Shimla-2, the 1st July, 2013
No. Home-B (E) 3-17/2003.—The Governor, Himachal Pradesh, in consultation with the
Hon’ble High Court of Himachal Pradesh, is pleased to add following more functions in addition to
the functions of H.P. Judicial Academy already notified vide this department notification of even
number dated 24-11-2005 :—
1. Research.—To associate the Judicial Officers in the research work in order to provide
evidence about the judicial process and development. The training programme/refresher

programme should be followed by “impact assessment” by taking the feedback from the judicial
officers. Thereafter, the OSD-Legal Research and Rules, High Court of H.P. will process the same
and prepare the research paper, for being placed before the H.P. Judicial Academy Committee and
Board of Visitors for overall working of Judicial Officers Training Institute, National Law School
and all matters relating thereto. The Law Students of Final Year from the Law Collages should also
be associated in research work. H.P. Judicial Academy to devise modules in this regard.
2. Teaching.—To make aware the Practitioners in other fields as well as the next
generations about the laws and the judicial system. The Judicial Academy to evolve a module for
the innovative teaching about the laws and the judicial system in association with State Legal
Authority.
3. Policy Input.—To assist the development of judicial policies through research and
provide a high level forum for policy discussion between the Judges, Academicians and the policy
makers with a view to provide ultimate benefits to the society as a whole and to prepare a draft
paper in this regard.
4. Professional Development.—To start professional development courses of short
duration, for practicing lawyers. Some of these courses are to be designed to fulfil the need on
educating practitioners about the judiciary prior to applying for judicial posts. The other short
duration professional development courses should provide Legal Practitioners with new skills and
understanding of judicial functions. To devise modules in this regard, by taking up the matter with
the Bar Council of H.P.
5. Public Debate.—To hold programmes of public discussion about the key role of the
judiciary in law and society by holding seminars in collaboration with the H.P. Legal Services
Authority and Para Legal Volunteers working with the District Legal Service Authorities in the
State by devising modules.

No. NPT(Bye-Laws)/2013- 906.—In exercise of the powers conferred by Section 217 read
with clause ( o ) of sub section 202 of Himachal Pradesh Municipal Act, 1994 (Act No.13 of 1994)
as amended from time to time the Posting of Bills, Hoardings, Advertisement Bye-Laws have
been formulated and approved by the Nagar Panchayat Talai, Distt. Bilaspur, H.P. and published in
the Rajpatra, Himachal Pradesh (extraordinary) for information of general public on dated 10-06-
2013 for inviting objections and suggestions of the affected persons within 30 days from the date of
their publication in the Rajpatra Himachal Pradesh.
And whereas no objection and suggestions received within the specified period. The
Advertisement Bye-Laws called “Nagar Panchayat Talai (To regulate the Posting of Bills,
Hoardings, Advertisement etc.) Bye-Laws-2013” and are hereby published for information of

general public and shall come into force within the limit of Nagar Panchayat Talai from the date of
publication of this Notification in the Rajpatra, Himachal Pradesh.
Advertisement Bye-Laws of Nagar Panchayat Talai
1. Short Titles Commencement and Application.—These By-Laws may be called the
“Bye-Laws” to regulate the posting of bills and fixing of advertisement, hoardings, sign boards etc.
within Talai Nagar Panchayat limits, 2013.
1. These Bye Laws shall come into force from the date of their publication in the
Rajpatra, Himachal Pradesh.
2. These Bye Laws shall apply to Nagar Panchayat Talai area.
2. Defination.—In these Bye- Laws under the contest otherwise requires :-
(a) “Act” means the Himachal Pradesh Municipal Act, 1994.
(b) “Bills” means any poster , notice and advertisement printed on paper or board or
painted on Hoarding sign boards or walls etc. and hang on poles painted on walls
etc.,
(c) “Panchayat” means the Nagar Panchayat Talai Distt. Bilaspur H.P.
(d) “Schedule” means the schedule indicating the rate in respect of sign boards.
3. No person shall with out the written permission of the Secretary Nagar Panchayat Talai
stick, fix or hang or cause to be fixed , stick of hangs or paint bills posters , advertisement , notice ,
even walls etc. over any place or property whether private or public street or road in contravention
of following conditions:—
(i) Hoarding advertisement/banners will not be allowed in the acquired width of the
National/Sate High ways other schedule roads and foot path as they cause traffic
hazard and are against the instruction of the Govt. of India and Hon’ble Court.
(ii) No hoardings/advertisement /banners should be allowed in and along Nagar Panchayat
parks / green areas excepts with the permission of the Nagar Panchayat Talai.
(iii) No hoarding , advertisements should be put on the Baba Balak Nath Ji Temple side
above the road level including on the roof of buildings to preserve the aesthetic scenic
beauty and the view of Temple.
(iv) No hoarding, advertisement should be put the place where effects endangers the grown
of flora.
(v) No hoarding should be located in thickly wooded area and no any kind of hoarding
should be placed on trees.
(vi) No hoarding advertisement should exceed dimension size of 16 Sqm.
(vii) No hoarding, advertisement, banners should be put up in contravention of any law&
rules against the guidelines notified be any department.

(viii) No hoarding, advertisement should locate near a water source.
(ix) No hoarding, advertisement should be in the form of writing engraving nailing and
carving on any Natural of inanimate object.
(x) No hoarding /advertisement /banner will allowed on the roofs of buildings.
(xi) Only singe of premises are allowed up to 3 Sqm. between slab and lintel of the
building to the occupier/owner.
(xii) Discretional sign to the Govt. offices religious places will be allowed by the Nagar
Panchayat. The type, size and location of these shall be also approved by the
Panchayat. The Panchayat keeping in view requisite site clearness so that there is no
traffic hazard due to installation of such board .
(xiii) No person shall without the written permission of the Secretary , stick fix or hang or
cause to be stuck /fixed or hanged hoarding , advertisement, banner notice etc. over
any place or property whether private or public street or road.
(xiv) The Panchayat shall provide notice board for the purpose of sticking fixing or hanging
posters notice and advertisement which shall be available for use on an application to
be made to the Secretary on payment of fee provided for in these bye laws.
(xv) No hoarding, advertisement should be located /positioned on a sharp turn “U” turn and
blind turns.
(xvi) The beauty of nature for matters such as hills, rivers and rock should not be destroyed
by indiscriminate installation of commercial advertisement.
(xvii) No writing / defacing of retaining walls and parapets could be allowed.
Exemptions.—Shopkeepers /traders/firms/company could be allowed to place hoarding/
advertisement/banners at shop/office on his own land with permission of Nagar Panchayat Talai
after depositing requisite fee.
4. Advertisement containing indecent pictures or language shall not be allowed .
Secretary Nagar Panchayat shall be the authority to decide as to the decency or other wise of the
advertisement and the appeal against his decision shall be made to the Deputy Commissioner
Bilaspur whose decision shall be final .
5. Fee For Permission.—Installation [email protected]/-Per sqm. And after this Rs.300/-per
Sqm. Per annum shall be payable for every permission granted under Bye-Laws or minimum for
per year. Cloth Banners @200/-per sqm. per annum
6.
Penalties.—Who so ever commits any of breach of any of the Bye-Laws shall be
punishable with fine, Which may extend to twenty five rupees to two hundred fifty rupees and
when breach is a continuing one with a further fine , which may extend to Rs.25/- for every day ,
after the first day during which the breach continuous.
