Notification

The 12th June, 2018

No. 49/43/2018-4IB1b.— In pursuance of the provision under Chapter 12 of Enterprises Promotion

Policy, 2015 notified vide No. 49/43/2015-4IB1 dated 14th August, 2015, the Governor of Haryana is pleased to

notify the "Power Tariff Subsidy Scheme" with an objective to provide affordable power supply to the Micro & Small

Enterprises with the provisions given hereunder:

Quantum of Power Tariff Subsidy

Micro and Small Enterprises:

Rs. 2 per unit only for Micro and Small Enterprises in „C‟ and „D‟ Category blocks for 3 years from the date of

release of power connection.

Commencement and Applicability:

The Scheme shall commence with effect from 15.8.2015 for providing power tariff subsidy and shall remain in

operation for a period of 5 years. Such units to whom electricity power connection have been released on or

after notification of Enterprises Promotion Policy, 2015 (EPP-2015) i.e. 15.08.2015 and upto 14.08.2020 shall

be eligible for power tariff subsidy.

Eligibility Criteria of the Industrial Units:

The Micro and Small Enterprises established in the „C‟ and „D‟ Category blocks, which have filed

Udyog Aadhar Memorandum (UAM) with respective district industries centre (i.e. on portal

https://udyogaadhaar.gov.in) shall be eligible under the scheme. The Industrial Units must also comply with

the following conditions:

(i)

The enterprise should not have been placed in the restrictive list as notified by the State Government

from time to time.

(ii)

The enterprise should be in regular production at the time of release of subsidy and the same shall not

be released to a closed unit.

(iii)

The electric power connection should have been released on or after 15.08.2015 and upto 14.08.2020.

Procedure:

4.1

Application on prescribed Form (Annexure-I) for the grant of power tariff subsidy along with listed

documents would be submitted to the Director of Industries & Commerce, on the web portal of the

department.

4.2

The application would be processed and examined. The deficiencies, if any, would be communicated to

the applicant in writing within a period of 10 working days and the applicant would be given a time

period of two weeks to rectify the deficiencies so pointed out.

4.3

In case the deficiencies are not removed within prescribed period, the claim may be filed by the

Competent Authority, under intimation to the party through portal. The enterprise shall not be required

to submit any additional document other than specified under Annexure-I without approval of

competent authority.

4.4

The claim application so filed may be reopened with the orders of Administrative Secretary Industries

& Commerce provided request for the same is received within a period of 30 days from the date of

rejection of the claim by the designated Competent Authority.

4.5

The sanctioned amount will be directly credited in the bank account of applicant through State

Government Treasury. The applicant shall submit the affidavit (Annexure-IV) and pre-receipt

(Annexure-V) before releasing the subsidy amount.

Competent Authority for Sanction:

Director, Industries & Commerce shall be competent authority for sanction of Power Tariff Subsidy.

Time Limit to Apply:

The applicant shall submit claim application within 6 months from the date of issuance of notification of this

scheme for taking the re-imbursement for the period i.e. 15.08.2015 to the date of notification of this scheme.

However, the applicant shall submit subsequent claims of each quarter within 6 months after closing of quarter

of the Financial Year. Otherwise the applicant shall forfeit the entitlement for the power tariff subsidy.

Interpretation/Clarification:

Administrative Secretary Industries & Commerce, Haryana shall be competent to make interpretation of

provisions of this scheme.

Appeal:

Appeal against orders passed by the Competent Authority shall lie with the Administrative Secretary,

Industries & Commerce, Haryana within a period of 30 days from the date of communication of orders

appealed against. The order passed by the Administrative Secretary in appeal shall be final.

Penal Action:

In case, it is found at any stage that the applicant has claimed the Power Tariff Subsidy on the basis of any

false information, the applicant shall besides refunding the subsidy amount with compound rate of interest

@ 12% per annum and facing legal action, will be debarred from grant of any incentives/ assistance from the

State Government.

Head of Expenditure:

The expenditure shall be met under the scheme i.e. “2851-Village and Small Industries-102-Small Scale

Industries-[65] Incentives for Development of Industries under new Enterprises Promotion Policy 2015-(11)-

Subsidies”.
