The terms and references of the above Committee may vary from time to time, however at
the first instance following are terms of reference to be deliberated upon are as under:—
(i) Training and Orientation Programmes on issues relating to Child Labour and
Children’s right to Education along with the tasks and roles of specific stakeholders.
(ii) Action plan for retention of children in schools and prevention of Child Labour.
(iii) Reaching out to the Children through creation of
(a) Transitional Education Centers(TEC) or Non-Residential Bridge Course (NRBC).
(b) Residential Bridge Course Camps (RBC) (10 months to the 16 months.
(iv) Strategies of implementation of Right to Education Act, 2000 in its words and spirit.
(v) Implementation of Supreme Court of India guidelines given in the M.C. Mehta V/s
State of Tamilnadu, 2006 to conduct child mapping, formation of welfare funds for
rehabilitation of rescued children etc.
The periodicity of meetings of the Steering Committee on the Child Labour, will be half
yearly. The said committee will develop an action plan for total abolition of Child Labour and
ensure Right to Education to them in the State. After convening meeting of the above committee
the action taken report shall be submitted to the National Commission for protection of Child
Rights.

NOTIFICATION
Shimla-171002, the 9th December, 2011
No. FDS-A (3)-4/2007.—In exercise of the powers conferred by proviso to Article 309 of
the Constitution of India the Governor, Himachal Pradesh, is pleased to make the following rules
further to amend the Himachal Pradesh State Consumer Disputes Redressal Commission,
Department of Food, Civil Supplies and Consumer Affairs, Civil Nazir, Class-III, (Non- Gazetted)
Recruitment and Promotion Rules, 2010 notified vide this departmennt’s notification of even
number dated 14 th May, 2010, namely:—
1.
Short title and commencement.—(i) These rules may be called the Himachal Pradesh
State Consumer Disputes Redressal, Commission, Civil Nazir, Class-III, (Non-Gazetted)
Recruitment and Promotion (First Amendment) Rules, 2011.
(ii) These rules shall come into force from the date of publication in the Rajpatra,
Himachal Pradesh.

2. Ammendment in Annexure- “A”. —In Annexure-“A” to the Himachal Pradesh State
Consumer Disputes Redressal, Commission and District Consumer Disputes Redressal Fora, Civil
Nazir,Class-III, (Non- Gazetted) Recruitment and Promotion Rules, 2010;
(a) For the existing provisions against Column No.4, the following shall be substituted,
namely:
(i) Rs. 10300-34800+ 3200 Grade Pay.
(ii) Emoluments for contract Employees as per details given in col.15A
(b) For the existing provisions against Column No.15, A) II), the Following shall be
substituted, namely;
The Civil Nazir appointed on contract basis will be paid consolidated fixed contractual
amount @ Rs.13, 500/- per month (which shall be equal to minimum of the pay
band+grade pay). An amount of Rs.410/-(3% of the minimum of pay band+grade pay
of the post) as annual increase in the contractual emoluments for the subsequent
year(s) will be allowed if contract is extended beyond one year.The Following shall be
substituted, namely;
(c) For the existing provisions against Column No.15, A) .
(VII), a), the Following shall be substituted, namely;
The Contract Appointee will be paid fixed contractual amount @ Rs.13,500/- per
month (which shall be equal to minimum of the pay band +grade pay). The Contract
Appointee will be entitled for increase in contractual amount @ Rs. 410 /-( 3% of
minimum of the pay band +grde pay of the post) for further extended years and no
other allied benefits such as senior/ selection scales etc. will be given .

No. FDS-B (2)-9/2010.—The Governor, Himachal Pradesh, in exercise of the powers
conferred under Sub Clause (a) of Sub Section (1) of Section 10 of the Consumer Protection Act,
1986 (as amended by the Act. No.62 of 2002) and on the recommendations of the Selection
Committee, is pleased to appoint Shri K.S. Chandel, presently posted as L.R.-cum Secretary (Law)
to the Government of Himachal Pradesh, as President of District Consumer Disputes Redressal
Forum, Shimla.
The Governor, Himachal Pradesh is further pleased to order the repatriation of Shri
D.S.Khenal, President, District Consumer Disputes Redressal Forum, Shimla for his further posting
by the Hon’ble High Court of Himachal Pradesh.

Committee, is pleased to appoint Shri J. N.Yadav, presently posted as Additional District and
Sessions Judge, Solan, as President of District Consumer Disputes Redressal Forum, Mandi.
The Governor, Himachal Pradesh is further pleased to order the repatriation of Shri Rajeev
Bhardwaj, President, District Consumer Disputes Redressal Forum, Mandi for his further posting
by the Hon’ble High Court of Himachal Pradesh.
