No. CCP (NCR)/RE/DDP/2019/1675.— In exercise of the powers conferred by sub–section (2) of
Section 203C of the Haryana Municipal Act, 1973 (24 of 1973) and sub-section (4) of Section 5 of the Punjab
Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 (Punjab Act 41 of 1963),
the Governor of Haryana hereby publishes the followingDraft Development Plan 2031 AD for Rewari along with
restrictions and conditions, given in the Annexure – A and B proposed to be made applicable to the controlled area
specified in Annexure–B.
Notice is hereby given that the Draft Development Plan shall be taken into consideration by the Government
on or after expiry of a period of thirty days from the date of publication of this notification in the Official Gazette
together with objections and suggestions, if any, which may be received by the Director, Urban Local Bodies
Department, Haryana, Bays No. 11–14, Sector–4, Panchkula, for the area falling within Municipal Committee, limit
and Director, Town and Country Planning Department, Haryana, as addressed to Chief Coordinator Planner (NCR),
HUDA Complex, 3rd Floor, C-3, Sector-6 Panchkula, for the area falling outside Municipal Committee limit from
any person with respect to this Draft Development Plan, before the expiry of the period so specified.

Explanatory note of the Draft Development Plan Rewari - 2031 AD.
I.
Introduction:-
Location:-
Rewari town lies in the extreme South of the State. Its distance ranges between 8 – 10 kilometers from
Delhi – Jaipur National Highway No. 48 (formerly NH – 8), it is situated between 27.52° – 28.50° North
latitude and between 76.0° to 76.5° East longitude. Its geographical boundaries have District Jhajjar in its
North, Mahendergarh District in its West and District Gurugram in its East and North – East directions.
District Alwar of Rajasthan State touches the District Rewari in the South – East. Rewari is located at 93 KM
milestone in the South – West direction of the National Capital Delhi across the Delhi – Jaipur Nation
Highway No. 48 (formerly NH – 8). Rewari town is situated at the height of 241.95 meters above from the sea
level.
Importance:–
It is an important town on account of the following factors:-
(i)
Besides being a district headquarter, it is the main town of the region and caters to a large rural hinter
land of Haryana and Rajasthan.
(ii)
It was the biggest Railway Junction of the meter gauge railway line in India, connected with Delhi,
Alwar, Narnaul, Mahendergarh and Hisar, Jhajjar and Rohtak District have also been connected by
Rewari as New Railway Line has been constructed and made operational. It is also very well connected
by road network with different important towns of the States as well as with Delhi and the important
places of the Rajasthan State. Now all the meter gauge railway lines have been converted to broad
gauge lines.
(iii)
It is traditionally an industrial town associated with brass industry.
(iv)
In the field of education it excels many parallel towns having one Indra Gandhi University (IGU)
Meerpur, one post graduate Regional Centre, (Maharishi Dayanand University, Rohtak), 04 Degree
colleges, 13 High / Higher Secondary School, 02 B.Ed. Colleges, 02 Industrial Training Institute (ITI)
for each boys and girls and one footwear institute.
II.
Brief History:-
Rewari town which was earlier a tehsil head-quarter of District Mahendergarh was upgraded to the
level of District Headquarter in the year 1989. The history of the district Rewari is contemporary to the history
of Delhi. During Mahabharta period there was a king named ‗Rewat‘. He had a daughter whose name was
Rewati. But the king used to call her Rewa by loving. The king founded and established a city named Rewa
wadi after the name of her daughter. Later on Rewa got married with Balram, elder brother of Lord Krishna
and the king donated the city ―Rewa wadi‖ as dowry to her daughter. Later the city Rewa wadi became
Rewari.
III.
Linkages:-
The existing town can be divided into two components. One is bounded by the circular road and the
other is outside the circular road. The town is very well connected by rail and road network, as six railway
lines emerge out from here in different directions and a number of roads radiate to different points on the
Circular road to the different places, namely Jhajjar, Delhi, Bawal, Kotkasim, Jaipur, Narnaul and
Mahendergarh. Like many other towns, it too presents a picture of mixed land uses, grain market near
Bharawas Chowk, vegetable market near Narnaul Chowk, timber and stone market on Jhajjar road located in
an around residential areas. Religious buildings cover a sizeable area in the form of worship places like
Ghanteshwar Temple at Moti Chowk and Hanuman Temple at Teja Singh tank.
The entire city is enclosed by a circular road. In fact this circular road is the dominating feature and is
serving as a guideline for development.
IV.
Topography and Climate:-
The topography of the district is represented by rugged hilly terrain of Aravali ranges. It has varied
topography comprising villages, undulating lands, sand dunes and alluvial plains. The Aravali ranges lie in the
Southern and Western parts of the entire district and thinly spread throughout the district.
The climate is hot and semi-arid with annual rainfall is about 300-500 mm. Overall climate of this
district remains dry. July, August and September are the months of rainy season. Light rains are experienced

