No. Kalyan-A (4)-6/93-I.—In exercise of the powers conferred by proviso to Article 309 of

the Constitution of India, the Governor, Himachal Pradesh, in consultation with the Himachal

Pradesh Public Service Commission, is pleased to make the Recruitment & Promotion Rules for the

post of Superintendent Grade-II (Non-Gazetted) in the Himachal Pradesh State Backward Classes

Commission, as per Annexure ‘A’ attached to this notification, namely:—

Short title and Commencement.—(1) These rules may be called the Himachal

Pradesh State Backward Classes Commission, Superintendent Grade-II (Non-Gazetted)

Recruitment and Promotion Rules, 2011.

These rules shall come into force from the date of publication in Rajpatra, Himachal

Pradesh.

RECRUITMENT AND PROMOTION RULES FOR THE POST OF SUPERINTENDENT

GRADE-II

(CLASS-II-NON-GAZETTED),

IN THE H.P.STATE COMMISSION

BACKWARD CLASSES, SHIMLA-9.

Period of Probation, if any.—Two years subject to such further extension for a

period not exceeding one year as may be ordered by the competent authority in special

circumstances and reasons to be recorded in writing.

10. Method of recruitment whether by direct recruitment or by promotion,

deputation, transfer, and the percentage of posts to be filled in by various methods.—100% by

promotion, failing which, on secondment/transfer basis.

11. In case recruitment by promotion, deputation, transfer, grade from which

promotion/transfer is to be made.—By promotion from amongst the Senior Assistants possessing

six years regular service or regular combined with continuous adhoc service rendered, if any, in the

grade, failing which, on secondment/transfer basis from amongst the incumbents of this post

working in the identical pay scales from other H.P. Govt. Departments.

(1) In all cases of promotion, the continuous adhoc service rendered in the feeder post, if

any, prior to the regular appointment to the post shall be taken into account towards the length of

service as prescribed in these rules for promotion subject to the condition that the adhoc

appointment/promotion in the feeder category had been made after following proper acceptable

process of selection in accordance with the provisions of R&P Rules;

(i)

In all cases, where a junior person becomes eligible for consideration by virtue of his

total length of service (including the service rendered on adhoc basis followed by regular

service/appointment) in the feeder post in view of the provision referred to above, all person senior

to him in the respective category/post/cadre shall be deemed to be eligible for consideration and

placed above the junior person in the field of consideration.

Provided further that all incumbents to be considered for promotion shall possess the

minimum qualifying service of at least 03 years or that prescribed in the R&P Rules for the post

whichever is less.

Provided further that where a junior person becomes ineligible to be considered for

promotion on account of the requirements of the preceding proviso, the person(s) junior to him

shall also be deemed to be ineligible for consideration for such promotion.

EXPLANATION:—The last proviso shall not render the junior incumbents ineligible for

consideration for promotion if the senior ineligible persons happened to be Ex-servicemen recruited

under the provisions Rule-3 of the Demobilized Armed Forces Personnel (Reservation of

Vacancies in Himachal State Non- Technical Services) Rules, 1972 and having been given the

benefit of seniority there under or recruited under the provisions of Rule-3 of the Ex-servicemen

(Reservation of Vacancies in the Himachal Pradesh Technical Services) Rules, 1985 and having

been given the benefit of seniority there under:

Similarly, in all cases of confirmation continuous adhoc service rendered on the feeder

post, if any, prior to the regular appointment against such post shall be taken into account towards

the length of service, if the adhoc appointment/promotion had been made after proper selection and

in accordance with the provision of the R&P Rules;

Provided that inter-se-seniority as a result of confirmation after taking into account, adhoc

service as referred to above shall remain unchanged.

be constituted by the Govt. from time to time.

