सरकार, गृह मंत्रालय, ऄजधसूचना संख्या एफ. 27/59-जहम (i) ददनांक 13 जुलाइ, 1959 के तहत प्रदत्त िजियों का प्रयोग
करते हुए, राष्ट्रीय राजधानी क्षेत्र ददल्ली के ईपराज्यपाल, संघ लोक सेिा अयोग के परामिश से, राष्ट्रीय राजधानी क्षेत्र
ददल्ली सरकार के श्रम जिभाग में सहायक कानूनी सलाहकार के पद पर भती की पद्धजत को जिजनयजमत करने के जलए
जनम्नजलजखत जनयम बनाते हैं, ऄथाशत:

संजक्षप्त नाम और प्रिृत्त होने की तारीख :
i) आन जनयमों को "सहायक जिजध सलाहकार" भती जनयम, 2025 कहा जा सकता है।
ii) ये जनयम ददल्ली राजपत्र में आनके प्रकािन की जतजथ से लागू होंगे।
2.
ऄनुप्रयोग: ये जनयम आन जनयमों से संलग्न ऄनुसूची के कॉलम 1 में जनर्ददष्ट पदों पर लागू होंगे।
3.
पदों की संख्या, िगीकरण और पे मैठरक्स में लेिल - पदों की संख्या, आसका िगीकरण और पे मैठरक्स में आसका
लेिल आन जनयमों के साथ संलग्न ऄनुसूची के कॉलम 2 से 4 में जिजनर्ददष्ट ऄनुसार होगा।

4. भती की पद्धजत, अयु-सीमा, योग्यताएं अदद: ईि पदों पर भती की पद्धजत, अयु-सीमा, ऄहशताएं और ईससे
संबंजधत ऄन्य बातें िे होंगी जो ईि ऄनुसूची के कॉलम (5) से कॉलम (13) में जिजनर्ददष्ट हैं।
5. ऄयोग्यताएं : कोइ भी ऐसा व्यजि जजसने,
क) दकसी ऐसे व्यजि से जििाह दकया हो या जििाह का ऄनुबंध दकया हो जजसका पजत/पत्नी जीजित है, ऄथिा
ख) जजसने ऄपने पजत/पत्नी के जीजित रहते हुए दकसी व्यजि के साथ जििाह दकया है या जििाह का ऄनुबंध
दकया है,
ईि पद पर जनयुजि के जलए पात्र नहीं होगा:
परन्तु यह ईपबंजधत है दक सरकार, यदद संतुष्ट हो दक ऐसा जििाह ऐसे व्यजि और जििाह के दूसरे पक्ष पर लागू व्यजिगत
कानून के तहत ऄनुमेय है और ऐसा करने के जलए ऄन्य अधार हैं, तो िह दकसी व्यजि को आस जनयम के प्रितशन से छूट दे
सकती है।
6. जिजथल करने की िजि: यदद सरकार की यह राय हो दक ऐसा करना ऄजनिायश है, तो िहां िह अदेि द्वारा, तथा
जलजखत रूप में ऄजभजलजखत दकए जाने िाले कारणों से, और संघ लोक सेिा अयोग के परामिश से, दकसी िगश या श्रेणी के
व्यजियों के संबंध में आस जनयम के दकसी ईपबंध को जिजथल कर सकेगी।
7. व्यािृजत्त: आन जनयमों की कोइ बात ऄनुसूजचत जाजतयों, ऄनुसूजचत जनजाजतयों, ऄन्य जपछडे िगों, भूतपूिश सैजनकों
या दकसी ऄन्य जििेष श्रेणी के व्यजियों के जलए आस संबंध में समय-समय पर सरकार द्वारा जारी अदेिों के ऄनुसार
ऄपेजक्षत अरक्षण, अयु सीमा में छूट और ऄन्य ठरयायतों पर प्रभाि नहीं डालेगी।

