the interested/ effected persons were invited and published in Punjab Kesari Newspaper dated 1st
March, 2013. But no objection and suggestion was received during the stipulated period.
Hence, the Municipal Council Shri Naina Devi Ji has decided to impose Rs. 30.00 as Bus
Adda fee per round/trip on all the Buses/Trucks (in other words all the heavy vehicles) entering in
the Bus Adda premises of the Municipal Council Shri Naina Devi Ji vide its resolution No. 255
dated 5th March, 2014 and published in the Rajpatra, Himachal Pradesh (ordinary) for the
information of general public.

following amendment in the Himachal Pradesh Grant-in-Aid to Non Government Colleges Rules,
2008.
1. Short Title.—These Rules may be called the Himachal Pradesh Grant-in-Aid to Non-
Government Colleges (3rd Amendment) Rules, 2014.
2. Amendment of Rule 4: In Rule 4 of the Himachal Pradesh Grant-in-Aid to Non
Government Colleges Rules, 2008, second and third provisio notified vide this department
notification No. EDN-A-Ga(10)-3/2008 dated 16th October, 2009 shall be substituted as under :—

Provided further that the amount of the Grant-in-Aid in favour of the teaching & non-
teaching staff of four colleges i.e. St. Bede,s College Shimla, DAV College Kangra, DAV College
Kotkhai and MLSM College Sundernagar, which were getting Grant-in-Aid under the Himachal
Pradesh Non-Government Affiliated Colleges Grant-in-Aid Rules, 1994 shall not exceed 95% of
the revenue gap. (Total expenditure on salary of approved teaching and non teaching staff minus
the total income from all sources).
Provided further that the revised Grant-in-Aid shall be payable w.e.f.1.1.2014 and no part of
the financial liability accrued due to annual increments, promotions, payment of D.A. etc. between
1.4.2008 and 31.12.2013 shall be paid as Grant-in-Aid. For calculating Grant-in-Aid admissible
w.e.f. 1.1.2014 financial benefits earned between 1.4.2008 and 31.12.2013 shall not be counted.

“Collegium style of functioning in all departments of HP Government Medical colleges and HP
Dental college in the Pradesh, with immediate effect, in the public interest.
2. The Composition, work and functions of the Collegium system shall be as under:—
Composition :—
The collegium of every department in the Medical College/ Dental College shall consist of
HOD and next two senior most faculty members in the department.
In case there are more than two Professors (excluding HOD) in the department, then
membership shall be rotated amongst all Professors every two years.
Distribution of work and Functions of Collegiums:—

1. The administrative, clinical, academic , research, financial and corporate functions of
the department shall be distributed by the HOD amongst himself/ herself and the other two
members of the Collegium so that each member has atleast two assigned functions. However, the
administrative and financial powers shall not be vested in one member. For instance if the HOD
retains financial functions then administrative functions would necessarily be assigned to another
member of the collegium. Further the following matters shall necessarily be brought before the
entire Collegium and shall not be decided by the individual member whom these functions might
have been assigned.
(i) Distribution of resources (staff, residents, OPD days. OTs/ Tables, equipments, lab,
clinic etc.
(ii) Development of sub specialities and areas of interest of individual faculty members of
the department.
(iii) Clinical work distribution including allotment of wards, OPD time slot and surgery
schedule.
(iv) Purchase of major equipment in the department.
(v) Other matters will be decided by the member to whom the specific function is
assigned.
3. The office order constituting the Collegium in each department would be issued by the
Principal of the College concerned.
4. The Collegium of every department shall meet atleast once in every month.
5. The Collegium of every department shall submit a monthly report on the discharge
functions assigned to it pertaining to their department to the respective Principal of the Medical
Colleges/ HP Dental College and the decisions taken by them. The Principal shall forward the
implementation/compliance report to the Government every month.
6. Copies of the office orders establishing department wise Collegium should be
forwarded to the Government within 15 days from the date of issue of this notification.
