No. TPT-E(2)37/2005-VI.—Pursuant to Rule 50 of the Central Motor Vehicles Rules, 1989
as notified by the Government of India, Ministry of Road Transport and Highways vide gazette
notification No.221 (E) dated 28.03.2001 and SO No.814 (E) dated 22.08.2001 & SO No.1041 (E)
dated 16.10.2001, SO NO: 883(E), dated 12/06/2006 and SO NO: 2091(E), dated 16/09/2011 to
introduce New High Security Registration Plate System (NHSRP hereinafter) in India and also in
pursuance of the Order of Hon’ble Supreme Court of India in Writ Petition No.510/2005, the
Governor, Government of Himachal Pradesh is pleased to make and notify the following Scheme
for the implementation of the New High Security Registration Plates in the State of Himachal
Pradesh:-
1.
This Scheme shall be called “The Implementation of New High Security
Registration Plates in the State of Himachal Pradesh Scheme, 2011.”

2.
The Scheme shall come into force on 15/11/2011 in case of new vehicles.
3.
As far as existing vehicles are concerned, the task of implementing this Scheme
shall be completed by 14/11/2013.
4.
The Government of Himachal Pradesh has selected and approved M/s LINK
UTSAV VENTURES PRIVATE LIMITED, 64-C, MAHARANI NIWAS, HARI
NAGAR, AASHRAM, NEW DELHI-110014 to sell and affix NHSRP in Himachal
Pradesh on the rates approved as follows:-

UTSAV VENTURES PRIVATE LIMITED, 64-C, MAHARANI NIWAS, HARI
NAGAR, AASHRAM, NEW DELHI-110014 against the authorization by the
Registering Authority or any officer designated for the purpose by the State
Transport Department.

6.
The replacement for any existing registration plate may be made by the concerned
transport authority after ensuring that the old plate has been surrendered and
destroyed.
7.
M/s LINK UTSAV VENTURES PRIVATE LIMITED, 64-C, MAHARANI
NIWAS, HARI NAGAR, AASHRAM, NEW DELHI-110014 shall adhere strictly to
the provisions of amended Rule 50 of Central Motor Vehicles Rules, 1989 and The
Motor Vehicles (New High Security Registration Plates) Order, 2001 as amended
from time to time.
8.
The NHSRP shall conform to Rule 50 and order,2001as amended from time to time.
No other mark of indications like name of owner, Department, etc. shall be
written/added on New High Security Registration Plate.
9.
In case of three and four wheel vehicles, a Third Registration Plate in the form of a
selfdestructive type sticker containing Laser branded ID No., Engine No., Chassis
No. and hologram, shall be affixed on the windshield of the vehicle. This shall also
be procured by the vehicle owner from the authorized vendor as mentioned in the
preceding Para No 5 above.
10.
The New High Security Registration Plates (including the Third Registration Plate
required as per Para No.7) shall be fastened / affixed by M/s LINK UTSAV
VENTURES PRIVATE LIMITED, 64-C, MAHARANI NIWAS, HARI NAGAR,
AASHRAM, NEW DELHI-110014 on the vehicle within the premises of the
concerned Registering Authority who allotted the new number in the presence of
Registering Authority or his authorized representative. No High Security plate shall
be affixed outside the premises of the Registering Authority.
11.
Only after the New High Security Registration Plates are fastened/affixed to the
vehicle and the vehicle is found fit to ply on the road, Registration Certificate shall
be issued to the vehicle owner.
12.
A proper record of New High Security Registration Plates issued by M/s LINK
UTSAV VENTURES PRIVATE LIMITED, 64-C, MAHARANI NIWAS, HARI
NAGAR, AASHRAM, NEW DELHI-110014 shall be maintained by them on a
daily basis and got tallied weekly with the records of the concerned Registering
Authority as per specification No. (xiii) of The Motor Vehicles (New High Security
Registration Plates) Order, 2001.
13.
The Registering Authorities are required to consult Rule-50 of Central Motor
Vehicles Rules, 1989 and The Motor Vehicles (New High Security Registration
Plates) Order, 2001 as amended from time to time of Government of India while
dealing with New High Security Registration Plates.
14.
Each Registering Authority of Himachal Pradesh Transport Department will
maintain erecord of the data regarding the High Security Registration Plates
installed on the vehicles registered by the Authority.
15.
Each Registering Authority shall request for periodic audit to be carried out by
concerned agency as listed in order, 2001 and Rule 126 to ensure compliance of the
requirement of the New High Security Registration Plate.
16.
To achieve the objectives of Rule 50 of the Central Motor Vehicles Rules, 1989 and
Motor Vehicles (New High Security Registration Plates) Order, 2001, the
Government of Himachal Pradesh may from time to time issue instructions to
regulate the installation of New High Security Registration Plates for the vehicles
registered with Registering Authorities in Himachal Pradesh.

