अजधजनयम, 2008 (2009 का 7), यर्ा संिोजधत 2017 (2017 का 21) की धारा 3 और 4 द्वारा प्रित्त िजियों का
प्रयोग करते हुए और िन जिश्वास (प्रािधानों का संिोधन) अजधजनयम, 2023 (2023 का संयया 18) के सार् पढ़ते
हुए, सांजययकी संग्रहण जनयमािली, 2024 के जनयम 5 और 7 के सार् पढ़ते हुए, दिल्ली राष्ट्रीय रािधानी क्षेत्र के
माननीय उपराज्यपाल एतद्द्वारा एक सांजययकीय सिेक्षण के माध्यम से जिजनमाथण और संबंजधत गजतजिजधयों पर
आंकडों के संग्रह का जनिेि िेते हैं, जिसे अनुसूची-I में उजल्लजित जििरण के अनुसार ‘िार्षथक औद्योजगक सिेक्षण
2024-25 (राज्य नमूना)' के रूप में संिर्भथत दकया िाता है।
2. इसके अजतररि, सांजययकी संग्रहण अजधजनयम, 2008 (2009 का 7) की धारा 4, 15ए और 15बी द्वारा प्रित्त
िजियों का प्रयोग करते हुए, िैसा दक संिोजधत दकया गया है, सांजययकी संग्रहण जनयम, 2024 के जनयम 7 के सार्
परित, राष्ट्रीय रािधानी क्षेत्र दिल्ली के माननीय उपराज्यपाल, इसमें उजल्लजित भौगोजलक इकाइयों के संबंध में

अनुसूची-II में जनर्िथष्ट अजधकाररयों को सांजययकी अजधकारी, अनुसूची-III में न्यायजनणाथयक अजधकारी और अनुसूची-
IV में अपीलीय प्राजधकारी के रूप में जनयुि करते हैं।
3. संबंजधत सांजययकी अजधकारी द्वारा अजधकृत व्यजि, जनधाथररत प्रारूप में उपक्रम प्रस्ट्तुत करने के बाि, सांजययकी
संग्रहण जनयमािली, 2024 के सार् संलग्न प्रपत्र-I पर सूचकों द्वारा िी गई िानकारी के सत्यापन, प्रासंजगक ररकॉडथ
का जनरीक्षण और सूचनािाताओं से स्ट्पष्टीकरण मांगने के जलए सांजययकी अजधकारी के भौगोजलक अजधकार क्षेत्र में
जनयुि दकए िाएंगे। इन कतथव्यों के अनुसार, अजधकृत प्रत्येक व्यजि एक फोटो पहचान पत्र और संबंजधत सांजययकी
अजधकारी द्वारा िारी प्राजधकार पत्र अपने सार् रिेगा।
4. िार्षथक औद्योजगक सिेक्षण 2024-25 के संबंध में भाग-I और भाग-II में एकत्र दकए गए आँकडे, उजचत सत्यापन
और िांच के बाि, अर्थ एिं सांजययकी जनिेिालय, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार के कायाथलय में काम करने
िाले अजधकाररयों द्वारा संसाजधत दकए िाएंगे।
5. िार्षथक औद्योजगक सिेक्षण 2024-25 के संबंध में सांजययकी संग्रह, डेटा के प्रसंस्ट्करण और प्रसार के संबंध में दकसी
भी गजतजिजध में लगे सभी व्यजि सांजययकी संग्रहण अजधजनयम, 2008 यर्ा संिोजधत 2017 (2017 का 21) और
िन जिश्वास (प्रािधानों का संिोधन) अजधजनयम, 2023 का सं 18 और सांजययकी संग्रहण जनयमािली, 2024 के
तहत प्रािधानों द्वारा िाजसत होते हैं।
6. सांजययकी अजधकारी को जनम्नजलजित िजियां प्रत्यायोजित की गई हैं:
(क) सांजययकी अजधकारी को उपरोि जनिेिों के संबंध में आंकडे एकत्र करने, व्यािसाजयक ररकॉडथ और अन्य ररकॉडथ
के आधार पर सूचनािाताओं द्वारा िी गई िानकारी को सत्याजपत करने और दकसी माजलक या अजधभोगी या व्यजि