during December, January and February. There is an acute shortage of water supply at Rewari. The sub soil
water in the town within the periphery of 8 Kms. is mostly brackish, but there are certain confirmed areas
along the bank of river Sahibi, where adequate potable water is available.
In this district temperature ranges from 2 to 47 degrees centigrade, months of December and January
are of severe cold and the months of May & June are extremely hot in summer. Because of its proximity with
Rajasthan this district faces dusty storms in summer season.
The relative humidity is as low as 30% during month of April to June and is as high as 70% in the
monsoon months.

VI.
Planning Proposals:-
1)
Population Projection:-
Draft Development Plan – 2031 AD, Rewari is prepared for projected population of 704062
(say 7 lacs). The population of Rewari is expected to grow due to the induced population by the
following factors;
1.
Dedicated Freight Corridor (DFC) passing by the Southern – Eastern side of Rewari town.
2.
Delhi-Mumbai Industrial Corridor Development Corporation (DMICDC) has planned a major
industrial hub in Rewari Region and a Draft Development Plan of Maneasr – Bawal Investment
Region (MBIR) – 2039 AD. has already been approved. Rewari is surrounded by MBIR plan
from all sides except part of Northern – Eastern side.
3.
Rapid Rail Transit System (RRTS) proposed alignment is passing along/parallel to National
Highway No. 48 (formally NH – 8).
As per census of 2011 of Rewari town, the population was 143021. However, while projecting
the population of the town, the population of villages falling within Urbanisable area has also taken into
consideration, which is about 26041. Thus the base population of the town have been taken as 169062
for making population projection for 2031 AD. considering the economic factors mentioned above, the
population of this city have been projected as under:-
Notified Draft Development Plan Rewari – 2021 AD for 4.5 lacs population has been revised on
the basis of growth of existing decades and draft development plan – 2031 AD prepared for the
population of 704062 persons (say 7 lacs persons) upto 2031 AD. As per census 2011 AD, the
population of the town is 169062 (including population of villages). Accordingly, the Draft
Development Plan for the town has been prepared for accommodate additional population of 535000. A
detailed population estimation vis–a–vis land allocation has been explained as under:-

Proposed Land uses:-
1)
Residential:-
As per population projection, about 7,04,062 (say 7 lacs) persons are to be accommodated in the
town by 2031AD At present around 92,400 persons are residing in HSVP Sectors 1, 3 & 4 having an
area measuring 195 hectares and a major portion of residential sector 14 part, sector 11part and 12 total
measuring about 267 hectares has been occupied by unauthorized regularized colony and no planning
intervention is possible in these parts of sectors. Thus, 92,400 persons can still be accommodated in
these sectors at a density of 200 persons per hectare which will account for about 462 hectares land
including HSVP sectors. This population is already merged in total population of town i.e. 169062. The
remaining projected population of 535000 will be accommodated in 2148 hectares of land comprising
of residential sectors 5, 6, 7, 10, 15, 18, 19, 20 (part), 21 (part), 22, 23, 25, 26, 27, 29A (part), 30 (part),
32, 33, 34, 38 and 38A which will be developed at a population density of 250 persons per hectares.
Every residential sector shall be developed to the sector density indicated in the drawing with 20%
variation on either side and in addition to it, the density as prescribed in the new integratedlicensing
policy, Affordable Group Housing policy, Deen Dayal Jan Awaas Yojna. 20% Group Housing
component policy shall also be applicable in a residential sector. Thus, the total land allocation under
this use is 2610 hectares. Hence, the area under the regularized colony has not been taken into count
while making land allocation. The residential areas proposed in the development plan shall be
developed on neighborhood concept by making provision of all the community facilities and services
within the sector. Keeping in view the scarcity of water in district Rewari, all the sectors / colonies shall
be developed on zero discharge concept for encouraging the use of recycled water.
a.
The additional area for infrastructure shall be shall be provided in the already planned /
developed residential sectors to meet out the requirement of the additional population.
b.
The minimum width of the roads in a residential colony / sector shall not be less than 12 meters
or as per Departmental Policy.
c.
The minimum area for parks / open spaces in a residential colony / sectors shall be planned in
such a manner that it shall meet the minimum norms of 2.5 sq. meters per persons.
2)
Commercial:-
An area measuring 404 hectares has been provided in sector – 1, 16 (part), 17, 29B, 31 and
partly in other sectors such as 5, 25, 29A, 30 and 37 under commercial use. The commercial
pockets/strips shall be used for uses; namely; commercial mall, corporate commercial complexes, total
trade, warehousing and storage, restaurants, hotels, offices and banks etc. Sector–31 is proposed to be
developed as City Centre.

