STATE ELECTION COMMISSION, HARYANA

Notification

The 14th January, 2026

No. SEC/4E-II/2026/42.— Whereas, the State Election Commission vide its notification No. SEC/4E-

II/2022/8227, dated 30.11.2022 had notified name of Smt. Narinder Kaur w/o Sh. Balwinder Singh as Sarpanch,

Gram Panchayat Umedpur, Block Siwan, District Kaithal under section 161 (4) of the Haryana Panchayati Raj Act, 1994.

Whereas the Hon’ble Court of Additional Civil Judge (Senior Division) Guhla passed an order in Election

Petition No. 2 of 2022 titled Karim Singh versus Narinder Kaur on dated 27.11.2025 which is reproduced as under:-

“As a sequel to findings of this Court on the aforesaid issues, the present election petition is allowed with

costs and the election for the post of Sarpanch, Gram Panchayat Umedpur, Tehsil Siwan, District Kaithal held

on 02.11.2022 is hereby set-aside. Further the prayer of the petitioner No. 2 to declare her elected candidate

for the post of Sarpanch, Gram Panchayat Umedpur, Tehsil Siwan, District Kaithal is declined. However,

direction is issued to Deputy Commissioner/District Election Officer, Kaithal to conduct fresh election on the

resultant vacant post of Sarpanch, Gram Panchayat, Umedpur, Tehsil Siwan, District Kaithal, for which the

process be initiated immediately and completed within 3 months from the date of receipt of this judgment.

Ahlmad of Court is directed to send the copy of judgment to Deputy Commissioner/ District Election Officer,

Kaithal for compliance of the direction through proper channel. Memo of costs be prepared. File be consigned

to record room after due compliance.”

In compliance of the above said orders of Hon’ble Court of Additional Civil Judge (Senior Division) Guhla,

the State Election Commission, Haryana hereby denotifies the name of Smt. Narinder Kaur w/o Sh. Balwinder Singh

as Sarpanch, Gram Panchayat Umedpur, Block Siwan, District Kaithal with immediate effect.