या कारिाने या प्रजतष्ठान या प्रबंधन का प्रभारी, िैसा भी मामला हो, उस पररसर में िहां ऐसे ररकॉडथ रिे िाते हैं, से
स्ट्पष्टीकरण मांगने का अजधकार है।
(ि) सांजययकी अजधकारी को सांजययकी के संग्रह के उद्देश्य से जनर्िथष्ट प्रारूप में ररटनथ प्रस्ट्तुत करने के जलए प्रत्येक
सूचनािाता को एक महीने का नोरटस या उजचत समझी गई अिजध िेने का अजधकार है।
7. न्यायजनणाथयक अजधकारी की िजियां- िांच करने और िुमाथना लगाने के जलए अजधजनयम की धारा 15ए के तहत
जनयुि एक न्यायजनणाथयक अजधकारी के पास जनम्नजलजित िजियां भी होंगी-
(i) िपर् पर या पक्षकारों से िपर्पत्र पर मौजिक या जलजित साक्ष्य के जलए बुलाना, जिसके अंतगथत दकसी अन्य
व्यजि से भी है, जिसे समन दकया गया है;
(ii) प्रासंजगक िस्ट्तािेिों, अजभलेिों या उसकी प्रजतयों का उपयोग या जनरीक्षण करना;
(iii) दकसी भी व्यजि को िो मामले के तथ्यों और पररजस्ट्र्जतयों से पररजचत है, उपजस्ट्र्त होने के जलए बुलाना और
उसकी उपजस्ट्र्जत को लागू करना। जिला प्रिासन सजहत कोई भी उपयुि एिेंसी अजधजनयम के तहत जनयुि
न्यायजनणाथयक अजधकारी के कतथव्यों का जनिथहन करते समय दकसी भी व्यजि की उपजस्ट्र्जत को लागू करने के संबंध में
एक संिभथ प्राप्त करने पर ऐसी सहायता प्रिान करेगी।
8. न्यायजनणाथयक अजधकारी के आिेि के जिरुद्ध अपील-
(1) िो कोई इस अजधजनयम के अधीन न्यायजनणाथयक अजधकारी द्वारा पाररत आिेि से व्यजर्त हो, िह प्रपत्र-3 में
आिेि की प्राजप्त की तारीि से तीस दिन के भीतर अपील प्राजधकारी को अपील कर सकेगा।
(2) अपील तीस दिनों की अिजध की समाजप्त के बाि भी स्ट्िीकार की िा सकती है यदि अपीलकताथ अपीलीय प्राजधकारी
को संतुष्ट करता है दक उसके पास उस अिजध के भीतर अपील को प्रार्जमकता नहीं िेने के जलए पयाथप्त कारण र्ा। यदि
न्यायजनणाथयक अजधकारी के आिेि के जिलाफ अपील को प्रार्जमकता िी गई है, तो अपील के जनपटान तक
न्यायजनणाथयक अजधकारी के आिेि के संचालन को स्ट्र्जगत रिा िाएगा।
(3) िब भी, ऐसी अपील प्राप्त होती है, तो अपीलीय प्राजधकारी व्यजिगत या आभासी या दकसी अन्य स्ट्िीकायथ मोड
द्वारा सुनिाई करेगा, िैसा दक अपीलीय प्राजधकारी द्वारा तय दकया िा सकता है।
(4) अपीलीय प्राजधकारी पक्षों को सुनिाई की एक सूचना िारी करेगा, जिसमें मामले के नाम, जतजर्, स्ट्र्ान और
सुनिाई के तरीके से पररजचत व्यजि िाजमल हैं, अपील पर रसीि के प्रासंजगक िस्ट्तािेिों के सार्, कम से कम पंद्रह
दिन पहले सुनिाई की जनधाथररत जतजर्।

(5) सुनिाई की सूचना भी जलजित संचार प्रस्ट्तुत करने के जलए प्रिान कर सकती है, िो पार्टथयों द्वारा अपील तय करने
के जलए प्रासंजगक हो सकता है, यदि िे सुनिाई की तारीि से कम से कम पांच दिन पहले चाहते हैं।
(6) सुनिाई की सूचना जनम्नजलजित तरीकों से िी िाएगी, अर्ाथत्: - (1) स्ट्पीड पोस्ट्ट या पंिीकृत डाक; (2)
इलेक्ट्रॉजनक पता उपलब्ध होने की जस्ट्र्जत में इलेक्ट्रॉजनक मेल द्वारा; जडलीिरी का प्रमाण केस फाइल के ररकॉडथ पर
