The 27th June, 2018

No. 955-SW(3)-2018.— The Governor of Haryana is pleased to constitute a State Resource Group, District

Resource Group, Block Resource Group under POSHAN Abhiyaan (NNM) at State, District, Block level

respectively.

1.

State Resource Group(SRG)

The “State Resource Group” shall consist of the following members:-



Additional Director/Joint Director(ICDS)

Chairperson



Joint Project Coordinator (to be filled on deputation from any

Vice Chairperson

Government Department).



Consultant (Planning, Monitoring & Evaluation)

Member



Consultant (Health & Nutrition)

Consultant (Financial Management)

Principal Anganwadi Training Centre (MLTC)

Roles and Responsibilities of State Resource Group (SRG)



Issue instructions/directives (preferably jointly with Health) to all districts/blocks Incremental

Learning Approach.



The SRG will be oriented and developed into Master Trainers by a technical team led by the

Ministry of Women and Child Development/Central Project Management Unit.

Develop district and block level micro plans for conducting Incremental Learning sessions that

is schedules for meetings at the district, block and sector levels.



Inform the districts and blocks about financial norms, allocations, utilization certificates and

reporting mechanisms.



Develop and implement a supervision and field monitoring plan for state officials and

consultants for providing supportive on-site oversight for Incremental Learning sessions at the

district, block and sector levels.

District Resource Group (DRG)

The “District Resource Group” shall consist of the following members:-



District Programme Officer

Chairperson



All Women & Child Development Officers

Member

District Coordinator, NNM

Member



Project Assistant, NNM

Member



Senior Medical Officer/Medical Officer

Member



District Reproductive Child Health Officer

Member



Instructor of AWTC in the district if available.

3-4, External resource persons/Master trainers (Health Department)

Member

Roles and Responsibilities of District Resource Group (DRG)



Participating in full-day quarterly orientation on upcoming Incremental Learning cycles,

facilitated by SRG.



Conducting full-day (6-hour) BRG orientations in assigned block/s monthly on upcoming

IL cycles.



Support and monitor BRGs in the assigned block/s to conduct block level interactions as needed

and feasible – on sample basis.



Undergoing intensive training twice a year by SRGs to remain up-to-date.

Block Resource Group (BRG)

The “Block Resource Group” shall consist of the following members:-



Women & Child Development Officer

Chairperson



All Supervisors

Member



Block Coordinator, NNM

Member



Project Assistant, NNM

Member



ANM

Member



3-4, Master trainers/external resource persons (Health Department)

Member



Roles and Responsibilities of Block Resource Group (BRG)



Participating in monthly full-day orientation on upcoming Incremental Learning Approach

cycles, facilitated by the District Resource Groups.



Conducting 3-4 hour monthly orientations of all Learning Sessions of the block and of block

official and ANMs on upcoming Incremental Learning cycles.



Supporing LSs/ANMs in the assigned sector to conduct Incremental Learning sessions as per

design.



Undergoing intensive training twice a year by District Resource Group to remain up-to-date.

These Committees will continue till it is reconstituted or modified.
