Notification

The 11th February, 2026

No. 2/26/2021-1E.— In pursuance to the instructions contained in OM no. 318/17/2024-Grid Connected

Rooftop-Part(4) dated 29.05.2024 of Ministry of New and Renewable Energy, Government of India, the State Level

Coordination Committee is hereby constituted in the State of Haryana for overall monitoring of PM- Surya Ghar:

Muft Bijli Yojana at State Level.

2.

The constitution of the Committee shall be as under:-

(i)

Chief Secretary to Govt. of Haryana

Chairperson

(ii)

Additional Chief Secretary/Principal Secretary/Secretary, Energy Department,

Haryana

Member

(iii)

Additional Chief Secretary/Principal Secretary/Secretary, Housing and Urban

Affairs, Haryana

Member

(iv)

Additional Chief Secretary/Principal Secretary/Secretary, Rural Development,

Haryana

Member

(v)

Chairman, State Level Banker's Committee

Member

(vi)

MDs/CEOs of all DISCOMs in Haryana--- MD UHBVNL/MD DHBVNL

Member

(vii)

Principal Secretary to GoH, Youth Empowerment and Entrepreneurship

Department of Haryana (as special invitee)

Member

(viii)

DG/NRE, Energy Department (as special invitee)

The State/Haryana Government may include other relevant officials to the SLCC for better implementation of

the scheme. The Committee may also invite any other official/non-official experts to participate in its

deliberations, as it may deem fit. SLCC-PMSG may invite Secretaries of other Ministries/ Departments and

other official/non-official experts to participate in its meetings.

4.

The SLCC shall have the following terms of reference:

a

Regularly undertake review of progress under the Scheme under all components.

b

Facilitate necessary coordination between departments for implementation of scheme.

c

Prepare an Action Plan for saturation of all Government Buildings with rooftop solar.

d

Review the status of rooftop solar installation in Government Buildings and to monitor and supervise

implementation of the Action Plan for saturation of all government buildings in a time-bound manner.

e

Facilitate convergence of efforts between departments at the field level to maximize impact of

awareness, capacity building and rooftop solar installation, particularly in existing beneficiaries of the

government schemes.

f

Coordinate with Ministry of New and Renewable Energy, Government of India regarding scheme

implementation and to suggest measures to improve scheme implementation in the State/UT.

The State Implementation Agency for PM Surya Ghar Muft Bijli Yojana shall provide the necessary secretarial

assistance for the SLCC.

6.

The Haryana Government earlier issued Gazette Notification no. 2/26/2021-1E dated 15.10.2024 in the matter

is hereby superseded accordingly.
