected Systems are:

Any designated employee specially authorised by the Head of organization or Department of Power,

GNCTD.

b.

Any employee of contractual managed service provider, consultant, third-party vendor or business partners

who have been authorised by the organisation for need-based access; and

c.

Regulators, government officials, auditors and stakeholders authorised by the organization on case to case

basis.