No. Rev. D (G)9-4/2009.—Whereas the draft amendment rules titled as the Himachal

Pradesh Lease (Amendment) Rules, 2010, were published, as required under section 13 of the

Himachal Pradesh Village Common Lands Vesting and Utilization Act, 1974 (Act No.18 of 1974)

and Section 26 of the Himachal Pradesh Ceiling on Land Holdings Act, 1972 (Act No.19 of 1973),

in Rajpatra Himachal Pradesh (Extra-ordinary), vide notification of even number, dated the

22-9-2010 for inviting objections and suggestions from the persons likely to be affected thereby

within a period of 30 days from the date of their publication;

And after considering the objections/suggestions so received, the Governor of Himachal

Pradesh, in exercise of the powers conferred by section 13 of the Himachal Pradesh Village

Common Lands Vesting and Utilization Act, 1974 and Section 26 of the Himachal Pradesh Ceiling

on Land Holdings Act,1972, is pleased to make the following rules, further to amend the Himachal

Pradesh Lease Rules, 1993 notified vide this Department Notification No.Rev.D(G)6-33/86-II

dated 20th October, 1993 and published in the Rajpatra, Himachal Pradesh (Extra Ordinary) dated

the 5th November, 1993, namely:-

1. Short title.—These rules may be called the Himachal Pradesh Lease (Amendment)

Rules, 2010.

2. Amendment of rule 2 In rule 2.—of the Himachal Pradesh Lease Rules,1993

(hereinafter referred to as the “said rules”),

(i) after clause (a), the following clause shall be inserted, namely:-

“(aa) “conspicuous place” means Deputy Commissioner’s office, Sub-Divisional

officer’s (Civil) office , Tehsil office , Municipal Office/ Panchayat Ghars,

Mahila Mandal and any other place of public gathering, as the case may be ; and

(ii) after clause (e), the following clause shall be inserted, namely:—

(ee)

“highest market value” means latest highest sale price of the land of the same

classification in the same locality :

Provided that in cases where the latest sale having taken place long before the appointed

point of time and there has been no sale in a particular locality in the immediate past , then in such

cases the sale price shall be worked out on the basis of the sales having taken place in the adjoining

locality or localities in respect of the land of the same classification and of the same economic

importance. Further in doing so the importance of the location of the land shall also be kept in view

while calculating the market value.”.

3. Amendment of rule 3.—In rule3 of the said rules; after clause (9), the following

proviso shall be inserted, namely:—

“Provided that no Government land shall be granted on lease under these rules where

suitable private land is readily available for the purpose for which lease has been applied . ”.

4. Amendment of rule 4.—In rule 4 of the said rules,—

(a) in clause (i), after the words “Educational Institutions”, the words, “by society or

trust registered and recognized by the State Government shall be added ;

(b) in clause (ii) for the words and sign “individuals/companies ”, the following shall

be substituted, namely:—

“Ex-servicemen, war widows, BPL families, single destitute woman, and

handicapped persons. ”;

substituted;

(d) in clause (iv), the words and signs “stair cases, septic tanks, Garages, individuals/”

shall be deleted;

(e) Clause (viii) shall be deleted;

(f) for clauses (xii) and (xiii), the following shall be substituted , namely:-

“ (xii) for promotion of sports activities by bodies statutorily registered for the

purpose by the State Government ;

(xiii)for construction of bhawan by youth clubs or mahila mandal registered under

the relevant statutes recognized by State Government.” ; and

(g) after clause (xiii), so substituted the following clause shall be inserted, namely:-

“(xiv) for community purposes by the Trust or Society established under law and

recognized by the State Government for developmental activities.” .

5. Amendment of rule 5.—in rule 5 of the said rules,—

(a)

in clause (1), after sub-clause (c), the following shall be added, namely:—

“(d) For Government University.—An area as may be certified by the Department of

Education subject to the provisions of Himachal Pradesh Ceiling on Land Holdings

Act, 1972.” ;

(b)

in clause (4), the words and signs “stair cases, septic tanks, garages,” shall be

deleted;

(c)

in clause (7), for the figure and word “3 bighas” the figure and word “2 bighas” shall

be substituted ;

(d)

in clause (8) for figures and word “20 bighas” the figures and words “As the State

Government may think fit subject to the provisions of Himachal Pradesh Ceiling on

Land Holdings Act,1972” shall be substituted;

(e)

clause (9) shall be deleted;

(f)

in clause (11) for the words “Actual area required or two bighas whichever is less”,

the words “an area as may be certified by the Department of Youth Services and

Sports subject to the provisions of Himachal Pradesh Ceiling on Land Holdings

Act,1972 ” shall be substituted; and

(g)

the first proviso below clause(12) shall be deleted and for the second proviso, the

following shall be substituted, namely :—

“ Provided that the Government may grant lease under rule 4(vii) for public purpose

as it thinks appropriate.”.