Industrial:–
Keeping in view the existence of Dharuhera Industrial area in close proximity to Rewari and
upcoming industrial growth centre and MBIR industrial hub near Bawal, only 4 sectors i.e. 11(part),
11A, 12(part) and 40 with an area of 333 hectares have been proposed for these purposes.
4)
Transport &Communication:–
The alignment of Western Dedicated Freight Corridor (WDFC), a National level Project of
Government of India has been proposed to pass through the district as depicted on the Draft
Development Plan. The WDFC covers a distance of 1483 Km of double line electric track (2x25 KV)
from JNPT to Dadri via vadodara-Ahmedabad-Palanpur-Phulera-Rewari. The out of above mentioned
distance approx. 192 KM track shall passes through Haryana State. The traffic on the Western corridor
will comprise of ISO containers from JNPT and Mumbai port in Maharashra and ports of Gujrat
destined for Integrated Container Depots(ICDs) located in Northern India. Besides containers, other
commodities moving on the Western corridor are POL, fertilizers, food grains, salt, coal, iron, steel,
cement.
Apart from above, in order to provide smooth and free flow of the road and rail traffic, an area
measuring 612 hectares has come under Transport and Communication zone. In order to cater the need
of Transport & Communication of the Town, Sector-28 and 39 has been reserved for these purposes.
The existing radial pattern of the town has been maintained and accordingly a 60 meter wide
inner peripheral road along with it, 60 metres wide Utilities and Services Corridors, has also been
provided along the boundary of sector 1, 3, 4, 10, 6, 7 and 13 upto Jhajjar road. Another link of
National Highway – 71 and National Highway – 8 (old nos.) constructed by NHAI which is taking off
from village Lisana (on Rewari – Jhajjar Road) and is merging with National Highway No. 48 (Delhi –
Jaipur Road) near village Majri Duda has been incorporated in such as outer peripheral road of
urbanisable zone. Another link taking off from Rewari – Narnaul Road (NH. 11) and passes along the
DFC Corridor on outer sides and passing then sectors – 26 / 29, 25 / 29A, 24 / 31, 23 / 32 and 22 / 33
has been incorporated. A 120 meter wide central arterial road as an additional link to Rewari Town
from NH – 48 has been proposed.
Delhi–Rewari, Rewari-Jaipur and Rewari-Hisar Railway Lines have already been converted
from meter gauge to broad-gauge, while making the double line and electrification is yet to be taken up.
With the conversion of Delhi-Jaipur Railway line to broad gauge, development of Bawal Growth
Centre and installation of oil depots; the rail traffic on this line is likely to increase manifolds, hence in
order to cope up, the goods and passenger traffic and in view of limitation of existing Railway Station,
a new city Railway Station is proposed on Bawal line.
A new rail link between Rewari-Palwal-Khurja has also been proposed in Draft Development
Plan- 2031 AD, Rewari as per notified DDP- 2021 AD, Rewari.

