Whereas the State Election Commission has undertaken the process for updation of
electoral roll for bye election to Panchayati Raj Institutions in the State and final publication of
electoral roll is fixed for 23.11. 2012;
Whereas the State Election Commission has also undertaken a project for computerisation
of electoral rolls of all the 19413 wards of 3243 Panchayati Raj Institutions and insertion of
photograph and ID card No. of each and every elector in the voter list with the help of Information
and Technology Department. The total cost of the said project is Rs. 61, 13,225 for the said
purpose;
Whereas the State Election Commission decided to undertake this project in two phases and
has demanded Rs. 31, 16,115/- in the first phase from the Finance Department Government of
Himachal Pradesh;
Whereas the Finance Department has allotted Rs. 26.70 lacs for the first phase in order to
implement this project vide its UO No. Fin-A-C(2)-8/2012-52270723 dated 30.10.2012.
Whereas Sh. Shamsher Singh Kashyap is looking after all the work pertaining to
byeelection and the said project for computerisation of electoral rolls of Panchayati Raj Institutions;
Therefore, the State Election Commission is of the considered opinion that it will be in the
interest of smooth discharge of the functions vested in it under Article 243-K of the Constitution of
India and Section 160 of the HP Panchayati Raj Act to extend the services of Sh. Shamsher Singh
Kashyap Superintendent Gr. I at least for six months in public interest. Accordingly Sh. Kashyap
will now retire on 30.4.2013 instead of 31.10.2012. The Office Order No. SEC (5)-31/96-2098
2101 dated 2nd July, 2012 is hereby modified to this extent.
