No. S-I/Drone Didi/2024/1695.— The Governor of Haryana is pleased to notify “Drone Didi Scheme” with

an objective to provide Drone and operation & maintenance training of Drone to ‘Women’ Self Help Group (SHG)

members for their new career opportunities for professional development leading to better entrepreneur avenues and

enabling them to become financially independent and support their livelihoods by becoming Drone

Entrepreneurs.

Introduction:



The main objective of the scheme is to empower women members of SHGs by providing them a mode &

platform to earn.



The scheme is basically for the enhancement of Women SHGs in which a platform will be provided to

increase the income of Women SHGs. Government of Haryana will provide training to members of SHGs to

fly drone. It is mandatory to complete the drone fly training program to avail the subsidy on the purchase of

drone.



Drone Imaging and Information Service of Haryana Limited (DRIISHYA), Karnal will impart one week

training to SHG members in the batch of 10 candidates and also felicitate with Drone-Remote Pilot Certificate

(D-RPC).



Training cost per candidate will be Rs. 17,500 + GST (18%) excluding boarding & lodging. DRIISHYA will

provide syllabus, registration form, required documents, eligibility criteria, certificate of medical fitness

format, etc. for training.



Women SHGs will earn more for their members and farmers cost of operation will be reduced and improve the

efficiency of work.



The beneficiaries of the scheme can earn approximate income of Rs. 1,00,000/- per year with the help of

drones.

Objectives of the Scheme:



To train and empower to women SHGs by offering them training on drone operation & maintenance so as to

enable them to explore wide range of self- employment avenues by working as Drone Entrepreneurs and

helping them to become integral stakeholders of their local farming supply chains & rural prosperity.



Recognition of talent and supporting with financial assistance from Govt.



By actively promoting self-employment & entrepreneurship, creating an ecosystem that empowers women to

pursue their business aspirations and contribute to the economic development by providing employment

opportunities for others also. It will empower women and will prove to be a leader of modern-day agricultural

revolution & prosperity.



To formulate a clear and flexible policy for providing self-employment and skill development opportunities for

the women in the State.

Target:



To train 5,000 members of 500 Women SHGs to upgrade their skills for drone operation & maintenance so

that they can unlock new career avenues for their own professional development and can thus become self

reliant, job creating entrepreneurs by working as Drone Entrepreneurs.



To provide one drone each to 500 SHGs

Eligibility:

Subsidy & Loan on the purchase of drone under the scheme will be provided to only those beneficiaries, who

fulfill the following eligibility conditions:-

Benefits of Scheme:

Haryana Government will provide the following benefits to Women SHGs under the Scheme:-



Training for drone operation & maintenance will be provided.



Subsidy will be provided to Women SHGs for the purchase of Drone.



Subsidy of 80% of Drone and accessories/ancillary cost or a maximum amount of Rs. 8,00,000/- will be

provided to Women SHGs for purchase drones for commercial purpose under the Scheme by State

Government.



For the balance amount, the Youth Empowerment & Entrepreneurship Department shall facilitate a loan of up

to Rs. 5 lakhs for 1 year along with credit guarantee. Govt. will also bear the entire interest cost on the loan for

the period of 1 year.



Women SHGs can use drone for rental purpose to provide services to farmers.



Women SHGs can earn approximate Rs. 1.00 Lakh per year with the help of drone.

Implementation strategy:



A web portal “https://stt.itiharyana.gov.in” has been launched for registration of eligible and willing Women

SHG members. Registration on portal is free.



District Committee formed by Government will select and shortlist the registered eligible Women SHGs under

the Scheme. The committee will consist of following members:-

Only Registered Women SHGs are eligible to avail the benefit under the Scheme.



District Committee will select the Women SHGs according to their financial status and on the basis of their

performance for society.



List of selected Women SHGs will be made by the District Committee and Head of the SHGs will be informed

about the selection.



Training to fly drone and other technicalities will be provided to all selected Women SHGs members under the

Scheme.



Data of selected Women SHG members will be shared with DRIISHYA which is the training partner and shall

further decide the training batch creation and selection of training center in consultation with the Skill

Development & Industrial Training Department.



If DRIISHYA is willing to use infrastructure of Govt. ITIs, the same will be provided.



The Women SHG members will be provided one week training for Drone-Remote Pilot Certificate (D-RPC)

by DRIISHYA which will be consisting of theoretical as well as on job training which will enable them to

work as a Drone Entrepreneurs.



After successful completion of training, the Women SHG members shall be required to undergo a standardized

Third-Party assessment test and shall be awarded certificate.



Only the certified Women SHG will be eligible for further Govt. benefits i.e. subsidy and loan for the purchase

of Drone and its accessories under the scheme.



SHG will not sell/ transfer the Drone to someone else for 3 years; otherwise, all assistance under the scheme

will be recovered from the concerned SHG.



Women SHGs can provide the drone rental services to farmers of their area for agriculture purpose and earn

livelihood for their family.

Program Format:

Training program to be designed/ updated by DRIISHYA as a one week modular program, to be delivered in a

blended learning format in residential as well as non-residential mode which will consist of theoretical as well as on

the job training.

Financials:

The Skill Development & Industrial Training Department under Youth Empowerment & Entrepreneurship

(YE&E) Department shall bear the training cost (Residential & Non-residential) and financial assistance for purchase

of drone and accessories for implementation of the Scheme. The approximate budget expenditure for implementation

of the Scheme is as under:

Penal Action:

In case, it is found at any stage that the applicant has claimed the assistance on the basis of wrong facts, the

applicant shall be imposed with penalty as deemed fit by Administrative Secretary, Youth Empowerment &

Entrepreneurship Department, Haryana and will face legal action, & debarred from grant of any incentives/assistance

from the State Government.

Interpretation/ Clarification:

The Administrative Secretary, Youth Empowerment & Entrepreneurship Department, Haryana shall be

competent to make interpretation/clarification and removal of difficulties in provision of this scheme and amendments

in operational guidelines of the scheme.

Court's Jurisdiction:

Any dispute arising out of selection of proposals and implementation of approved project under this scheme

guideline will be subject to Courts/Tribunals having jurisdiction over Panchkula.