11 पदोन्नजत/प्रजतजनयुजि/स्ट्थानांतरण द्वारा

पे लेिल-6 (35400-1,12,400) में 5 िषश की जनयजमत सेिा के साथ
जिजध सहायक
नोट:- पे लेिल-6 (35400-1,12,400) में 05 िषश की जनयजमत सेिा
िाले मौजूदा जलठटगेिन सहायक भी पदोन्नजत के जलए पात्र होंगे।
प्रजतजनयुजि :
केंद्र सरकार/राज्य सरकार/संघ िाजसत प्रदेिों/स्ट्िायत्त या सांजिजधक
संगिन/सािशजजनक
क्षेत्र
के
ईपक्रमों/जिश्वजिद्यालयों/मान्यता
प्राप्त
ऄनुसंधान संस्ट्थानों के ऄजधकारी:-
क. i.) मूल संिगश या जिभाग में जनयजमत अधार पर सदृि पद धारण
दकया हो;
या
ii.) मूल संिगश या जिभाग में पे मैठरक्स के लेिल-06 में जनयजमत अधार
पर पद पर जनयुजि के बाद 5 िषश की सेिा पूरी की हो।;
और
कानून में जडग्री के साथ श्रम कानून में दो िषश का ऄनुभि प्राप्त दकया हो
(फीडर ग्रेड में जिभागीय ऄजधकारी जो पदोन्नजत की सीधी पंजि में हैं,
प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए जाने के पात्र नहीं होंगे।
आसी प्रकार, प्रजतजनयुजि पर जनयुजि पदोन्नजत द्वारा जनयुजि के जलए
जिचार दकए जाने के पात्र नहीं होंगे।)
(प्रजतजनयुजि (ऄल्पािजध ऄनुबंध सजहत) की ऄिजध सामान्यतः 03 िषश
से ऄजधक नहीं होगी, जजसमें केंद्र सरकार के आसी या दकसी ऄन्य
संगिन/जिभाग में आस जनयुजि से तुरंत पहले धाठरत दकसी ऄन्य संिगश-
बाह्य पद पर प्रजतजनयुजि (ऄल्पािजध ऄनुबंध सजहत) की ऄिजध भी
िाजमल है। प्रजतजनयुजि (ऄल्पािजध ऄनुबंध सजहत) पर जनयुजि के जलए
ऄजधकतम अयु सीमा अिेदन प्राप्त होने की ऄंजतम जतजथ को 56 िषश से
ऄजधक नहीं होगी।)
मानक नोट:
जहां ऐसे कजनष्ठ व्यजियों को पदोन्नजत के जलए जिचार दकया जा रहा है
जजन्होंने ऄपनी ऄहशक/पात्रता सेिा पूरी कर ली है, िहां ईनके िठरष्ठ
व्यजियों पर भी जिचार दकया जाएगा, बिते दक ईनकी ऄपेजक्षत
ऄहशक/पात्रता सेिा, ऐसी ऄहशक/पात्रता सेिा के अधे से ऄजधक या 2 िषश,
जो भी कम हो, से कम न हो और ईन्होंने ऄपने ईन कजनष्ठ व्यजियों के
साथ, जजन्होंने ऐसी ऄहशक/पात्रता सेिा पहले ही पूरी कर ली है, ऄगले
ईच्चतर ग्रेड में पदोन्नजत के जलए ऄपनी पठरिीक्षा ऄिजध सफलतापूिशक
पूरी कर ली हो।
12 यदद कोइ डीपीसी मौजूद है, तो ईसकी
संरचना क्या है?

NOTIFICATION
Delhi, the 21st October, 2025
F.N.15(28)/LAB/2024/3705-3708.—In exercise of the powers conferred by the proviso to article 309 of the
Constitution read with Government of India, Ministry of Home Affairs, Notification No. F.27/59-Him (i) dated
13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi, in consultation with the Union Public
Service Commission, is pleased to make the following rules regulating the method of recruitment to the post of
Assistant Legal Advisor in the Labour Department, Government of National Capital Territory of Delhi, namely:
1. Short title and commencement:
i) These rules may be called the “Assistant Legal Advisor" Recruitment Rules, 2025.
ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.
3. Number of post, classification and Level in the Pay Matrix. - The number of post, its classification and the Level
in the Pay Matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualifications etc.: The method of recruitment to the said posts, age-limit,
qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule.
5. Disqualifications: No person,
a) Who has entered into or contracted a marriage with a person having a spouse living, or
b) Who having a spouse living, has entered into or contracted a marriage with a person,
Shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable
to such person and the other party to the marriage and that there are other grounds for so doing exempt any person
from the operation of this rule.
6. Power to relax: Where the Government is of the opinion that it is necessary expedient so to do, it may by order,
and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category
of persons in consultation with UPSC.
7. Saving: Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other
special category of persons in accordance with the orders issued by the Government from time to time in this regard.

the Level-06 of pay matrix in the parent cadre
or department;

possessing degree in law with two years
experience in labour laws
(The departmental officers in the feeder grade
who are in the direct line of promotion shall
not
be
eligible
for
consideration
for
appointment on deputation. Similarly, the
deputation
shall
not
be
eligible
for
consideration for appointment by promotion.)
(Period of Deputation (ISTC) including period
of deputation (ISTC) in another ex-cadre post
held immediately preceding this appointment
in
the
same
or
another
organization/
department of the Central Govt. shall
ordinarily not exceed 03 years. The maximum
age limit for appointment by deputation
(ISTC) shall not be exceeding 56 years as on
the closing date of receipt of application.)

Where juniors who have completed their
qualifying/eligibility
services
are
being
considered for promotion, their senior would

also be considered provided they are not short
of the requisite qualifying/eligibility service
by more than half of such qualifying/eligibility
service or 2 years, whichever is less and have
successfully completed their probation period
