(1994 का 44) की धारा 43 की उपधारा (1) के खंड (ग) एवं (ङ) द्वारा प्रित्त िजियों का प्रयोग करते हुए तथा उि
अजधजनयम की धारा 387 की उपधारा (2) के अनुसार केन्द्रीय सरकार के अनुमोिन से, नई दिल्ली नगर पाजलका पररषि,
जचदकत्सा सेवा जवभाग में मजिला स्ट्वास्ट््य पररििशक के पि पर भती की पद्धजत को जवजनयजमत करने िेतु जनम्नजलजखत
जवजनयम बनाती िै, अथाशत्:—
1. संजक्षप्त िीषशक और प्रारंभ, (1) इन जवजनयमों का नाम "नई दिल्ली नगर पाजलका पररषि, जचदकत्सा सेवा जवभाग,
मजिला स्ट्वास्ट््य पररििशक (समूि 'ग' पि) भती जवजनयम, 2026" िोगा।
(2) ये जवजनयम रािपत्र में उनके प्रकािन की जतजथ से प्रभावी िोंगे।
2. पिों की संख्या, वगीकरण तथा वेतन मैररक्स में स्ट्तर, - उि पि की संख्या, उसका वगीकरण तथा वेतन मैररक्स में
स्ट्तर, इन जवजनयमों से संलग्न अनुसूची के स्ट्तंभ (2) से (4) में जवजनर्िशष्ट अनुसार िोंगे।

3. भती की पद्धजत, आयु-सीमा, अिशताएं आदि, - उि पि पर भती की पद्धजत, आयु-सीमा, िैक्षजणक एवं अन्द्य अिशताएं
तथा उससे संबंजधत अन्द्य जवषय वे िोंगे, िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िशष्ट िैं।
4. अयोग्यता, - कोई व्यजि—
(क) जिसने ऐसे व्यजि से जववाि दकया िै अथवा जववाि की संजविा की िै, जिसका पजत या पत्नी िीजवत िै; अथवा
(ख) जिसने अपने पजत या पत्नी के िीजवत रिते दकसी अन्द्य व्यजि से जववाि दकया िै अथवा जववाि की संजविा की िै,
उि पि पर जनयुजि िेतु पात्र निीं िोगा:
बिते दक नई दिल्ली नगरपाजलका पररषि, यदि संतुष्ट िो दक ऐसा जववाि उस व्यजि और जववाि के िूसरे पक्ष पर लागू
पसशनल लॉ के अधीन अनुज्ञेय िै और ऐसा करने के जलए अन्द्य आधार भी िैं, तो वि दकसी भी व्यजि को इस जवजनयमन के
लागू िोने से छूट िे सकती िै।
5. प्रारंजभक गठन, - इन जवजनयमों के प्रवतशन से पूवश अथवा प्रवतशन की जतजथ पर नई दिल्ली नगर पाजलका पररषि में
"मजिला स्ट्वास्ट््य पररििशक" के समूि 'ग' पि पर जनयजमत आधार पर कायशरत सभी अजधकारी, इन जवजनयमों के अंतगशत
संबंजधत ग्रेड में जनयुि माने िाएंगे तथा उनकी जनयजमत जनरंतर सेवा को पिोन्नजत एवं वररष्ठता के प्रयोिनाथश गणना में
जलया िाएगा।
6. छूट िेने की िजि, - ििां केन्द्रीय सरकार का मत िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि आिेि द्वारा तथा
जलजखत में कारण ररकॉडश करके दकसी वगश या श्रेणी के व्यजियों के संबंध में इन जवजनयमों के दकसी उपबंध में छूट िे
सकती िै।
7. व्यावृजत, - इन जवजनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्द्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत
िनिाजतयों, अन्द्य जपछडे वगों, भूतपूवश सैजनकों और अन्द्य जविेष वगों के व्यजियों के जलए उपबंध दकया िाना अपेजक्षत िै।