and private developers. The floor area ratio and saleable area shall continue to be permitted only on the
net planned area.
5)
Public Utility:-
For providing good quality infrastructure facilities, 197 hectares of land is reserved under Public
utility zone in different sectors viz. 8 (part), 9 (part), 13 (part), 16 (part), 21 (part), 23 (part), 24 (part)
and 29 (part). This area will provide for water supply installation and treatment plants, electric power
plants, Sub-station drainage and sanitary installation including sewage treatment plants, waste and
disposal work and gas installation and gas depot. In addition to existing 132 kVelectricsub-station in
Sector-13, eight nos. of ESS/GSS (one for 440 kV, three for 220 kV and five for132 kV) have been
proposed in the Draft Development Plan-2031 AD. Out of these, 440 kV sub-station is proposed along
NH-352 on Rewari- Delhi road, while two sub-stations of 220 kV each have been proposed on Rewari-
Shahjahanpur road and Rewari-Bawal road in addition to one 220 kV sub-station existing in sector-16.
Further,five sub-stations of 132 kV each have been proposed on Rewari-Mahendergarh road in
agriculture zone and in sector-9, 13, 36 & 29. The canal based water works have been proposed in
agriculture zone in the revenue estate of village Lisana near Jawahar Lal Nehru Canal. Solid waste
disposal has been proposed in the revenue estate of village Dohki with an area of 10 hectares. Sector 8
has been reserved for Sewerage treatment works.
6)
Public & Semi Public:-
An area measuring 341 hectares has been reserved for public and Semi Public Zone. The major
portion of this area has been planned on Delhi-Jaipur National Highway No. 48 (formally NH – 8),in
Sector 36 and 37 (part) to accommodate International, National and State level institutions and Central
Government Union Ministry offices. Sector 13 (part), 24, 29 are also proposed under this use.
7)
Open Spaces:-
An area measuring 758 hectare has been reserved for the open spaces. Sector 35 has been
exclusively reserved for international level sports stadium including open spaces and other recreational
uses. 60 meter wide green buffer along National Highway No. 48 and the green belts have been
provided along Jawahar Lal Nehru Canal, Railway Lines and roads as shown in the plan as per Sub-
Regional Plan, 2021AD. The green belt shown along the sector/arterial roads shall be primarily meant
for the widening of the sector/arterial road in future. However, till such time the widening does not take
place, the said area may be utilized for nursery/plantations, fuel-filling station, communication lines,
utility services etc. with the prior approval of the Director. Provision of two town parks of ten acres
each, one in sector - 27 and another in sector – 30 has been proposed in addition to the existing town
park in sector – 19. Apart from this, a water recharge zone over an area of 88 hectares along J.L.N.
canal in sector – 8 and 9 has also been proposed.

Agriculture Zone:-
Rest of the controlled area has been designated as Rural Zone with a view to keep it free from
large scale building activities so that it could be further utilized for the expansion of the town in future.
However, rural and small scale industries and farm houses are permissible in this zone subject to the
condition stipulated in zoning regulations and policy framed by the Government. This zone however
will not eliminate the essential building development within this area such as the extension of the
existing villages, contiguous to the abadi deh, if undertaken under a project approved or sponsored by
Government and other ancillary and allied facilities necessary for the maintenance and improvement of
the area as agriculture area, An area of 10.21 acres, for establishment of milk dairies, has been proposed
in the agricultural zone in the revenue estate of village Jatuwas.
9)
Natural Conservation Zone:-
Natural Conservation Zone (NCZ) is identified as the environmentally sensitive area. As per the
RegionalPlan-2021 AD, the Agriculture, Horticulture, Pisiculture, Social Forestry, afforestation and
RegionalRecreational activities with construction not exceeding 0.5% of the permissible activities in
this zone. In orderto identify the Natural Conservation Zone, the ground truthing exercise is being
carried out and afterfinalization of the same, in case, any site is identified as NCZ, then the provisions
of NCZ will be applicableover that area irrespective of the proposals given in the plan.
Conservation of Heritage Sites:-
The monuments, heritage sites, special area of aesthetic, sentimental or historic value whichrequired protection
shall be protected.
Zoning Regulations:-
The legal sanctity to the proposal regarding land use is being given to the effect by a set of zoning regulations
(Annexure B) which form a part of this development plan. These regulations will govern the change of land use and
standards of development. They also very elaborately detail out allied and ancillary uses which will be permitted in
the various major land uses and stipulate that all change of land use and development shall be in accordance with the
details shown in the master plan thereby ensuring the preparation of detailed sector plans for each sector to guide the
development and enforce power controls.
Annexure – B
Zoning Regulations:-
Governing use and development of land in the controlled area around Rewari as shown in Drawing No. DTP
(RE) 627/2018 dated 12.07.2018/ 15.10.2018.
I.
General:-
1.
These zoning regulations forming part of the Draft Development Plan for the controlled areas around
Rewari shall be called zoning regulation of Draft Development Plan for the controlled areas.
2.
The requirements of these regulations shall extend to the whole of the area covered by the Draft
Development Plan and the Haryana Municipal Act, 1973 (24 of 1973) and the Punjab Scheduled Roads
and Controlled Areas Restriction of Unregulated Development Act, 1963 (Punjab Act 41 of 1963) and
the rules framed there under.
II.
Definitions:–
In these regulations:
(a)
―Approved‖ means approved by the competent authority;
(b)
―Building Code‖ means, the Haryana Building Code 2017;
(c)
"Building rules" means the rules contained in part VII of the rules;
(d)
―Drawing" means Drawing No. DTP (RE) 627/2018 dated 12.07.2018/ 15.10.2018.
(e)
―Floor Area Ratio (FAR)‖ means a quotient obtained by dividing the multiple total covered area of all
floors and hundred, by the area of plot i.e.