Himachal PradeshGovernment Stock (securities) of 10-year tenure for an aggregate amount of Rs
300.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this
notification (called specific Notification) as also the terms and conditions specified in the General
Notification No.Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.
Object of the loan
1.
(i) The proceeds of the State Government Securities will be utilized for the development
programme of the Government of Himachal Pradesh.
(ii) Consent of Central Government has been obtained to the floatation of this loan as
required by Article 293 (3) of the Constitution of India.
Method of Issue
2.
Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO)
Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the
General Notification No.Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be
determined by the Reserve Bank of India at the yield based auction under multiple price
format.
Allotment to Non-Competitive Bidders
3.
The Government Stock upto 10% of the notified amount of the sale will be allotted to
eligible individuals and institutions subject to a maximum limit of 1% of the notified

amount for a single bid as per the Revised Scheme for Non Competitive Bidding Facility in
the Auctions of State Government Securities of the General Notification (Annexure-II).
Place and Date of Auction

The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort,
Mumbai-400 001 on November 8, 2011. Bids for the auction should be submitted in
electronic format on the Negotiated Dealing System (NDS) as stated below on November
8, 2011.
(a) The competitive bids shall be submitted electronically on the Negotiated Dealing
System(NDS) between 10:30AM and 12:30 PM.
(b) The non-competitive bids shall be submitted electronically on the Negotiated Dealing
System (NDS) between 10:30 AM and 11:30 AM.
Result of the Auction
5.
The result of the auction shall be displayed by the Reserve Bank of India on its website on
the same day. The payment by successful bidders will be on November 9, 2011.
Method of Payment
6.
Successful bidders will make payments on November 9, 2011 before close of banking
hours by means of cash, bankers’ cheque/pay order, demand draft payable at Reserve Bank
of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of
India, Mumbai(Fort)/New Delhi.
Tenure
7.
The Stock will be of 10-year tenure. The tenure of the Stock will commence on November
9, 2011.
Date of Repayment
8.
The loan will be repaid at par on November 9, 2021 Rate of Interest
9.
The cut-off yield determined at the auction will be the coupon rate percent per annum on the
stock sold at the auction. The interest will be paid on May 9 and November 9.
Eligibility of Securities
10. The investment in Government Stock will be reckoned as an eligible investment in
Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section
24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

309 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the
Himachal Pradesh Public Service Commission, is pleased to make the Common Direct Recruitment
and Promotion Rules for the post of Steno-Typist, Class-III (Non-Gazetted) Ministerial Services in
various Departments of the Government of Himachal Pradesh as per Annexure-I attached to this
notification, namely:-
1.
Short title, Commencement and application.— (1) These rules may be called the
Himachal Pradesh, Department of Personnel, Steno-Typist, Class-III (Non-Gazetted) Common
Direct Recruitment and Promotion Rules, 2011.
(2)
These rules shall come into force from the date of publication in the Rajpatra,
Himachal Pradesh.
(3)
These rules shall be applicable to all the Government Departments of State of
Himachal Pradesh :
Provided that the method of direct recruitment provided in Recruitment and Promotion
Rules for the posts of Steno-Typist under various Departments of the Himachal Pradesh
Government issued from time to time, shall cease to operate:
Provided further that these Rules shall not apply to the posts of the Vidhan Sabha
Secretariat/ High Court of H. P.