रिा िाएगा।
(7) मामले की सुनिाई के समय, यदि िीजडयो कॉन्रेंससंग की सुजिधा उपलब्ध है, तो िीजडयो कॉन्रेंससंग सजहत
अपीलीय प्राजधकारी द्वारा तय की गई सुनिाई के जनर्िथष्ट तरीके से पक्ष व्यजिगत रूप से या अपने जिजधित अजधकृत
प्रजतजनजध के माध्यम से उपजस्ट्र्त हो सकते हैं।
(8) अपील प्राजधकारी, अपील को सुनिाई का अिसर िेने के बाि, ऐसा आिेि पाररत कर सकता है िो िह उजचत
समझे।
अनुसूची-I
1. सांजययकी संग्रहण का जिषय और उद्देश्य:- संगरित जिजनमाथण क्षेत्र के जिकास, संरचना और संरचना से संबंजधत
आंकडे जिसमें जिजनमाथण प्रदक्रयाओं, मरम्मत सेिाओं, गैस और िल आपूर्तथ और कोल्ड स्ट्टोरेि से संबंजधत गजतजिजधयां
िाजमल हैं, उद्योग के िार्षथक सिेक्षण 2024-25 के माध्यम से एकत्र दकए िाते हैं।
2. सांजययकी संग्रहण के जलए भौगोजलक क्षेत्र:- िार्षथक औद्योजगक सिेक्षण 2024-25 दिल्ली के पूरे राष्ट्रीय रािधानी
क्षेत्र में आयोजित दकया िाएगा।
3. आँकडा संग्रह की जिजध:- सांजययकी अजधकारी द्वारा अपने अजधकार क्षेत्र के तहत सूचनािाताओं को एक नोरटस
िारी दकया िाएगा, जिसमें उस तारीि का संकेत दिया िाएगा, जिसके द्वारा अजधकारी या कायाथलय, जिसके जलए,
इकाई या इकाइयां, और जिन प्रारूपों में िानकारी प्रस्ट्तुत करने की आिश्यकता है। सांजययकी अजधकारी एक
सूचनािाता को इलेक्ट्रॉजनक रूप में जनधाथररत िानकारी िाजिल करने की अनुमजत िे सकता है, ऐसी अन्य ितों के
अधीन िो िह नोरटस में जनर्िथष्ट कर सकता है।
4. सूचनािाताओं की प्रकृजत जिनसे आँकडा एकत्र दकया िा सकता है: - सूचनािाता कारिाना अजधजनयम 1948 या
बीडी और जसगार श्रजमक (रोिगार की ितें) अजधजनयम, 1966 के तहत पंिीकृत प्रजतष्ठानों या जनम्नजलजित में से
दकसी भी अजधजनयम / बोडथ / प्राजधकरण के तहत पंिीकृत इकाइयां, िैसे कंपनी अजधजनयम, 2013, िुकानें और
िाजणजज्यक प्रजतष्ठान अजधजनयम, सोसायटी पंिीकरण अजधजनयम, सहकारी सजमजतयां अजधजनयम, िािी और
ग्रामोद्योग बोडथ, उद्योग जनिेिालय (जिला उद्योग केंद्र) के तहत पंिीकृत कारिानों के माजलक या अजधभोगी या
प्रभारी व्यजि हैं। जिन्हें उपरोि जनिेि के तहत िानकारी प्रस्ट्तुत करने के जलए सांजययकी अजधकारी द्वारा नोरटस
िारी दकया िाएगा।
4.1. एक सांजययकी अजधकारी को एकल प्रबंधन के तहत िो या िो से अजधक इकाइयों के संबंध में समेदकत िानकारी
प्रस्ट्तुत करने के जलए ऐसे माजलक या अजधभोगी या प्रभारी व्यजि की आिश्यकता हो सकती है, यदि िानकारी
व्यजिगत इकाइयों के जलए अलग से उपलब्ध नहीं है और ऐसी अन्य ितों के अधीन, िैसा दक िह नोरटस में जनर्िथष्ट
कर सकता है।
5. सांजययकी संग्रहण का कायथ सम्पन्न करने की अिजध: - प्रत्येक सूचनािाता द्वारा िानकारी प्रस्ट्तुत करने की तारीि
का उल्लेि नोरटस में दकया िाएगा और यह अिजध अप्रैल, 2026 से जसतम्बर, 2026 के िौरान होगी।
6. संिभथ अिजध: 1 अप्रैल 2024 से िुरू होने िाले और 31 माचथ 2025 को समाप्त होने िाले जित्तीय िषथ के जलए या