For the purpose of calculating FAR, cantilevered permitted roof projections, lift room, mumty,
balcony, basement or any floor if used for parking, services and storage, stilt area (unenclosed)
proposed to be used for parking and pedestrian plaza only, open staircase (without mumty), terrace with
or without access, fire staircase, atrium, water tank, open court yard of permitted size shall not be
counted towards FAR:
Provided that area under shaft, chutes, lift well and staircase from stilt to next floor shall be
counted towards FAR only at once on ground floor:
Provided further that in case the ventilation shaft area is more than 3 square metres, it shall not
be counted in FAR;
(f)
‗Fuel Station‘ means the fuel filling station providing retail supply of fuel for automobiles which shall
include petrol pumps, CNG station, bio fuels, charging station, battery providing stations etc;
(g)
Group Housing‖ means a building designed and developed in the form of flats for residential purpose
or any building ancillary to group housing;
(h)
'Light Industry' means industry not likely to cause injurious or obnoxious noise, smoke, gas, fumes or
odors, dust, effluent and any other nuisance to an excessive degree and motivated by electric power;
(i)
'Local Service Industry' means an industry, the manufacture and product of which is generally
consumed within the local area, for example: bakeries, ice-cream manufacturing, aerated water, atta
chakkies with power, laundry, dry cleaning and dyeing repair and service of automobile, scooters and
cycles, repair of household utensils, shoe making and repairing, fuel depots etc. provided no solid fuel
is used by them.
(j)
'Medium Industry' means all industries other than Light Industry and Local Service Industry and not
omitting obnoxious or injurious fumes and odours;
(k)
'Extensive Industry' means an industry set up with the permission of the Government and in
extensive, employing more than 100 workers and may use any kind of motive power of fuel provided
they do not have any obnoxious features;
(l)
'Heavy Industry' means an industry to be set up in public or semi public or private sector with the
permission of the Government (the cost of plant machinery etc. as defined in the industrial policy of the
Government);
(m)
'Obnoxious or Hazardous Industry' means an industry set up with the permission of the Government
and is highly capital intensive associated with such features as excessive smoke, noise, vibration,
stench, unpleasant or injurious effluent, explosive, inflammable material etc. and other hazards to the
health and safety of the community.
(n)
―Material Date‖, ―material date‖ means the date of publication of notification of various controlled
areas declared as under:

