Article 309 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the
H.P. Public Service Commission, is pleased to make the following rules further to amend the
Himachal Pradesh Department of Town & Country Planning Assistant Town Planner, Class-I
(Gazetted) Recruitment and Promotion Rules, 2012 notified vide this Department notification of
even number dated 26-7-2012 , namely:—

Short title and commencement.—(i) These rules may be called the Himachal
Pradesh, Town & Country Planning Department, Assistant Town Planner, Class-I (Gazetted)
Recruitment and Promotion (First Amendment) Rules, 2013.

(ii) These rules shall come into force from the date of publication in the Rajpatra/e-
Gazette, Himachal Pradesh.
2. Amendment of Annexure-“A”.—In Annexure-“A” to the Himachal Pradesh Town
and Country Planning Department, Assistant Town Planner, Class-I (Gazetted) Recruitment and
Promotion Rules, 2012;
For the existing provisions against Column No.12, the following shall be substituted,
namely:—

NOTIFICATION
Rewalsar, the 19th August, 2013
No. NPRWL(Bye-Laws)/2013-727.—In exercise of the powers conferred by Section 217
read with clause (o) of sub section 202 of Himachal Pradesh Municipal Act, 1994 (Act No.13 of
1994) as amended from time to time the Posting of Bills, Hoardings, Advertisement Bye-Laws
have been formulated and approved by the Nagar Panchayat Rewalsar, Distt. Mandi, H.P. are
hereby published in the Rajpatra, Himachal Pradesh (extraordinary) for information of general
public and notice is hereby given that the said draft bye-laws shall be considered by the Nagar
Panchayat after expiry of a period of 30 days from the date of their publication in the Rajpatra
Himachal Pradesh. If any person, likely to be affected by these draft bye-laws has any objection(s)
against these draft byelaws, he may send written objections to the Secretary, Nagar Panchayat
within the aforesaid period. Objections, if any, received within the period as specified above, shall
be taken into consideration by the Nagar Panchayat, before finalizing these bye-laws namely:—
Nagar Panchayat Rewalsar (To regulate the Posting of Bills, Hoardings,
Advertisement etc.) Bye-Laws-2013
1. Short titles commencement and application.—These Bye-Laws may be called the
“Bye Laws” to regulate the posting of bills and Fixing of advertisement hoardings, sign boards etc.
with in Rewalsar Nagar limits, 2013.
(i) These Bye laws shall come in to force at once as per the directions of the Hon’ble High
Court of H.P.
(ii) These byelaws shall apply to Rewalsar Nagar Panchayat area.
Definition.—In these Bye-Laws under the contest other wise requires.
(a) “Act” means the H.P Municipal Act 1994.

(b) “Bills” means the poster, notice and advertisement printed on paper on board or
Painted on Hoarding, Sign Boards or walls etc. and hung on poles etc,
(c) Council means the Nagar Panchayat Rewalsar H.P. Schedule: Means the schedule
indicating the rate in respect of sign boards.
1.
No person shall with out the written permission of the Secretary Nagar Panchayat
Rewalsar, stick¸ fix or hung or cause to be fixed, stick of hung or paint bills, posters, advertisement,
notice, even walls etc, over any place or property whether private or public in public street or road
in contravention of following conditions.
(i) Hoarding will not be allowed in the acquired width of the national/state high ways and
other schedule roads as they cause traffic hazard and are against the instruction of the
Govt. of India and hon’ble High court.
(ii) No Hoarding advertisements should be put on the valley side above the road level
(Including on the roofs of buildings) to preserve the aesthetics, scenic beauty and the
views of hills.
(iii) No hoardings, advertisement should be put at the place where effects endangers the
growth of flora.
(iv) No hoarding should be located in thickly wooded area and no any kind of hoarding
should be placed on trees.
(v) No hoardings advertisement should exceed dimension size of 16 sq. meters.
(vi) No hoardings advertisement should be against the guideline of the P.W.
(vii) No hoardings advertisement should locate near a water source.
(viii) No hoardings advertisement should be in the form of writing engraving nailing and
caving on any natural of inanimate object.
(ix) Only singe of premises are allowed upto 3m2 between slab and lintel of the building to
the accupier/owner.
(x) Discretional sign to Govt. officer religious place will be allowed by the Nagar
panchayat. The type, size and location of these shall be also approved by the Nagar
Panchayat. The nagar panchayat keeping in view requisite site clearness so that there is
no traffic hazard due to installation of such board.
(xi) No hoarding advertisement should be located /positioned to the road. No hoarding
advertisement should be located/ positioned on a sharp ”U” turn and behind turns.
(xii) The Beauty of nature formatters such as hills, rivers, tree and rocks should not be
Destroyed by indiscriminate installation of commercial advertisements.
Exemptions:
Private Boards may be erected on respective premises by govt. offices, association or
Mercantile firms for posting their own notices, advertisement etc.

(4) Advertisement containing indecent picture or language shall not be allowed. Secretary
Nagar Panchayat shall be the authority to decide as to the decency or other wise of the
advertisement and the appeal against the decision shall be made to the president Nagar panchayat
Rewalsar whose decision shall be final.
(5) Fee for permission:—
A fee @ 300/- per sq.mt shall be payable for every permission granted under Bye-laws as
minimum for per year.
Cloth Banners Rs.100/- per sq.mt banner.
(6) Penalty:—
Breach of any of them Bye-laws shall be punishable with fine which may extend to two
thousand rupees and when breach is continued which may be exceed to 200/- rupees for every day,
after the first days during which the breach continued.

were notified in accordance with the provisions of section 10 of the Act ibid for inviting objections
and suggestions from the person(s) likely to be affected thereby, vide this Department Notification
of even number, dated 22nd July, 2013 and published in the e-Gazette, Himachal Pradesh on 22nd
July, 2013;
And whereas no objection/suggestion has been received within the stipulated period in this
behalf;
Now, therefore, in exercise of the powers vested in her under section 10 of the Himachal
Pradesh Value Added Tax Act, 2005, the Governor of Himachal Pradesh is pleased to make the
following amendments in Part-II of Schedule-‘A’ and Schedule ‘B’ appended to the Act ibid, with
effect from 01-09-2013, namely:—

1. After existing entry No. 7 of Part-II of Schedule ‘A’, the following new entry at Sr.
No. 8 shall be added, namely:—
