Shimla, the 11th February, 2011

No.Fin-2-C(12)-1/2010.—Government of Himachal Pradesh hereby notifies the sale of

Himachal Pradesh Government Stock (securities) of 10-year tenure for an aggregate amount of

Rs. 180.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this

notification (called specific Notification) as also the terms and conditions specified in the revised

General Notification No.Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal

Pradesh.

Object of the loan :

(i)

The proceeds of the State Government Securities will be utilized for the

development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan

as required by Article 293 (3) of the Constitution of India.

Method of Issue:

Government Stock will be sold through the Reserve Bank of India, Mumbai Office

(PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the

General Notification No.Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be

determined by the Reserve Bank of India at the yield based auction under multiple price format.

Allotment to Non-Competitive Bidders :

The Government Stock up to 10% of the notified amount of the sale will be allotted to

eligible individuals and institutions subject to a maximum limit of 1% of the notified amount for a

single bid as per the Revised Scheme for Non-Competitive Bidding Facility in the Auctions of

State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction :

The auction will be conducted by the Reserve Bank of India, at its Mumbai Office,

Fort, Mumbai-400 001 on February 15, 2011. Bids for the auction should be submitted in

electronic format, on the Negotiated Dealing System (NDS) as stated below on February 15, 2011.

(a) The competitive bids shall be submitted electronically on the Negotiated Dealing

System(NDS) between 10.30 A.M. and 12.30 P.M.

(b)

The non-competitive bids shall be submitted electronically on the Negotiated Dealing

System (NDS) between 10.30 A.M. and 11.30 A.M.

Result of the Auction :

The result of the auction shall be displayed by the Reserve Bank of India on its

website on the same day. The payment by successful bidders will be on February 17. 2011.

Method of Payment :

Successful bidders will make payments on February 17, 2011 before close of banking

hours by means of cash, bankers’ cheque/pay order, demand draft payable at Reserve Bank of

India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India,

Mumbai(Fort)/New Delhi.

Tenure :

The Stock will be of 10 year tenure. The tenure of the Stock will commence on

February 17, 2011.

Date of Repayment :

The loan will be repaid at par on February 17, 2021.

Rate of Interest :

The cut-off yield determined at the auction will be the coupon rate percent per annum

on the stock sold at the auction. The interest will be paid on 17th August and 17th February.

Eligibility of Securities :

10. The investment in Government Stock will be reckoned as an eligible investment in

Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section

24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

Criminal Procedure, 1973 (Act No. 2 of 1973), the Governor of Himachal Pradesh, in

exercise of the powers conferred by Article 162 of the Constitution of India, is pleased to

declare that the Assistant Director, (Chemistry & Toxicology) of Forensic Science

Laboratory, Junga and its Regional Forensic Science Laboratories situated in District

Mandi and District Kangra at Dharamshala, Himachal Pradesh, as Ex-Officio Assistant

Chemical Examiners for the chemical examination of samples of Narcotic Drugs and

Psychotropic Substances & Alcohol samples confiscated by Police in the public interest

for the purpose of Section 293 of the Criminal Procedure Code, 1973.

The Governor, is further pleased to direct that the Chemical Examiner and

Assistant Chemical Examiner, Composite Testing Laboratory, Kandaghat, District Solan

shall continue to analyze/test the samples of Narcotics Drugs and Psychotropic

Substances and Intoxicants under the Narcotics Drugs and Psychotropic Substances Act,

1985 (61 of 1985) and the Punjab Excise Act, 1914 (1 of 1914) as applicable to Himachal

Pradesh and to furnish reports in regard thereto.

ANNEXURE-A

RECRUITMENT AND PROMOTION RULES FOR THE POST OF STENOTYPIST

(CLASS-III-NON-GAZETTED) IN STATE FORENSIC SCIENCE LABORATORY

DEPARTMENT OF HOME , HIMACHAL PRADESH.

Name of the post.— Steno-typist.

Number of posts.— 06 (Six)

Classification.—Class-III (Non-Gazetted) Ministerial Services.

Scale of pay.—(i)Pay scale for regular incumbents Rs. 5910-20200+Grade pay Rs.

2000, with initial start of Rs. 8240/-.

(ii) Emoluments for Contract employees Rs.8240/-(equal to minimum of the pay band +

grade pay. As per details given Column No.-15- A).

Whether selection post or nonselection post.—Not applicable.

Age for direct recruits.—Between 18 and 45 years.

Provided that the upper age limit for direct recruits will not be applicable to the candidates

already in service of the Government including those who have been appointed on adhoc or on

contract basis.

Provided further that if a candidate appointed on adhoc basis or on contract basis had

become overage on the date when he was appointed as such he shall not be eligible for any

relaxation in the prescribed age limit by virtue of his such adhoc or contract appointment.

14. Essential requirement for a direct recruitment.—A Candidate for appointment to

appointment to the post in the case of direct recruitment shall be made on the basis of viva-voce test

if H.P.SUBORDINATE SERVICES SELECTION BOARD or other recruiting authority as the

case may be, so considered necessary or expedient by a written test, or practical test, the standard/

syllabus, etc. of which, will be determined by the conserned/ other recruiting authority as the case

may be.