―Public Utility Service Building‖ means any building required for running of public utility services
such as water supply, drainage, electricity, post and telegraph and transport and for any municipal
service including a fire station.
(q)
―Rules‖ the Rules framed under the Punjab Scheduled Roads and Controlled Areas Restriction of
Unregulated Development Rules, 1965.
(r)
―Sector Density‖ and ―Colony Density‖ shall mean the number of persons per hectares in sector area
or colony area or colony area as the case may be;
(s)
―Sector Area‖ and ―Colony Area‖ shall means the area of sector or of colony indicated as such in the
Development Plan;
Explanation:-
(1)
In this definition the ―Sector Area‖ or ―Colony Area‖ shall mean the area of the Sector or of
Colony as shown on the drawing on the approved layout plan of the colony/sector which will be
excluding the area unfit for building development within the sector or the colony as the case may
be.
(2)
Benefit of 50% of the area falling under major roads and their adjoining green belts, if any, shall
be allowed for plotable area/floor area ratio (FAR) in case of plotted/group housing colony;
(3)
In the layout plan of colony or sector, other than industrial colony/sector, the land reserved for
roads, open space, schools, public and community building and other common uses shall not be
less than 45% of the gross area of the land under the colony/sector;
(4)
For the purposes of calculation of sector density or colony density, it shall be assumed that
50 percent of the sector area or colony area will be available for residential plots including the
area under Group Housing and that every building plot shall on the average contain three
dwelling units each with a population of 4.5 persons per dwelling unit or 13.5 persons building
plot or as incorporated in the zoning plan of the colony/group housing complex. In the case of
shop-cum- residential plot, however, only one dwelling unit shall be assumed;
(5)
Notwithstanding above, the projects approved under specific policy like New Integrated
Licensing Policy; Floor Area Ratio and density shall be the governing parameters instead of
plotable area;
(t)
―Site Coverage‖ means ratio expressed in percentage between the area covered by the ground floor of
building and the area of the site;
(u)
The terms ―Act‖, ―Colony‖, ―Colonizer‖, ―Development Plan‖, ―Sector‖ and ―Sector Plan‖ shall
have the same meaning as assigned to them in the Punjab Scheduled Roads and Controlled areas
Restriction of Unregulated Development Act, 1963 (Punjab Act 41 of 1963) and rules, 1965 framed
there under.
(v)
―Farm House‖ means a house constructed by the owner of a farm at his land for the purpose of:
(i)
Dwelling unit, i.e. main use,
(ii)
Farm shed i.e. Ancillary use.
Notes:-
(1)
The construction of the farm house shall be governed by the restrictions given under clause XIX
regarding "provision of farm houses outside adadi- deh in agricultural zone".
(2)
The farm sheds shall be governed by the restriction mentioned in clause XIX regarding building
control and site specifications.
(w)
―Ledge or Tand‖ mean a shelf-like projection, supported in any manner whatsoever, except by means
of vertical supports within a room itself but not having projection wider than one metres ;
(x)
―Loft‖shall mean an intermediate space between two floors on a residual space with maximum height
of 1.5 metres and which is constructed or adopted for storage purposes only;
(y)
―Mezzanine Floor‖ means an intermediate floor, between two floors, with area restricted to ½ (half) of
the area of the lower floor and with a minimum height of 2.3 metres and shall not be lower than 2.3
metres (clear height) above floor level;

(z)
―Subservient to Agriculture‖ mean development and activities, which are required to assist in
carrying out the process of "agriculture" such as tubewells, pump chambers, wind mills, irrigation
drains, pucca platform, fencing and boundary walls, water hydrants etc;
(za) "Rural Industries Scheme" means industrial unit, which is registered as rural Industries schemes by
the Industries Department;
(zb)
"Small Scale Industries" means Industrial unit, which is registered as Small Scale Industry by the
Industries Department;
(zc)
"Agro based Industries" means an industrial unit, which uses food grains, fruits or Agro waste as
raw-material;
(zd)
"Information Technology Industrial Units" means the categories of industries included in the
Annexure to the Government of Haryana Information Technology Policy, 2000 and in Appendix-1 to
this notification and/or, as may be defined by the Government of Haryana from time to time;
(ze)
"Cyber Park/ Information Technology Park" means an area developed exclusively for locating
software development activities, and Information Technology Enabled services wherein no
manufacturing of any kind (including assembling activities) shall be permitted;
(zf)
"Cyber City" means self contained intelligent city with high quality of infrastructure, attractive
surrounding and high-speed communication access to be developed for nucleating the Information
Technology concept and germination of medium and large software companies Information
Technology Enabled services; wherein no manufacturing units may be allowed;
(zg)
―Green Belt‖ shall mean, strips of land along sector/arterial road shown in the development plan
primarily meant for the widening of the sector/arterial road in future.
(zh)
Any other term shall have the same meaning as assigned to it in the Punjab Scheduled Roads and
Controlled Areas Restriction of Unregulated Development Act, 1963, (41 of 1963) and the rules 1965
framed there under;