1 अप्रैल, 2024 और 31 माचथ 2025 के बीच दकसी भी तारीि को समाप्त होने िाली इकाई के लेिा िषथ के जलए
िानकारी प्रस्ट्तुत की िानी आिश्यक है।
7. एकत्र की िाने िाली सूचना की प्रकृजत:- आिश्यक िानकारी के िो भाग होते हैं। भाग-I - संपजत्त और िेनिाररयों,
रोिगार और श्रम लागत, प्राजप्तयों, व्ययों, इनपुट िस्ट्तुओं - स्ट्ििेिी और आयाजतत, उत्पािों और उप-उत्पािों, जितरण
व्यय आदि की िानकारी से संबंजधत है। भाग-II श्रम सांजययकी के जिजभन्न पहलुओं पर िानकारी से संबंजधत है, अर्ाथत्
कायथ दििस, अनुपजस्ट्र्जत, श्रम कारोबार, मानि घंटे काम, कमाई और सामाजिक सुरक्षा लाभ।

8. भाषा जिसमें सूचनािाता द्वारा िानकारी िी िानी है:- प्रत्येक सूचनािाता जनधाथररत प्रारूप में या तो सहंिी में या
अंग्रेिी में िानकारी प्रस्ट्तुत करेगा।
9. सूचनािाता का िाजयत्ि:- एक इकाई का माजलक या अजधभोगी या प्रभारी व्यजि, सांजययकी अजधकारी से उसके
द्वारा प्राप्त नोरटस में उजल्लजित तरीके से और जनधाथररत तारीि तक िानकारी प्रस्ट्तुत करेगा। िह सांजययकी अजधकारी
या उसके द्वारा अजधकृत व्यजि द्वारा मांगे िाने पर उसे जनरीक्षण के जलए प्रासंजगक ररकॉडथ उपलब्ध कराएगा, और
मांगी गई िानकारी के संबंध में प्रश्नों का उत्तर भी िेगा।
10. व्यिसाय अजभलेिों की प्रकृजत और अन्य ररकॉडथ जिनका जनरीक्षण दकया िाना: - इकाई के व्यािसाजयक ररकॉडथ
िैसे बैलेंस िीट, लाभ और हाजन िाता, मस्ट्टर रोल, उपजस्ट्र्जत रजिस्ट्टर, श्रम रजिस्ट्टर, िेतन नामािली, जनिेिक की
ररपोटथ या समर्थन में कोई अन्य कानूनी िस्ट्तािेि इकाई द्वारा प्रस्ट्तुत िानकारी का जनरीक्षण सांजययकी अजधकारी या
उसके द्वारा अजधकृत व्यजि द्वारा दकया िाएगा।
11. जनरीक्षण का तरीका:- सांजययकी अजधकारी या उसके द्वारा अजधकृत व्यजि इकाई के व्यािसाजयक ररकॉडथ और
अन्य ररकॉडथ के आधार पर उपरोि जनिेि के तहत एक इकाई द्वारा िी गई िानकारी को सत्याजपत कर सकता है और
उस पररसर में स्ट्पष्टीकरण मांग सकता है िहां ऐसे ररकॉडथ रिे िाते हैं।

NOTIFICATION
Delhi, the 8th April, 2026
F.NO. DES-J011(12)/2/2026-ASI-O/o Dir-DES (E- 331756)/74-77.— 1. In exercise of the
powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009), as
amended in 2017 (21 of 2017) and through THE JAN VISHWAS (AMENDMENT OF
PROVISIONS) ACT, 2023 NO. 18 OF 2023 in 2023, read with rules 5 and 7 of the Collection of
Statistics Rules, 2024, Hon’ble Lieutenant Governor of the National Capital Territory of Delhi
hereby directs Collection of Statistics on manufacturing and related activities through a statistical
survey, hereinafter referred to as ‘Annual Survey of Industries 2024-25 (State Sample)’, as per the
details mentioned in the Schedule-I.