नई दिल्ली नगरपाजलका पररषि की सिायक नसश
और जमडवाइफ़ में से, वेतन मैररक्स में लेवल 4 (रु.
25500 – 81100) में, जिसने इस ग्रेड में पांच साल
की जनयजमत सेवा की िो और मजिला स्ट्वास्ट््य
पररििशक के रूप में कतशव्यों का जनवशिन करने के जलए
दकसी मान्द्यता प्राप्त संस्ट्थान से छि मिीने का पूवश-
पिोन्नजत प्रजिक्षण सफलतापूवशक पूरा दकया िो।
रटप्पणी: ििां ऐसे कजनष्ठ कमशचारी,जिन्द्िोंने अपनी
पिोन्नजत िेतु आवश्यक योग्यता अथवा पात्रता सेवा
पूरी कर ली िै, पिोन्नजत के जलए जवचारधीन िों,
विााँ उनके वररष्ठों पर भी जवचार दकया िाएगा,
बितें दक उनके पास आवश्यक योग्यता अथवा
पात्रता सेवा की कमी उि अवजध के आधे से अजधक
अथवा पात्रता सेवा िो वषश से अजधक न िों, िो भी
कम िो तथा उन्द्िोने अगले उच्च ग्रेड में पिोन्नजत िेतु
जनधाशररत पररवीक्षा अवजध सफलतापूवशक पूणश कर
ली िी, िबदक उनके कजनष्ठ ऐसी योग्यता अथवा
पात्रता सेवा पिले िी पूरी कर चुके िों।
प्रजतजनयुजि :
केन्द्रीय सरकार, राज्य सरकारों या केंर िाजसत प्रिेि

पाठ्यक्रम अथवा सामान्द्य नर्सिंग एवं जमडवाइफरी
का जडप्लोमा;
(ii) कम से कम 50 जबस्ट्तरों वाले सरकारी अस्ट्पताल
अथवा सरकार द्वारा मान्द्यता प्राप्त अस्ट्पताल में
सिायक नर्सिंग के क्षेत्र में िो वषश का अनुभव;
(iii) राज्य नर्सिंग पररषि में सिायक नसश जमडवाइफ
या नसश या नसश एवं जमडवाइफ के रूप में पंिीकृत िों।

छ:माि का प्रजिक्षण पूरा दकया हुआ।
रटप्पणी 1: फीडर श्रेणी के वे जवभागीय अजधकारी
िो पिोन्नत की सीधी पंजि में िैं, वे प्रजतजनयुजि पर
जनयुजि िेतु जवचार के पात्रनिीं िोंगे। इसी प्रकार,
प्रजतजनयुजि पर कायशरत व्यजि पिोन्नत द्वारा
जनयुजि िेतु जवचार के पात्र निीं िोंगे।
रटप्पणी 2 : प्रजतजनयुजि की अवजध, जिसमें दकसी
अन्द्य एक्स-कैडर पि पर इसी जनयुजि से ठीक पूवश की
गई प्रजतजनयुजि की अवजध भी िाजमल िै, केन्द्रीय
सरकार या राज्य सरकारों या केंर िाजसत प्रिेिों के
उसी अथवा दकसी अन्द्य संगठन/जवभाग में सामान्द्यतः
तीन वषश से अजधक निीं िोगी।
रटप्पणी 3 : प्रजतजनयुजि द्वारा जनयुजि के जलए
अजधकतम आयु-सीमा, आवेिनप्राप्त िोने की अंजतम
जतजथ को 56 वषश से अजधक निीं िोगी ।

