EXAMINATION FOR APPOINTMENT TO THE CADRE
OF CIVIL JUDGES ( JUNIOR DIVISION)
No. HHC/Rules/22(25)/83.—In exercise of the powers conferred under Rule 2(1) (g) (i) &
(ii) read with Rule 5 of the Himachal Pradesh Judicial Service Rules, 2004, the High Court of
Himachal Pradesh is pleased to make the following amendment in “The Himachal Pradesh Judicial
Service (Syllabus and Allocation of Marks) Regulations, 2005, for the cadre of Civil Judges(Junior
Division):—
1. Short Title.—These Regulations shall be called Himachal Pradesh Judicial Service
(Syllabus and Allocation of Marks)( Fifth Amendment 2014) Regulations, 2005.
2. Commencement.—These Regulations shall come into force with immediate effect.
3. Amendment.—Regulation No.3 (ii) (a) & (b) of the Himachal Pradesh Judicial
Service(Syllabus and Allocation of Marks) Regulations, 2005 shall be substituted as follows:--

Regulation No. 3 (ii) (a) & (b)
(ii) Main Examination.—On the basis of merit obtained in the Preliminary examination,
candidates equal to ten the number of vacancies to be filled in shall be called for taking the main
examination.
The main examination for the cadre of Civil Judges (Junior Division) shall consist of :
(a) Written examination
850 marks
(b) Viva-voce
150 marks
Total
1000 marks
The Syllabus for the preliminary examination shall be the same as provided for paper-1 to
III for the main examination in Regulation 4.
Amendment in Paper–IV English Composition.—Regulation No.4 of the aforesaid
Regulation under paper -IV, English Composition shall be substituted as under :--
A choice from three essays on general subject.
Essay

Translation of Hindi
Passage into English
50 marks .
Total
150 marks.
Amendment in Viva-Vose. and Note (ii).— Regulation No.4 of the aforesaid Regulation
under paper -V, Viva-Voce and Note (ii) shall be substituted as under :--
Viva-Voce.
150 marks.
Note (ii) Each paper will last for three hours. Paper 1 to III will carry 200 marks, Paper IV
150 marks and Paper V 100 marks and viva-voce will carry 150 marks.
Amendment.—Regulation No.6(i) & (ii) of the Himachal Pradesh Judicial Service
(Syllabus and Allocation of Marks) Regulations, 2005 shall be substituted as follows:--
Minimum 6 qualifying Marks.— (i) No candidate shall be credited with any marks in any
paper in main examination unless he obtains atleast 40% in that paper, except Hindi language paper
(Paper V) in which candidate should obtain atleast 33% marks.
(ii) No candidate would be considered to have qualified the main examination unless he
obtains 45 % marks in aggregate in all papers and atleast 33 % marks in Language paper i.e. Hindi
in Devnagari script.

to the creation of the post of Political Advisor to Chief Minister and to the appointment thereto of
Shri Rangila Ram Rao, Ex-Minister with effect from the 16th September, 2014 in the rank of
Cabinet Minister on the following terms and conditions :—
(i)
The Political Advisor to the Chief Minister will be entitled for Rs. 15,000/- per month
as honorarium.
(ii)
He will be entitled to semi-furnished Govt. Accommodation or he will be entitled for
the House Rent at the rate of Rs. 4,000/- per month in case he is not provided the
accommodation by the Government. If he ceases to be the Political Advisor to the
Chief Minister or his services are no longer required by the Government of Himachal
Pradesh, he will vacate the accommodation within 15 days of such notification.
Furniture Charges will not be admissible in case he is receiving house rent allowance
in lieu of Govt. Accommodation.
(iii)
He shall be entitled for daily allowance @ Rs. 200/- per day while on tour.

(iv)
The actual expenditure of electricity and water charges of the provided accommodation
will be borne by the Government.
(v)
He will be provided a car/ vehicle by the Government and its expenditure will be borne

provided in place of vehicle facility.
(vi)
He will be entitled for road mileage allowance @ Rs. 6.00 per km (hilly and plain area)
while on tour in his own vehicle.
(vii)
He shall be entitled to sumptuary allowance @ Rs. 2,000/- per month.
(viii)
The telephone facilities will be provided to him in the office by the Government. An
amount of Rs. 3,800/- bi-monthly will be given to him for the expenditure on
residential telephone/ mobile used by him.
(ix)
He shall be entitled for medical reimbursement as per actual claim.
(x)
He will be eligible to countersign his TA/DA Bills and for his tour programmes, he
himself will be the Controlling Officer.

C, 81 and 83-A of the Himachal Pradesh Town and Country Planning Act, 1977, (Act No. 12 of
1977) may be exercised by the Municipal Council Palampur with respect to the Municipal Council
Area Palampur.
Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 77, the
Governor of Himachal Pradesh is pleased to delegate the powers conferred by the aforesaid
Sections of the Act ibid to the Executive Officer, Municipal Council, Palampur with respect of
Municipal Council, Palampur with respect to the Municipal Council area Palampur.
The exercise of the above mentioned powers shall be subject to the following conditions:—
1.
That the development permission is in accordance with the provisions of the
Development Plan/ Rules of the Himachal Pradesh Town and Country Planning Act,
1977 duly notified by the State Government. Wherever, necessary, the concerned
Local Bodies will amend its housing bye laws to bring them in consonance with the
provisions of Development Plan/Rules framed by the Town and Country Planning
Department.
2.
These Local Bodies shall function under the overall control of the Secretary (TCP) to
the Government of Himachal Pradesh in respect of the powers delegated above.