2.
Repeal and savings.—(1) The Himachal Pradesh Class-III Services (Clerk/Steno
Typist/Statistical Assistant) Common Recruitment snf Promotion Rules, 2007 notified vide this
Department Notification No. Per (APC) A (3)-2/99, dated 13.4.2007, are hereby repealed to the
extent these pertains to the post of Steno-Typist.
(2)
Notwithstanding such repeal, any appointment made or anything done or any action
taken under the rules so repealed under sub-rule (I) supra, shall be deemed to have been validly
made or done or taken under these rules.

Common Direct Recruitment and Promotion Rules for the posts of Steno typist in various
Departments of Himachal Pradesh Government
1.
Name of Post.— Steno typist.
2.
Number of Posts .—As sanctioned and may be sanctioned by the Government from
time to time in the concerned Departments.
3.
Classification .—Class-III (Non-Gazetted)
Ministerial Services.
4.
Scale of Pay.—( i) Pay band for regular incumbents:
` 5910-20200+ ` 2000 Grade Pay
(ii) Emoulments for Contract Employees:
` 7910/-P.M. as per details given in Col.15-A.
5.
Whether Selection Post or Non-Selection Post.—N.A.
6.
Age for Direct recruitment.—Between 18 years and 45 years:
Provided that the upper age limit for direct recruits will not be applicable to the candidates
already in service of the Government including those who have been appointed on adhoc or on
contract basis:
Provided further that if a candidate appointed on adhoc basis had become overage on the
date when he was appointed as such he shall not be eligible for any relaxation in the prescribed age
limit by virtue of his such adhoc or contract appointment:
Provided further that upper age limit is relaxable for Scheduled Castes/Scheduled
Tribes/Other categories of persons to the extent permissible under the general or special order (s) of
the Himachal Pradesh Government:
Provided further that the employees of all the Public Sector Corporations and Autonomous Bodies
who happened to be Government Servant before absorption in Public Sector Corporations/Autonomous
Bodies at the time of initial constitution of such Corporations/Autonomous Bodies shall be allowed age

concession in direct recruitment as admissible to Government servants. This concession will not,
however, be admissible to such staff of the Public Sector Corporations/Autonomous Bodies who were/are

the service of such Corporations/Autonomous Bodies after initial constitution of the Public Sector
Corporations/Autonomous Bodies.
Notes.—(1) Age limit for direct recruitment will be reckoned on the first day of the year in
which the Post(s) is/are advertised for inviting applications or notified to the Employment
Exchanges, as the case may be.
(2)
Age and experience in the case of direct recruitment relaxable at the discretion of the
Himachal Pradesh Public Service Commission in case the candidate is otherwise well qualified.

year, which may be extendable on year to year basis:

HOD shall issue a certificate that the service and conduct of the contract appointee is satisfactory
during the year and only then his period of contract is to be renewed/extended.
(b)
POST FALLS WITHIN THE PURVIEW OF HP SSSB.—The HOD (Designation
of Appointing Authority) after obtaining the approval of the Government to fill up the vacant posts
on contract basis will place the requisition with the concerned recruiting agency H.P. Subordinate
Services Selection Board, Hamirpur.
(c)
The selection will be made in accordance with the eligibility conditions prescribed
in these Rules.

