ANNEXURE-I

Terms and conditions of service of Smt. Sarojini Ganju Thakur, Chairperson of the

Himachal Pradesh Private Educational Institutions Regulatory Commission

Tenure.—She shall hold office for a period of three years from the date of her

joining or till she attains the age of 65 years whichever is earlier.

Pay.—She shall be entitled to get such total monthly emoluments as last pay drawn

reduced by the amount of pension.

Residential accommodation.—She shall be entitled to residential accommodation

at headquarters if available in general pool equivalent to that admissible to Pr.

Secretary to Government of Himachal Pradesh.

House Rent Allowance and Telephone.— In case she does not avail of the use of

official accommodation, she shall be entitled to HRA admissible as per Government

of Himachal Pradesh Rules regarding HRA, for the time being in force and

applicable to the Principal Secretary to the Government of Himachal Pradesh,

alongwith telephone with STD facility in office and residence.

T.A & D.A.—She will be entitled to TA and DA as are admissible to the Principal

Secretary to the Government of Himachal Pradesh.

Medical benefit, Leave & L.T.C.—The Chairperson will be entitled to medical

benefit, leave and LTC facilities as are admissible to the Principal Secretary to

Government of Himachal Pradesh.

Leave Sanctioning Authority.—The powers to grant leave to the Chairperson shall

vest with the Chief Minister. Chairperson shall be the leave sanctioning authority of

Members and Secretary of the Commission.

Conveyance Allowance.—She shall be entitled to a staff car and the actual

consumption of fuel.

Administrative and other residuary matters.—The administrative matters relating

to terms and conditions of service of the Chairperson with respect to which no

express provision has been made shall be as applicable to the Principal

Secretary/Additional Chief Secretary.

Method of Issue :

Government Stock will be sold through the Reserve Bank of India, Mumbai Office

(PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph

6.1 of the General Notification No.Fin-2-C(12)-11/2003, dated July 20, 2007 at a

coupon rate to be determined by the Reserve Bank of India at the yield based

auction under multiple price format.

Allotment to Non-Competitive Bidders :

The Government Stock upto 10% of the notified amount of the sale will be allotted

to eligible individuals and institutions subject to a maximum limit of 1% of the

notified amount for a single bid as per the Revised Scheme for Non Competitive

Bidding Facility in the Auctions of State Government Securities of the General

Notification (Annexure-II).

Place and Date of Auction :

The auction will be conducted by the Reserve Bank of India, at its Mumbai Office,

Fort, Mumbai-400 001 on December 20,2011. Bids for the auction should be submitted in

electronic format on the Negotiated Dealing System (NDS) as stated below on December 20,2011.

(a)

The competitive bids shall be submitted electronically on the Negotiated Dealing

System (NDS) between 10:30AM and 12:30 PM.

(b)

The non-competitive bids shall be submitted electronically on the Negotiated

Dealing System (NDS) between 10:30 AM and 11:30 AM.

Result of the Auction :

The result of the auction shall be displayed by the Reserve Bank of India at its

website on the same day. The payment by successful bidders will be on December

21, 2011.

Method of Payment :

Successful bidders will make payments on December 21,2011 before close of

banking hours by means of cash, bankers’ cheque/pay order, demand draft payable

at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account

with Reserve Bank of India, Mumbai(Fort)/New Delhi.

Tenure :

The Stock will be of 10-year tenure. The tenure of the Stock will commence on

December 21, 2011.

Date of Repayment :

The loan will be repaid at par on December 21,2021

Rate of Interest :

The cut-off yield determined at the auction will be the coupon rate percent per

annum on the stock sold at the auction. The interest will be paid on June 21 and

December 21.

Eligibility of Securities :

The investment in Government Stock will be reckoned as an eligible investment in

Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR)

under Section 24 of the Banking Regulation Act, 1949. The stocks will qualify for

the ready forward facility.

Himchal Pradesh immediately before Ist November, 1966 and by virtue of the powers of the

Financial Commissioner, conferred on me under section 9 of the said Act, read with the Himachal

Pradesh (Excise Powers and Appeal) Orders, 1965, I, J.C. Sharma, Excise & Taxation

Commissioner, Himachal Pradesh hereby make the following further amendment in the Punjab

Distillery Rules, 1932 as amended from time to time, applicable in the said areas (hereinafter called

the “said rules”) with immediate effect :—