6. Amendment of rule 6.—In rule 6 of the said rules;

(a) in clause (5), after the words “of Himachal Pradesh” the word “Government” shall

be added; and

(b) in clause (7), for the word and abbreviation “IRDP families”, the words,

abbreviation and sign

“ BPL families, single destitute woman ” shall be substituted.”.

7. Amendment of rule 7.—In rule 7 of the said rules after the existing proviso the

following second proviso shall be added; namely:—

“Provided further that when the land is leased to an educational institution, 10% of total

seats shall be reserved for students from BPL families. They shall be provided free education and

books. Such students shall be nominated by concerned Education/Technical Education/Medical

Education Director. Such students shall continue to get these concessions even if his/her family is

removed from the list of BPL families.”

8. Substitution of rule 8.—For rule 8 of the said rule, the following shall be substituted,

namely:—

“8. Lease amount.—The lease amount for (fresh or renewal of existing lease) shall be

charged from the lessee per annum in the following manner, namely:—

(i)

Company(ies).—18% of the latest highest market value of the land leased or double

the average market value of five years, whichever is higher provided that the HEPs

up to 2 MW which are exclusively reserved for bonafide Himachalis/Co-operative

Societies comprising of bonafide Himachalis, lease money shall be charged @ 15%;

(ii)

Societies of any Charitable, literary and scientific purposes registered under

Societies Registration Act, 1860.—8% of the latest highest market value of the land

leased or double the average market value of five years, whichever is less ;

(iii)

Petrol Pumps/Gas godown.—18% of the latest highest market value of the land

leased or double the average market value of five years, whichever is higher;

(iv)

Persons who rendered meritorious service to the State of Himachal Pradesh.—5%

of the latest highest market value of the land leased or double the average market

value of five years, whichever is less;

(v)

Educational Institutions :

(a)

for Primary School (b) for middle School.—5% of the latest highest

market value of the land leased or double the average market value of five

years, whichever is less;

(vi)

Other Educational Institutions.—5% of the latest highest market value of the land

leased or double the average market value of five years, whichever is high;

(vii)

Panchayats, Notified Area Committees, Municipal Committees and Municipal

Corporations.—5% of the latest highest market value of the land leased or double

the average market value of five years, whichever is less;

(viii) Boards set up under any enactment of the Himachal Government and Central

Government.—5% of the latest highest market value of the land leased or double the

average market value of five years, whichever is less;

(ix)

Statutory Corporations set up under any enactment of State and Central

Government.—5% of the latest highest market value of the land leased or double the

average market value of five years, whichever is less.

(x)

Universities of the State and Central Government.—5% of the latest highest market

value of the land leased or double the average market value of five years, whichever

is less;

(xi)

Ex-servicemen, war widows, BPL families and handicapped persons and single

destitute woman.—5% of the latest highest market value of the land leased or double

the average market value of five years, whichever is less;

(xii)

Residential purposes by the landless Bonafide Himachali/Rehabilitation of sufferers

of natural calamities/ Mahila Mandals/Youth Clubs.—5% of the latest highest

market value of the land leased or double the average market value of five years,

whichever is less; and

(xiii) Any Welfare scheme sponsored by the Government of India /State Government, if

executed by a Society registered under the Societies Registration Act, 1860;

establishment of a sports activity by a society similarly registered and a registered

institution for community purpose.—8% of the latest highest market value of the

land leased or double the average market value of five years, whichever is less.”.

Provided that the State Government may reduce the amount for special reasons in deserving

cases.

Substitution of rule 10.—For rule 10 of the said rules, the following shall be

substituted, namely:—

“10. General procedure in case of application for lease.—(1) The application in Form-A

along with latest jamabandi, tatima , five years average sale price, latest market value of the

proposed land and an affidavit in support of details of land already applied/taken by the

applicant and latest audited balance sheet in case of Company for lease shall be made to the

Collector of the District (hereinafter called the Collector). The Collector subject in every

case to the provisions of rule 3 shall deal with the application.