IV.

and each sector shall be designated by number as indicated on the drawing.
V.
Detailed land uses within major uses:-
Main ancillary and allied uses, which are subject to the other requirements of these regulations and of
the rules, may be permitted in the respective major land use zone are listed in Appendix B sub-joined to these
zoning regulations.
VI.
Sector not ripe for development:-
Notwithstanding the reservation of various sectors for respective land uses for building purposes, the
Director may not permit any changes in their land use or allow construction of building thereon from
considerations of compact and economical development of the controlled area, till such time as availability of
water supply, drainage arrangement and other facilities for the sectors are ensured to his satisfaction.

VII.

Government may notify any sector for development exclusively by it or by its agencies, in which case,

IX.
Non confirming uses either existing or having valid charges of land use permission:-
1.
With regard to the existing industries shown in the zones other than industrial zone in the development
plan, such industrial non-conforming uses shall be allowed to continue for a fixed period to be
determined by the Director, but not exceeding ten years, provided that the owner of the industry
concerned:
(a)
Undertakes to pay to the Director, as determined by him the proportionate charges, toward, the
external development of the site as and when called upon by the Director to do so in this behalf;
(b)
During the interim period makes satisfactory arrangement for discharge of effluent to the
satisfaction of the Director.

(c)
Shall not be allowed to expand the existing project within the area of non-conforming use.
2.
With regard to the projects having valid Change of land use permission and located in the zones other
than confirming use zone in the development plan, such non-conforming uses shall be allowed to
continue, provided that the owner of the building concerned:
(a)
undertakes to pay to the Director, as determined by him the proportionate charges, toward, the
external development of the site as and when called upon by the Director to do so in this behalf;
and
(b)
During the interim period makes satisfactory arrangement for discharge of effluent to the
satisfaction of the Director.
X.
Discontinuance of non-conforming uses:-
(1)
If a non-conforming use of land has remained discontinued continuously for a period of two years or
more, it shall be deemed to have terminated and the land shall be allowed to be re-used or re-developed
only according to the conforming use.
(2)
If a non-conforming use building is damaged to the extent of 50 percent or more of its re-production
value by fire, flood, explosion, earthquake, war, riot or any other natural calamity, it shall be allowed to
be re-developed only for a conforming use.
(3)
After the discontinuance of projects included under clauses IX, the land shall be allowed to be
redeveloped or used only for conforming use.
(4)
After a lapse of period fixed under clause IX(1) the land shall be allowed to be re-developed or used
only for conforming use.
XI.
The development to conform to sector plan and zoning plan:-
Except as provide in regulation IX, no land within major land use shall be allowed to be used and
developed for building purposes unless the proposed use and development is according to the details indicated
in the sector plan and zoning plan or the approved colony plan in which the land is situated.
XII.
Individualsite to form part of approved layout or zoning plan:-
No permission for erection or re-erection of building on a plot shall be given unless,-
(i)
the plot forms a part of an approved colony or the plot is in such area for which relaxation has
been granted as provided in regulation XVII; and
(ii)
the plot is accessible through a road laid out and constructed up to the situation of the plot to the
satisfaction of the Director.
XIII. Minimum size of plots for various types of buildings:-

