Notification

DRAFT SCHEME

No. 12/22/2023/3S.— In continuation of the notifications dated 13th September, 2023 & 28^th June, 2024, the

Governor of Haryana is pleased to formulate the following scheme titled as “Haryana Provision of Sports

Equipment Scheme 2025-26” for grant of sports equipments to Gram Panchayats and Municipal bodies. This would

also lead to encouragement of youngsters in the State towards sports:

Eligibility:

The Municipal Bodies or Gram Panchayats would be eligible for making applications under the scheme, if

proper Field of Play (FoP) for the requisite sport is available in their town/ village. Proper space for storing the

equipment is available with the applicant and an undertaking should be submitted by the applicant along with the

application stating availability of proper Field of Play (FoP) and proper space for storing the equipment.

II.

Sports equipment to be distributed:

The following sports equipment can be provided under the Scheme:-

Boxing

Up to 06 Punching Bags and 12 pairs of gloves.

Wrestling

Mats size length 1 mtr. x width 2 mtr. & thickness 5 cm. (18 piece Mats) with cover.

Judo

Mats size length 1 mtr. x width 2 mtr. & thickness 5 cm. (18 piece Mats) with cover.

Cricket

One Kit which includes 02 bats, 02 set of wickets with stumps, 06 Balls, two pairs of Batting

Pads & Gloves and one pair of Wicket keeping Pads & Gloves.

Yoga

Mats size length 210 cm x width 90 cm & thickness 8-10 mm

Weightlifting

Weightlifting Barbells (20 kg), Weightlifting plate’s one pair 2.5 kg, one pair 5 kg, one pair

10 kg, one pair 15 kg and one pair 20 kg.

III.

Scheme Validity:

This scheme will be valid during the financial year 2025-26, till 31.03.2026.

IV.

Procedure and Time line for processing applications:

Applications shall be submitted in prescribed form in the offices of District Sports Officers, for which

proper receipt must be given to the applicant. Record of applications, so received, must be entered in

chronological order of receipt in a register maintained for this purpose.

The application can be submitted on any working day.

In case of Municipal Bodies, applications will be submitted by concerned ward member/counselor.

In case of Gram Panchayat, Sarpanch of the village may submit the application. In case of vacancy

for the post of Sarpanch, Gram Sachiv may submit the application.

Members of Legislative Assembly (MLAs) and Members of Parliament (MPs) would also be eligible to

recommend the applications and the applicant may submit the recommendation in original to the

concerned DSOs.

Latest photographs of the Field of Play and storage facility for equipment are required to be enclosed

with the application, mentioning date & location on the photograph.

On receipt of an application, it must be scrutinized by the following “Scrutiny Committee” by any of

three officers out of the following, within the specified time limit:

District Sports Officer of the District.

ii.

Senior most Coach in the District.

iii.

Deputy Superintendent or the next senior most official, if no Deputy Superintendent is posted.

iv.

Senior most Coach of the concerned game.

“Scrutiny Committee” shall be headed by concerned Additional Deputy Commissioner.

Timeline for processing applications:

Submission of application

Any working day

Scrutiny by Committee at District level, and allocation of Sports

equipment to concerned.

10 calendar days

VI.

Terms & Conditions:

Only the sports equipment mentioned in the scheme shall be given.

Municipal Bodies/Gram Panchayats would be eligible to apply for sports equipment for all sports

which are popular in the area and have not received any sports items during the last two financial

years. In case of Wrestling and Judo, sports equipments shall be provided for either of the sport. The

eligible applicant shall be as per Para 4 (c) & (d) of the policy.

Members of Legislative Assembly (MLAs) and Members of Parliament (MPs) would also be eligible

to recommend the applications and the applicant may submit the recommendation in original to the

concerned DSOs.

After the sports equipments are issued, the same shall be entered in the proceeding register of the

concerned Municipal Body/ Gram Panchayat.

District Sports Officer shall maintain an Issue Register in which sports equipment allocated must be

entered in chronological order of issuance.

The concerned Gram Panchayat or Municipal Body will be responsibe for regular upkeep, safe storage

and routine maintenance of the sports equipment supplied under the scheme.

Gram Panchayat or Municipal Body will submit a status report about the condition, utilization and

storage of the equipment every six months to the concerned District Sports Officer.

VII.

Procurement:

Procurement of equipments for the said scheme will be done centrally by Director Sports following due

process.