(2) In addition to the documents mentioned in sub-rule (1), the applicant shall also enclose

the documents as per Annexure ‘A’ appended to these rules.”.

Amendment of rule 12.—In rule12 of the said rules, in sub rule (4), in the first line,

after the word “published” the words “ in two local news papers having vide circulation”, shall be

inserted.

11.

Amendment of rule13.—In rule 13 of the said rules.—(a) in sub- rules ( 2) and (3),

for the words and brackets “ Commissioner(Revenue)” ,the words “Divisional Commissioner” shall

be substituted ; and

(b) after sub-rule (3), the following sub-rule shall be inserted, namely:-

“(4) The proposal involving more than five Bighas of land to be leased out shall be sent

to the Council of Minister for approval.”

12. Amendment of rule18.—In rule18 of the said rules, after the word, sign and alphabet

“Form-C”, the words “within a period of six months from the sanction of lease by the Competent

authority” shall be added.”.

13.

Amendment of rule 20.—After, rule 20 of the said rules, the following proviso

shall be added, namely:—

“Provided that the possession of the land shall not be handed over without execution of the

lease deed.”.

14.

Amendment of rule 24.—In rule24 of the said rules;

(a)

in sub-rule (1) after the word “encumbrances”, the words “and the lease

money shall be charged ten times the assessed lease money” shall be

inserted; and

(b)

after sub-rule (2), the following sub- rule shall be added, namely:-

“ (3) The lessee shall submit an affidavit in support of use of land for which it was

leased out within two years from the execution of the lease deed .”

15.

Amendment of Form-C.—In Form–C appended to the said rules, after clause 10,

the following clause shall be inserted , namely:-

“ 10A If land is not utilized for the purpose for which the lease was granted, the lease

money shall be charged ten times of the lease money so assessed earlier for the period for

which the land remained with the lessee.”.

16.

Insertion of Annexure-‘A’.—After FORM–A appended to the said rules, the

following “ANNEXURE” shall be inserted, namely:-

(I)

Affidavit of the lessee.—(a) stating the details of land already taken /applied by the

applicant; and

(b)

Audited Balance sheet in case of Company.

(II)

No objection certificate.—(a) where land to be transferred is abutting the State or

the National Highways, from the Public Works Department;

(b)

where the land to be transferred is located in an area where the provisions of

Himachal Pradesh Town and Country Planning Act,1977 are applicable,

from the Town and Country Planning authority concerned; and

(c)

where the land to be leased is located in a Municipal area from the

Municipality concerned.

In case of commercial establishments, tourism units, industrial and hydel power

projects, in addition to the documents specified against paras I and (II), the

following documents shall be enclosed, namely:-

(i)

Essentiality Certificate from Industrial Department in case industrial unit is to be

set up.

(ii)

Essentiality Certificate from Tourism Department in case of tourism unit is to be

set up.

(iii)

Essentiality Certificate from Department of MPP & Power of the Government of

Himachal Pradesh, in case of setting up of hydel projects.

(iv)

Essentiality Certificate from Department of Education, in case of setting up of

Educational Institution.

(v)

Essentiality Certificate from Department of Food and Supplies in case of setting up

of Petrol pump/gas godown.

(vi)

Essentiality Certificate from Department of YSS of the Government of Himachal

Pradesh, in case of sports activities.

(vii) Essentiality Certificate from concerned Deputy Commissioner in case land is

proposed to be leased for the purpose of Charitable/Religious/Public utility/Youth

Club/Temporary shed /residential House.”.

No. Mudan (B)10-12/ 2010.—In exercise of the powers conferred by proviso to Article 309

of the Constitution of India, the Governor ,Himachal Pradesh , in consultation with the Himachal

Pradesh Public Service Commission , is pleased to make the following Recruitment & Promotion

Rules for the post of General Foreman ,Class-III (Non-Gazetted )(Non-Ministerial Services ) in

the Department of Printing and Stationery Himachal Pradesh as per Annexure-“A” attached to this

notification , namely:-

Short title and commencement.—(i) These rules may be called the Himachal

Pradesh Printing and Stationery Department, General Foreman, Class-III (Non-Gazetted) (Non-

Ministerial Services) Recruitment and Promotion Rules, 2011.