XIV.
Site coverage/height and bulk of building under various types of buildings:-
The site coverage, Floor Area Ratio and height permitted on a specific plot/site shall be governed by
the prescribed policy parameters, building code/rules and /or as laid down in the zoning plan of such
plot/site.
XV.
Building lines in front side and rear of building:-
These shall be provided in accordance with building code/rules and /or as laid down in the zoning
plan of such site.
XVI.
Architectural control:-
Wherever architectural control is considered necessary, every building shall conform to architectural
control prepared as per clause 6.4 of Haryana Building Code 2017.
XVII. Relaxation of agricultural zone:-
In the case of any land lying in Agriculture zone, Government may relax the provisions of this
development plan:-
(a)
for use and development of the land into a residential or industrial colony provided the colonizer has
purchased the land for the said use and developed prior to the material date and the colonizer secures
permission for this purpose as per Rules.
(b)
for use of land as in individual site (as distinct from an industrial colony).
Provided that:-
(i)
the land was purchased prior to the material date;
(ii)
the Government is satisfied that the need of the industry is such that it cannot await alternative
allotment in the proper zone;
(iii)
the owner of the land secures permission for building as required under the Rules;
(iv)
the owner of the land undertakes to pay to the Director as determined by him, the proportionate
charges as and when called upon by the Director in this behalf and during the interim period
makes satisfactory arrangement for discharge of effluent.
Explanation.—
The word 'purchase' used in this regulation shall mean acquisition of full proprietary
rights/lease right for such period as may be specified by the Government for different purposes etc.
XVIII. Density:-
Every residential sector shall be developed to the sector density indicated in the drawing with 20%
variation on either side and in addition to it, the density as prescribed in the New Integrated Licensing
Policy, Deen Dayal Jan Awaas Yojna Policy and Affordable Group Housing policy. 20% Group Housing
component policy shall also be applicable in a residential sector.
XIX.
Provision of farm house outside abadi-deh in agricultural zone:-
Farmhouses shall be allowed only for bonafide use of landowner(s) provided he does not own a house
in any urban area because the real object for allowing farmhouses in agriculture zone is to meet the housing
needs of the farmers on a small portion of the farm so that he can take care of his agriculture produce while
living on that farm. Hence, a farm house in agriculture zone, outside abadi-deh may be allowed if the area of
the land is 2 acres or more on the following conditions:–

Any revenue rasta/ road is defined in the revenue record.
(v)
Basement:-
Basement shall be permitted to the maximum extent of ground floor coverage and uses are
permitted as per the Haryana Building Code-2017.
(vi)
Ledge, loft and mezzanine floor:-
Ledge, loft and mezzanine floor shall be permitted within the building subject to the restrictions
above as well as the restrictions stipulated in the definition given in clause –II of zoning regulations of
Development Plan.
(vii)
Service water supply and drainage:-
(a)
Good potable water supply should be available in the farm for human consumption in case of
farm house is built.
(b)
Open sanitary drains or covered drains to be provided to clean the sheds in case of dairy farms,
drains are to be provided for carrying rain water in case of all buildings.
(c)
Septic tank to be provided for disposal of human and animals waste as per provisions of Rules.
(d)
The distance between the septic tank and open well or tubewell shall be as provided in the Rules.
(viii) The owner shall be permitted to construct boundary wall around the main dwelling unit and ancillary
portion thereof and around remaining area of farm barbed wire fencing shall be allowed.
(ix)
The CLU permissions for setting up of farmhouse shall be considered in the area other than over
exploited or critical areas as declared by Central Ground Water Board.
Provided that Government may amend the minimum size of the farm for any scheme sponsored
by the State Government/State Agency for the proper utilization of the rural zone.
XX.
Provision of information technology units and cyber parks/cyber cities:-
(i)
Location:-
(a)
Information Technology industrial units will be located in industrial areas/industrial zones only;
(b)
Cyber Parks/Information Technology parks will be located either in industrial areas or industrial
abutting sector roads in the form of integrated development. However, no manufacturing units
will be permitted in such parks.
(c)
Cyber Cities:– The location of such a facility will be decided by the Government;

of Departments memo dated 10.03.2015 and as amended from time to time.
XXII.
Safety against seismic hazards:-
All the developments/building activities in the Development Plan area shall be carried out keeping in
view the intensity of the seismic activity in development plan area, as per Seismic zone map of Indian
Standard IS 1893:2002. In order to take care of the same the whole urban development shall be checked for
safety against said intensity probability of occurrence, and upgraded for required seismic resistance in
buildings and infrastructure as found necessary.
XXIII. Brick klins in controlled areas:-
Siting of the brick kilns in the Controlled Areas shall be governed by the respective policy/ guidelines
issued by the Competent Authority from time to time.
XXIV. Relaxation of development plan:-
Government may in case of hardship or with a view to save any structure constructed before the
material date, relax any of the provisions of the development plan on principles of equity and justice on
payment of such development charges and on such other.