2. Further, in exercise of the powers conferred by Sections 4, 15A and 15B of the Collection of Statistics
Act, 2008 (7 of 2009), as amended, read with Rule 7 of the Collection of Statistics Rules, 2024, the
Hon’ble Lieutenant Governor of the National Capital Territory of Delhi hereby appoints the officers
specified in Schedule-II as Statistics Officer, in Schedule-III as Adjudicating Officer, and in Schedule-
IV as Appellate Authority, in respect of the geographical units mentioned therein.
3. The persons authorized by the concerned Statistics Officer, after submission of undertaking in the
prescribed format, namely, Form-I appended to the Collection of Statistics Rules, 2024 to the Statistics
Officer, would be engaged in the geographical jurisdiction of the Statistics Officer for verification of
information furnished by informants, for inspecting relevant records, and for seeking clarifications, as
may be necessary, from informants. In accordance with these duties, each person authorized would carry
a photo identity card and a letter of authorization issued by the concerned Statistics Officer.
4. The statistics collected in Part-I and Part-II in respect of the Annual Survey of Industries 2024-25
furnished by the informants, after due verification and scrutiny, will be processed by officials working
at the Office of the Directorate of Economics and Statistics, Government of National Capital Territory
of Delhi.
5. All persons engaged in any activity in respect of collection of statistics, processing of data and
dissemination with respect to ASI 2024-25 are governed by the provisions under the Collection of
Statistics Act, 2008 as amended in 2017 (21 of 2017) and through THE JAN VISHWAS
(AMENDMENT OF PROVISIONS) ACT, 2023 NO. 18 OF 2023 in 2023 and the Collection of
Statistics Rules, 2024.
6. Following powers have been delegated to the Statistics Officers:
(a) A Statistics Officer is empowered to depute/authorize officials to collect statistics in respect of the
aforementioned direction, to verify any information furnished by informants on the basis of business
records and other records and to seek clarifications from any owner or occupier or person in-charge
of a factory or establishment or management, as the case may be, at the premises where such records
are kept.
(b) A Statistics Officer is empowered to give one month notice or for the period deemed fit to each of
the informant for furnishing return in the format, specified for the purpose of collection of statistics.

7. Powers of the adjudicating officer- An adjudicating officer appointed under section 15A of the Act to
hold an inquiry and impose penalty, shall also have the powers to-
(i) call for oral or written evidence on oath or on affidavit from parties including from any other person
who has been summoned;
(ii) peruse or inspect relevant documents, records or copies thereof;
(iii) summon and enforce the attendance of any person acquainted with the facts and circumstances of
the case. Any appropriate agency including the District Administration shall render such assistance
on receiving a reference regarding enforcing the attendance of any person while discharging the
duties of the adjudicating officer appointed under the Act.
8. Appeal against the order of adjudicating officer-
(1) Whoever aggrieved by the order passed by the adjudicating officer under this Act, may prefer an
appeal to the appellate authority, within thirty days from the date of receipt of order, in Form-III.
(2) An appeal may be admitted even after the expiry of the period of thirty days if the appellant satisfies
the appellate authority that he had sufficient cause for not preferring the appeal within that period. In
case the appeal has been preferred against the order of the adjudicating officer, the operation of the
order of the adjudicating officer shall be kept in abeyance, till the disposal of the appeal.
(3) Whenever, such an appeal is received, the appellate authority shall hold a hearing, either in person
or virtual or by any other admissible mode, as may be decided by the appellate authority.
