No. UD-F(2)-1/2009.—In continuation to this Department Notification of even number

dated 29-03-2012 and in order to comply with the Condition No. (viii) of Para 10.161 of the

Thirteenth Finance Commission Report, the Governor, Himachal Pradesh is pleased to notify the

Service Level Benchmarks for the Municipal Corporation, Shimla and all the Municipal Councils

of Himachal Pradesh for four service sectors i.e. water supply, sewerage, storm water drainage and

solid waste management which are proposed to be achieved by the Urban Local Bodies before

31-03-2014. The ULB-wise and indicator-wise current status and targets are available on the

website of Urban Development, Himachal Pradesh and as such the same can be seen on

Department website of Urban Development i.e. http://hpurbandevelopment.nic.in/ .

(Establishment and Regulation) Act, 2011 (Act No. 43 of 2011).

BE it enacted by the Legislative Assembly of Himachal Pradesh in the Sixty-fourth Year of

the Republic of India as follows:—

Short title and commencement.—(1) This Act may be called the Institute of

Chartered Financial Analysts of India University (Establishment and Regulation) Amendment Act,

2013.

(2) It shall be deemed to have come into force on 17^th day of June, 2011.

Amendment of section 41.—In section 41 of the Institute of Chartered Financial

Analysts of India University (Establishment and Regulation) Act, 2011 (43 of 2011) in sub-section

(2), in the proviso, for the words “twenty five years”, the words “forty years” shall be substituted.

STATEMENT OF OBJECTS AND REASONS

In order to ensure appropriate standard of admission, teaching, examination, research and

for furtherance of higher education in the State, the State Government has established many private

Universities in the State by enactment of independent Act for each University. However, section 41

of the Institute of Chartered Financial Analysts of India University (Establishment and Regulation)

Act, 2011 contains the provision for dissolution of the University by the sponsoring body on

completion of twenty five years of its establishment, but it has been felt that the time period for

such dissolution of the University by the sponsoring body may not serve the interest of students in

particular and the State of Himachal Pradesh in general, because such Universities have been

established keeping in view the educational needs of the public at large and especially for the

people of State of Himachal Pradesh. Thus, in order to ensure that every private University may

remain functional for a considerable period and to achieve the desired objectives, it has been

decided to make suitable amendment in section 41 of the Act ibid to ensure that the sponsoring

body of the University may not dissolve the University before forty years of its establishment. This

has necessitated amendment in the Act ibid.

This Bill seeks to achieve the aforesaid objectives.

THE SRI SAI UNIVERSITY (ESTABLISHMENT AND REGULATION)

AMENDMENT BILL, 2013

(AS INTRODUCED IN THE LEGISLATIVE ASSEMBLY)

further to amend the SRI SAI University (Establishment and Regulation) Act, 2010 (Act No.

3 of 2011).

BE it enacted by the Legislative Assembly of Himachal Pradesh in the Sixty-fourth Year of

the Republic of India as follows:—

1. Short title and commencement.—(1) This Act may be called the SRI SAI University

(Establishment and Regulation) Amendment Act, 2013.

(2) It shall be deemed to have come into force on 29th day of September, 2010.

Amendment of section 41.—In section 41 of the SRI SAI University (Establishment

and Regulation) Act, 2010 (3 of 2011), in sub-section (2), in the proviso, for the words “twenty five

years”, the words “forty years” shall be substituted.

STATEMENT OF OBJECTS AND REASONS

In order to ensure appropriate standard of admission, teaching, examination, research and for

furtherance of higher education in the State, the State Government has established many private

Universities in the State by enactment of independent Act for each University. However, section 41