(II)
CONTRACTUAL EMOLUMENTS.—The Steno-Typist appointed on contract
basis will be paid consolidated fixed contractual amount @ ` 7910 P. M. (which shall be equal to
minimum of the pay band + grade pay). An amount of `.240 (3% of the minimum of pay band+
grade pay of the post) as annual increase in contractual emoluments for the subsequent year(s) will
be allowed if contract is extended beyond one year.
(III)
APPOINTING/DISCIPLINARY AUTHORITY.—The Head of the Department
(Designation of the appointing authority) H. P. will be appointing and disciplinary authority.
(IV) SELECTION PROCESS.—Selection for appointment to the post in the case of
Contract Appointment will be made on the basis of viva-voce test or if consider necessary or
expedient by a written test or practical test the standard/syllabus etc. of which will be determined
by the concerned recruiting agency i.e. HPSSSB.
(V)
COMMITTEE FOR SELECTION OF CONTRACTUAL APPOINTMENTS.—As
may be constituted by the concerned recruiting agency i.e. the HPSSSB from time to time.
(VI)
AGREEMENT.—After selection of a candidate, he/she shall sign an agreement as
per Annexure-“B” appended to these Rules.
(VII) TERMS AND CONDITIONS.—(a) The contractual appointee will be paid fixed
contractual amount @ `. 7910 P.M. (which shall be equal to minimum of the pay band+grade pay).
The contract appointee will be entitled for increase in contractual amount @ ` 240 (3% of minimum
of the pay band + grade pay of the post) for further extended years and no other allied benefits such
as senior/selection scales etc. will be given.
(b)
The service of the Contract Appointee will be purely on temporary basis. The
appointment is liable to be terminated in case the performance/conduct of the contract appointee is
not found satisfactory.
(c)
Contract Appointee will be entitled for one day casual leave after putting one month
service. This leave can be accumulated up to one year. No leave of any other kind is admissible to
the contract appointee. He/She shall not be entitled for Medical Re-imbursement and LTC etc. only
maternity leave will be given as per Rules.
(d)
Unauthorized absence from the duty without the approval of the controlling Officer
shall automatically lead to the termination of the contract. Contract Appointee shall not be entitled
for contractual amount for the period of absence from duty.
(e)
An official appointed on contract basis who have completed five years tenure at one
place of posting will be eligible for transfer on need based basis wherever required on
administrative grounds.
(f)
Selected candidate will have to submit a certificate of his/her fitness from a
Government/Registered Medical Practitioner. Women candidate pregnant beyond 12 weeks will
stand temporarily unfit till the confinement is over. The women candidate will be re-examined for
the fitness from an authorized Medical Officer/Practitioner.
(g)
Contract appointee will be entitled to TA/DA if required to go on tour in connection
with his/her official duties at the same rate as applicable to regular counterpart officials at the
minimum of pay scale.
(h)
Provisions of service rules like FR SR, Leave Rules, GPF Rules, Pension Rules &
Conduct rules etc. as are applicable in case of regular employees will not be applicable in case of

Constitution of India Section 160 of the Himachal Pradesh Panchayati Raj Act, 1994 and Rule 32
of the Himachal Pradesh Panchayati Raj (Election) Rules, 1994, the State Election Commission
Himachal Pradesh hereby notifies the election programme for the conduct of bye- election to fill up
the seats declared vacant upto 31/8/2011, in Panchayati Raj Institutions of Himachal Pradesh as
under:
1. Nomination papers shall be presented :
On 14th, 15th and 16th November, 2011
(Between 11 am to 3 pm)Nomination papers for
the offices of Gram Panchayat, Panchayat Samiti
& Zila Parishad shall be filed at the places and
before the Officers appointed by the District
Election Officers (Panchayat).
2. The nomination papers shall be

On 17th November, 2011 (From 10 am onwards).
Scruitnized.
3. A candidate may withdraw his
:
On 19th November,2011 (Before 3pm)
Candidature.
4. List of contesting candidates :
:
On 19th November, 2011, immediately after the
time of withdrawal is over. The list of contesting
candidate will show the name of symbol allotted to
them.
5. List of Polling stations shall be
:
On or before 14th November, 2011

6. The Poll, if necessary, shall be held :
On 30th November, 2011.
From 8.00 AM to 4.00 PM.
7. Counting of votes, in the event
:
Counting of votes for Member, Up- Pradhan and
of Poll, shall be done .
Pradhan of Gram Panchayats shall be taken up
on the date of Poll immediately after the close
of the poll at the Gram Panchayat Headquarters.
Counting of votes for member of Panchayat Samiti
and Zila Parishad shall be taken up on
2nd December, 2011 at respective Block H.Q.
The counting once started shall continue (for a
constituency) until it is completed.
8. Result of election shall be declared :
The result of the election of Member,Up Pradhan
& Pradhan of Gram Panchayat shall be declared on
the date of the poll immediately after the counting
is over.
The result of election of Panchayat Samiti shall be
declared on the day of counting at the Block
Headquarters immediately after the counting is
over. The result of election to Zila Parishad shall
be declared in accordance with the provisions
contained in rule 75(VI) of the Himachal Pradesh
Panchayati Raj (Election) Rules, 1994.
Note: The process of election shall be completed by 05.12.2011.