(ii) These rules shall come into force from the date of publication in the Rajpatra.

Himachal Pradesh.

Repeal and Savings.—(i) The Himachal Pradesh Printing and Stationery

Department, General Foreman Class-III(Non-Gazetted), (Non-Ministerial services`) Recruitment

and Promotion Rules, 2002 notified vide Notification No: Mudran (B)2-3/99 dated 3-5-2002

hereby repealed.

(ii) Notwithstanding such repeal, any appointment made or anything done or any action

taken under sub- rule-2(1) supra shall be deemed to have been validly made or done or taken under

these rules.

RECRUITMENT AND PROMOTION RULES FOR THE POST OF GENERAL

FOREMAN, CLASS-III (NON-GAZETTED) ,IN THE DEPARTMENT OF

PRINTING AND STATIONERY HIMACHAL PRADESH

Name of the Post.—General Foreman

Number of Post(s).—02 (Two)

Classification.—Class-III (Non-Gazetted) (Non –Ministerial-Services)

Scale of Pay.—(i) Pay Scale for regular incumbents.—Rs. 10300-34800+Rs. 3600

Grade Pay.

(ii) Emoluments for contract employees.—Rs. 13900 /- P.M. (As per details given in

Col.No. 15-A).

Whether Selection post or Non-Selection post.—Non-Selection

Age for direct recruitment.—Between 18 and 45 years.

Provided that that upper age limit for direct recruits will not be applicable to the candidates

already in service of the Government including those who have been appointed on adhoc or on

contract basis.;

Provided further that if a candidate appointed on adhoc basis or on contract basis had

become over-age on the date when he/she was appointed as such he/she shall not be eligible for any

relaxation in the prescribed age-limit by virtue of his/her such adhoc or contract appointment.;

Provided further that upper age-limit is relax able for Scheduled Castes/Scheduled Tribes/

Other categories of persons to the extent permissible under the general or special order(s) of the

Himachal Pradesh Government.

Provided further that the employees of all the Public Sector Corporations and Autonomous

Bodies who happened to be Government Servants before absorption in Public Sector Corporation/

Autonomous Bodies at the time of initial of such constitutions of such Corporations/Autonomous

Bodies shall be allowed age concession in direct recruitment as admissible to Government

Servants. This concession will not, however, be admissible to such staff of the Public Sector

Corporations/Autonomous Bodies and who are/were finally absorbed in the service of such

Corporations/Autonomous Bodies after initial constitution of the Public Sector Corporations/

Autonomous Bodies.

(1) Age limit for direct recruitment will be reckoned on the first day of the year in which

the post(s) is/are advertised for inviting application or notified to the Employment Exchanges or as

the case may be.

(2) Age and experience in the case of direct recruitment, relax able at the discretion of the

Himachal Pradesh Public Service Commission in case the candidate is otherwise well qualified.

Minimum educational and other qualifications required for direct recruitment.—

Essential Qualification(s).—(i) 10+2 or its equivalent from a recognized University/Board of

School Education.

(ii) 03 years Diploma course in Printing Technology from any recognized Training

Institution.

(iii) Five years experience in Supervisor Capacity in any Government Press or Private

Press of repute.

Desirable Qualification(s).— Knowledge of customs, manners and dialects of Himachal

Pradesh and Suitability for appointment in the peculiar conditions prevailing in the Pradesh.

Whether age and educational qualification(s) prescribed for direct recruit(s) will

apply in the case of the promotee.(s) —Age.—Not applicable

Educational Qualification.—yes, as prescribed in Column No. 11 below.

Period of probation, if any.—Two years, subject to such further extension for a

period not exceeding one year as may be ordered by the competent authority in special

circumstances and reasons to be recorded in writing.

10. Method(s) of recruitment, whether by direct recruitment or by promotion,

deputation, transfer and the percentage of post(s )to be filled in by various methods.—100%

by promotion failing which by direct recruitment on a regular basis or by recruitment on contract

basis as the case may be. The contract employee will get emoluments as given in Col. 15-A and

will be governed by the service conditions as prescribed in the said Column.

