Resettlement (Social Impact Assessment and Consent) Rules, 2015, the Governor of Himachal
Pradesh, is pleased to notify the Social Impact Assessment Unit as under to carry out Social Impact
Assessment for the purpose of proposed Land Acquisition at Bantony Castle, Up Mohal Kali Bari,
Tehsil Shimla (Urban), District Shimla;
The proposed land at Bantony Castle, Up Mohal Kali Bari, Tehsil Shimla (Urban), District
Shimla measuring 3874-39 sq.meters (5-3) bighas, comprising of Khasra Nos. 886, 887, 888, 889,
890, 891, 892 ,893, 894, 895, 896, 897 and 898 is to be acquired by the Language, Art & Culture
Department of the State Government with the objective of setting up of Urban Museum for the use
of General Public for promotion of Art & Tourism in the State besides conservation and
preservation of Heritage properties of the State for posterity and which will also be helpful in
creating a larger awareness among the society;
Thus, it is made clear that any attempt at coercion or threat during Social Assessment will
render this exercise as null and void and the Social Impact Assessment will be carried out within a
period of six months from its commencement. The Social Impact Assessment Unit shall hold
consultations, survey and public hearings:--

No. EDN-(B)-B(2)-2/2013-II.—In exercise of the powers conferred by proviso to Article
309 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the H.P.
Public Service Commission, is pleased to make the following Rules, further to amend the Himachal
Pradesh, Higher Education Department, Post Graduate Teacher Class-III (Non Gazetted)
Recruitment and Promotion Rules, 2010 notified vide Notification No. EDN-A-Kha (3)-3/98 Part-
II dated 20.9.2010, namely:--
1.
Short titled and Commencement.—(1) These rules may be called the Himachal
Pradesh Higher Education Department, Post Graduate Teacher, Class-III (Non Gazetted)
Recruitment and Promotion (First Amendment) Rules, 2016.
(2) These rules shall come into force from the date of publication in the Rajpatra Himachal
Pradesh.
2.
Amendment of Annexure - "A".—In Annexure "A" to the Himachal Pradesh, Higher
Education department, Post Graduate Teacher, Class-III (Non-Gazetted) Recruitment and
Promotion Rules,2010,--
(a) for the existing provisions against column No. 15, the following shall be substituted,
namely:--
" Selection for appointment to the post in case of direct recruitment shall be made on the
basis of viva-voce test, if H.P. Public Service Commission Shimla or other recruiting
authority, as the case may be, so consider necessary or expedient by a written test or
practical test, the standard/syllabus etc. of which will be determined by the Commission or
other recruiting authority, as the case may be.";
(b) for the existing provisions against column 15-A (1)(b) the following shall be
substituted, namely :--
"POST FALLS WITHIN THE PURVIEW OF H.P. PUBLIC SERVICE COMMISSION
SHIMLA:
The Director of Higher Education, Himachal Pradesh after obtaining the approval of the
Government to fill up the vacant posts on contract basis will place the requisition with the
concerned recruiting agency i.e H.P. Public Service Commission Shimla ." ;

(c) for the existing provisions against column 15-A (iv) the following shall be substituted,

Pradesh on account of general election of Panchayati Raj Institutions (in the areas of those PRIs,
where the elections are scheduled to be held) on the respective dates (in case poll is held). All
Government Offices, Boards, Corporations, Educational Institutions and Industrial Establishments
situated in the Himachal Pradesh under Industrial Disputes Act and shops will remain closed on the
said date in the areas of above Institutions. This will also be a paid holiday to daily wages
