ANNEXURE-A
EXPLANATORY NOTE ON THE FINAL DEVELOPMENT PLAN FOR THE CONTROLLED AREA
BARWALA-2041 A.D.
1.
Introduction:
Excavations carried out in and around Barwala town suggest its association with ancient Harappan culture.
Morphology of the town is marked by the narrow lanes, old break, mosque and local depressions which have taken
the shape of ponds.
2.
Location and Regional Setting:
Barwala Town is situated at 29° 21’ North Latitude and 75° 54’ East Longitude at an elevation of 214 metres
above mean sea level. Barwala is old town situated at a distance of 30 kilometres in the North of the district
headquarter, Hisar on National Highway number 52 and Jakhal-Hisar railway line. Barwala is well connected to
surrounding towns i.e. Uklana, Hansi, Agroha, Jind, Hisar and surrounding villages. Barwala Town is Sub-divisional
headquarter in Hisar district.
3.
Physiography:
Barwala Town and surrounding area forms part of Indo-Gangetic plain. The area as a whole is almost flat
alluvial plain dotted with sand hummocks and sand dunes having gentle slope from north-east to south-west. The soil
of the area is of sandy loam texture and its Potential of Hydrogen value range from 7.0 to 8.5, which is suitable for
crops. Another feature of Barwala Town is numerous water bodies called ‘Johars’ in local language. Small internal
drains passing through the town discharge their load into aforesaid water bodies and these also act as reservoir for
disposal of surface run-off. The average groundwater table depth varies from 5 to 15 metres. Barwala Block has been
categorised as safe by central ground water board as far as exploitation of underground water is concerned. The
average annual rainfall is 330 mm.
4.
Climate:
The climate is very hot in summers and very cold in winters. The maximum day temperature during the
summer varies between 40 to 46 degree celsius. During winter its ranges between 1.5 degree to 4 degree celsius. The
winds are strong and frequent during May to July. Normally, the south-westerly current of summer monsoon brings
the rains during July to September period. Intermittent dust storms are also common.
5.
Availability of infrastructure:
(a)
Utilities:
Electricity Supply: - The existing power demand of Barwala Town is met through 66 kilovolt Electric
sub-station located in Barwala Town and 132 kilovolt grid sub-station located on outskirts of Barwala
Town on National Highway number 52. A 1200 Mega Watt thermal Power Station is also located in the
vicinity of Barwala Town in village Khedar. Although, hundred percent electrification has been
achieved in both urban area as well as rural areas, yet power supply is not round the clock due to gap
between demand and supply.
264
HARYANA GOVT. GAZ. (EXTRA.), JAN. 27, 2023 (MAGH. 7, 1944 SAKA)
Water supply: - The drinking water supply of Barwala Town and its nearby villages is being looked
after by Public Health Engineering Department. The main source of water supply is Canal-based.
Public Health Engineering Department has constructed two water works in Barwala Town to cater for
existing water demand.
Sewerage system and Drainage: - Approximately 25% of Barwala Town is serviced through Sewer
system. Public Health Engineering Department has constructed sewage treatment plant of 6 million litre
per day capacity at village Dhani Garan. For rest of the town, sewage is discharged into open drain
which discharge their load into existing water bodies (Johars). Barwala Town does not have proper
drainage system. Surface run-off during rainy season is discharged into aforesaid existing water bodies
through small internal drains as a result water stagnates in ponds during rainy season.
(b)
Social infrastructure:
Educational and health facility:- At present there are one Government College and 3 Government
Senior Secondary Schools and 5 Government Primary Schools and 10 Senior Secondary Schools and
13 Primary Schools in private sector to cater to educational needs of Barwala Town. One Community
Health Centre of 30 beds and 10 private hospitals are functioning in Barwala Town to cater to medical
needs.
Community facilities:- There are 4 Dharamshalas, one Cinema hall, Fire Station, 2 grid substations,
one exhibition ground and 3 parks to serve social and recreational needs of Barwala Town and
surrounding area.
6.
Economic base of the town:
Since Barwala has very fertile hinterland, its economy depends upon trade and commerce and other services.
The trade and commerce shall continue to play important role in supporting the economy of Barwala town in the
coming years. Haryana State Agriculture Marketing Board has constructed a grain market and vegetable market in
the vicinity of Barwala railway station to cater to the sale of agricultural produce of neighboring villages and Barwala
town.