11. In case of recruitment by promotion, deputation, transfer grade from which

promotion/deputation/transfer is to be made.—By promotion from amongst the Section Holders

(composing/printing/binding/mono/Computing) & Head Reader who have passed matriculation

Examination and having 03 years regular service or regular combined with continuous adhoc

service, if any in the grade.

(1) In all cases of promotion ,the continuous adhoc service rendered in the feeder post, if

any, prior to regular appointment to the post shall be taken into account towards the length of

service as prescribed in these rules for promotion subject to the condition that the adhoc

appointment/promotion in the feeder category had been made after following proper acceptable

process of selection in accordance with the provisions of R& P Rules :

that in all cases where a junior person becomes eligible for consideration by virtue of his/

her total length of service (including the service rendered on adhoc basis, followed by regular

service/appointment) in the feeder post in view of the provisions referred to the above, all person

senior to him/her in the respective category/post/cadre shall be deemed to be eligible for

consideration and placed above the junior person in the field of consideration :

Provided that all incumbents to be considered for promotion shall possess the minimum

qualifying service of at least three years or that prescribed in the Recruitment and Promotion Rules

for the post which ever is less, Provided further that where a person becomes ineligible to be

considered for promotion on account of the requirements of the preceding proviso, the person(s)

junior to him/her shall also be deemed to be ineligible for consideration for such promotion.

Explanation.—The last proviso shall not render the junior incumbents ineligible for

consideration for promotion if the senior ineligible persons happened to be ex-service men

recruited under the provisions of Rule-3 of the Demobilized Armed Forces Personnel (Reservation

of Vacancies in Himachal State Non-Technical Services) Rules, 1972 and having been given the

benefit of seniority there under or recruited under the provisions of Rule-3 of the Ex-Servicemen

(Reservation of Vacancies in the Himachal Pradesh Technical Services) Rules, 1985 and having

been given the benefit of seniority there under.

(2) Similarly, in all cases of confirmation, adhoc services rendered in the feeder post, if

any, prior to the regular appointment/promotion against such post shall be taken into account

towards the length of service, if the adhoc appointment/promotion had been made after proper

selection and in accordance with the provisions of the R&P Rules. Provided that inter-se-seniority

as a result of confirmation after taking into account, adhoc service rendered as referred to above

shall remain unchanged.

12. If a Departmental Promotion Committee exists, what is its composition?.—As

may be constituted by the Government from time to time.

13. Circumstances under which the Himachal Pradesh Public Service Commission is

to be consulted in making recruitment.—As required under the Law.

14. Essential requirement for a direct recruitment.—A candidate for appointment to

any service or post must be a citizen of India.

15. Selection for appointment to post by direct recruitment.—Selection for

appointment to the post in the case of direct recruitment shall be made on the basis of viva-voce test

of the Himachal Pradesh Public Service Commission or other recruiting agency,as the case may be,

considered necessary or expedient by a written test or practical test, the standard/syllabus etc. of

which will be determined by the Commission/other recruiting authority, as the case may be.

15-A.

(Selection for appointment to the post by contract appointment).—Not

withstanding anything contained in these rules, contract appointments to the post will be made

subject to the terms and conditions given below:-

(I) CONCEPT.—(a) Under this policy, the General Foreman in the Department of

Printing & Stationery will be engaged on contract basis initially for one year, which may be

extendable, on year to year basis.

Provided that for extension/renewal of contract period on year to year basis the concerned

HOD shall issue a certificate that the service and conduct of the contract appointee is satisfactory

during the year and only then his period of contract is to be renewed/extended.

(b) POST FALLS WITHIN THE PURVIEW OF HPSSSB.—The Controller, Printing &

Stationery Department Himachal Pradesh ,after obtaining the approval of the Government to fill up

the vacant post on contract basis will place the requisition with the concerned recruiting agency i.e.

HP Subordinate Service Selection Board , Hamirpur.

(II) CONTRACTUAL EMOLUMENTS.—The General Foreman appointed on

contract basis will be paid consolidated fixed contractual amount @ Rs. 13900/- per month (which

shall be equal to the minimum of the pay band plus Grade pay.) An amount of Rs. 420/- (3% of the

minimum of pay band+grade pay) as annual increase in contractual emoluments for subsequent

year(s) will be allowed if contract is extended beyond one year.