(4) The appellate authority shall issue a notice of hearing to the parties, including persons acquainted
with the facts and circumstances of the case, by name, date, venue and mode of hearing, along with
the relevant documents of the receipt on appeal, at least fifteen days before the scheduled date of
hearing.
(5) The notice of hearing may also provide for submission of written communication, which may be
relevant for deciding the appeal, by the parties, if they so desire at least five days before the date of
hearing.
(6) The notice of hearing shall be served in the following modes, namely:—
a. by speed post or registered post;
b. by electronic mail in case electronic address is available;
and proof of deliveries shall be kept on the record of the case file.
(7) The parties may be present in person or through his duly authorised representative by the specified
mode of hearing as decided by the appellate authority including video conferencing, if the facility of
video conferencing is available, at the time of hearing of the case.
(8) The appellate authority may, after giving the parties to the appeal an opportunity of being heard, pass
such order as he may think fit.
SCHEDULE-I
1. Subject and purpose for collection of Statistics:-Statistics relating to the growth, composition and
structure of organized manufacturing sector comprising activities related to manufacturing processes,
repair services, gas and water supply and cold storage is collected through Annual Survey of Industries

2. Geographical area for collection of Statistics:-The Annual Survey of Industries 2024-25 will be
conducted in the whole of National Capital Territory of Delhi.
3. Method of data collection:-A notice will be issued by the Statistics Officer to the informants under his
jurisdiction, indicating therein the date by which, the officer or office to whom, the unit or units for
which, and the formats in which information is required to be furnished. The Statistics Officer may
permit an informant to file the prescribed information in electronic form, subject to such other conditions
that he may specify in the notice.
4. Nature of informants from whom data may be collected:-The informants are owners or occupiers or
person in-charge, of factories registered under the Factories Act. 1948 or of establishments registered
under the Beedi & Cigar Workers (Conditions of Employment) Act, 1966 or the units registered under
any of the following Acts/Boards/Authority viz., Companies Act, 2013, Shops and Commercial
Establishments Act, Societies Registration Act, Cooperative Societies Act, Khadi and Village Industries
Board, Directorate of Industries (District Industries Centre) who would be issued notice by Statistics
Officer for furnishing information under the aforementioned direction.
4.1
A Statistics Officer may require such owner or occupier or person in-charge to furnish
consolidated information in respect of two or more units under single management, in case
information is not separately available for individual units and subject to such other conditions,
as he may specify, in the notice.
5. Period during which collection of Statistics may be completed:-The date for submission of
information by each informant would be mentioned in the notice and it would fall during April, 2026
to September, 2026.
6. Reference Period: Information is required to be furnished for the financial year commencing from 1st
April 2024 and ending on 31st March 2025 or for the accounting year of a unit ending on any date
between 1st April 2024 and on 31st March 2025.
7. Nature of information to be collected:-The information required has two parts. Part-I relates to
information on assets and liabilities, employment and labour cost, receipts, expenses, input items -
indigenous and imported, products and by-products, distributive expenses etc. Part-II relates to
information on different aspects of labour statistics, namely, working days, mandays worked,
absenteeism, labour turnover, man-hours worked, earning and social security benefits.
8. Language in which information is to be furnished by informant:-Every informant shall furnish
information in the prescribed format either in Hindi or in English.
9. Obligation of informant:-The owner or occupier or person in charge of a unit shall furnish information
in the manner and by the date mentioned in the notice received by him from the Statistics Officer. He
should also furnish relevant records for inspection, and answer questions in relation to the information
sought, as may be required by the Statistics Officer or a person authorized by him.
10. Nature of business records and other records which may be inspected:-Business records of a unit
such as balance sheet, profit and loss account, muster rolls, attendance register, labour register, pay rolls,

Director’s report or any other legal document in support of the information furnished by the unit may
be inspected by the Statistics Officer or a person authorized by him.
11. The manner of inspection:-The Statistics Officer or a person authorized by him may verify the
information furnished by a unit under the aforementioned direction on the basis of business records and
other records of the unit and seek clarifications, at the premises where such records are kept, from the
concerned owner or occupier or a person in-charge of a factory or establishment or management, as the
case may be, or a person authorized by him of the unit.
