Notification

The 11th March, 2019

No. 345–R-5-2019/2377.—

1.

This policy may be called the Policy on Purchase of Land Voluntarily offered to Government for Development

Projects (Second Amendment) Policy, 2019.

2.

In sub para (6) of para 4 of the Principal Policy,

(i)

The sign (;) shall be substituted by the sign (.)

(ii)

At the end of this sub para, the following shall be inserted namely:–

The quorum of the ‘Committee of Secretaries’ and ‘High Powered Land Purchase Committee’ shall be

at least 50% of the members including Chairperson;

In sub para (5) of para 5 of the Principal Policy, the following shall be inserted at the end, namely:–

The quorum of the ‘Committee of Secretaries’ and ‘High Powered Land Purchase Committee’ shall be

at least 50% of the members including Chairperson.

4.

In para 4, Part A of the Principal Policy, the following sub-para 6(a) shall be inserted, namely:–

Where the land has been offered by the aggregators, the Committee of Secretaries should firstly

negotiate the price with the aggregator and thereafter, with the individual land owners.

In para 5, Part B of the Principal Policy, the following sub-para 5(a) shall be inserted, namely:–

Where the land has been offered by the aggregators, the Committee of Secretaries should firstly

negotiate the price with the aggregator and thereafter, with the individual land owners.

In the Principal Policy issued vide Notification No. 273A–R–5–2017/884, dated 06.02.2017 and amended

Policy 2018 issued vide Notification No. 2177–R–5–2018/8499, dated 14.09.2018, after para 6, the following para 7

shall be inserted, namely: –

The Committee of Secretaries specified in Annexure ‘B’ of the Policy can take decision

upto 20% over and above the prevailing Fair Value (Collector) rates specified under the Indian Stamp

Act, 1899 for the registration of sale deed. In such cases, Department is not required to put up the case

to High Powered Land Purchase Committee and finalise the proposal as per the procedure laid down in

the Rules of Business of the Government of Haryana, 1977.

7.

In Annexure-C pertaining to High Powered Land Purchase Committee of the principal Policy

dated 06.02.2017, Minister Incharge of the indenting department shall be added as a Member.
