Review of the Annual Administrative Report of Haryana Forest Department for the year 2016-17.
The 16th October, 2018
No. 4235.—
Haryana is primarily an agricultural state with almost 81% of its land under cultivation. It has a geographical
area of 44,212 sq.. km, which is merely 1.3% of the geographical area of the country. The State is not bestowed with
bounty of natural forests. The extent of recorded forest areas in the State is 1,747 sq. km i.e. 3.95% of its total land
area. The forest areas include strips of land along roads, canals, bunds and railways etc. which have been notified as
protected forests under the Indian Forest Act, 1927.
The Forest and Tree Cover (FTC) extends only to 6.79% of the geographical area of the State (as per State of
Forest Report-2017 published by the Forest Survey of India (FSI) Dehradun) whereas the National Forest Policy,
1988 envisages of having at least 33% of the total geographical area of the country under FTC. The State of Haryana
formulated its own State Forest Policy in the year 2006 that aims at increasing the FTC in the state to 20% in a phased
manner.
To make up for the deficient forests, the State has developed man-made forests (plantations) on strip lands,
community lands and farm lands. In compliance of the provisions made in the Forest Policy of State Government, the
Forest Department is making all efforts in increasing the quality and quantity of FTC in the State. Plantations based
on successful research works are being carried out in the State to enhance ecosystem services. The forestry activities,
especially plantations are being executed in the State to achieve the goal of restoration and amelioration of
environment.
During 2016-17, 1.92 Crore plants were planted (Departmental plantations – 1.60 Crore; Distribution of
plants- 0.32 Crore) against the planting target of 2.00 Crore plants in the state. The distribution of seedlings was about
20% of the planting carried out in the State during 2016-17. The expenditure under State Plan Schemes remained
Rs. 145.62 Crore.
The scheme namely “Development of Agro-Forestry – Clonal and Non-Clonal” was started during the year
2008-09 to encourage agro-forestry on farm lands for increasing the FTC in the State. The main emphasis of the
scheme was to raise plants of clonal eucalyptus on farmlands of small and marginal farmers. The scheme will also go
a long way in augmenting the supply of raw material for wood-based industries and increasing the income of farmers
in the state and also increasing the green cover in the State. A Plantation target of 7264.19 ha. and 125 RKM was
achieved spending an amount of ` 5663.16 lakh during 2016-17.
The growing stock in the Government forests was estimated as 74 lakh Cubic Meter during 2016-17 while it
was 66 Lakh Cubic Meters during 2015-16. No new forest settlement work was carried out during the year 2016-17.
Working Plan of Morni-Pinjore Division is being prepared.
Herbal parks have been developed in all districts to generate awareness about the benefits of medicinal plants,
herbs and shrubs. A total of 58 Herbal Parks have been set up.
The state has about 20% of the total forest area under Protected Areas. The State has 2 National Parks,
8 Wildlife Sanctuaries, 2 Conservation Reserves and 3 Mini Zoos as mentioned below:-

The Bombay Natural History Society has set up “Vulture Conservation Breeding Centre” in collaboration with
the Forest Department near Pinjore to conserve and rehabilitate vultures which are rapidly decreasing throughout
India. This project was started in August, 2001 and was funded by the Darwin Initiative for the Survival of Species of
U.K. Government for the first five years and now the activities are being supported by the funds given by the Royal
Society for Protection of Birds (RSPB), London. It is the first centre of its kind in Asia.

An Elephant Rehabilitation and Research Centre has been set up at Bansantour forest in Yamunanagar district.
This centre takes up the rehabilitation of the sick, injured and rescued elephants to provide them natural habitat. An
amount of ` 18 lakh was spent on this centre during the year 2016-17.
The “Conservation and Breeding Centre for Peafowl and Chinkara” has been established in their natural
habitat at Jhabua Reserve Forest (Rewari). Peafowl and chinkara will breed naturally in this centre. The expenditure
of the project during 20 years will be around ` 20 crore includes salary of the staff. An amount of ` 29.98 lakh was
spent on this centre during the year 2016-17.
The State Forest Policy proposed to create Self Help Groups (SHGs), particularly of women, in rural areas for
income generation activities for the people living below poverty line and involve them in conservation of natural
resources. SHGs are given proper training to start their micro-enterprises for self-employment and income generation.
Total 2487 Village Forest Committees (VFCs) and 1900 SHGs, mostly of women, have been constituted in the state
for socio-economic empowerment of the rural areas.

Monitoring and Evaluation:
The works of the Forest Department largely consist of rising of nurseries, earthwork, tree planting operations,
protection of plantations from damage, guarding forest wealth from theft, soil conservation works, etc. The field staff
is directly responsible for executing the works but the works require regular and periodic monitoring & evaluation.
Monitoring can be either internal or external. The Forest Department has evolved a mechanism for internal
monitoring within the department. External monitoring is sometimes got conducted by the state government. Also, in
case of centrally sponsored schemes, monitoring is done by Govt. of India and in case of externally aided projects by
the donor agencies.
Adoption of e-Governance:
Management Information System (MIS) and Geographical Information System (GIS), which are significant
tools for scientific planning and management, are being developed to improve efficiency in accounts, administration,
forest and wildlife management and personnel management. Global Positioning Systems (GPS) are being used for
mapping of forest boundaries, fire affected areas and plantation areas in the state. To monitor changes in Forest Tree
Cover in the state, satellite imageries are proposed to be used. Decision Support Systems (DSSs) for core forestry
functions like Forest Land Management, Forest Offence Management and Nursery Stock Management etc. have been
developed. Another DSS on Forest Assets Management System has also been developed by the department.
Two e-Citizen Services namely “Permission for felling of trees from areas closed under Punjab Land
Preservation Act, 1900” and “NOC in respect of Reserved Forests / Restricted Forests / PLPA” have been launched
by the department. The Block Forest Areas are being got digitized by HARSAC, Hisar.
