यह उपबंध दकया गया है दक ऐसे जनर्ााचन क्षेत्र या जनर्ााचन क्षेत्रों में र्ोट ंग मिीनों द्वारा मतिान करने और मतों के

अजभलेिन का यथाजर्जहत ऐसा तरीका अपनाया िाए, िैसा दक भारत जनर्ााचन आयोग द्वारा प्रत्येक मामले की

पररजस्ट्थजतयों को ध्यान में रिते हुए, जर्जनर्िाष्ट दकया िाए;

यतः, जनर्ााचनों का संचालन जनयम, 1961 के जनयम 49क के परन्तुक के अनुसार भारत जनर्ााचन आयोग द्वारा

यथा-अनुमोदित ऐसे जडिाइन र्ाला ड्रॉप बॉक्स युक्त एक प्प्रं र भी, ऐसे जनर्ााचन क्षेत्र या जनर्ााचन क्षेत्रों या उसके भागों में

मत के पेपर रेल के मुद्रण के जलए मतिान मिीन के साथ िोडा िाए िैसा दक भारत जनर्ााचन आयोग द्वारा जनिेि दिया

िाए;

3. यतः, जनर्ााचन आयोग ने अपने प्रेस नो सं. ईसीआई/पीएन/169/2025 और प्रेस नो सं.

ईसीआई/पीएन/170/2025 िोनों दिनांक 07 िनर्री, 2025 के िररए घोजषत राष्ट्रीय रािधानी क्षेत्र दिल्ली जर्धानसभा

के र्तामान साधारण जनर्ााचन एर्ं उत्तर प्रिेि में 273-जमल्कीपुर (अ.िा.) जर्धानसभा क्षेत्र और तजमलनाडु में 98-

इरोड (पूर्ा) जर्धानसभा क्षेत्र के उपचुनार्ों में सभी पररजस्ट्थजतयों पर जर्चार दकया है, और जनर्ााचन आयोग संतुष्ट है दक

उपयुाक्त जर्धान सभा जनर्ााचन क्षेत्रों में मतिान कराने के जलए पयााप्त संख्या में इलेक्रॉजनक र्ोट ंग मिीनें (ईर्ीएम) और

पेपर रेल [मतिाता सत्यापनीय पेपर ऑजड रेल मिीन (र्ीर्ीपै )] मुदद्रत करने के जलए प्प्रं र उपलब्ध हैं। मतिान कार्माक

ईर्ीएम और ‘र्ीर्ीपै प्प्रं रों’ को कुिलतापूर्ाक संभालने में अच्छी तरह से प्रजिजक्षत हैं और मतिाता भी ईर्ीएम और

र्ीर्ीपै प्प्रं रों के प्रचालन से पूणा रूप से अर्गत हैं ।

अब, इसजलए, भारत जनर्ााचन आयोग, लोक प्रजतजनजधत्र् अजधजनयम, 1951 की उक्त धारा 61क तथा

जनर्ााचनों का संचालन जनयम, 1961 के जनयम 49क के तहत अपनी िजक्तयों का प्रयोग करते हुए, एतद्द्वारा, 10 िनर्री,

2025 को अजधसूजचत दकये िाने र्ाले, राष्ट्रीय रािधानी क्षेत्र दिल्ली के सभी जर्धानसभा जनर्ााचन क्षेत्रों, उत्तर प्रिेि में

273-जमल्कीपुर (अ.िा.) जर्धानसभा जनर्ााचन क्षेत्र और तजमलनाडु में 98-इरोड (पूर्ा) जर्धानसभा जनर्ााचन क्षेत्र को ऐसे

जनर्ााचन क्षेत्रों के रूप में जर्जनर्िाष्ट करता है, जिनमें जनर्ााचनों का संचालन जनयम, 1961 और इस जर्षय पर जनर्ााचन

आयोग द्वारा समय-समय पर िारी दकए गए अनुपूरक अनुिेिों के अंतगात जर्जहत तरीके से इलेक्रॉजनक र्ोट ंग मिीनों तथा

र्ीर्ीपै प्प्रं रों के माध्यम से मत डाले और अजभजलजित दकए िाएंगे।

जनर्ााचन आयोग, एतद्द्वारा भारत इलेक्रॉजनक्स जलजम ेड, बंगलोर तथा इलेक्रॉजनक्स कापोरेिन ऑफ इजण्डया

जलजम ेड, हैिराबाि द्वारा यथा-जर्कजसत इलेक्रॉजनक र्ोट ंग मिीनों और र्ीर्ीपै प्प्रं रों, जिन्हें सभी जनर्ााचन क्षेत्रों में

मत डालने और अजभजलजित करने के जलए उक्त मिीनों से िोडा िाएगा, के जडिाइन को भी अनुमोदित करता है।

No.576/3/EVM/2025/SDR-Vol.-I.—Whereas, Section 61A of the Representation of the People Act,

1951, provides that the giving and recording of votes by voting machines in such manner as may be prescribed, may

be adopted in such constituency or constituencies as the Election Commission of India may, having regard to the

circumstances of each case, specify; and

Whereas, as per the proviso to Rule 49A of the Conduct of Elections Rules, 1961, a printer with a

drop box of such design, as may be approved by the Election Commission of India, may also be attached to voting

machine for printing a paper trail of the vote, in such constituency or constituencies or parts thereof as the Election

Commission of India may direct; and

Whereas, the Election Commission has considered the circumstances in current general election to

the Legislative Assembly of NCT of Delhi bye elections to 273-Milkipur (SC) Assembly Constituency in Uttar

Pradesh & 98-Erode (East) Assembly Constituency in Tamil Nadu announced vide the Election Commission’s Press

Notes No. ECI/PN/169/2025 and No. ECI/PN/170/2025 both dated 07th January, 2025, and is satisfied that sufficient

number of Electronic Voting Machines (EVMs) and Printers for printing Paper Trail [Voter Verifiable Paper Audit

Trail(VVPAT)] are available for taking the poll in the above said Assembly Constituencies. The polling personnel are

well trained in efficient handling of EVMs and ‘VVPAT Printers’ and the electors are also fully conversant with the

operation of the EVMs and the VVPAT Printers;

Now, therefore, the Election Commission of India, in exercise of its powers under the said Section

61A of the Representation of the People Act, 1951, and Rule 49A of the Conduct of Elections Rules, 1961, hereby

specifies all the Assembly Constituencies in NCT of Delhi, 273-Milkipur (SC) Assembly Constituency in Uttar

Pradesh and 98-Erode (East) Assembly Constituency in Tamil Nadu, to be notified on 10th January, 2025, as the

constituencies in which the votes, shall be given and recorded by means of EVMs and VVPAT printers in the manner

prescribed, under the Conduct of Elections Rules, 1961, and the supplementary instructions issued by the Election

Commission from time to time on the subject.

The Election Commission also hereby approves the design of EVMs and VVPAT Printers as

developed by the Bharat Electronics Ltd., Bangalore and Electronics Corporation of India Ltd., Hyderabad, which

shall be attached to the said machines, to be used for the giving and recording of votes in all the Constituencies.