Barwala town has some industrial base in form of Agro-based industries such as rice shellers, cotton ginning,
flour mill, etc. There are 150 small and cottage industrial units engaged in manufacture of various products like iron
and steel furniture, mustard oil extraction, etc.
As per census data, 2011, 26.7% of total population of Barwala Town i.e. 43,384 has been intimated as main
workers. Out of total main workers, 1,363 are engaged in agriculture (primary sector), 266 are engaged in household
industries (secondary sector) and 9,183 are dependent tertiary sector in terms of employment. This sector provides
employment to about 80% of the total main workers.
7.
Demography:
The decadal growth and projected population of the town is given below:-
Year

It is evident from the figures given in the above table that the towns have been showing moderate growth of
population. Considering the industrial policy of the State for encouraging rapid industrialisation and urbanisation in
low and medium potential zones of the State, it has been assumed that Barwala will grow at a faster rate during the
decades 2011-2021 and 2021-2041 due to Rajiv Gandhi Thermal Power Plant and subsequent activities in
surrounding area.
8.
Existing Transportation Network:
Barwala Town is located at approximately 30 kilometre from district headquarter on National Highway
number 52. Two major State highways (i.e. State Highway-10 and State Highway-17, now converted into National
Highway-148B) passes through Barwala Town linking it to Agroha, Jind and Hansi, respectively. Barwala Town is
also located on Hisar-Ludhiana railway line thus providing railway connectivity to Hisar, Tohana, Jakhal, Sangrur
and Ludhiana.

9.
Proposal:
Every town has its own unique constraint and potential that impacts its present as well as future growth. In
case of Barwala Town, the constraints and the potentials that have affected the urbanisation proposals are explained
below
i.
Constraints:
The growth of Barwala Town is constrained towards west on account of presence of man-made
physical barrier in terms of Hisar-Ludhiana railway line. As per past trend, Barwala town is growing
along National Highway number 52 towards south. There is no proper drainage and sewerage system in
Barwala town. Domestic sewerage and strong water flow through small internal drains, which
discharge their load in existing water bodies (Johars), over a period of time have silted up and closed
upon thus reducing their capacity to absorb additional load. Besides, haphazard development that has
taken place over the years in Barwala town has made the design of proper circulation pattern a difficult
proposition.
ii.
Potential:
Notwithstanding its physical barrier, Barwala town has grown considerably towards south along
National Highway No. 52 with the steady growth rate of around 30 to 40% during last 3 decades.
Barwala town has good linkages with surrounding villages and other towns of the State in terms of
National Highway No. 52, State Highway No. 10 and National Highway-148B and Ludhiana-Hisar
railway line. Barwala town has adequate electrical infrastructure not only in form of 66 kilovolt electric
substation and 132 kilovolt grid station, but also in form of 1200 mega watt thermal Power Station
located in the vicinity of Barwala town. Thus, have huge potential for establishment of power intensive
industries. Further, Barwala town has adequate canal water supply to support additional domestic water
demand as well as water demand of industries. Government has already taken steps to address the
problem of drainage and sewage disposal by constructing sewage treatment plant with capacity of 6
million litre per day capacity at village Dhani Garan. Enterprise Promotional Policy, 2015 aims to
promote industries in industrially backward blocks/low and medium potential towns of the State.
Barwala has huge raw material base for agro industries. Further, trade and commerce is likely to
flourish as Barwala town is trading centre for huge fertile hinterland and surrounding villages.
10.
Land Use Proposals:
To meet the requirement of various social-economic activities in the town, land is rationally allocated to
different land uses taking in account the nature of town as a whole and the relationship between the places of work,
living and recreation. The population of Barwala town will be 1,10,000 persons by 2041 A.D. assuming an average
population growth rate of 47.5 percent. The existing population of Barwala town as per 2011 census data is 43,384
persons. Therefore, urbanisation proposals are to be made to accommodate additional population of 66,616. The
existing area of town is 291 hectare, thus, existing town density is 149 persons per hectare.
Urbanisation proposals are spread over an area of 1,102 hectare (including existing area of town) with the
overall town density of 99.82 persons per hectare. The distribution of land uses is given below:-
