Article 309 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the
H.P. Public Service Commission, is pleased to make the following Rules, further to amend the
Himachal Pradesh, Higher Education Department, Assistant Professors (College Cadre) Class-I
(Gazetted) and Contract Recruitment and Promotion Rules 2010 notified vide Notification
No.EDN-A-Kha (3)5/99-Loose dated 29th Oct. 2011, namely :—
1. Short Title and Commencement.—(i) These rules may be called the Himachal
Pradesh Higher Education Department, Assistant Professor (College Cadre) Class-I (Gazetted) and
Contract Recruitment and Promotion (First Amendment) Rules, 2013.

(ii) These rules shall come into force from the date of publication in the Rajpatra,
Himachal Pradesh.
2.
Amendment of Annexure “A” and “B”.—In Annexure “A” to the Himachal
Pradesh, Higher Education Department, Assistant Professors (College Cadre) Class-I (Gazetted)
and Contract Recruitment and Promotion Rules 2010 :—
(a) for the existing provision against Col. No.15-A(VII)(e) the following shall be
substituted, namely:—
“An official on contract basis who have completed three years tenure at one place
of posting will be eligible for transfer on need based basis wherever required on
administrative grounds.” and
(3) for the existing provision against Clause 6 of Annexure “B”, the following shall be
substituted, namely:—
“An official appointed on contract basis who have completed three years tenure at
one place of posting will be eligible for transfer on need based basis wherever
required on administrative grounds.”
