No. Rev-D (F) 11-2/2014.—The Governor, Himachal Pradesh is pleased to enhance the
eligibility of annual income criteria as fixed for obtaining the Low Income Certificate vide letter
No. Rev - D (F) 12–17 / 2007. dated 09-10-2007, from Rs. 12,000/- to 35,000/- for issuing the
Low-Income Certificate in favour of deserving persons, facilitating them for taking benefits under
various Central / State welfare schemes, with immediate effect.

No. FFE-A (B)12-1/2007 –II.—In exercise of the powers conferred by proviso to Article
309 of the constitution of India, the Governor, Himachar Pradesh, in consultation with the
Himachal Pradesh Public Service commission, is pleased to make the following rules further to
amend the Himachal Pradesh, Forest Department, Himachal Pradesh Forest Service (HPFS),
Class-I (Gazetted) Recruitment and Promotion Rules, 2002 notified vide this department
Notification No.Fts.(A)12(B)9/81-III dated 8th March, 2002, namely:—
1.
Short title and commencement.— (i) These rules may be called the Himachal
Pradesh, Forest Department, Himachal Pradesh Forest Service (HPFS), Class-I (Gazetted)
Recruitment and promotion (Fourth Amendment) Rules, 2011.
(ii) These rules shall come into force from the date of publication in the Rajpatra,
Himachal Pradesh:
Provided that the provisions of clause(c) of Rule 2 of these Rules shall come into
force from 1st January, 2012.
2.
Amendment of Annexure-A.—In Annexure to the Himachal Pradesh, Forest
Department, Himachal Pradesh Forest Service (HPFS), Class-I (Gazetted) Recruitment and
Promotion Rules, 2002 (hereinafter referred to as the "said rules") :—
(a) For the words, signs and figures "I59 (One hurrdred and fifty nine),, appearing against
Column No. 2, the words, signs and figures "160 (One hundred and sixty)" shall be
substituted;
(b) For the words, signs and figures "Rs. 7220-220-8100-275-10300-340-11660
(initial/entry scale)" appearing against Column No. 4, the words, signs and figures
"10300-34800 + Rs. 5000/- Grade Pay" shall be substituted. ;
(c) For the words, signs and figures "21-34 years" appearing against Column No. 6, the
words, signs and figures "21-30 years" shall be substituted; and
(d) Below the existing main provision i.e. Para-I against Column No. II the following
provisos shall be inserted, namely :—
"Provided that for the purpose of promotion every ernployee shall have to serve at
least one term in the Tribal/Difficult areas subject to adequate number of post(s)
available in such areas:
Provided further that the proviso (I) supra shall not be applicable in the case of
those employees who have five years or less service, left for superannuation;
Proovided further that Officers/Officials who have not served atleast one tenure in
Tribal/difficult areas shall be transferred to such area strictly in accordance with his/her
seniority in the respective cadre.

Explanation-I.—For the proviso (I) supra the “term” in the tribal/diffcult areas
shall mean normally three years or less period of posting in such areas keeping in view
the administrative requirements and performance of the employee.
Explanation-II.—For the purpose of proviso 1 supra the Tribal/Difficult Areas
shall be as under :—
1.
District Lahaul & Spiti.
2.
Pangi and Bharmour Sub Division of Chamba District.
3.
Dodra Kawar Area of Rohru Sub-Division.
4.
Pandrah Bis Pargana, Munish Darkali and Gram Panchyat Kashapat, Gram
Panchayats of Rampur Tehsil of District Shimla.
5. Pandrah Bis Pargana of Kullu Distict.
6. Bara Bhangal Areas of Baijnath Sub Division of Kangra Distict.
7. District Kinnaur.
8. Kathwar and Korga Patwar Circles of Kamrau Sub Tehsil, Bhaladh Bhalona and
Sangna Patwar Circtes of Renukaji Tehsil and Kota Pab Patwar Circle of Shillai
Tehsil in Sirmour District.
9. Khanyol-Bagra Patwar Circle of Karsog Tehsil, Gada Gussaini, Mathyani,