NOTIFICATION
New Delhi, the 6th July, 2026
No. A-12011/29/2023-H(Estt.)-II/D-460(E),— In exercise of the powers conferred by clauses (c)
and (e) of sub-section (1) of section 43 of the New Delhi Municipal Council Act, 1994 (44 of 1994) and
with the approval of the Central Government in terms of sub-section (2) of Section 387 of the said Act,
the New Delhi Municipal Council hereby makes the following regulations regulating the method of
recruitment to the post of Lady Health Visitor in Medical Services Department, New Delhi Municipal
Council, namely:-
1. Short title and commencement,-(1) These regulations may be called the New Delhi Municipal Council,
Medical Services Department, Lady Health Visitor, (Category ‘C’ post) Recruitment Regulations, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of Posts, classification and level in the pay matrix,- The number of the said post, its
classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the
Schedule annexed to these regulations.
3. Method of recruitment, age-limit, qualifications etc.,- The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the
said Schedule.
4. Disqualification,- No person,-
(a) Who has entered into or contracted a marriage with a person having a spouse living;
or
(b) Who having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post.
Provided that the New Delhi Municipal Council may, if satisfied that such marriage is permissible
under the personal law applicable to such person and the other party to the marriage and that there are other
grounds for so doing, exempt any person from the operation of this rule.
5. Initial Constitution,-All the incumbents holding category ‘C’ post of Lady Health Visitor in Medical
Services Department, New Delhi Municipal Council on regular basis on or before the commencement of
these regulations shall be deemed to have been appointed under these regulations in respective grades and
their regular continuous services shall be counted for the purposes of promotion, confirmation and seniority
etc.
6. Power to relax,-Where the New Delhi Municipal Council is of the opinion that it is necessary or
expedient so to do, it may, by order, and for reasons to be recorded in writing and with the approval of the
Central Government relax any of the provisions of these regulations with respect to any class or category of
persons.
7. Saving,- Nothing in these regulations shall affect reservation, relaxation of age-limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward
Classes, the Economically Weaker Section, the Ex-servicemen and other special categories of persons, in
accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:
From amongst Auxiliary Nurse and Midwife of the
New Delhi Municipal Council in Level 4 (Rs.25500
– 81100) in the Pay Matrix withfive years regular
service in the grade and having successfully
completed six months pre-promotional training from
a recognized institution for discharging duties as a
Lady Health Visitor.
Note: Where juniors who have completed their
qualifying or eligibility service are being considered
for promotion, their seniors shall also be considered
provided they are not short of the requisite
qualifying or eligibility service by more than half of
such qualifying or eligibility service or two years,
whichever is less, and have successfully completed
their probation period for promotion to the next
higher grade along with their juniors who have
already completed such qualifying or eligibility
service.
Deputation:
Officers of the Central Government or State
Governments or Union Territory Administrations,-
(a) (i) holding analogous posts on a regular basis in
the parent cadre or department; or
(ii) with five years’ service rendered after
appointment to the post on a regular basis in level-4
in the pay matrix (Rs.25500-81100) or equivalent in
the parent cadre or department; and
(b) Possessing the following qualifications and
experience, namely:-
(i) Diploma or certificate course (two years) in
Auxiliary Nurse Midwife or Diploma in General
Nursing Midwifery from a recognized institution;
(ii) two years’ experience in the field of Auxiliary
Nursing in minimum fifty bedded Government
Hospitals or a Government recognized hospital;
(iii) Registered as Auxiliary Nurse Midwife or as a
Nurse or Nurse and Midwife with State Nursing

(iv) Having completed six months training from a
recognized institution for discharging duties as a
Lady Health Visitor.
Note 1: The departmental officers in the feeder
category who are in the direct line of promotion shall
not be eligible for consideration for appointment on
deputation. Similarly. The deputationists shall not be
eligible for consideration for appointment by
promotion.
Note 2: The period of deputation including the
period of deputation in another ex-cadre post held
immediately preceding the appointment in the same
or some other organization or
department of the Central Government or State
Governments or Union Territory Administrations
shall ordinarily not to exceed three years.
Note 3: The maximum age-limit for appointment by
deputation shall ‘not be exceeding fifty-six years as
on the closing date of receipt of applications.