15. (A) Selection for appointment to the post by contract appointment.—(Selection

for appointment to the post by contract appointment) Notwithstanding anything contained in these

Rules, contract appointments to the post will be made subject to the terms and conditions given

below:—

CONCEPT:—

(a)

Under this policy, the Steno-Typist in the State Forensic Science Laboratory H.P will

be engaged on contract basis initially for one year, which may be extendable on year

to year basis:

Providing that for extension/renewal of contract period on year to year basis the concerned

HOD shall issue a certificate that the service and conduct of the contract appointee is satisfactory

during the year and only then his period of contract is to be renewed/extended.

(b) POST FALLS WITHIN THE PURVIEW OF HP.SSSB, HAMIRPUR:—

The Director, State Forensic Science Laboratory after obtaining the approval of the

Government to fill up the vacant posts on contract basis will place the requisition with the

concerned recruiting agency i.e. H.P. Subordinate Services Selection Board, Hamirpur.

(c)

The selection will be made in accordance with the eligibility conditions prescribed as

in these Rules.

(II) CONTRACTUAL EMOLUMENTS.—The Steno Typist appointed on contract basis

will be paid consolidated fixed contractual amount @ Rs. 8240/- per month. (Which shall be equal

to minumum of the pay band + grade pay) An amount of Rs. 250/- (3% of the minimum of pay

band + grade pay ) as annual increase in contractual emoluments for the subsequent years will be

allowed if contract is extended beyond one year.

(III) APPOINTING/DISCIPLINARY AUTHORITY:—Director, State Forensic Science

Laboratory, H.P.will be the appointing and disciplinary authority.

(IV) SELECTION PROCESS:—Selection for appointment to the post in the case of

Contract Appointment will be made on the basis of Viva-voce test or if consider necessary or

expedient by a written test or practical test the standard/syllabus etc. of which will be determined

by the concerned recruiting agency i.e. H.P.Subordinate Services Selection Board Hamirpur.

(V) COMMITTEE FOR SELECTION OF CONTRACTUAL APPOINTMENTS:—

As may be constituted by the concerned recruiting agency i.e. the H.P.Subordinate Services

Selction Board, Hamirpur from time to time.

(VI) AGREEMENT.—After selection of a candidate, he/she shall sign an agreement as

per Annexure-B appended to these Rules.

(VII) TERMS AND CONDITIONS.—(a) The contract appointee will be paid fixed

contractual amount @ Rs. 8240/-per month (which shall be equal to minimum of the pay band +

grade pay). The contract appointee will be entitled for increase in contractual amount @ Rs.250/-

(3% of the minimum of pay band + grade pay of the post) for further extended years and no other

allied benefits such as senior/selection scales etc. shall be given.

(b)

The service of the Contract Appointee will be purely on temporary basis. The

appointment is liable to be terminated in case the performance/conduct of the contract appointee is

not found satisfactory.

(f) Selected candidate will have to submit a certificate of his/her fitness from a Govt./

Registered Medical Practitioner. Women candidate, pregnant beyond twelve weeks will stand

temporarily unfit till the confinement is over. The women candidate will be re-examined for the

fitness from an authorized Medical Officer/ Practitioner.

(g)

Contract appointee will be entitled to TA/DA if required to go on tour in connection

with his/her official duties at the same rate as applicable to regular officials at the minimum of pay

scale.

(h) Provisions of service rules like FR SR, Leave Rules, GPF Rules, Pension Rules &

Conduct rules etc. as are appliclabe in case of regular employees, will not be applicable in case of

contract appointee. They will be entitled for emoluments etc as detailed in this column.

16. Reservation.—The appointment to the service shall be subject to orders regarding

reservation in the service for Scheduled Castes/ Scheduled Tribes/ other Backward Classes/ other

categories of persons issued by the Himachal Pradesh Government from time to time.

17. Departmental Examination.— N.A.

18. Powers to Relax.—Where the state Government is of the opinion that it is necessary

or expedient to do so, it may, by order for reasons to be recorded in writing and in consultation with

the H.P.P.S.C. relax any of the provisions of these Rules with respect to any class or category of

persons or posts.

Whereas, the SECOND PARTY has engaged the aforesaid FIRST PARTY and the FIRST

PARTY has agreed to serve as a Steno Typist on contract basis on the following terms &

conditions:—

That the FIRST PARTY shall remain in the service of the SECOND PARTY as a

Steno typist for a period of 1 year commencing on day of ______________and

ending on the day of _____________ It is specifically mentioned and agreed upon by

both the parties that the contract of the FIRST PARTY with SECOND PARTY shall

ipso-facto stand terminated on the last working day i.e. on ________________ And

information notice shall not be necessary.

The contractual amount of the First Party will be Rs. 8240/- per month.

The service of FIRST PARTY will be purely on temporary basis. The appointment is

Selected candidate will have to submit a certificate of his/her fitness from a

Government/Registered Medical Practitioner. In case of women candidates pregnant

beyond twelve weeks will render her temporarily unfit till the confinement is over.

The women candidate should be re-examined for fitness from an authorized Medical

Officer/Practitioner.

Contract appointee shall be entitled to TA/DA if required to go on tour in connection

with his official duties at the same rate as applicable to regular counter-part official at

the minimum of the pay scale.

The Employees Group Insurance Scheme as well as EPF/GPF will not be applicable to

contractual appointee(s).
