No. Tpt-A(3) 5/2013.—Whereas the draft Himachal Pradesh Motor Vehicles (Amendment)
Rules, 2014 were published in the Rajpatra, Himachal Pradesh on dated 12th March, 2014 vide this
department notification of even number dated 12-03-2014 for inviting objections and suggestions
from the General public as required under the provisions of section 65 read with section 212 of the
Motor Vehicles Act, 1988 (Act No. 59 of 1988);

And whereas no objection/suggestion has been received in this behalf during the
stipulated period;

Now, therefore, in exercise of the powers conferred by section 212 of the Motor
Vehicles Act, 1988, (Act No. 59 of 1988), the Governor, Himachal Pradesh, is pleased to make the
following rules, further to amend the Himachal Pradesh Motor Vehicles Rules, 1999, notified vide
this department notification No 5-24/88-TPT-II dated 12th July, 1999 and published in Rajpatra,
Himachal Pradesh (Extra ordinary) on 27th July, 1999, namely :
1.
Short title and Commencement.—(1) These rules may be called the Himachal
Pradesh Motor Vehicles (Amendment) Rules, 2014.
(2)
They shall come into force from the date of their publication in the Rajpatra
Himachal Pradesh.
2.
Amendment of Rule 42.—In rule 42 of the Himachal Pradesh Motor Vehicles
Rules, 1999, for sub-rule (1), the following shall be substituted, Namely:—
“(1) When for any reason it is impracticable for the purchaser of a new motor vehicle to
obtain a registration certificate in the ordinary course owing to a temporary closure of the
office of the registering authority or for other reasons, or where the purchaser of a new
motor vehicle intends to export it at once beyond the limits of the State or to take it
immediately to the area where he/she has his permanent residence or place of business, a
temporary certificate of registration mark may be issued by the firm of vehicles, dealer or
manufacturer of vehicles appointed by the Regional Transport Officer in this behalf subject
to the provisions of sub rule (2) and the temporary certificate and registration mark shall for
the time being serve all the purpose of a regular certificate of registration and registration
mark:
Provided that the names of persons or the firm, as aforesaid, who shall be competent
to sign the temporary certificate of registration, shall be specified by the Regional Transport
Officer.”

evening hours and have requested to impose the ban on plying of all kind of commcerncial vehicles
w.e.f. 8.00 A.M. to 11.00 A.M. and 4.00 P.M. to 6.00 P.M. on Shilly Road and Forest Road Solan for
the convienence of general public.
Whereas, in view of the above, taking all pros and cons into consideration, I, Madan
Chauhan, IAS, District Magistrate, Solan in exercise of powers vested in me Under Section 115 and
117 of the Indian Motor Vehicle Act, 1988, do hereby impose ban on plying of all kind of
commercial vehicles on Shilly/Forest Road w.e.f. 8 A.M. to 11 A.M. and 4 P.M. to 6 P.M. with
immediate effect. The Incharge Traffic Police, Solan is directed to monitor plying of commercial
vehicle on the above area during ban hours.The Executive Officer, Nagar Parishad, Solan is

Regulations, 2003, the Governor, Himachal Pradesh, is pleased to order that all the Private
Universities of the State of Himachal Pradesh are required to make admissions in the various
professional programmes only through National Common Entrance Tests from the academic
session 2014-15. They may either adopt a National Level Examination prescribed for a specific
discipline or the State level Common Entrance Examination as notified vide notified vide
notification no. EDN (TE) A (1)-9/2012 dated 16th March, 3rd April, 2013 and as per the approved
instructions issued by the Government vide no. EDN (TE)A (9)1/2012 dated 29th November, 2013.
The Governor, Himachal Pradesh, is further pleased to order that the admissions to BBA,
BCA, BBS, MBA & Law courses as approved by the State Government from time to time in
respect of various Private Universities in Himachal Pradesh and recognized by the UGC, will also
be made on the basis of valid scores of National Level Entrance Tests.
Provided further that in addition to above, if any UG level technical/professional course(s)
being run by the Private Universities after approval of the State Government and recognized by the
UGC, still remains, for which there is/are no exclusive entrance test(s) being conducted at National/
State level, the minimum qualification for admission in such course(s) be kept as ten plus two with
60% aggregate marks or ‘B’ grade/equivalent from a recognized Board/University, and shall be
relaxable by 5% marks in case of SC/ST candidates. The admissions shall be granted on merit basis
determined by conducting entrance tests at the level of such University with cut off of 50% marks,
(relaxation of 5% in case of SC/ ST candidates). The reservation of seats for SCs, STs, OBCs and
Physical Handicapped shall be made as per policy of the State Government.

THE HIMACHAL PRADESH BUS STANDS MANAGEMENT AND DEVELOPMENT
AUTHORITY (AMENDMENT) ACT, 2014

AN
ACT
further to amend the Himachal Pradesh Bus Stands Management and Development
Authority Act, 1999 (Act No. 18 of 1999).
BE it enacted by the Legislative Assembly of Himachal Pradesh in the Sixty-fifth Year of the
Republic of India as follows:—
1.
Short title.—This Act may be called the Himachal Pradesh Bus Stands Management and
Development Authority (Amendment) Act, 2014.
2.
Amendment of Long title.—In Long title of the Himachal Pradesh Bus Stands
Management and Development Authority Act, 1999 (hereinafter referred to as the “principal Act”),
after the words “and development of”, the words “City Transport and” shall be inserted.
3.
Amendment of section 1.—In section 1 of the principal Act, after the words “Himachal
Pradesh”, the words “City Transport and” shall be inserted.
4.
Amendment of section 2.—In section 2 of the principal Act, in sub-section (1), in clause
(f), after the words “means the”, the words “Himachal Pradesh City Transport and” shall be
inserted.
5.
Amendment of section 3.—In section 3 of the principal Act, in sub-section (1), after the
words “Himachal Pradesh”, the words “City Transport and” shall be inserted.
6.
Amendment of section 14.—In section 14 of the principal Act,—
(a) in sub-section (1), after the words “Authority to manage the bus stands”, the words
“and transport buses procured by it” shall be inserted. ; and
(b) in sub-section (3),—
(i)
in clause (a), after the words and sign “Bus-Stands”, the words and sign “and
regulate, operate and control the plying of buses procured by it” shall be
inserted.;
(ii) in clause (i), after the words "by this Act", the words, signs and letters “either
on its own or in joint venture or on Public Private Participation (PPP) basis”
shall be inserted.; and
(iii) after clause (i), the following new clause (j) shall be inserted, namely:—

“(j) provide for establishment of quality focused multi-model public transport
systems that are well integrated providing seamless travel across modes.”.
7.
Amendment of section 28.—In section 28 of the principal Act, in sub-section (2), in
clause (j), after the words “proper management of the bus stands”, the words “and regulation of
transport buses procured by it” shall be inserted.
