HARYANA GOVERNMENT

NEW & RENEWABLE ENERGY DEPARTMENT

Notification

The 30th October, 2023

The Haryana Ex-situ Management of Paddy Straw Policy, 2023

No. DNRE/2023/8619.— The Government of Haryana has formulated the Haryana Ex-situ Management of

Paddy Straw Policy, 2023 for ensuring assured and adequate supply of paddy straw to biomass based projects and to

minimize and eliminate the unsustainable practice of paddy straw/stubble burning.

CHAPTER-1

INTRODUCTION

1

The State Government and the Commission for Air Quality Management in National Capital Region and

Adjoining Areas have been working to eliminate the practice of paddy straw/stubble burning. Ex-situ

management of paddy straw is one of the important component of the action plan.

2

Haryana is primarily an agrarian State and has surplus paddy straw availability of approximately 30 Lakh tons

annually. Paddy straw can generate significant electricity, biogas, bio-CNG, bio-manure, bio-fuels and

ethanol etc. There is also a need to ensure assured and adequate supply of paddy straw on reasonable rates for

sustainability and viability of paddy straw based projects. Therefore, there is a need for holistic approach to

ensure utilization of entire surplus paddy straw generated in the State, so as to minimize and eliminate the

unsustainable agriculture practice of paddy straw/stubble burning by the year 2027.

3

This policy shall be called as the Haryana Ex-Situ Management of Paddy Straw Policy, 2023. It shall come in

force from the date of its publication in the official gazette of the State Government.

PART I]

HARYANA GOVT. GAZ., NOV. 21, 2023 (KRTK. 30, 1945 SAKA)

CHAPTER-2

OBJECTIVES

4

The objectives of the Policy are:-

(1)

To create conducive environment to attract private investment inuses of paddy strawin biomass based

power projects, industries, compressed biogas plants, briquettes, pellets, waste to energy plants, brick-

kilns, packaging materials, agri-panels and biofuels etc.

(2)

To encourage and facilitate farmers to cut, bale and store paddy straw produced in their field and to

sell it to the nearest paddy straw utilizing projects.

(3)

To create linkage between farmers and industries/gaushalas/end-users for demand & supply of paddy/

crop residues.

(4)

To use paddy straw based briquettes, pellets or other appropriate forms in existing thermal power

plants, industrial boilers, brick kilns or any other industrial, commercial or institutional establishment

in the state.

(5)

To promote research and development (R&D) in new technologies and innovative uses of paddy straw.

(6)

To facilitate and promote business models to ensure efficient end to end use of paddy straw.

CHAPTER-3

STRATEGIES

5

The Haryana Government is committed to harness energy from paddy straw and to eliminate incidences of

burning of paddy crop residue. The following incentives are envisaged:

(1)

Eligibility for incentives mentioned in the Haryana Bio-energy Policy,2018;

(a)

Biomass based power projects, compressed biogas plants, ethanol under Ethanol Blending

Programme (EBD) and other biofuels utilizing 100% Paddy Straw as major feed material may

be eligible to be considered for incentives.

(b)

All kinds of industries and projects, setup after enforcement of this policy and utilizing Paddy

Straw as major feed material may be eligible for incentives subject to the eligibility of such

units under the provisions/conditions/directions issued by Central Pollution Control Board/

Commission for Air Quality Management and other competent authority/legal forum.

(2)

Subsidy on agriculture implements/machines used for cutting, collecting, baling, storing and

transportation of paddy straw to paddy straw based industries/plants.

(a)

Agriculture implements/machines used for cutting, collecting and baling of paddy straw may be

eligible for subsidy available as per prevalent mechanization and other schemes issued by the

Agriculture and Farmers Welfare Department, Haryana from time to time. The Agriculture and

Farmers Welfare Department may arrange display of crop residue management machines for

their effective use.

(b)

Farmers/Farmer Producer Organizations (FPOs)/Custom Hiring Centers (CHCs)/ Aggregators

may be provided financial assistance for cutting, collecting and baling of paddy straw by

Agriculture and Farmers Welfare Department.

(3)

Industries and Commerce Department may provide interest subsidy on the term loan to industries

utilizing paddy straw at the rate provided to renewable energy projects as per prevalent scheme.

(4)

Linkage between farmers and industries/gaushalas/end-users, Agriculture and Farmers Welfare

Department portal to ensure proper supply chain management.

(a)

A linkage may be provided by the Agriculture and Farmers Welfare Department, Haryana to

farmers and industries/gaushalas/dairies/end-users through an online mechanism on departmental

web portal for demand & supply of paddy crop residue and for disbursement of incentives.

(b)

Distric twise mapping of demand of paddy straw for biomass based power projects, compressed

biogas plants, ethanol projects and biofuel projects maybe done by the New and Renewable

Energy Department, Haryana being the nodal department for renewable energy, in consultation

with the Agriculture and Farmers Welfare Department, Haryana.

(c)

Haryana State Pollution Control Board (HSPCB) may ensure that the industrial units utilize the

biomass fuels produced from the paddy crop residue at optimum level through policy and

[PART I

enforcement framework, by making necessary amendments in their existing policies and

procedure. HSPCB may also devise a mechanism/issue an advisory for mandatory use of

biomass fuels in a specified quantity/ratio/level, in the new upcoming units, wherever feasible.

(5)

Department of Micro, Small and Medium Enterprises may provide financial incentives to MSMEs

installing/upgrading, technology/equipment for use of biofuels, brick kilns, paper industries, card

boards and other industries utilizing paddy straw as per prevalent scheme.

(6)

Paddy straw based projects may be considered for incentives available under Central Sector Scheme of

financing facility under Agriculture Infrastructure Fund of Ministry of Agriculture and Farmers

Welfare, Govt. of India, subject to the eligibility of such units under the scheme.

(7)

Co-firing of biomassin thermal power plants.

(a)

All thermal power plants in the State will ensure co-firing of biomass as per guidelines issued

by the Ministry of Power, Government of India and the Govt. of Haryana from time to time.

(b)

The biomass for the pellets used in the thermal power plants located in Haryana shall be

sourced from farmers in Haryana using the online mechanism created by the Agriculture &

Farmers Welfare Department.

(8)

Awareness and educational campaigns may be organized by all concerned stakeholder departments

under this policy for imparting knowledge amongst farmers for economical utilization of paddy

strawand harmful effects of its burning.

CHAPTER-4

OTHER TERMS & CONDITIONS

6

For giving effect to this policy, necessary amendments in various policies, rules & regulations, wherever

necessary, shall be expeditiously undertaken by the concerned departments within three months time from the

date of notification of this Policy.