(III) APPOINTING/DISCIPLINARY AUTHORITY The Controller, Printing and

Stationery H. P. will be appointing and disciplinary authority.

(IV) SELECTION PROCESS.—Selection for appointment to the post in case of contract

appointment will be made on the basis of Viva-voce test or if considered necessary or expedient by

a written test or practical test the standard/syllabus etc. of which will be determined by the

concerned recruiting agency i.e. the H.P.Subordinate Service Selection Board Hamirpur.

(V) COMMITTEE FOR SELECTION OF CONTRACTUAL APPOINTEE.—As

may be constituted by the concerned recruiting agency i.e. the H.P.Subordinate Service Selection

Board Hamirpur from time to time.

(VI) (AGREEMEMT) .—After selection of a candidate, he/She shall sign an agreement as

per annexure -B appended to these Rules.

(VII) TERMS AND CONDITIONS.—(a) The Contractual appointee will be paid fixed

contractual amount @ Rs. 13,900 /- per month(which shall be equal to minimum of pay band+

Grade Pay). The Contract appointee will be entitled for increase in contractual amount @ Rs. 420/-

(3% of minimum of the Pay band + Grade pay of the post) for further extended years and no other

allied benefit such as senior/selection scales etc. will be given.

(b) The service of the contract appointee will be purely on temporary basis. The

appointment is liable to be terminated in case the performance/conduct of the contract appointee is

not found satisfactory.

temporarily unfit till the Confinement is over. The women candidate will be re-examined for the

fitness by an authorized Medical Officer/Practioner.

(g) Contract appointee will be entitled to TA/DA if required to go on tour in connection

with his official duties at the same rate as applicable to regular counter part officials at the

minimum of pay scale.

(h) Provision of service rules like FR,SR ,leave Rules, GPF Rules ,Pension rules &

Conduct rules etc. as are applicable in case of regular employees , will not be applicable in case of

contract appointees. . They will be entitled for emoluments etc .as detailed in this Column.

16. Reservation.—The appointment to the service shall be subject to orders regarding

reservation in the service for Scheduled Castes/Scheduled Tribes/Other Backward Classes/Other

categories of persons issued by Himachal Pradesh Government from time to time.

17. Departmental Examination.—Not applicable.

18. Powers to relax. Where the State Government is of the opinion that it is necessary or

expedient to do so, it may, by order for reasons to be recorded in writing and in consultation with

the H.P.P.S.C relax any of the provision(s) of these Rules with respect to any Class or Category of

person(s) or post(s).

PARTY has engaged the aforesaid FIRST PARTY, and the FIRST PARTY has agreed to serve as

General Foreman on contract basis on the following terms and conditions:—

That the FIRST PARTY shall remain in the service of the SECOND PARTY as a

General Foreman for a period of one year commencing on day of…………………..……..and

ending on the day of …….………… It is specifically mentioned and agreed upon by both the

parties that the contract of the FIRST PARTY with SECOND PARTY shall ipso-facto stand

terminated on the last working day i.e. on……………..And information notice shall not be

necessary.

Service Commission, the Governor Himachal Pradesh is pleased to offer appointment to Lt.

Col.(Retd.) Vinay Mohan as Commandant/ Junior Staff Officer , Class –I,Gazetted in the

Department of Home Guards and Civil Defense , Himachal Pradesh in the pay scale of Rs.15,600

39,100+ GP 6600 P.M. on the following terms and conditions:—

(i)

The post of Commandant/ Junior Staff Officer, Class –I, Gazetted is temporary, but is

likely to be continued.

(ii) He will be on probation for a period of two years from the date of joining the post.

The period of probation is liable to be extended at the discretion of the appointing

authority. Failure to complete the period of probation to the satisfaction of the

competent authority will render him liable to discharge from service.

(iii) He will have to pass the prescribed departmental examination within the stipulated

period failing which he shall not be eligible for:—

(a) The grant of higher pay-scales etc.

(b) Confirmation in service; and

Promotion to the next higher post.

(iv) He will be liable to serve in any part of Himachal Pradesh or any other place where

found to have willfully suppressed any material/information, he will be liable for
