HARYANA GOVERNMENT
SOCIAL JUSTICE & EMPOWERMENT DEPARTMENT
Notification
The 26th February, 2019
No. 333/SW(4)-2019.— In partial modification of the Haryana Government Notification No. 1517 /
SW (4)-2018 dated 4th October, 2018, the Governor of Haryana is pleased to make the following amendments to the
scheme namely “Financial assistance to Women and Girl Acid Attack Victims” which will help them lead their lives
with dignity in the society.
1.
INTRODUCTION
The State Government through the Women and Child Development Department has notified a scheme “Relief
and Rehabilitation of Women Acid Victims” vide notification No. 337-SW(3)-2016 dated 25.03.2016. Under Clause
8 of the scheme, it has been provided “that monthly financial assistance of Rs. 8000/- to acid victims who come in the
definition of disability under clause (r) (s) and (zc) of section 2 of the Rights of Persons with Disabilities Act, 2016
should be provided by the Social Justice & Empowerment Department”.
2.
OBJECTIVE:
Acid attack is not something unheard of in India. It has shocked the conscience of our nation again and again
with mutilated faces, unbeaten survivors coming to the frontlines to share their horrific stories, and families driven to
bankruptcy supporting recovery costs. Acid attack is possibly one of the worst inflictions on another human – leading
to complete debilitation, loss of income and opportunity, and even social sequestration.
Acid attack on women & girls is the result of an uneven socio-gender set-up. Quarrels, disobedience or
willfulness and even the lack of any reason have resulted in acid attacks on women.
In some cases women & girls have lost their ability to hear due to the attack. When acid enters the wind pipe
or the food pipe, it can lead to fatal diseases. Many deaths have been reported after acid attacks. Treatment calls for a
huge amount of money & it is not possible for every victim to afford such costly treatment. This social security
scheme will allow a monthly pension to a woman or girl acid attack victim and allow her a continuous source of
income until the end of her life. Thus, it seeks to restore, to an extent the right to live with dignity for a woman and
girl acid attack victim.
3.
ELIGIBILITY CRITERIA
i.
“Acid attack victim” here means a woman or girl who has suffered disfigurement of any part of the
body or has become disabled due to acid attack or similar corrosive substance as defined under clause
(r) (s) and (zc) of section 2 of “The Rights of Persons with Disabilities Act, 2016” .
ii.
Any woman or girl victim/s facing acid attack on or after 2.5.2011 will be eligible.
iii.
This scheme will cover women and girl acid attack victims who are residents of Haryana and shall have
been residing in Haryana for at least 3 years prior to the date on which acid attack took place.
iv.
An application may be filed either by the victim or by her guardians claiming on her behalf in cases
where the victim herself is unable to make an application.
v.
Financial assistance would be admissible to the acid attack victim at the rate of pension under the
scheme Divyang Pension as decided by the Govt. from time to time applicable from the month on
which the application for claim of financial assistance is submitted.
vi.
Govt. employees shall not be eligible for Financial Assistance.
vii.
Victims who have permanent disability certification will be eligible for monthly pension.
viii.
Individual shall be eligible to claim only one pension i.e. if her case is approved for acid attack
victim assistance then she will not be eligible for any other kind of social security pension.

ix.
In order to ensure that the acid attack victim continues to meet the eligibility criteria over the
pendency of benefit that accrues to her she will be required to submit an annual undertaking to
the effect that she meets all the eligibility criteria as delineated above.
The undertaking will be submitted to the District Social Welfare Officer on April 1, every
year. The NIC will ensure that payment of benefit is linked to submission of such an
undertaking which should be uploaded on the portal.
In case at any time the undertaking provided is found to be incorrect, the benefit under the
scheme shall stand withdrawn from the date on which the incorrect submission by the
victim is identified.
In the interest of keeping the identity of the victim confidential, the NIC shall ensure that
like the other documents connected to the acid attack victim, the affidavit also remains
visible only to the District Social Welfare Officer.
4.
FINANCIAL ASSISTANCE
Financial assistance due to disability arising on account of acid attack will be granted. It is made clear that acid
attack is defined as an attack by another person and does not include self- inflicted acid injuries, made advertently or
inadvertently. Financial assistance shall be admissible as under:-
