Shimla-2, the 5^th April, 2013

No. Fin-2-C-(12)-1/2013.—Government of Himachal Pradesh hereby notifies the sale of

Himachal Pradesh Government Stock (securities) of 4-year tenure for an aggregate amount of

` 250.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this

notification (called specific Notification) as also the terms and conditions specified in the General

Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the loan :

(i) The proceeds of the State Government Securities will be utilized for the development

programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as

required by Article 293 (3) of the Constitution of India.

Method of Issue :

Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO)

Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the

General Notification No.Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be

determined by the Reserve Bank of India at the yield based auction under multiple price

format.

Allotment to Non-Competitive Bidders :

The Government Stock upto 10% of the notified amount of the sale will be allotted to

eligible individuals and institutions subject to a maximum limit of 1% of the notified

amount for a single bid as per the Revised Scheme for Non Competitive Bidding Facility in

the Auctions of State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction :

The auction will be conducted by the Reserve Bank of India, at its Mumbai Office,

Fort, Mumbai-400 001 on April 9, 2013. Bids for the auction should be submitted in

electronic format on the Reserve Bank of India Core Banking Solution (E-Kuber) System as

stated below on April 9, 2013.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India

Core Banking Solution (E-Kuber) System between 10:30AM and 12:00 PM.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of

India Core Banking Solution (E-Kuber) System between 10:30 AM and 11:30 AM.

Result of the Auction :

The result of the auction shall be displayed by the Reserve Bank of India on its website on

the same day. The payment by successful bidders will be on April 10, 2013.

Method of Payment :

Successful bidders will make payments on April 10, 2013 before close of banking hours by

means of cash, bankers’ cheque/pay order, demand draft payable at Reserve Bank of India,

Mumbai(Fort)/New Delhi.

Tenure :

The Stock will be of 4-year tenure. The tenure of the Stock will commence on

April 10, 2013.

Date of Repayment :

The loan will be repaid at par on April 10, 2017.

Rate of Interest :

The cut-off yield determined at the auction will be the coupon rate percent per annum on the

stock sold at the auction. The interest will be paid on October 10 and April 10.

Eligibility of Securities :

The investment in Government Stock will be reckoned as an eligible investment in

Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under

Section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready

forward facility.

BE it enacted by the Legislative Assembly of Himachal Pradesh in the Sixty-fourth Year of

the Republic of India as follows:—

Short title and commencement.—(1) This Act may be called the Shoolini University

of Biotechnology and Management Sciences (Establishment and Regulation) Amendment Act,

2013.

(2) It shall be deemed to have come into force on 16^th day of October, 2009.

Amendment of section 41.—In section 41 of the Shoolini University of

Biotechnology and Management Sciences (Establishment and Regulation) Act, 2009,(20 of 2009)

in sub-section (2), in the proviso, for the words “twenty five years”, the words “forty years” shall

be substituted.

STATEMENT OF OBJECTS AND REASONS

In order to ensure appropriate standard of admission, teaching, examination, research and

for furtherance of higher education in the State, the State Government has established many private

Universities in the State by enactment of independent Act for each University. However, section 41

of the Shoolini University of Biotechnology and Management Sciences (Establishment and

Regulation) Act, 2009 contains the provision for dissolution of the University by the sponsoring

body on completion of twenty five years of its establishment, but it has been felt that the time

period for such dissolution of the University by the sponsoring body may not serve the interest of

students in particular and the State of Himachal Pradesh in general, because such Universities have

been established keeping in view the educational needs of the public at large and especially for the

people of State of Himachal Pradesh. Thus, in order to ensure that every private University may

remain functional for a considerable period and to achieve the desired objectives, it has been

decided to make suitable amendment in section 41 of the Act ibid to ensure that the sponsoring

body of the University may not dissolve the University before forty years of its establishment. This

has necessitated amendment in the Act ibid.

This Bill seeks to achieve the aforesaid objectives.

to amend the Maharaja Agrasen University (Establishment and Regulation) Act, 2012 (Act

No. 15 of 2013).

BE it enacted by the Legislative Assembly of Himachal Pradesh in the Sixty-fourth Year of

the Republic of India as follows:-

Short title and commencement.—(1) This Act may be called the Maharaja Agrasen

University (Establishment and Regulation) Amendment Act, 2013.

(2) It shall be deemed to have come into force on 16^th day of July, 2012.

Amendment of section 41.—In section 41 of the Maharaja Agrasen University

(Establishment and Regulation) Act, 2012, (15 of 2013) in sub-section (2), in the proviso, for the

words “twenty five years”, the words “forty years” shall be substituted.

STATEMENT OF OBJECTS AND REASONS

In order to ensure appropriate standard of admission, teaching, examination, research and

for furtherance of higher education in the State, the State Government has established many private

Universities in the State by enactment of independent Act for each University. However, section

41 of the Maharaja Agrasen University (Establishment and Regulation) Act, 2012 contains the

provision for dissolution of the University by the sponsoring body on completion of twenty five

years of its establishment, but it has been felt that the time period for such dissolution of the

University by the sponsoring body may not serve the interest of students in particular and the State

of Himachal Pradesh in general, because such Universities have been established keeping in view

the educational needs of the public at large and especially for the people of State of Himachal

Pradesh. Thus, in order to ensure that every private University may remain functional for a

considerable period and to achieve the desired objectives, it has been decided to make suitable

amendment in section 41 of the Act ibid to ensure that the sponsoring body of the University may

not dissolve the University before forty years of its establishment. This has necessitated amendment

in the Act ibid.

This Bill seeks to achieve the aforesaid objectives.

section (1) of section 66 of the Factories Act, 1948, the Governor, Himachal Pradesh, is pleased to

authorize the employers of the Factories, registered under the Factories Act, 1948, in which women

workers are employed, to require or allow such women workers to work in two shifts between 5:00

AM to 10:00 P.M. for a period of three years, from the date of publication of this notification in the

e- gazette subject to the following conditions, namely:—

That no women worker shall be allowed to work in any factory during the period

from 10.00 PM to 5.00 A. M.

That no women worker shall alone be engaged to work in the second shift.

That the concerned factory shall provide transport facilities to the women workers

from the place of work to their hostel/ residence after close of the shift.

That the lady escort shall be provided in the vehicle along with women workers

while coming/going to the hostel/residence from their work place.

That the arrangement for meals shall be made in the canteen of the Factory, so that

the women workers can take meals within factory premises during second shift.
